Facilities that need to submit SDSs or the list of hazardous chemicals under Section 311, also need to submit an annual inventory report for the same chemicals (EPCRA Section 312). This inventory report must be submitted to the State or Tribal Emergency Response Commission (SERC or TERC), Local or Tribal Emergency Planning Committee (LEPC or TEPC), and the local fire department by March 1 of each year. Most States require the Tier II form. Tier II forms require basic facility identification information, employee contact information for both emergencies and non-emergencies, information about chemicals stored or used at the facility, and additional data elements which would be useful to local planners and responders.

The Information Center does not provide regulatory interpretations. It does, however, maintain up-to-date information on the availability and distribution of publications and other resources pertaining to its program areas.

The EPEAT (Electronic Product Environmental Assessment Tool) ecolabel now includes criteria focused on reducing carbon dioxide and other greenhouse gasses from the supply chain for solar panel production. EPEAT was developed using a grant from EPA and is owned and managed by the Global Electronics Council. It is the first global ecolabel to set threshold criteria for embodied carbon in photovoltaics. Embodied carbon refers to the amount of greenhouse gas emissions associated with the extraction, production, transport and manufacturing of materials.

The Green Electronics Council (GEC) EPEAT Benefits calculator will support public and private sector purchasers in calculating the environmental benefits of purchasing EPEAT registered mobile phones, servers, and computers and displays. The calculator helps organizations quantify impacts such as reductions in energy use, greenhouse gases and water consumption, as well as cost savings. The EPEAT Environmental Benefits Calculator results can be used by organizations as part of their CDP and GRI reporting.

eProject Building 3.0 expands the tool's capability to accommodate two project types, utility energy service contracts (UESCs) and direct-funded projects, in addition to ePB's traditional focus, energy savings performance contracts (ESPCs). While it was technically possible to use ePB for these project types before, the modifications make the tool considerably "friendlier" for users pursuing UESCs and direct-funded projects. Some of the modifications relate primarily to terminology, but there are also functional changes. As an example, savings "guarantees" are eliminated for UESCs, and direct-funded projects do not include loan amortization schedules. In addition, ePB version 3.0 provides a new project data report output that can be directly uploaded to FEMP's EISA 432 Compliance Tracking System (CTS) to populate the CTS Initiated Projects Report.

On October 22, 2015, EPA published the final National Pollutant Discharge Elimination System (NPDES) Electronic Reporting Rule. This regulation replaces most paper-based Clean Water Act (CWA) NPDES permitting and compliance monitoring reporting requirements with electronic reporting. Under the rule, all authorized NPDES programs are required to submit an Implementation Plan for achieving the "Phase 2" E-Reporting requirements to EPA. Through joint governance and multi-agency representation, the NPDES E-Reporting Rule Implementation Plan Integrated Project Team (IPT) developed and distributed a template for creating the required implementation plans.

This tool helps agencies create an NOO that complies with federal requirements and meets agency needs. It is a standard NOO template that is easily tailored via the tool. The tool produces an NOO in Word format that is further editable as needed. The tool also generates an editable NOO response evaluation form that incorporates the evaluation factors identified in the NOO.

The Office of the Federal Environmental Executive has released implementation guidance for use in preparing and deploying a Hierarchical, Organization-focused Environment Safety and Health Management System (ESHMS). The guidance includes sample templates while outlining key steps for agencies to follow to implement a hierarchical, organizational-level, enterprise ESHMS, from headquarters down to facilities. The templates may also be used for the development of a system that addresses environment only (i.e. EMS) or for a system that is implemented at only one level of the organization.

This contains DOE supplemental guidance to the Instructions for Implementing Executive Order 13423 dated January 2008. This document provides clarification and guidance to achieve the water reduction goals of section 2(c) of Executive Order 13423 and the Instructions for Implementing Executive Order 13423, dated March 29, 2007. Beginning in 2008, Federal agencies must reduce water consumption intensity through life-cycle cost-effective measures, relative to the baseline of the agency's water consumption in fiscal year 2007 by 2 percent annually through the end of FY 2015 or 16 percent by the end of FY 2015.

The State of Colorado (Colorado Parks and Wildlife or CPW) requested that the Service establish an NEP in conjunction with their State-led gray wolf reintroduction effort. Establishment of this NEP would provide for allowable, legal, purposeful, and incidental taking of the gray wolf within a defined NEP area while concurrently providing for the conservation of the species. The geographic boundaries of the NEP would include the State of Colorado. The best available data indicate that reintroduction of the gray wolf into Colorado is biologically feasible and will promote the conservation of the species. They are seeking comments on this proposal and on our associated draft environmental impact statement (DEIS), prepared pursuant to the NEPA, which describes the potential alternatives for providing a regulatory framework for the State's reintroduction. USFWS are releasing (meaning introducing) the Guam kingfisher (Todiramphus cinnamominus), known locally as the sihek, on Palmyra Atoll as an experimental population under the ESA. Currently, sihek exists only in captivity and has been extinct in the wild for more than 30 years. The introduction on Palmyra Atoll is outside sihek's historical range because its primary habitat within its native range on Guam has been indefinitely altered by the accidental introduction of the predatory brown treesnake (Boiga irregularis) in the mid-twentieth century. Tools to manage brown treesnakes at a landscape level are beginning to be deployed, but it will take time before these tools are effective. The introduction of sihek to Palmyra Atoll is not a permanent introduction that would support a self-sustaining population; it is intended to facilitate the gathering of information and analysis to optimize efforts for reestablishment of the species on Guam once brown treesnakes can be sufficiently controlled at a landscape scale. USFWS classify this population as a nonessential experimental population (NEP) under the ESA and provide regulations for the take of sihek within the NEP area. The Department of Defense (DoD) has launched a cohort of prototype projects to demonstrate treatment technologies for per- and polyfluoroalkyl substance (PFAS)-impacted media. PFAS are very stable in the environment, due to their unique chemical structure, and are relatively resistant to natural breakdown processes. Spread across three DoD-identified installations, these efforts will demonstrate new technologies targeting these chemicals through a partnership with the DoD's Environmental Security Technology Certification Program (ESTCP), the Air Force, the Navy, and the Defense Innovation Unit (DIU). Ten companies have been awarded prototype contracts under this effort. The ESTCP and DIU Environmental Remediation & Restoration from PFAS Initiative combines and compares methods that concentrate and destroy PFAS both on and off-site. The selected projects consist of three discrete actions for PFAS-impacted media: water source remediation, soil treatment, and PFAS destruction.

DOD conducted an evaluation to determine what are needed to identify, mitigate, and remediate contamination from perfluoroalkyl and polyfluoroalkyl substances (PFAS) at DoD installations; and identify populations exposed to PFAS at DoD installations and inform them of the associated health and safety concerns. DOD is recommending that the Under Secretary of Defense for Acquisition and Sustainment revise DoDI 4715.18 to include requirements for Emerging Chemical Program officials to initiate proactive risk management actions based on measurable risks to the DoD areas of concern to mitigate contaminant effects of emerging chemicals at DoD installations, develop risk management options and initiate proactive risk management actions which may be warranted to identify and mitigate the contaminant effects of emerging chemicals as early as possible in the Emerging Chemical Process, regardless of whether an emerging chemical is on the Emerging Chemical Watch List or the Emerging Chemical Action List; and formally inform DoD users of emerging chemicals and of their status in the Emerging Chemical Process.

Overall, NREL finds multiple pathways to 100% clean electricity by 2035 that would produce significant benefits, but the exact technology mix and costs will be determined by research and development (R&D), manufacturing, and infrastructure investment decisions over the next decade.

The Implementing Instructions for Executive Order 13423 require agencies to commit to proactive communications with interested parties, ideally as part of their environmental management systems (EMSs). From 2003 to 2005, the Office of the Federal Environmental Executive led a team, consisting of Federal and state agencies, that created a cross-walk identifying available guidance documents regarding environmental communications. The intent of these documents is to assist organizations in developing proactive communications procedures and processes using the EMS Plan, Do, Check, Act model.

Agencies of the executive branch of the Government shall: (1) administer the cultural properties under their control in a spirit of stewardship and trusteeship for future generations, (2) initiate measures necessary to direct their policies, plans and programs in such a way that federally owned sites, structures, and objects of historical, architectural or archaeological significance are preserved, restored, and maintained for the inspiration and benefit of the people, and (3), in consultation with the Advisory Council on Historic Preservation (16 U.S.C. 470i), institute procedures to assure that Federal plans and programs contribute to the preservation and enhancement of non-federally owned sites, structures and objects of historical, architectural or archaeological significance.

Under this EO each Federal agency must provide leadership and take action to minimize the destruction, loss or degradation of wetlands, and to preserve and enhance the natural and beneficial values of wetlands. Each agency, to the extent permitted by law, must avoid undertaking or providing assistance for new construction located in wetlands unless the head of the agency finds: there is no practical alternative to such construction; the proposed action includes all practical measures to minimize harm to wetlands that may result from such use. In making this finding the head of the agency may take into account economic, environmental and other pertinent factors (Section 2(a)). Each agency must also provide opportunity for early public review of any plans or proposals for new construction in wetlands (Section 2(b)).

This EO establishes a Federal Legal Council consisting of the Attorney General and 15 agencies to encourage coordination and communication among Federal legal offices. E.O. 12146 also creates a process to mediate legal disputes between agencies, creates a litigation notice system for civil litigation affecting the Federal government, and encourages agencies to release legal opinions that are statements or interpretation of agency policy, unless this would cause demonstrable harm.

This EO incorporates waste prevention and recycling in the agency's daily operations and work to increase and expand markets for recovered materials through greater Federal Government preference and demand for such products. It also promoted green procurement and created a Federal Environmental Executive and established high-level Environmental Executive positions within each agency. This EO was revoked by EO 13101.

This EO requires Federal agencies to achieve environmental justice by identifying and addressing, as appropriate, any disproportionately high and adverse human health or environmental impacts that their programs, policies, and activities may have on minority populations and low-income populations.

Energy Efficiency and Water Conservation at Federal Facilities

This EO tasked agencies to perform energy and water audits at priority facilities. After the audit, agencies were to being the implementation of energy efficiency and water conservation projects. This EO was revoked by EO 13123.

Recreational Fisheries

This EO mandates that Federal agencies, to the extent permitted by law and where practicable, improve the quality, function, and sustainable productivity and distribution of U.S. aquatic resources for increased recreational fishing opportunities. It also established the National Recreational Fisheries Coordination Council. It was amended by EO 13474 in 2008.

Locating Federal Facilities on Historic Properties in Our Nation’s Central Cities

This EO states that the Federal Government shall utilize and maintain, wherever operationally appropriate and economically prudent, historic properties and districts, especially those located in central business areas.

Indian Sacred Sites

This EO addresses the accommodation of sacred sites. Each executive branch agency with statutory or administrative responsibility for the management of Federal lands is required, to the extent practicable, permitted by law, and not clearly inconsistent with agency functions, accommodate access to and ceremonial use of Indian sacred sites by Indian religious practitioners. They shall also avoid adversely affecting the physical integrity of the sacred sites. Where appropriate, agencies will maintain the confidentiality of sacred sites.

This EO amends EO 12580, which together, constitute the implementing orders for CERCLA. As such, the orders delegate certain CERCLA authorities and responsibilities to EPA and other Federal agencies.

Invasive Species

This EO addresses the prevention of the introduction of invasive species and provides for their control and minimization of the economic, ecological, and human health impacts the invasive species causes. The EO establishes the Invasive Species Council, which is responsible for the preparation and issuance of the National Invasive Species Management Plan, which details and recommends performance-oriented goals and objectives and specific measures of success for Federal Agencies. It was continued by EO 13708 in 2015.

Greening the Government Through Leadership in Environmental Management

This EO mandates that environmental management considerations must be a fundamental and integral component of Federal Government policies, operations, planning, and management. The primary goal of this EO in the natural resources arena is for each agency to strive to promote the sustainable management of Federal facility lands through the implementation of cost-effective, environmentally sound landscaping practices, and programs to reduce adverse impacts to the natural environment.
