Available from EPA's Office of Water, the report describes the progress made in FY 2009 toward each of the 15 National Water Program subobjectives identified in the FY 2009 National Water Program Guidance and the EPA 2006 -2011 Strategic Plan. Four key elements in the Report are: an overview of performance for all FY 2009 National Water Program measures; a description of innovative approaches and best practices in program implementation; performance highlights and management challenges for each subobjective; and an appendix of data for environmental and program-related measures, including national and regional data (where available).

This guidance describes water program priorities and strategies, including the suite of water performance measures and their targets, for the coming fiscal year.

By statute, the Director of the Office of Management and Budget (OMB) is required to publish scorecards on Federal agency performance on energy efficiency and sustainability. The scorecards available on this site assess agencies' fiscal year (FY) 2016 performance toward statutory and Executive Order goals, which were in place prior to the beginning of the current Administration. The information upon which the scorecards are based includes data, metrics, and scoring criteria that were developed in accordance with existing statutory and Executive Order requirements applicable in FY 2016.

On 23 November 2009, Michelle Moore, Federal Environmental Executive, sent an email to Agency Senior Sustainability Officers providing information on the annual EMS data call due 15 January 2010. Accompanying the data call are documents for accomplishing the 2009 report (see FY09 EMS Annual Report Data Call); an agency-level EMS report template (Attachment A); a facility/organization-level data template (Attachment B); the FY09 EMS metrics (Attachment C); and supplemental Oct 2008 guidance on establishing EMSs at All Appropriate Levels (Attachment D).

This document, Cost Estimating and Assessment Guide: Best Practices for Developing and Managing Capital Program Costs (GAO-09-3SP), dated March 2009, is intended to help agencies produce well-documented, comprehensive, accurate, and credible estimates. multi-step process for developing high-quality, trustworthy cost estimates; explains how to manage program costs once a contract has been awarded; and presents 48 case studies, drawn from GAO published audits, that illustrate typical pitfalls and successes in cost estimating. The guide stresses both sound cost estimating and earned value management (EVM), a project management tool that compares completed work to expected outcomes, in setting realistic program baselines and managing risk. In future audits, GAO plans to use the Cost Estimating and Assessment Guide to assess the accuracy of agencies' cost estimates and determine whether programs are on schedule.

This GAO report, Opportunities to Reduce Federal Fiscal Exposures Through Greater Resilience to Climate Change and Extreme Weather, release the results of a GAO study concerning the impact of climate change and extreme weather on federal facilities. The primary finding was that climate change and related extreme weather impacts on infrastructure and federal lands increase fiscal exposures that the federal budget does not fully reflect. Investing in resilience--actions to reduce potential future losses rather than waiting for an event to occur and paying for recovery afterward--can reduce the potential impacts of climate-related events. Implementing resilience measures creates additional up-front costs but could also confer benefits, such as a reduction in future damages from climate-related events.

This report is the most recent in a series of GAO reports examining the nexus between energy and water. The report looks at the vast amounts of water used by the U.S. in energy production, from cooling thermoelectric power plants to the growth of feedstocks for biofuel production to oil and gas extraction. It also examines how water and energy are inextricably linked in the treatment of drinking water and wastewater. The GAO report noted several factors likely to affect future supply and demand for both energy and water, including climate change, population growth, and demographic shifts.

The General Duty Clause in Section 112(r)(1) makes the owners/operators of facilities with regulated hazardous substances responsible for managing chemicals safely.

This form is required to be completed by all applicants as part of an application for a 40 CFR Part 71 Federal Operating Permit.

The U.S. Fish and Wildlife Service (Service), revise the List of Birds protected by the Migratory Bird Treaty Act (MBTA) by both adding and removing species and changing names to conform to accepted use by the scientific community. Reasons for the changes to the list include adding species based on new taxonomy and new evidence of natural occurrence in the United States or U.S. territories, removing species no longer known to occur within the United States or U.S. territories, and changing names to reflect currently accepted taxonomy and nomenclature. The net increase of 13 species (16 added and 3 removed) brings the total number of species protected by the MBTA to 1,106. They also revise the scientific name of a species subject to specific migratory-bird-permit regulations and revise corresponding entries for several migratory bird species that are also listed on the List of Endangered and Threatened Wildlife under the Endangered Species Act to reflect currently accepted taxonomy and nomenclature. This guidance will assist permit applicants and owners or operators in submitting and managing the large volumes of information associated with Class VI geologic sequestration projects. The guidance identifies common file formats used for geologic data and technical reports and describes how Class VI permit applicants and owners or operators can use the Agency's electronic Geologic Sequestration Data Tool to meet the Class VI electronic reporting requirements throughout the duration of a Class VI project.

Under READ services, EPA has awarded eight Government Wide Acquisition Contracts (GWACs) to small businesses (three nationwide, three in the eastern U.S. and two in western U.S.). Under the contracts, companies will evaluate each item and its components, and then, in decreasing preference:

• refurbish and resell them, using the proceeds to offset costs;
• donate them to charitable causes;
• recycle as much as possible; and
• properly dispose of the remainder.

The Government-Wide Procurement Equity Tool is now live. This tool supports Executive Order 13985 and OMB Policy Memo M-23-11 and utilizes data from FPDS and SAM to assist federal agencies with market research, with a focus on small disadvantaged businesses. The Federal Energy Management Program (FEMP) has issued Funding Opportunity Announcement (FOA) DE-FOA-0000901 on the EERE Exchange titled "Assisting Federal Facilities with Energy Conservation Technologies." The AFFECT FOA will provide direct funding to U.S. Federal agencies for the development of combined heat and power or renewable energy capital projects at agency facilities. Letters of intent (LOI) are due by 10 December 2013, and full applications are due by 18 February 2014. A webinar will be held on 12 November 2013 to provide information and answer questions.

EPA has announced the selection of 24 recipients that will receive nearly $16 million in P2 grants made possible by the Bipartisan Infrastructure Law's historic $100 million program investment. The selections are for two grant programs. One grant program will provide P2 businesses with technical assistance to improve health and the environment in disadvantaged communities. A second grant program will assist empower businesses to increase the supply, demand, and use of safer and more sustainable products.

For the first time, Pollution Prevention and Source Reduction Assistance Grants (between 2011 and 2022) have topped the one-billion-pound mark for reductions in hazardous materials and pollutants. In addition, cost savings of $2.3 billion resulted from companies buying fewer hazardous materials and shipping less hazardous waste, reducing regulated air emissions, treating less wastewater and buying less water, fuel and energy. Further success from these grants includes 20.8 million metric tons of greenhouse gas reductions and 31.9 billion kilowatt hour savings achieved mostly through energy efficiency and reduced use of energy.

This tool quantifies the projected environmental benefits of purchasing and using "green" janitorial services and products. It is designed to forecast the environmental benefits of reducing chemical use by doing some or all pollution prevention measures typically involved in the routine interior cleaning of an office building. This tool also enables users to identify which green cleaning measures will have the greatest impact in reducing their use of hazardous chemicals and in preventing pollution. The Calculator's output applies only to standard office cleaning products and practices, and does not apply to other building maintenance issues, such as equipment maintenance, pest control, or landscaping activities.

Can your federal facility go green and save money? With the cost of solar energy declining, more federal facilities can add on-site solar for less than the cost of grid-based electricity. The Green Environmental Management Systems (GEMS) Program represents a systematic approach to environmental management, providing a framework to weave existing environmental programs into VHA's Environment of Care management processes, which enables the organization to achieve continual improvement in performance. Within the Environment of Care Program, the GEMS Guidebook will provide for environmental regulatory compliance and conformance with VHA policy and Executive Order 13148. The U.S. Fish and Wildlife Service (Service), proposes to list the green floater ( Lasmigona subviridis), a mussel species from as many as 10 States in the eastern United States and the District of Columbia, as a threatened species with a rule issued under section 4(d) of the Endangered Species Act of 1973, as amended (Act). This document also serves as their 12-month finding on a petition to list the green floater. They also propose to designate critical habitat for the green floater. In total, approximately 2,553 kilometers (1,586 miles) of streams in Maryland, New York, North Carolina, Pennsylvania, Virginia, and West Virginia fall within the boundaries of the proposed critical habitat designation. They also announce the availability of a draft economic analysis of the proposed designation of critical habitat for the green floater. If finalized as proposed, this rule would add this species to the List of Endangered and Threatened Wildlife. The Service will accept comments received or postmarked on or before 25 September 2023.
