EPA is adding three per- and polyfluoroalkyl substances (PFAS) to the list of chemicals subject to toxic chemical release reporting under the Emergency Planning and Community Right-to-Know Act (EPCRA) and the Pollution Prevention Act (PPA). This action implements the statutory mandate in the National Defense Authorization Act for Fiscal Year 2020 (FY2020 NDAA) enacted on December 20, 2019. As this action is being taken to conform the regulations to a Congressional legislative mandate, notice and comment rulemaking is unnecessary. This final rule is effective 6 July 2021. EPA is adding 172 per- and polyfluoroalkyl substances (PFAS) to the list of toxic chemicals subject to reporting under section 313 of the Emergency Planning and Community Right-to-Know Act (EPCRA) and section 6607 of the Pollution Prevention Act (PPA). EPA is also setting a manufacture, processing, and otherwise use reporting threshold of 100 pounds for each PFAS being added to the list. These actions are being taken to comply with section 7321 of the National Defense Authorization Act for Fiscal Year 2020 enacted on 20 December 2019. As this action is being taken to conform the regulations to a Congressional legislative mandate, notice and comment rulemaking is unnecessary, and this rule is effective immediately. This Council on Environmental Quality (CEQ) memorandum, issued 6 March 2012, provides guidance on the opportunities available in the regulations implementing NEPA in an efficient and timely manner. This guidance clarifies that many of the NEPA regulations specifically referring to Environmental Impact Statements (EIS) provide efficiencies that can also be used by Federal agencies when preparing an Environmental Assessment (EA).

In the 11 April 2000 revised policy, the incentives that EPA makes available for those who meet the terms of the Audit Policy include the elimination or substantial reduction of the gravity component of civil penalties and a determination not to recommend criminal prosecution of the disclosing entity. The Policy also restates EPA's long-standing practice of not requesting copies of regulated entities' voluntary audit reports to trigger Federal enforcement investigations and reflects EPA's continuing commitment to encouraging voluntary self-policing while preserving fair and effective enforcement. It lengthens the prompt disclosure period to 21 days, clarifies that the independent discovery condition does not automatically preclude Audit Policy credit in the multi-facility context, and clarifies how the prompt disclosure and repeat violations conditions apply in the acquisitions context.

This online database provides information on pesticide-related incidents (both individually reported incidents and those submitted in aggregate) for the past 10 years. The database is updated every month to add the most recent month of incidents. EPA has limited confidence in the accuracy and validity of the data because the data entries are reports of one or more individual's perspective of what happened. These perspectives can vary widely, and EPA needs to verify the legitimacy of a report before using it for regulatory decisions. Caution should be used when analyzing these data as EPA does not guarantee the completeness or adequacy of the contents of the Incident Data System.

The webinar is intended to encourage the inclusion of proactive wetland management in the watershed planning process. The supplement promotes using a watershed approach that protects existing freshwater wetlands and maximizes opportunities to use restored, enhanced, and created freshwater wetlands to address water quality problems.

The Consumer Electronics Association (CEA) reports a sharp increase in the volume of electronics recycled through its eCycling Leadership Initiative in 2011. The eCycling Leadership Initiative, also known as the Billion Pound Challenge, represents a collaboration among consumer electronics manufacturers, retailers, collectors, recyclers, nongovernmental organizations and governments at all levels. The initiative has set the goals of increasing the amount of electronics recycled responsibly to 1 billion pounds annually by 2016, growing the number of collection opportunities available to consumers, improving consumer awareness of available eCycling collection sites and providing transparent metrics on eCycling efforts.

The focus of this June 2011 Air Force study was to determine the incremental additional "first" cost to meet ASHRAE 189.1 (prescriptive path) for four facility types in four climate zones. Federal building performance requirements, the High Performance Sustainable Buildings Guiding Principles and LEED silver certification served as the baseline. The study is based on detailed examination of facility specifications, design drawings, and LEED submission documents, compared to ASHRAE Standard189.1 requirements. Both "minimal" and "substantial" additional costs are identified, as well as areas where mission requirements or policy considerations may prevent achieving compliance with ASHRAE 189.1. This report includes a crosswalk summarizing and comparing the high performance sustainable building requirements of ASHRAE 189.1, ASHRAE 90.1, applicable DoD directives,Unified Facilities Criteria, and the International Green Construction Code, and identifies instances where ASHRAE 189.1 is more stringent.

This round of sampling involved tests of indoor air, as well as supplemental tests of outdoor air and air samples taken from beneath the concrete floor slabs of both buildings. Indoor air samples showed no indication of health concerns related to volatile organic compounds. Results of the related sampling do not indicate migration from beneath the building that would pose health risks.

This interactive map visually displays the projected sea level rise around hazardous waste facilities within estimated flood zones along the U.S. coastline, as part of a whole-of-government approach to confronting the climate crisis and protecting communities. The Interagency Agreement (IA) establishes a cooperative natural resource conservation partnership between the Army and the U.S. Fish and Wildlife Service (FWS) to support the management of natural resources on and near Army controlled lands. With the establishment of this formal agreement, the Army will be able to sustain and enhance its ranges, ensuring the attainment of its training/testing capabilities, meeting its mission readiness goals, and directly support the Secretary's priorities and National Defense Strategy. Through the IA, the Army will have assistance in meeting its Federal stewardship requirements and ensure the continued availability of installation lands to support Army readiness by providing a mechanism under which the Army can request reimbursable support from the FWS for the conservation of fish and wildlife and their habitats on and near Army installations and lands.

In October 2011, the Interagency Climate Change Adaptation Task Force published the "National Action Plan: Priorities for Managing Freshwater Resources in a Changing Climate." It was developed by the Water Resources and Climate Change Adaptation Workgroup made up of federal agencies with responsibilities for water management. This recent report highlights progress made in 2014 implementing the National Action Plan and describes the specific tasks that federal agencies are planning to undertake in 2015. The work described in this report reports reflect a comprehensive, coordinated, and continuing effort by federal agencies to respond to the challenges for water resources management posed by climate change.

This CEQ guidance, dated 23 December 2016, provides agencies with guidance for calculating achievement of the waste diversion goals in E.O. 13693 Section 3(j)(ii) and (iii), in support of the E.O.'s overarching goal of reducing GHG emissions. The waste diversion goals, and therefore the calculation methodologies in this guidance, apply only to non-hazardous waste. Agencies should consult applicable Resource Conservation and Recovery Act (RCRA) provisions and regulations to ensure determination and proper management of hazardous and non-hazardous waste.
