Southwest Environmental Health Sciences Center was proud to be part of the local planning committee for the 2026 National PFAS Conference. The Conference was held from June 8-10, 2026, with pre-conference tours on June 7. We had about 430 attendees over the three days that gathered to discuss the latest developments in PFAS fate and transport, health impacts, policy, children's health, and more.

The primary focus of this presentation is to provide current information on the in situ management of PFAS in groundwater. The presentation will provide an overview of the most promising PFAS treatment approaches including enhanced attenuation/sequestration using colloidal activated carbon (CAC) and other amendments and engineered in situ treatment systems. It will also present the current state of knowledge related to destructive technologies and discuss whether PFAS Monitored Retention, a variant of Monitored Natural Attenuation, may be a future option in a treatment train approach. The presentation will conclude with a brief discussion on how in situ treatment fits into site management strategies.

This memorandum includes draft guidance that, if finalized, would provide recommendations that may be helpful to operators of wastewater treatment plants (WWTPs) and related facilities, landowners and farmers, state and Tribal water agencies, and the public. It provides voluntary recommendations for potential ways to mitigate risks from perfluorooctanoic acid (PFOA) and perfluorooctane sulfonic acid (PFOS) involving land application of biosolids. The EPA will solicit public comment on this draft guidance for 60 days following publication of a Notice in the Federal Register. The EPA also may use public comments filed to help inform any future agency actions.

In this proposed rulemaking, the EPA proposes a federal exemption, pursuant to Safe Drinking Water Act (SDWA) 1416(f) and 1450(a)(1), that will extend the dates of compliance with the Maximum Contaminant Levels (MCLs) for perfluorooctanoic acid (PFOA) and perfluorooctane sulfonic acid (PFOS) from 26 April 2029 to 26 April 2031, for those systems that submit a request. The Agency requests comment on this proposal, including the mechanisms through which the MCL compliance deadlines for PFOA and PFOS can be exempted, and has identified specific areas where public input will be helpful for the EPA in developing the final rule. EPA is proposing to rescind its regulatory determinations to regulate 4 PFAS--perfluorohexane sulfonic acid (PFHxS), perfluorononanoic acid (PFNA), hexafluoropropylene oxide dimer acid and its ammonium salt (HFPO-DA, commonly known as GenX chemicals), and mixtures of these three PFAS plus perfluorobutane sulfonic acid (PFBS)--under the SDWA. The EPA is also proposing to rescind all associated regulatory provisions currently codified in the EPA's 2024 PFAS NPDWR exclusive to these PFAS that were promulgated pursuant to the regulatory determinations that the EPA is now proposing to rescind, including the final MCLs that would have required monitoring, and where necessary, treatment by PWSs. This proposed action is necessary to correct the unlawful procedure under which these regulations were promulgated. Under the EPA's prior interpretation, the EPA proposed and finalized regulatory determinations and regulations for these PFAS simultaneously and in tandem. Under the best reading of the statute, the EPA is not authorized to take such actions simultaneously and therefore, the Agency proposes to rescind those regulatory determinations, MCLGs and associated portions of the 2024 PFAS NPDWR. This 2026 update of the EPA interim guidance presents currently available information on the destruction and disposal of PFAS and PFAS-containing materials. This guidance focuses on updates to the current state of science and associated uncertainties for three large-scale capacity technologies that can destroy PFAS or control PFAS release into the environment: thermal treatment, landfills, and underground injection. This guidance document also discusses emerging technologies and provides a framework for evaluating these technologies for PFAS destruction or disposal. This guidance is non-binding and does not have the force and effect of law.

The National Defense Authorization Act for Fiscal Year 2020 (FY 2020 NDAA) was signed into law on 19 December 2019 and directs the EPA to publish interim guidance on the destruction and disposal of perfluoroalkyl and polyfluoroalkyl substances (PFAS) and materials containing PFAS and to update the guidance at least every three years, as appropriate. The EPA is releasing an update to the 16 April 2024, interim guidance for public comment. The updated guidance builds on information pertaining to technologies that may be feasible and appropriate for the destruction or disposal of PFAS and PFAS-containing materials. The 2026 interim guidance also identifies key data gaps and uncertainties that must be resolved before the EPA can issue more definitive recommendations about PFAS destruction and disposal technologies. The EPA is taking final action to revise the start of the reporting period for the Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS) Reporting and Recordkeeping Rule (PFAS Reporting Rule). Pursuant to this action, the submission period for the PFAS Reporting Rule will begin on 31 January 2027, or 60 days following the effective date of a forthcoming final rule on the substantive requirements of the PFAS Reporting Rule, whichever is earlier. EPA is proposing amendments to the Toxic Substances Control Act (TSCA) regulation for reporting and recordkeeping requirements for perfluoroalkyl and polyfluoroalkyl substances (PFAS). As promulgated in October 2023, the regulation requires manufacturers (including importers) of PFAS in any year between 2011-2022 to report certain data to EPA related to exposure and environmental and health effects. EPA is proposing to incorporate certain exemptions and other modifications to the scope of the reporting regulation. These exemptions would maintain important reporting on PFAS, consistent with statutory requirements, while exempting reporting on activities about which manufacturers are least likely to know or reasonably ascertain. The EPA is amending the data submission period for the TSCA PFAS reporting rule by changing the start date for submissions and making corresponding changes to the end dates for the submission period, i.e., the data submission period begins on 13 April 2026, and ends on 13 October 2026, with an alternate end date for small manufacturers reporting exclusively as article importers of 13 April 2027. As promulgated in October 2023, the regulation requires manufacturers (including importers) of perfluoroalkyl and polyfluoroalkyl substances (PFAS) in any year between 2011-2022 to report certain data to EPA related to exposure and environmental and health effects. This change is necessary because EPA requires more time to prepare the reporting application to collect this data. The Agency is separately considering reopening certain aspects of the rule to public comment. The delayed reporting date ensures that EPA has adequate time to consider the public comments and propose and finalize any modifications to the rule before the submission period begins. EPA announced an interim final rule to extend the dates of the reporting period for data submitted on the manufacture of perfluoroalkyl or polyfluoroalkyl substances (PFAS). This extension will allow EPA to further develop and test the software being used to collect the data from manufacturers, thereby providing critical feedback to EPA, including what additional guidance would be useful for the reporting community. Under section 8(a)(7) of the Toxic Substances Control Act (TSCA), EPA finalized a rule in October 2023 requiring anyone who has manufactured (including imported) a PFAS in any year from 2011 through 2022 to submit information to EPA regarding manufacturing, use, disposal, byproducts, worker exposures, and environmental and health effects of those PFAS. This interim final rule delays the start of the submission period by nine months, from 11 July 2025 to 13 April 2026. Per- and polyfluoroalkyl substances (PFAS) are a large and complex class of anthropogenic compounds whose prevalence in the environment are an emerging, worldwide priority in environmental and human health. The ITRC PFAS Team, formed in 2017, has prepared readily accessible materials to present PFAS information to stakeholders, regulators, and policy makers. The PFAS team represents a diverse cross-section of expertise and experience working on PFAS. This training will include emerging science on PFAS, including topics such as Properties of PFAS, Fate and Transport, Sampling and Analysis, and Treatment Technologies. The technical presentations will be focused on those who are relatively new to PFAS. The training will last approximately 90 minutes and include time for questions.

Granulated activated carbon is at the heart of a $43 million dollar system in Wilmington, NC used to treat their drinking water of PFAS. The 2024 limits put out by the EPA on PFAS levels have water treatment plants finding methods of reducing the PFAS levels below the limit. While granular activated carbon (GAC) is effective, it is not as effective with PFAS as it is with capturing other pollutants. Other focuses are trying to remove sources of PFAS from entering the environment from areas such as industrial facility runoff and wastewater. Additional questions are raised regarding what to do with captured PFAS and any methods to destroy it. As more research and efforts are being pushed, solutions are hopeful for this emerging large market.

Researchers from Rice University have developed a method to recycle PFAS waste into graphene, a high-value material with a wide range of applications. By utilizing flash joule heating to heat granular activated carbon (GAC) saturated with PFAS to over 3,000 degrees Celsius, the carbon fluorine bonds break down into non-toxic fluoride salts and the GAC is upcycled into graphene. Tests have yielded 96% defluorination efficiency overall and 99.98% efficiency with certain common PFAS chemicals. The process can be tailored to produce other carbon-based materials including nanotubes and nanodiamonds. This method shows great potential to control PFAS pollution at zero net cost and with scalability for industrial or wide-ranging applications.

This SERDP and ESTCP webinar focuses on DoD-funded research efforts to develop PFAS-free firefighting foams. Specifically, investigators will discuss research into surfactant transport and its applicability to both firefighting foams and bilgewater emissions, and the development of fluorine-free siloxane containing and alkypolyglycoside surfactants to develop an optimized firefighting mixture. There will be two presentations titled: 1) "Surfactant Transport at Fluid-Fluid Interfaces, from Bilgewater Emulsions to Firefighting Foams" and 2) "Drop-in Synergistic Surfactants and Additives for Effective Pool Fire Suppression".

EPA announced the automatic addition of nine per- and polyfluoroalkyl substances to the list of chemicals covered by the Toxics Release Inventory. TRI data is reported to EPA annually by facilities in designated industry sectors and federal facilities that manufacture, process, or otherwise use TRI-listed chemicals above set quantities. The data include quantities of such chemicals that were released into the environment or otherwise managed as waste. Information collected through TRI allows communities to learn how facilities in their area are managing listed chemicals. The data collected is available online and helps to support informed decision-making by companies, government agencies, non-governmental organizations and the public. Adding new chemicals to the TRI advances the Administration's environmental justice commitments by improving accountability and transparency for families, workers, and communities across the country.

New report highlights key EPA accomplishments under national strategy to confront PFAS "forever chemicals" in communities across the country. Under the leadership of President Biden and Vice President Harris, the EPA has delivered bold and concrete actions to protect people from PFAS, or per- and polyfluoroalkyl substances, in their water and everyday lives while dramatically increasing investments in research and solutions. Specific actions and progress are detailed in EPA's third annual progress report, highlighting the significant achievements the agency has made under its PFAS Strategic Roadmap and the Biden-Harris Administration's whole-of-government strategy to protect communities from the impacts of forever chemicals.

The Department of Defense's Strategic Environmental Research and Development Program (SERDP) is seeking environmental research and development proposals for funding beginning in Fiscal Year (FY) 2026. Projects will be selected through a competitive process. The Core Solicitation provides funding opportunities for basic and applied research and advanced technology development. Core projects vary in cost and duration consistent with the scope of the work proposed. The Statements of Need referenced by this solicitation request proposals related to the SERDP program areas of Environmental Restoration, Resource Conservation and Resilience, and Weapons Systems and Platforms. All Core pre-proposals are due January 7, 2025 by 2:00 p.m. ET. EPA is proposing to add 16 individually listed per- and polyfluoroalkyl substances (PFAS) and 15 PFAS categories to the Toxics Release Inventory (TRI) list of toxic chemicals subject to reporting under the Emergency Planning and Community Right-to-Know Act (EPCRA) and the Pollution Prevention Act (PPA) to comply with the National Defense Authorization Act for Fiscal Year 2020 (NDAA). EPA also addresses how PFAS categories should be treated. Separately, EPA discusses what events may trigger the automatic addition of a PFAS to the TRI pursuant to the NDAA. This discussion does not propose to list chemicals to TRI pursuant to the NDAA, but rather describes what EPA documents and activities involving PFAS would trigger an automatic addition under the NDAA. EPA is proposing to add 16 individual per- and polyfluoroalkyl substances (PFAS) and 15 PFAS categories representing more than 100 individual PFAS to the Toxics Release Inventory (TRI). It would also designate them as chemicals of special concern so they must meet more robust reporting requirements, including reporting even for small concentrations. This proposed expansion of TRI would advance the commitments of the Administration and EPA's PFAS Strategic Roadmap to address the health and environmental impacts of PFAS by promoting pollution prevention, and informing the public about environmental releases of these so called "forever chemicals." This proposal also advances the Administration's commitment to environmental justice as well as the Administration's commitment to ending cancer as we know it as part of the Biden Cancer Moonshot by helping to connect the public and regulatory agencies with data to help inform decision-making with regard to chemicals with toxicity, including cancer, concerns because people can use TRI data to identify sources of pollution in their communities and ways that facilities can eliminate or reduce such pollution.

EPA announced a direct final rule to delay the reporting period for the October 2023 final rule requiring companies to report on per- and polyfluoroalkyl substances (PFAS) under the Toxic Substances Control Act (TSCA). The reporting period was scheduled to begin on 12 November 2024, but the final rule delays the beginning of the reporting period until July 2025 due to resource constraints. The reporting rule under section 8(a)(7) of TSCA is a statutory requirement established by the FY2020 National Defense Authorization Act that requires all manufacturers (including importers) of PFAS and PFAS-containing articles in any year since 2011 to report information related to chemical identity, uses, volumes made and processed, byproducts, environmental and health effects, worker exposure, and disposal to EPA.

The EPA is taking direct final action to amend the TSCA regulation with reporting and recordkeeping requirements for perfluoroalkyl and polyfluoroalkyl substances (PFAS). As promulgated in October 2023, the regulation requires manufacturers (including importers) of PFAS in any year between 2011-2022 to report certain data to EPA related to exposure and environmental and health effects. EPA is making a one-time modification to change the beginning of the data submission period from 12 November 2024, to 11 July 2025, with a corresponding change to the end of the submission period. EPA is also making a technical correction to address an error in the regulatory text. There are no other changes to the reporting and recordkeeping requirements in the existing rule under TSCA. EPA and the U.S. Army announced today a joint project to conduct sampling and testing of private drinking water wells located near Army installations for the presence of per-and polyfluoroalkyl substances (PFAS). This effort will inform Army remedial actions if results indicate that PFAS is found in drinking water, because PFAS contamination has spread and may potentially be impacting the drinking water wells of nearby residents. The joint EPA-Army sampling and testing project, which is being implemented nationally, has identified a priority list of nine installations out of 235 locations. As initial work is completed, EPA and the Army will evaluate additional installations for expansion of the pilot. EPA published preliminary Toxics Release Inventory (TRI) data about chemical releases, waste management and pollution prevention activities that took place during 2023 at more than 20,000 federal and industrial facilities across the country. For 2023, 21 chemicals were added to the TRI list, and facilities were required to report on these if the reporting thresholds for each were met. The chemicals included nine per- and polyfluoroalkyl substances (PFAS) added to the TRI chemical list per the requirements of the 2020 National Defense Authorization Act (NDAA).

EPA is taking another step in its efforts to protect people from the health risks posed by exposure to "forever chemicals" in communities across the country. Exposure to per-and polyfluoroalkyl substances (PFAS) has been linked to cancers, impacts to the liver and heart, and immune and developmental damage to infants and children. This final rule will designate two widely used PFAS chemicals, perfluorooctanoic acid (PFOA) and perfluorooctanesulfonic acid (PFOS), as hazardous substances under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), also known as Superfund, and will help ensure that polluters pay to clean up their contamination. This final action will address PFOA and PFOS contamination by enabling investigation and cleanup of these harmful chemicals and ensuring that leaks, spills, and other releases are reported. In addition to the final rule, EPA is issuing a separate CERCLA enforcement discretion policy that makes clear that EPA will focus enforcement on parties who significantly contributed to the release of PFAS chemicals into the environment, including parties that have manufactured PFAS or used PFAS in the manufacturing process, federal facilities, and other industrial parties.

The Administration issued the first-ever national, legally enforceable drinking water standard to protect communities from exposure to harmful per-and polyfluoroalkyl substances (PFAS), also known as forever chemicals. Exposure to PFAS has been linked to deadly cancers, impacts to the liver and heart, and immune and developmental damage to infants and children. This final rule represents the most significant step to protect public health under EPA's PFAS Strategic Roadmap. The final rule will reduce PFAS exposure for approximately 100 million people, prevent thousands of deaths, and reduce tens of thousands of serious illnesses.

EPA announced the latest efforts to protect communities and the environment from the health risks posed by certain per- and polyfluoroalkyl substances (PFAS). PFAS are widely used, long-lasting chemicals that break down very slowly over time, and they have been used in many different consumer, commercial and industrial products. Scientific studies show that some PFAS exposure is linked to harmful health effects. EPA is proposing two rules that would add to the agency's comprehensive approach to tackling PFAS pollution across the country. EPA is proposing to modify the definition of hazardous waste as it applies to cleanups at permitted hazardous waste facilities. This modification would assure that EPA's regulations clearly reflect EPA's and authorized states' authority to require cleanup of the full range of substances that the Resource Conservation and Recovery Act (RCRA) intended. Currently, the regulations do not clearly and accurately reflect the full authorities granted to EPA by Congress. EPA is also proposing to amend its RCRA regulations to add multiple PFAS compounds as hazardous constituents. These PFAS would be added to the list of substances identified for consideration in facility assessments and, where necessary, further investigation and cleanup through the corrective action process at hazardous waste treatment, storage and disposal facilities.

The Department of Defense (DoD) has launched a cohort of prototype projects to demonstrate treatment technologies for per- and polyfluoroalkyl substance (PFAS)-impacted media. PFAS are very stable in the environment, due to their unique chemical structure, and are relatively resistant to natural breakdown processes. Spread across three DoD-identified installations, these efforts will demonstrate new technologies targeting these chemicals through a partnership with the DoD's Environmental Security Technology Certification Program (ESTCP), the Air Force, the Navy, and the Defense Innovation Unit (DIU). Ten companies have been awarded prototype contracts under this effort. The ESTCP and DIU Environmental Remediation & Restoration from PFAS Initiative combines and compares methods that concentrate and destroy PFAS both on and off-site. The selected projects consist of three discrete actions for PFAS-impacted media: water source remediation, soil treatment, and PFAS destruction.

EPA finalized a rule that improves reporting on per- and polyfluoroalkyl substances (PFAS) to the Toxics Release Inventory (TRI) by eliminating an exemption that allowed facilities to avoid reporting information on PFAS when those chemicals were used in small concentrations. Often referred to as "forever chemicals," PFAS are used at low concentrations in many products, and as a result of removing this reporting exemption, covered industry sectors such as manufacturing, metal mining, and chemical manufacturing, as well as federal facilities that make or use any of the 189 TRI-listed PFAS, will no longer be able to avoid disclosing the quantities of PFAS they manage or release into the environment.

EPA finalized a rule that will provide EPA, its partners, and the public with the largest-ever dataset of per- and polyfluoroalkyl substances (PFAS) manufactured and used in the United States. This rule builds on over two years of progress on the Administration's action plan to combat PFAS pollution, safeguarding public health and advancing environmental justice, and is a key action in EPA's PFAS Strategic Roadmap. PFAS are a category of manufactured chemicals that have been used in industry and consumer products since the 1940s. PFAS have characteristics that make them useful in a variety of products, including nonstick cookware, waterproof clothing, and firefighting foam, as well as in certain manufacturing processes. The reporting rule under the Toxic Substances Control Act (TSCA) is a statutory requirement under the FY2020 National Defense Authorization Act (NDAA) that requires all manufacturers (including importers) of PFAS and PFAS-containing articles in any year since 2011 to report information related to chemical identity, uses, volumes made and processed, byproducts, environmental and health effects, worker exposure, and disposal to EPA.

EPA is releasing the first set of data collected under the fifth Unregulated Contaminant Monitoring Rule (UCMR 5). In the latest action to deliver on EPA's PFAS Strategic Roadmap, UCMR 5 will provide new data that will improve EPA's understanding of the frequency that 29 PFAS and lithium are found in the nation's drinking water systems, and at what levels. The monitoring data on PFAS and lithium will help the Agency make determinations about future actions to protect public health under the Safe Drinking Water Act. EPA proposed amendments to the regulations that govern the Agency's review of new chemicals under the TSCA to improve efficiency and align with the 2016 bipartisan TSCA amendments under the Frank R. Lautenberg Chemical Safety for the 21st Century Act. Under TSCA, EPA plays an important gatekeeper role by reviewing the potential risks of new chemicals before they can enter U.S. commerce and, when necessary, putting safeguards in place to protect human health and the environment. Today's proposal also eliminates eligibility for exemptions from the full safety review process for new per- and polyfluoroalkyl substances (PFAS) and other persistent, bioaccumulative, and toxic (PBT) chemicals.

(WASHINGTON, March 14, 2023) Today, the Biden-Harris Administration announced it is proposing the first-ever national drinking water standard for six per- and polyfluoroalkyl substances (PFAS) in the latest action under President Biden's plan to combat PFAS pollution and Administrator Regan's PFAS Strategic Roadmap. Through this action, the U.S. Environmental Protection Agency (EPA) is taking a major step to protect public health from PFAS pollution, leveraging the latest science and complementing state efforts to limit PFAS by proposing to establish legally enforceable levels for six PFAS known to occur in drinking water.

This proposal builds on other key milestones to combat PFAS, including EPA's proposal to designate two PFAS as CERCLA hazardous substances; enhancing data on PFAS under EPA's National PFAS Testing Strategy and through nationwide sampling for 29 PFAS in public drinking water systems; using EPA's Clean Water Act permitting and regulatory programs to reduce PFAS pollution in the environment from industry; and initiating the distribution of $10 billion in funding to address emerging contaminants under the Bipartisan Infrastructure Law (BIL).

EPA announced it is seeking public comment on its proposal to address environmental justice, climate change, and PFAS contamination in its National Enforcement and Compliance Initiatives (NECIs). Every four years, EPA selects national initiatives to focus resources on serious and widespread environmental problems where federal enforcement can make a difference. The primary objective of these initiatives is to protect human health and the environment by holding polluters accountable through enforcement and assisting regulated entities to return to compliance. EPA proposes to continue four of the six current national initiatives during the FY 2024-2027 cycle and return two of the current national initiatives to the core enforcement and compliance program. In addition, EPA proposes to address environmental justice concerns in all NECIs, and to add two new NECIs on mitigating climate change and addressing PFAS pollution, for the FY 2024-2027 cycle.

EPA updated the Safer Chemical Ingredients List (SCIL), a living list of chemicals organized by functional-use class that EPA's Safer Choice program has evaluated and determined meet Safer Choice criteria. This update is part of an effort to expand and maintain the SCIL. With this update, there are a total of 1,064 chemicals listed on the SCIL. In this update, EPA added nine chemicals to the SCIL. To expand the number of chemicals and functional-use categories on the SCIL, EPA encourages manufacturers to submit their safer chemicals to EPA for review and listing on the SCIL. The addition of chemicals to the SCIL incentivizes further innovation in safer chemistry, which can promote environmental justice, bolster resilience to the impacts of climate change, and improve water quality. Chemicals on the SCIL are among the safest for their functional use.

The PFAS Analytic Tools bring together multiple sources of information in one spot with mapping, charting, and filtering functions, allowing the public to see where testing has been done and what level of detections were measured. The PFAS Analytic Tools includes information on Clean Water Act PFAS discharges from permitted sources, reported spills containing PFAS constituents, facilities historically manufacturing or importing PFAS, federally owned locations where PFAS is being investigated, transfers of PFAS-containing waste, PFAS detection in natural resources such as fish or surface water, and drinking water testing results. The tools cover a broad list of PFAS and represent EPA's ongoing efforts to provide the public with access to the growing amount of testing information that is available.

EPA released a memorandum to states that provides direction on how to use the nation's bedrock clean water permitting program to protect against per- and polyfluoroalkyl substances (PFAS). The guidance outlines how states can monitor for PFAS discharges and take steps to reduce them where they are detected, is part of the Agency's holistic approach to addressing these harmful forever chemicals under EPA's PFAS Strategic Roadmap. EPA released four drinking water health advisories for per- and polyfluoroalkyl substances (PFAS) in the latest action under President Biden's action plan to deliver clean water and Administrator Regan's PFAS Strategic Roadmap. EPA also announced that it is inviting states and territories to apply for $1 billion – the first of $5 billion in Bipartisan Infrastructure Law grant funding – to address PFAS and other emerging contaminants in drinking water, specifically in small or disadvantaged communities. These actions build on EPA's progress to safeguard communities from PFAS pollution and scientifically inform upcoming efforts, including EPA's forthcoming proposed National Primary Drinking Water Regulation for PFOA and PFOS, which EPA will release in the fall of 2022.

EPA outlined plans to initiate the rulemaking process for two new actions under the hazardous waste law, reflecting the agency's focus on using best available science and leveraging authorities to combat this shared challenge. EPA is announcing the initiation of two rulemakings. First, the agency will initiate the process to propose adding four PFAS chemicals as RCRA Hazardous Constituents under Appendix VIII, by evaluating the existing data for these chemicals and establishing a record to support such a proposed rule. The four PFAS chemicals EPA will evaluate are: PFOA, PFOS, PFBS, and GenX. Adding these chemicals as RCRA Hazardous Constituents would ensure they are subject to corrective action requirements and would be a necessary building block for future work to regulate PFAS as a listed hazardous waste. The second rulemaking effort will clarify in our regulations that the RCRA Corrective Action Program has the authority to require investigation and cleanup for wastes that meet the statutory definition of hazardous waste, as defined under RCRA section 1004(5). This modification would clarify that emerging contaminants such as PFAS can be cleaned up through the RCRA corrective action process. These actions build on EPA's broader strategy to comprehensively address PFAS pollution across the country.

EPA released a final human health toxicity assessment for GenX chemicals, which are part of the per- and poly-fluoroalkyl substance (PFAS) group. The agency's final toxicity assessment represents a key step in advancing the scientific understanding of GenX chemicals and their effects on human health. In certain locations, GenX chemicals have been found in surface water, groundwater, drinking water, rainwater, and the air. EPA's final assessment for GenX chemicals focuses solely on the potential human health effects associated with oral exposure. Issuing the final toxicity assessment gives EPA the opportunity to share and exchange information with the agency's state and Tribal co-regulators who are working with their communities to confront this complex environmental challenge. The agency's final 2021 GenX chemicals assessment uses the state-of-the-art systematic review process, incorporates new data available since 2018, and applies revised uncertainty factors. These changes resulted in a lower, more protective toxicity value for GenX chemicals relative to EPA's 2018 draft toxicity assessment. EPA's release of the final GenX chemicals toxicity assessment is a key step toward developing a national drinking water health advisory for GenX chemicals, which the agency committed to publishing in Spring 2022 as part of the PFAS Roadmap.

EPA announced the agency's comprehensive Strategic Roadmap to confront PFAS contamination nationwide. The Roadmap is the result of a thorough analysis conducted by the EPA Council on PFAS that Administrator Regan established in April 2021. EPA's Roadmap is centered on three guiding strategies: Increase investments in research, leverage authorities to take action now to restrict PFAS chemicals from being released into the environment and accelerate the cleanup of PFAS contamination.

The roadmap sets timelines by which EPA plans to take specific actions and commits to bolder new policies to safeguard public health, protect the environment, and hold polluters accountable. The actions described in the PFAS Roadmap each represent important and meaningful steps to safeguard communities from PFAS contamination. Cumulatively, these actions will build upon one another and lead to more enduring and protective solutions.

An interactive map providing water sampling results for water systems with a detection of PFOS, PFOA or another PFAS is displayed. The maximum levels listed are from a single point in time and do not reflect whether a water system has changed sources or is treating the water to reduce PFAS levels. All locations represented on the map are approximate and intended to portray the general area of a contamination site or a community water system. Locations were mapped using the best data available from official records, including data provided by tests of public drinking water systems, the Safe Drinking Water Information System, the Department of Defense report "Addressing Perfluorooctane Sulfonate (PFOS) and Perfluorooctanoic Acid (PFOA)," among others.

DOD conducted an evaluation to determine what are needed to identify, mitigate, and remediate contamination from perfluoroalkyl and polyfluoroalkyl substances (PFAS) at DoD installations; and identify populations exposed to PFAS at DoD installations and inform them of the associated health and safety concerns. DOD is recommending that the Under Secretary of Defense for Acquisition and Sustainment revise DoDI 4715.18 to include requirements for Emerging Chemical Program officials to initiate proactive risk management actions based on measurable risks to the DoD areas of concern to mitigate contaminant effects of emerging chemicals at DoD installations, develop risk management options and initiate proactive risk management actions which may be warranted to identify and mitigate the contaminant effects of emerging chemicals as early as possible in the Emerging Chemical Process, regardless of whether an emerging chemical is on the Emerging Chemical Watch List or the Emerging Chemical Action List; and formally inform DoD users of emerging chemicals and of their status in the Emerging Chemical Process.

To help deliver on the EPA commitment to help reduce the potential risks to the public from per- and polyfluoroalkyl substances (PFAS), the agency is announcing three important actions that will better protect all communities from pollution. The Agency's actions include issuing a proposed rule that is designed to gather comprehensive data on more than 1,000 PFAS manufactured in the United States, withdrawing guidance that weakened EPA's?July 2020 Significant New Use Rule (SNUR) restricting certain long-chain PFAS, and publishing a final rule that officially incorporates three additional PFAS into the Toxics Release Inventory (TRI).

The EPA announced the availability of Multipurpose Grant (MPG) funding to support states, Tribes and territories in addressing high-priority environmental issues, including PFAS, environmental justice and climate change. The multipurpose grants are intended to be used at state and Tribal discretion to complement those programs funded under established environmental laws and regulations. Recognizing that environmental challenges vary from region to region, the funding supports a wide range of initiatives. These may include: addressing contaminants such as PFAS and lead, advancing environmental justice, tackling climate change, improving air and water quality monitoring, testing for radon in schools, and conducting outreach and education activities.

Lawmakers want to know how to budget for environmental clean-ups of military installations, but Defense leaders insist it's going to be a drawn-out process. In a hearing for the Defense Environmental Restoration Program (DERP) this week, officials from the services and the Pentagon told the House Appropriations subcommittee on Defense where DoD stands on removing hazardous Per- and Polyfluoroalkyl Substances (PFAS) chemicals and unexploded ordinances from military bases. DERP addresses two categories of sites: The Installation Restoration Program manages the cleanup of chemicals released to the environment, including PFAS, while the Military Munitions Response Program addresses former military range sites known or suspected to contain unexploded ordinances, discarded military munitions, or munitions constituents.

The Agency for Toxic Substances and Disease Registry (ATSDR) released its final toxicological profile for several per- and polyfluoroalkyl substances (PFAS). There twelve perfluoroalkyl compounds discussed in the profile. The perfluoroalkyls discussed in the profile primarily consist of perfluorinated aliphatic carboxylic acids and perfluorinated aliphatic sulfonic acids.

To help deliver on the U.S. Environmental Protection Agency's (EPA) mission to protect human health and the environment, today Administrator Michael S. Regan issued a memorandum to EPA's senior leadership calling for the creation of a new "EPA Council on PFAS" that is charged with building on the agency's ongoing work to better understand and ultimately reduce the potential risks caused by these chemicals. The ECP's work will build on the important steps the Biden-Harris Administration has already taken to address these chemicals, including pulling down and updating a PFBS toxicity assessment that had been politically compromised and issued a new assessment backed by career scientists. EPA has also taken action to begin to develop a national primary drinking water regulation, to collect new data critically needed to improve EPA's understanding of 29 PFAS, and to solicit data on the presence and treatment of PFAS in wastewater discharges. The agency also strongly supports President Biden's American Jobs Plan, which calls for investing billions of dollars to monitor and treat PFAS in drinking water.

EPA released an updated toxicity assessment for perfluorobutane sulfonic acid (PFBS), a member of a larger group of per- and polyfluoroalkyl substances (PFAS). PFBS assessment is part of EPA's commitment to restore scientific integrity to all of the agency's actions and increase the amount of research and information available to the public on PFAS chemicals. EPA, federal agencies, states, tribes, and local communities can use the PFBS toxicity assessment, along with specific exposure and other relevant information, to determine if and when it is necessary to take action to address potential health risks associated with human exposures to PFBS under appropriate regulations and statutes.

As EPA pursues its mission to protect human health and the environment, addressing risks related to PFAS is a priority. To this end, EPA is making available new testing data related to PFAS found in fluorinated containers in which a mosquito control product was packaged and sold. EPA is also announcing its planned next steps to further characterize and address this potential source of contamination.

EPA aggressive efforts under the PFAS Action Plan, the agency is releasing new interim guidance on destroying and disposing of certain PFAS and PFAS-containing materials for public comment. Specifically, the new interim guidance outlines the current state of the science on techniques and treatments that may be used to destroy or dispose of PFAS and PFAS-containing materials from non-consumer products, including aqueous film-forming foam for firefighting. EPA will accept comments on the Interim Guidance for 60 days following publication in the Federal Register. EPA will then consider and incorporate comments, as appropriate, into a revised document. EPA will also review and revise the interim guidance, as appropriate, or at least once every 3 years.
