U.S. Fish and Wildlife Service announces a 12-month finding on a petition to list the northern spotted owl (Strix occidentalis caurina) as an endangered species under the ESA. After a thorough review of the best available scientific and commercial information, they find that reclassification of the northern spotted owl from a threatened species to an endangered species is warranted but precluded by higher priority actions to amend the Lists of Endangered and Threatened Wildlife and Plants. They will develop a proposed rule to reclassify the northern spotted owl as our priorities allow. The finding in this document was made on 15 December 2020.
