DOE has published a new series of protocols for determining savings from energy efficiency upgrades in homes, commercial buildings, and industrial facilities. Developed in close collaboration with the nation's leading technical experts under the Uniform Methods Project, these protocols offer a straightforward approach for calculating energy savings made possible from common residential and commercial efficiency measures in utility-based energy efficiency programs.

FEMP has released reports and data illustrating progress made by federal agencies in meeting the requirements of Section 432 of the Energy Independence and Security Act of 2007 (EISA). This publically-available data set is now available from FEMP's EISA 432 Compliance Tracking System (CTS). EISA requires federal agencies to identify "covered facilities" that constitute at least 75% of their total facility energy use and designate an energy manager responsible for implementing the requirements at each covered facility.

RE-Powering America's Land Initiative was recognized as one of the Top 25 Innovations in American Government by Harvard University. The initiative, started at EPA in 2008, encourages development of renewable energy on potentially contaminated lands, landfills and mining sites.

DOE's Waste Isolation Pilot Plant (WIPP) was recognized by the New Mexico Environment Department (NMED) with Green Zia Environmental Leadership Program (GZELP) Gold Level membership for excellence. The GZELP annually recognizes organizations and businesses for their demonstration of environmental leadership in support of pollution prevention and sustainability. The Gold Level is the highest GZELP recognition. WIPP was chosen by the NMED as a Silver Level Leader in 2012 and Bronze Level Leader in 2011. The NMED, the state regulatory agency, selected WIPP based on continuing environmental achievements, including hazardous waste reduction, energy conservation and pollution prevention.

A new GSA Fleet consolidation initiative will give federal agencies the opportunity to replace their aging fleet with hybrid vehicles. Through this initiative, federal agencies can now consolidate vehicles into the GSA Fleet inventory. If agencies choose to participate in the program, GSA will fund the total incremental cost to replace eligible consolidated vehicles with new hybrid sedans.

With significant public input from a wide spectrum of individuals and interests, this final Implementation Plan focuses on improving coordination to speed Federal permitting decisions; better manage the ocean, coastal, and Great Lakes resources that drive so much of our economy; develop and disseminate sound scientific information that local communities, industries, and decision-makers can use; and collaborate more effectively with State, Tribal, and local partners, marine industries, and other stakeholders. Without creating any new regulations or authorities, the plan will ensure the many Federal agencies involved in ocean management work together to reduce duplication and red tape and use taxpayer dollars more efficiently.

The 18th annual report of overall U.S. greenhouse gas (GHG) emissions showed a 1.6 percent decrease in 2011 from the previous year. Recent trends can be attributed to multiple factors including reduced emissions from electricity generation, improvements in fuel efficiency in vehicles with reductions in miles traveled, and year-to-year changes in the prevailing weather.

EPA has created a website that features a national web-based inventory for all non-stormwater NPDES general permits issued by states and the Agency. The inventory includes 508 non-stormwater general permits and is designed with a search tool to provide easily accessible information on master general permits, such as: permit category, permit number, state, permit title, EPA Region, issuance and expiration dates, estimated number of facilities covered by each master general permit, and permitting authority. Where a general permit is available on a state website, the web inventory provides a link so that the specific terms of the general permit can be easily viewed. While the web inventory currently only includes non-stormwater general permits, stormwater general permits will be added in the coming months.

The intent of these latest Principles and Requirements is to accelerate project approvals, reduce costs, and support water infrastructure projects with the greatest economic and community benefits as well as increase consistency in related decision-making.

The U.S. Air Force 611th Air Support Group has closed banned motor vehicle waste wells at 3 Alaska sites and paid $45,000 as part of a separate settlement with EPA to resolve the violations.

EPA posted a new Inspection Report Template and Corrective Action Report Form for construction operators to use in preparing their inspection and corrective action reports for EPA's 2012 Construction General Permit (CGP). These forms enable operators to meet the minimum inspection and corrective action reporting requirements in the permit, and can be customized to the needs of the site. These forms may also be helpful for operators covered under a state CGP, but may need to be modified to meet the specific requirements of that permit.

AFMSA is winning the ENERGY STAR Partner of the Year recognition for successfully using ENERGY STRA resources as the foundation to meet its target of reducing energy intensity by 30 percent by 2015. AFMSA of the Air Force Medical Service provides facility management services to 17 million square ft of healthcare facilities worldwide.

This Climate Adaptation Strategy provides a roadmap of key steps needed over the next five years to reduce the current and expected impacts of climate change on our natural resources, which include: changing species distributions and migration patterns, the spread of wildlife diseases and invasive species, the inundation of coastal habitats with rising sea levels, changing productivity of our coastal oceans, and changes in freshwater availability. It provides specific voluntary steps that agencies and partners can take in the coming years to reduce costly damages and protect the health of our communities and economy. The strategy does not prescribe any mandatory activities for government or nongovernmental entities, nor suggest any regulatory actions. An intergovernmental steering committee that included representatives from 15 federal agencies, five state fish and wildlife agencies, and two inter-tribal commissions oversaw development of the strategy with support from the Association of Fish and Wildlife Agencies.

EPA has released a 2012 Highlights of Progress report, which provides a summary of the major climate change-related accomplishments of EPA's national and regional water programs in 2012. This is the fourth climate change progress report for the National Water Program and the first progress report organized around the five long-term programmatic vision areas described in the National Water Program 2012 Strategy: Response to Climate Change, which are water infrastructure; watersheds and wetlands; coastal and ocean waters; water quality; and, working with Tribes. The National Water Program 2012 Strategy: Response to Climate Change released in December 2012 was an update to the initial climate change and water strategy from 2008. The 2012 Strategy describes long-term goals for the management of sustainable water resources for future generations in light of climate change and is intended to be a road map to guide programmatic planning.

The EPA has revised its Phase I stormwater regulations to clarify that a National Pollutant Discharge Elimination System (NPDES) permit is not required for stormwater discharges from logging roads. The EPA did not intend for logging roads to be regulated as industrial facilities and has revised 40 CFR 122.26(b)(14) to clarify that intent by adding language to existing stormwater regulations to clarify that, for the purposes of assessing whether stormwater discharges are "associated with industrial activity," the only facilities under Standard Industrial Code (SIC) code 2411 that are "industrial" are: rock crushing, gravel washing, log sorting, and log storage. Stormwater discharges from forest roads, including logging roads, may be evaluated under section 402(p)(6) of the Clean Water Act because the section allows for a broad range of flexible approaches that are better suited to address the complexity of forest road ownership, management, and use.

EPA, The Nature Conservancy, and the Association of Clean Water Administrators (ACWA) have jointly signed a memorandum of understanding (MOU) that formalizes a mutual collaboration between these groups as they strive to develop and implement healthy watersheds programs in states and with regional aquatic ecosystem programs to help sustain an integrated network of healthy watersheds across the country. EPA, The Nature Conservancy and ACWA agree to meet periodically to track progress related to developing and implementing healthy watersheds programs in states and with regional aquatic ecosystem programs, as well as promote the sharing of educational and scientific information such as data gathering and sharing of watershed health assessments and healthy watershed implementation projects.

The interactive state performance dashboards are located on EPA's Enforcement and Compliance History Online (ECHO) website. ECHO is an EPA transparency tool that allows the user to map federal and state inspection, violation, and enforcement information for more than 800,000 regulated facilities. The state dashboards and comparative maps that are available in ECHO are part of EPA's commitment to increasing transparency and providing data to the public in a format that is easy to understand and use.

(WASHINGTON, D.C., February 7, 2013) – Continuing the Obama Administration's commitment to lead by example and cut waste, pollution, and costs in Federal operations, Federal agencies today released their 2012 Strategic Sustainability Performance Plans. President Obama signed Executive Order 13514 on Federal Leadership in Environmental, Energy, and Economic Performance in October 2009, setting aggressive targets for reducing waste and pollution in Federal operations by 2020. The Sustainability Plans build on three years of progress under the Executive Order and provide an overview of how agencies are saving taxpayer dollars, reducing carbon emissions, cutting waste, and saving energy.

This year, agency Sustainability Plans for the first time ever include Climate Change Adaptation Plans, outlining initiatives to reduce the vulnerability of Federal programs, assets, and investments to the impacts of climate change, such as sea level rise or more frequent or severe extreme weather. Agency adaptation plans highlight actions to plan for and address these impacts in their programs and operations, and protect taxpayer investments. In addition to the Climate Change Adaptation Plans, this year's Sustainability Plans include two other new components, Fleet Management Plans and Bio-based Purchasing Strategies.

This year's Secretary of the Army Environmental Awards recognize the efforts of Army installations, teams and individuals to sustain and restore the natural and cultural resources found on Army lands throughout the U.S. and in Europe. The six installations, two teams and one individual selected as this year's winners represent the best of the Army's ongoing commitment to sustain its training lands through sound environmental stewardship. The winners are from Army installations in Arizona, Georgia, Kentucky, Maryland, Michigan, North Carolina, Pennsylvania, Texas, and Italy.

GSA and its Federal agency partners in the EISA 436(h) Ad-Hoc Discussion Group are seeking public input regarding possible approaches GSA may take in fulfilling its requirement from the Energy Independence and Security Act (EISA) of 2007 to provide a formal recommendation to the Secretary of Energy that identifies a green building certification system(s) most likely to encourage a comprehensive and environmentally-sound approach to the certification of green Federal buildings. Total toxic air releases in 2011 declined 8 percent from 2010, mostly because of decreases in hazardous air pollutant (HAP) emissions, even while total releases of toxic chemicals increased for the second year in a row, according to the U.S. Environmental Protection Agency annual Toxics Release Inventory (TRI) report published 16 January 2013. In EPA's mid-Atlantic Region - Pennsylvania, Delaware, Maryland, Virginia, West Virginia and the District of Columbia - TRI data indicate a decrease of 32.5 million pounds or 13.8 % of chemical releases as compared to 2010. EPA has improved this year's TRI national analysis report by adding new information about facility efforts to reduce pollution, insights into why air releases are declining, and an enhanced analysis of releases on tribal lands. With this report and EPA's web-based TRI tools, citizens can access information about TRI-listed toxic chemical releases in their communities and across the country.

EPA, the U.S. Department of Agriculture, the U.S. Department of Health and Human Services and the U.S. Department of the Interior have agreed to improve coordination and collaboration on issues related to pharmaceuticals in drinking water through a new memorandum of understanding. Under this agreement, federal agencies will share scientific data and information and coordinate potential future research on the presence of pharmaceuticals in drinking water, their sources and potential health effects.

The search results enable users to: identify the P2 measures that were most effective for a given industry or chemical; compare waste management practices of facilities within a sector; and view trends in waste management practices for any given facility over several years.

EPA has released updated enforcement discretion guidance regarding the treatment of tenants concerned about CERCLA liability at contaminated and potentially contaminated sites in an effort to support redevelopment opportunities nationwide. As part of the new guidance package, EPA also released model comfort letters specific to renewable energy.

This website provides a roll-up of EPA's FY12 enforcement results including analysis and trends, accomplishments (including enforcement results such as hazardous waste prevented from release and the number of civil enforcement and compliance activities), and a case map. Of particular interest to Federal facilities is the interactive case map which shows information on concluded enforcement actions and cases from fiscal year (FY) 2012. They include civil enforcement actions taken by EPA at facilities, criminal cases prosecuted by EPA under federal statutes and the U.S. Criminal Code, and cases in which EPA provided significant support to cases prosecuted under state criminal laws. The indicators on the map generally mark the location of the site or facility where the violations occurred or were discovered and can be narrowed to solely reflect Federal facilities.

The Annual Energy Outlook 2013 (AEO2013) Reference case has been released by the U.S. Energy Information Administration (EIA). The report presents updated projections for U.S. energy markets through 2040. These projections include only the effects of policies that have been implemented in law or final regulations.

The U.S. Environmental Protection Agency, the District of Columbia, and D.C. Water have joined in a partnership agreement to use green techniques for wet weather pollution control in the District. The "Clean Rivers, Green District" agreement outlines the collaborative steps to support green infrastructure to achieve sustainable stormwater management, more livable communities, and other environmental improvements in the District.

EPA has released its Climate Change Indicators in the United States 2012 report. This report updates the Agency's initial climate-indicators report, which was published in 2010. It contains information about 26 key indicators that together show what climate change looks like in the United States. The report also highlights some of the public health and environmental impacts that are already happening today.

The U.S. Environmental Protection Agency (EPA) and the Department of Energy (DOE) have released the 2013 Fuel Economy Guide, giving consumers clear and easy-to-read information to help them choose the most fuel efficient and low greenhouse gas emitting vehicles that meet their needs. The 2013 models include efficient and low-emission vehicles in a variety of classes and sizes, but notable this year is the growing availability of hybrids and the increasing number of electric vehicles.

(WASHINGTON, Dec. 14, 2012) - In response to a court order, the U.S. Environmental Protection Agency (EPA) today finalized an update to its national air quality standards for harmful fine particle pollution (PM2.5), including soot, setting the annual health standard at 12 micrograms per cubic meter. By 2020, ninety-nine percent of U.S. counties are projected to meet revised health standard without any additional actions. Today's announcement has no effect on the existing daily standard for fine particles or the existing daily standard for coarse particles (PM10), which includes dust from farms and other sources), both of which remain unchanged.

GSA's Public Building Service has developed training designed to prepare professionals to obtain the Green Buildings Certification Institute's (GBCI) LEED Green Associate (GA) and LEED Accredited Professional (AP) credentials. The training is based on LEED 2009 criteria and will become obsolete once USGBC transitions to LEED v4. The training is designed to prepare participants to successfully gain the LEED GA, and, where candidates meet GBCI requirements, the LEED AP specialty credentials. Available on-demand for federal employees only.

Four cabinet-level departments joined the Advisory Council on Historic Preservation today in signing a Memorandum of Understanding (MOU) to improve the protection of Indian sacred sites. The MOU also calls for improving tribal access to the sites. It was signed by cabinet secretaries from the U.S. Departments of Agriculture, Defense, Energy and Interior. It was also signed by the chairman of the Advisory Council on Historic Preservation.

The U.S. Department of Defense (DOD) recently released its "Annual Energy Management Report" for Fiscal Year 2011. The 441-page document details DOD activities to promote energy security and leverage new energy technologies, focusing on energy at its fixed installations. This report is the most recent in a series of GAO reports examining the nexus between energy and water. The report looks at the vast amounts of water used by the U.S. in energy production, from cooling thermoelectric power plants to the growth of feedstocks for biofuel production to oil and gas extraction. It also examines how water and energy are inextricably linked in the treatment of drinking water and wastewater. The GAO report noted several factors likely to affect future supply and demand for both energy and water, including climate change, population growth, and demographic shifts.

(Boston, Mass. – Oct. 17, 2012) – EPA, in consultation with the Massachusetts Department of Environmental Protection (MassDEP) has completed its assessment and final cleanup decisions for the Former A Range, Former K Range and Gun and Mortar Positions located on the northern portion of the Massachusetts Military Reservation (MMR) on Cape Cod. The results of the site investigations concluded that limited actions are necessary at Former A Range including land use controls and site monitoring. EPA determined that no further actions were necessary at the Former K and Gun and Mortar Positions.

PHILADELPHIA (Oct. 23, 2012) -- The U.S. Navy has agreed to pay a $38,500 penalty to settle alleged hazardous waste violations at the Naval Air Station Patuxent River, located at 22268 Cedar Point Road in Patuxent River, Md. This settlement resolves alleged violations alleged by EPA of the Resource Conservation and Recovery Act (RCRA), the federal law governing the treatment, storage, and disposal of hazardous waste.

In a consent agreement with the U.S. EPA, the Maryland Air National Guard (MDANG), 175th Wing, has agreed to pay a $75,000 penalty to settle alleged violations of hazardous waste regulations at its facility at 2701 Eastern Blvd., Baltimore, Md. EPA cited MDANG for violating the Resource Conservation and Recovery Act (RCRA), the federal law governing the treatment, storage, and disposal of hazardous waste. The consent agreement resolves alleged violations discovered in an April 2011 inspection of the facility.

The operator of the wastewater treatment plant at Paradise in Mount Rainier National Park pleaded guilty to violating the Clean Water Act in August 2011, when he allowed hundreds of thousands of gallons of sewage to run into the Nisqually River. Under the terms of the plea agreement, the employee is giving up his certification to operate a wastewater facility and is resigning from the Park Service. Sentencing is scheduled for 14 December 2012.

EPA has signed a Safe Drinking Water Act administrative consent order with the U.S. Navy, and Washington Suburban Sanitary Commission (WSSC) to take corrective action protecting the public water supply at Joint Base Anacostia-Bolling, a combined Navy-Air Force facility in Washington, D.C. The order requires the Navy and WSSC to submit and implement a plan to correct significant deficiencies identified in 2008 and 2011 surveys of the base's public water supply by EPA and its contractors. These deficiencies include management issues and the flooding of three vaults containing meters due to possible leaking pipes or high ground water. The water system also expanded its capacity without notifying EPA as required by Safe Drinking Water Act regulations.

The U.S. Air Force has agreed to pay a $12,823 penalty for Underground Storage Tank (UST) violations in three Nebraska counties. The violations occurred at Air Force facilities in western Nebraska. In addition to paying the civil penalty, the Air Force is required to conduct a tank tightness test to determine if one of the USTs is leaking. The Air Force is unable to account for 1,490 gallons of diesel fuel in that tank. According to an administrative consent agreement and final order filed by EPA Region 7 in Kansas City, Kan., routine inspections of the facilities discovered the violations, some of which were repeat violations. The violations included failure to provide overfill protection for an existing tank, failure to conduct annual inspections of the corrosion protection system, and failure to report a suspected release to the implementing agency. By agreeing to the settlement with EPA, the United States Air Force has certified that it is now in compliance with all requirements of the RCRA regulations.

Picerne Military Management, LLC, has agreed to pay a $24,900 civil penalty to settle alleged violations of the federal Clean Water Act at Fort Riley, Kansas. Picerne Military Management is a civilian development, construction, and property management company that owns and/or operates approximately 20,000 housing units on seven Army posts throughout the U.S., including Fort Riley. By agreeing to the settlement, Picerne Military Management has certified that it is in compliance with the Clean Water Act. The consent agreement is subject to a public comment period before it becomes final. The public notice and consent agreement can be found online.

EPA, in coordination with the US Navy and Connecticut Department of Energy and Environmental Protection announced approval of the thirteenth Record of Decision (ROD) at the Naval Submarine Base - New London Superfund site in Groton, Conn. In signing the ROD, the EPA has formally accepted the Navy s cleanup plan to address contamination at the submarine base. The signing of the ROD will enable the Navy to move forward on the remedial design and cleanup action in the area known as the Lower Submarine Base. The cleanup is expected to commence in November 2013.

(Boston, Mass. – Sept. 6, 2012) – On Aug. 30, 2012, EPA issued a Consent Agreement and Final Order with the Massachusetts National Guard to resolve EPA allegations of violations of operations and maintenance requirements by the Guard in managing three firing ranges at Camp Edwards. Camp Edwards is located on the northern portion of the Massachusetts Military Reservation (MMR) a 22,000-acre property that has been used for military training activities since 1935. The base is located over an aquifer that is the sole source of drinking water for residents of Cape Cod.

Out of a total of eleven submittals, there was one winner from the Federal Law Enforcement Training Center (FLETC), two from the U.S. Coast Guard (USCG), and three from the U.S. Customs and Border Patrol (CBP).

(WASHINGTON, 06/26/2012) – The U.S. Environmental Protection Agency released interim guidance for ship owners and operators clarifying how the U.S. government will implement fuel availability provisions when ships are unable to obtain fuel that meets standards protecting against sulfur pollution along the coast. Sulfur pollution has been linked to respiratory illnesses, particularly in at-risk populations including children, the elderly, and asthmatics. The International Maritime Organization (IMO) has officially designated waters off of the coast of North America, known as the North American Emission Control Area (North American ECA), as areas where stringent international pollution standards apply for ships, including fuel sulfur limits. The guidance provides background information on the North American ECA fuel sulfur standards, explains how owners and operators of vessels can establish compliance with these requirements, and describes how an owner or operator of a vessel who cannot obtain compliant fuel oil can make a fuel oil non-availability claim.
