Southern Review of Legislative & Regulatory Actions - December 2016
The Southern Review of Legislative & Regulatory Actions, published by the U.S. Army's Regional Environmental and Energy Office--Southern (REEO-S), is designed to provide current information to environmental decision makers, planners, and program managers regarding environmental actions and events throughout Federal EPA Region 4 (Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee). Information listed may be relevant to the U.S. Army and other Military Services' activities and operations. See attached.

-- Alabama adopts an emergency rule to prevent the spread of the Emerald Ash Borer, which is a federally-regulated invasive species.

 -- Florida continues to evolve its proposed new rule on public notice of pollution for "reportable releases" to the environment.

 -- EPA proposes nonattainment area classification thresholds and implementation requirements for 2015 ozone NAAQS.

-- FERC proposes a new rule to expand the role of energy storage and aggregation in wholesale markets.

-- FWS revises its compensatory mitigation policy to encourage a shift to landscape-scale approaches to achieve strategic conservation outcomes.
