This version of the workbook must be used for comprehensive reporting of fiscal year (FY) 2015 energy, costs, square footage, and associated operational data. The data report is an Excel workbook that collects agency-aggregated data that are necessary for calculating scope 1, 2, and 3 greenhouse gas emissions in the commonly used native units of energy consumption and fugitive emissions, as well as activity data for estimating scope 3 indirect emissions. It provides users with the summation of their calculated emissions, as well as the performance results for other energy and sustainability goals. The Annual Greenhouse Gas and Sustainability Data Report for FY 2015 is due on 29 January 2016.

If you're a federal employee, share your idea on how the federal government can lead by example in eight different categories -- from climate change mitigation and resilience, to water conservation, to waste reduction. Submissions are open until 5 December 2014. After the submission period closes, GreenGov will release the approved submissions and all federal employees will be able to vote for their favorite ideas.

On 31 October 2014 Federal agencies released their plans for reducing their greenhouse gas emissions and preparing for climate change impacts such as flooding, sea level rise, severe weather and temperature extremes. The current agency Climate Change Adaptation Plans build on the first set of plans, which was released in February, 2013, and respond to a November 2013 Executive Order on Preparing the United States for the Impacts of Climate Change that established requirements for updating and reporting on progress on agency Adaptation plans.

The site offers complete annual data sets of agency aggregated annual energy and water consumption and costs by end-use sector, efficiency investment information, and progress toward key goals outlined in the National Energy Conservation Policy Act, as amended; Energy Policy Act of 2005; and Executive Order 13514. Historical data tables of agency energy use and costs by facility and mobility sectors by energy type are also available for FY 1975 through FY 2013. Detailed annual comprehensive greenhouse gas (GHG) inventories by federal agency are presented along with progress toward achieving scope 1 and 2 GHG and scope 3 GHG reduction targets. The data tables may also be filtered by numerous variables (agency, year, sector) and are exportable to Excel.

As part of the Obama Administration's initiative to reduce energy use, pollution and waste and save money in Federal operations, on 25 July 2014 Federal agencies released annual updates that show significant progress toward aggressive energy and sustainability goals set by the President in 2009. The Federal Government – the largest energy consumer in the U.S. economy – announced that it has reduced its greenhouse gas emissions by 17 percent since 2008, the equivalent of permanently taking 1.8 million cars off the road, and that 9 percent of Federal Government electricity is now from renewable sources.

(WASHINGTON, D.C., February 7, 2013) – Continuing the Obama Administration's commitment to lead by example and cut waste, pollution, and costs in Federal operations, Federal agencies today released their 2012 Strategic Sustainability Performance Plans. President Obama signed Executive Order 13514 on Federal Leadership in Environmental, Energy, and Economic Performance in October 2009, setting aggressive targets for reducing waste and pollution in Federal operations by 2020. The Sustainability Plans build on three years of progress under the Executive Order and provide an overview of how agencies are saving taxpayer dollars, reducing carbon emissions, cutting waste, and saving energy.

This year, agency Sustainability Plans for the first time ever include Climate Change Adaptation Plans, outlining initiatives to reduce the vulnerability of Federal programs, assets, and investments to the impacts of climate change, such as sea level rise or more frequent or severe extreme weather. Agency adaptation plans highlight actions to plan for and address these impacts in their programs and operations, and protect taxpayer investments. In addition to the Climate Change Adaptation Plans, this year's Sustainability Plans include two other new components, Fleet Management Plans and Bio-based Purchasing Strategies.

Learn how to manage the water assessment process to save resources and operating costs and comply with Federal mandates: Plan and/or manage a water assessment at a Federal site; Develop a water balance using information such as utility bills and metered data; Manage walk-through surveys of building plumbing fixtures, laboratory equipment, cooling towers, and irrigation; Develop a plan for improving water efficiency using key survey findings; Identify and prioritize water efficient technologies; Contract for water management services. In accordance with Section 5(b) of E.O. 13514, CEQ has issued Instructions for Implementing Sustainable Locations for Federal Facilities. These instructions provide direction to Federal agencies seeking to acquire or develop owned or leased space as well as anticipated moves, expansions or consolidations that significantly impact the overall built environment and community, such as transportation (i.e., vehicle miles traveled, commuting time, congestion), infrastructure, economic development, water and air quality. These instructions will improve Federal agency sustainability performance by ensuring a balanced consideration and evaluation of land use, the built environment, cost, security, mission need and competition on facility location decision-making. This document is dated September 15, 2011.

On March 4, 2011, CEQ issued a set of implementing instructions for Federal Agency Adaptation Planning. The Instructions will inform agencies on how to integrate climate change adaptation into their planning, operations, policies, and programs, as recommended by the Interagency Climate Change Adaptation Task Force in its October 2010 Progress Report to the President. A Companion Support Document has also been issued.

DOE's Federal Energy Management Program (FEMP) has released a survey tool for federal agencies to use to quantify scope 3 greenhouse gas (GHG) emissions generated from employee commuter activities. This tool is a part of a larger set of information and tools developed by FEMP to help federal agencies comply with the GHG reporting requirements outlined in Executive Order 13514. WASHINGTON, DC (September 9, 2010) – Continuing a commitment to lead by example, the White House today announced the release of Federal Agency Strategic Sustainability Performance Plans, which work to achieve the environmental, economic and energy goals called for in the Executive Order on Federal Leadership in Environmental, Energy and Economic Performance (Executive Order 13514) signed by President Obama on October 5, 2009. (Washington, DC – July 20, 2010) President Obama announced today that the Federal Government will reduce greenhouse gas pollution from indirect sources, such as employee travel and commuting, by 13% by 2020. This commitment expands beyond the Administration's greenhouse gas reduction target from direct sources set in January, 2010, such as Federal fleets and buildings, by 2020. Cumulatively, greenhouse gas pollution reductions from Federal government operations will total 101 million metric tons of carbon dioxide, equivalent to the emissions from 235 million barrels of oil.

This document, dated 5 April 2010, provides recommendations meant to improve Federal agency sustainability performance by promoting more effectively balanced decisions on new facility locations and more effective space utilization in existing locations. This document fulfills the direction of Section 10 in EO 13514 to provide the Council on Environmental Quality (CEQ) Chair with recommendations regarding sustainable location strategies for consideration in agency Sustainability Plans. Executive Order (E.O.) 13514 requires Federal agencies to reduce petroleum fuel use by 2 percent each year from 2005 through 2020, for a total 30 percent reduction. This new fleet guidance highlights a number of ways Federal agencies can reduce petroleum consumption by reducing vehicle miles traveled, increasing fleet fuel efficiency and switching to lower GHG-emitting and alternative fuels.

On October 19, 2009, the White House launched the GreenGov Challenge to ask all Federal and military personnel to share ideas about how the federal community can lead by example, green the government, and meet the goals of President Obama's Executive Order on Federal Sustainability. The GreenGov Challenge generated more than 5,000 ideas and 165,000 votes from 14,000 federal employees. The top ideas are summarized in the GreenGov Final Report.
The GreenGov Collaborative, an online discussion group hosted by FedCenter.gov, is your opportunity to work with colleagues across the government to put these ideas into action. WASHINGTON, DC (January 29, 2010) – President Barack Obama today announced that the Federal Government will reduce its greenhouse gas (GHG) pollution by 28 percent by 2020. Reducing and reporting GHG pollution, as called for in Executive Order 13514 on Federal Sustainability, will ensure that the Federal Government leads by example in building the clean energy economy. Actions taken under this Executive Order will spur clean energy investments that create new private-sector jobs, drive long-term savings, build local market capacity, and foster innovation and entrepreneurship in clean energy industries.

Executive Order 13514 required Federal agencies to designate Senior Sustainability Officers from among the agency's senior management officials. These Officers are accountable for agency conformance with the requirements of this order, including the preparation of targets for agency-wide greenhouse gas reductions, the submission of a Strategic Sustainability Performance Plan, and the monitoring of agency performance and progress in meeting the goals of the order.

EPA also finds that GHG emissions from on-road vehicles contribute to that threat.

President Obama has issued the new Executive Order 13514 on "Federal Leadership in Environmental, Energy, and Economic Performance", which sets sustainability goals for Federal agencies and focuses on making improvements in their environmental, energy and economic performance. The Executive Order requires Federal agencies to set a 2020 greenhouse gas emissions reduction target within 90 days; increase energy efficiency; reduce fleet petroleum consumption; conserve water; reduce waste; support sustainable communities; and leverage Federal purchasing power to promote environmentally-responsible products and technologies.
