This Interstate Technology and Regulatory Council (ITRC) online document includes the PFAS Technical and Regulatory Guidance Document, PFAS Fact Sheets and Explainer Videos, Training Module Videos and external tables of data and information prepared by the ITRC PFAS Team. The document is designed specifically to support state and federal environmental staff, as well as others (including stakeholders, project managers, and decision makers), to gain a working knowledge of the current state of PFAS science and practice.

EPA is announcing a temporary policy regarding EPA enforcement of environmental legal obligations during the COVID-19 pandemic. This policy will apply retroactively beginning on 13 March 2020. Authorized states or tribes may take a different approach under their own authorities. The EPA will exercise the enforcement discretion specified in the this memo for noncompliance covered by this temporary policy and resulting from the COVID-19 pandemic, if regulated entities take the steps applicable to their situations, as set forth in this policy.

EPA has developed a series of educational videos designed to give the public information about air quality, health and lower-cost sensors. The videos are available in English and Spanish and can be used to learn how EPA collects and uses air quality data, how air quality health risks are communicated and how to interpret data collected using air sensors.

EPA announced the availability of $2.7 billion for State Revolving Funds (SRFs). This funding assists states, tribes and territories with infrastructure projects that help protect surface water and provide safe drinking water to communities across the United States. In 2020, EPA is providing approximately $1.6 billion in new federal grant funding for the Clean Water State Revolving Fund (CWSRF). This funding is available for a wide range of water infrastructure projects, including modernizing aging wastewater infrastructure, implementing water reuse and recycling and addressing stormwater. EPA is also making available more than $1.07 billion in new federal grant funding for the Drinking Water State Revolving Fund (DWSRF). This funding can be used for loans that help drinking water systems install treatment for contaminants, improve distribution systems by removing lead service lines and improve system resiliency to natural disasters such as floods.

EPA released its 2018 Toxics Release Inventory (TRI) National Analysis. Findings from this publicly available report show an increase in recycling of TRI chemical wastes nationwide and indicate that companies continue to find ways to implement new source reduction activities and reduce the quantities of TRI chemicals they release into the environment. This year's National Analysis expands the focus on geographical trends in chemical waste management across the country. New features include profiles exploring the diversity of industrial operations in each EPA region and a closer look at data from the hazardous waste management sector and the aerospace manufacturing sector.

EPA is asking the public for input on potentially adding certain per- and polyfluoroalkyl substances (PFAS) to the list of chemicals companies are required to report to the agency as part of the Toxics Release Inventory (TRI). EPA's TRI is an important tool that provides the public with information about the use of certain chemicals by tracking their management and associated activities. U.S. facilities in different industry sectors must report annually how much of each chemical is released to the environment and/or managed through recycling, energy recovery, and treatment. TRI helps support informed decision-making by companies, government agencies, non-governmental organizations and the public. Currently, no PFAS chemicals are included on the list of chemicals that are required to be reported to TRI.

WASHINGTON (November 20, 2019) Today, the U.S. Environmental Protection Agency (EPA), along with the rest of the federal government, released the Fall 2019 Unified Agenda of Regulatory and Deregulatory Actions and Regulatory Plan (Fall Regulatory Agenda and Annual Regulatory Plan), which provides updates to the public about regulatory activity. "EPA's Fall Regulatory Agenda and Annual Regulatory Plan continue to advance the agency's core mission of protecting human health and the environment through regulatory reform and modernization," said EPA Administrator Andrew Wheeler. "Under President Trump, EPA has finalized 47 deregulatory actions, saving Americans nearly $5 billion in regulatory costs. By creating a climate of regulatory certainty, we're able to breathe new life into local economies around the country." EPA's Fall Regulatory Agenda includes information on the agency's regulatory and deregulatory activities under development within the next 12 months. The Agenda includes 56 actions that are expected to be deregulatory and 37 actions appearing for the first time. The Annual Regulatory Plan includes EPA's statement of regulatory priorities and additional information about 34 priority actions that the agency plans to propose or complete in the coming year.

This handbook provides an overview of the federal hazardous waste regulations and helps small-business owners and operators understand how best to comply with federal hazardous waste management regulations. It was updated in October 2019 to incorporate new requirements from the 2016 Hazardous Waste Generator Improvements Rule, the 2018 e-Manifest Rule, the 2019 Hazardous Waste Pharmaceuticals Rule, and other recent rulemakings.

EPA launched a webpage that brings together content, resources, and tools aimed at assisting permit writers and the regulated community with understanding the RCRA Organic Air Emission Standards.

EPA announced a settlement with the Department of the Navy for improperly managing hazardous waste at the Naval Air Weapons Station in China Lake. Under the agreement, the federal facility will pay a $23,700 penalty. The Naval Air Weapons Station - China Lake is in the Western Mojave Desert region of California, approximately 150 miles north of Los Angeles. Operations at the facility include research and development of explosive materials and weapons, aircraft maintenance, facilities maintenance operations, metal fabrication operations, and storage of hazardous materials and waste. EPA's 2018 inspections identified violations of Resource Conservation and Recovery Act (RCRA) regulations. RCRA rules require the safe management of hazardous waste to protect public health and the environment and to prevent the need for costly and extensive cleanups. Violations identified during the inspection included: Failure to comply with a permit condition that requires deteriorating containers to be replaced or put inside larger containers in good condition at the point of generation. Failure to keep hazardous waste containers closed. Failure to properly manage universal wastes. The facility has resolved the identified violations and is now in compliance with the RCRA requirements.

In this action, EPA and the Army jointly conclude that multiple substantive and procedural errors warrant a repeal of the 2015 Rule. With this final repeal, the agencies will implement the pre-2015 regulations, which are currently in place in more than half of the states, informed by applicable agency guidance documents and consistent with Supreme Court decisions and longstanding agency practice. The final rule takes effect 60 days after publication in the Federal Register. In December 2018, EPA and the Army proposed a new definition--Step 2--that would clearly define where federal jurisdiction begins and ends in accordance with the Clean Water Act and Supreme Court precedent. In the proposal, the agencies provide a clear definition of the difference between federally regulated waterways and those waters that rightfully remain solely under state authority.

CMAQ is an active open-source development project of the U.S. EPA that consists of a suite of programs for conducting air quality model simulations. CMAQ combines current knowledge in atmospheric science and air quality modeling, multi-processor computing techniques, and an open-source framework to deliver fast, technically sound estimates of ozone, particulates, toxics and acid deposition.

In the fall of 2018, EPA finalized tailored and streamlined standards for managing hazardous waste pharmaceuticals that reduce the cost and compliance burden for the healthcare sector, while ensuring the safe management of hazardous waste pharmaceuticals. These changes provide regulatory certainty and national consistency on how the Resource Conservation and Recovery Act (RCRA) applies to the reverse distribution of prescription pharmaceuticals while incorporating flexibilities to accommodate current business practices. With this rule EPA is also taking a common-sense regulatory approach to the disposal of Food and Drug Administration (FDA)-approved, over-the-counter nicotine replacement therapies (i.e., patches, gums and lozenges), which will no longer be considered hazardous waste when discarded.

RETIGO is a free, web-based tool that can be used to explore environmental data that you have collected either stationary or in motion. RETIGO allows you to add data from nearby air quality and meteorological stations. RETIGO can be used by anyone to explore data that they collected, but it does not move the data from the user's computer, unless you decide to post your data to the RETIGO data repository.

The webinar series will include air pollution mitigation techniques related to solid barriers, green infrastructure and urban design. The series will take place monthly starting March 28, 2019, with eight sessions by international experts in the field.

U.S. Environmental Protection Agency (EPA) announced an agreement with the U.S. Forest Service (USFS) to close 62 campground pit toilets, considered to be large capacity cesspools, at seven national forests across California. USFS, an agency of the U.S. Department of Agriculture, will have until December 2020 to comply with the federal Safe Drinking Water Act's ban on large capacity cesspools (LCC). USFS will be closing 62 pit toilets in seven national forests across California: Angeles, Eldorado, Inyo, Los Padres, Plumas, Sierra, and Tahoe National Forests. USFS has estimated the costs to close and remove the non-compliant systems and install new toilets is over $1.1 million dollars. The agreement also includes specific reporting requirements and allows for penalties should USFS fail to meet deadlines.

The Bureau of Reclamation has settled federal hazardous waste handling violations with the U.S. Environmental Protection Agency at Grand Coulee Dam in Northeastern Washington. The Resource Conservation and Recovery Act (RCRA) violations discovered during EPA's 2017 inspection included: failure to conduct weekly inspections of hazardous waste accumulation areas; improper container management and failure to follow waste labeling requirements; improper hazardous waste storage (beyond 180 days) without a permit; violations of used oil and universal waste management requirements; and failure to make a hazardous waste determination. The waste in question included ignitable and corrosive compounds, used oil, mercury light ballasts and lithium batteries. As part of the Consent Agreement and Final Order with EPA, a $115,500 penalty was assessed. None of the violations outlined above occurred in publicly accessible areas.

The streamlined process showcased in the video supports President Trumps One Federal Decision Memorandum of Understanding signed by 12 federal agencies in April directing the establishment of a coordinated and timely process for environmental reviews of infrastructure projects. The video also underscores EPAs goal to reach permitting-related decisions within 6 mo by 30 September 2022. The video was developed by EPAs Smart Sectors program, which works with the aerospace industry and 13 other sectors of the economy to better understand the challenges and opportunities surrounding regulated industries.

EPA's e-manifest system will officially launch in June 2018. The system will facilitate the electronic transmission of the uniform manifest form, which accompanies shipments of hazardous waste. As a result of the testing period and test user lessons learned the Fact Sheets for the various users (generators, transporters, tsdfs, etc) have been updated.

Here are links to compliance assistance information for the four FY18 focus areas for EPA's federal facilities enforcement and compliance assurance program. The links include EPA websites, FedCenter links, and sector-specific compliance assistance centers funded by EPA grants. Many of the EPA sites have links to upcoming training, including webinars, so it is worthwhile to check them often.
