What Is Required?

  • Section 6002 of the Resource Conservation and Recovery Act (RCRA) (6 pp, 47KB About PDF) requires all “procuring agencies” to purchase items designated in the Comprehensive Procurement Guidelines when buying $10,000 worth of an item. Procuring agencies include state and local government recipients of federal funding.

    • Private grantees—such as nonprofit organizations or individual recipients of federal loans, grants, or funds—are not included.

  • The EPA Grants Project Officer Manual, under Recycling Terms and Condition, explains that all grantees must print reports prepared as part of the contract agreement double-sided and on recycled paper, in accordance with Executive Order 13101 and EPA Order 1000.25. The manual also states:

    • Any state agency or local government using appropriated federal funds must comply with RCRA Section 6002.

    • State and local institutions of higher education, hospitals, and nonprofit organizations that receive direct federal funds should give preference to the purchase of recycled products.
