EPA proposes to revise regulations that allow for the open burning and detonation (OB/OD) of waste explosives. This allowance or "variance" to the prohibition on the open burning of hazardous waste was established at a time when there were no alternatives for the safe treatment of waste explosives. However, recent findings from the National Academy of Sciences, Engineering, and Medicine (NASEM) and the EPA have identified safe alternatives which are potentially applicable to treat some energetic/explosive waste streams. Because there may be safe alternatives available and in use today that capture and treat emissions prior to release, regulations would be revised to describe specified procedures for the existing requirements to evaluate and implement alternative treatment technologies. These proposed revisions would reduce OB/OD of waste explosives and increase control of air emissions through improved implementation of existing requirements that facilities must evaluate and use safe and available alternative technologies in lieu of OB/OD. Executive Order 14275, titled Restoring Common Sense to Federal Procurement, the Federal government is undertaking the first-ever comprehensive overhaul of the FAR. Led by the Office of Federal Procurement Policy (OFPP) and the Federal Acquisition Regulatory Council (FAR Council), this initiative will return the FAR to its statutory roots, rewritten in plain language, and remove most non-statutory rules. In addition, non-regulatory buying guides will provide practical strategies grounded in common sense while remaining outside the FAR. The FAR Council is issuing model deviation guidance to kickstart FAR streamlining. The guidance, which will be released on a rolling basis by FAR part, will be adopted by agencies until the FAR is formally revised through rulemaking.

The R.I. Air National Guard, 143rd Airlift Wing, has agreed to pay a $39,400 penalty to settle EPA claims that it violated air pollution laws at this facility where it spray paints aircraft parts. As part of the settlement, R.I. Air National Guard also agreed to meet more stringent emissions limits for volatile organic compounds (VOCs), to use coating practices that minimize emissions, to cap its annual VOC emissions, and to apply for state air permit. EPA alleged that the R.I. Air National Guard violated air pollution laws by failing to apply for a required New Source Review permit in 2001 before installing a paint spray booth and before buying four spray guns. EPA also alleged that it also violated air pollution laws for coating of metal parts and products by failing to comply with specific certification and recordkeeping requirements.

Risk-based water reuse management continues to gain traction throughout the U.S. This presentation will introduce the recent EPA report Risk-Based Framework for Developing Microbial Treatment Targets for Water Reuse, which describes the conceptual framework underpinning these approaches and provides a detailed discussion of current scientific assumptions for conducting the associated quantitative microbial risk assessments (QMRA). In addition to enabling calculation of new fit-for-purpose water treatment levels, it includes computed pathogen log reduction targets (LRTs) across a variety of municipal and onsite reuse configurations. Implementation considerations, key sources of uncertainty, and future research needs are also identified with an emphasis on removal crediting processes.

The Roof Savings Calculator was developed as an industry-consensus roof savings calculator for commercial and residential buildings using whole-building energy simulations. It is built upon the DOE-2.1E engine for fast energy simulation and integrates AtticSim for advanced modeling of modern attic and cool roofing technologies. An annual simulation of hour-by-hour performance is calculated for the building properties provided based on weather data for the selected location. Annual energy savings reported are based upon heating and cooling loads and thus this calculator is only relevant to buildings with a heating and/or cooling unit.

The Safe Drinking Water Act requires states to report drinking water information periodically to EPA. This information is maintained in a federal database, the SDWIS Fed Data Warehouse. Included is basic information about each public water system, including: the system's name; ID number; city or county served; number of people served; type of system (residential, transient, non-transient); whether the system operates year-round or seasonally; and characteristics of the system's source(s) of water. SDWIS also include violation information and enforcement information including actions states or EPA have taken to ensure that a public water system returns to compliance if it is in violation of a drinking water regulation.

The Pipeline and Hazardous Materials Safety Administration (PHMSA) and the Federal Aviation Administration (FAA) are alerting shippers and carriers to the importance of transporting lithium batteries safely. These agencies are issuing this advisory guidance to (1) Inform persons of recent aviation incidents involving fires aboard both passenger and cargo aircraft and the potential hazards that shipments of lithium batteries may present while in transportation, (2) provide information concerning the current requirements for the transportation of lithium batteries and (3) inform persons of the actions taken to date and plan to take in the future to address the hazards of these batteries [Federal Register: October 7, 2009 [Notices], Page 51643-51645].

Sandia National Laboratories/New Mexico (SNL/NM) has a comprehesive EPP program in place that continues to grow and evolve to incorporate new aspects as they are identified. This program has three primary elements: Procurement Green Teams; a Product Review Process; and Product Replacement Recommendations. The EPA's Comprehensive Procurement Guidelines regarding recycled-content products, the USDA's biobased preferences, and the USGBC's LEED guidelines are used as a starting point for all EPP efforts. With the ability to direct purchasing efforts accross the site, these program elements have facilitated the implementation of environmentally beneficial and finacially wise policies and practices.

A sanitary survey is a method of investigating the sources of fecal contamination to a waterbody. Sanitary surveys are often used for drinking water, shellfish, and watershed protection programs. They can also be used at beaches and other recreational waters. Sanitary surveys help state and local program managers and public health officials identify sources of water pollution, assess the magnitude of pollution, and identify priority locations for water testing. Sanitary surveys for recreational waters involve collecting information at the beach or waterbody's shoreline, as well as in the surrounding watershed.

EPA's Sanitary Survey App for Marine and Fresh Waters helps waterbody managers evaluate all contributing waterbody and watershed information including water quality data, pollution source data, and land use data. The data from the App can be exported for use in predictive models and for sharing within or between agencies (e.g., public health and environmental).

Researchers from Rice University have developed a method to recycle PFAS waste into graphene, a high-value material with a wide range of applications. By utilizing flash joule heating to heat granular activated carbon (GAC) saturated with PFAS to over 3,000 degrees Celsius, the carbon fluorine bonds break down into non-toxic fluoride salts and the GAC is upcycled into graphene. Tests have yielded 96% defluorination efficiency overall and 99.98% efficiency with certain common PFAS chemicals. The process can be tailored to produce other carbon-based materials including nanotubes and nanodiamonds. This method shows great potential to control PFAS pollution at zero net cost and with scalability for industrial or wide-ranging applications.

(Kansas City, Kan., June 24, 2010) - Results from March air sampling at a child care center and an adjacent building at the Bannister Federal Complex in Kansas City do not reveal health concerns at the facilities related to polychlorinated biphenyls (PCBs), EPA Region 7 officials announced today. The results include tests for 209 different forms of PCBs in indoor air samples and from air samples taken from beneath the concrete floor slabs of Buildings 50 and 52.

The Secretary's award is distinguished from other historic preservation award programs because it: is statutorily mandated as a Cabinet-level recognition; focuses on the accomplishments of individual employees whose work enhanced and/or improved historic preservation in their agency, state, tribal, or local government; and recognizes the contributions of employees at multiple levels of government. The Secretary may present up to four awards annually, one for each level of government participating in the national preservation partnership program (federal, state, Tribal, and local) and each comes with a special citation and $1,000.

WASHINGTON (April 16, 2021) Secretary of the Interior Deb Haaland today issued two Secretarial Orders to prioritize action on climate change throughout the Department and to restore transparency and integrity in the Department's decision-making processes. SO 3399 establishes a Climate Task Force to coordinate work across the Department, including accelerating renewable energy development and identifying actions to foster investments in energy communities. SO 3398 revokes a series of Secretarial Orders issued in recent years that are inconsistent with the Department's commitment to protect public health; conserve land, water, and wildlife; and elevate science.

This course explains how and where distributed wind systems could be installed at federal sites. The training includes an overview of what distributed wind is and covers the wind-specific issues that need to be addressed to proceed through the Federal Energy Management Program's recommended project development and implementation process (i.e., what is needed to go from an initial screening to assessing procurement options). These issues include wind resource assessment, common wind myths, applicable policies and incentives, applicable regulations, land availability, mission compatibility, project costs, project sizing and siting, turbine technology, and other logistical, technical, and economic considerations.
