Per- and polyfluoroalkyl substances (PFAS) are a large and complex class of anthropogenic compounds whose prevalence in the environment are an emerging, worldwide priority in environmental and human health. The ITRC PFAS Team, formed in 2017, has prepared readily accessible materials to present PFAS information to stakeholders, regulators, and policy makers. The PFAS team represents a diverse cross-section of expertise and experience working on PFAS.
This training will include emerging science on PFAS, including topics such as Properties of PFAS, Fate and Transport, Sampling and Analysis, and Treatment Technologies. The technical presentations will be focused on those who are relatively new to PFAS. The training will last approximately 90 minutes and include time for questions.

In this webinar the Florida Rural Water Association will examine emerging contaminants, PFAS and PFOA, and discuss what they are including uses, properties, environmental impacts, and potential treatment methods for wastewater and drinking water. The learning objectives of this webinar are to understand the complexity and impacts of Emerging Contaminants and UCMR 5 testing requirements. Participants will learn to identify the sources of Emerging Contaminants and how they were developed and subsequently released into the environment. (WASHINGTON, March 14, 2023) Today, the Biden-Harris Administration announced it is proposing the first-ever national drinking water standard for six per- and polyfluoroalkyl substances (PFAS) in the latest action under President Biden's plan to combat PFAS pollution
and Administrator Regan's PFAS Strategic Roadmap
. Through this action, the U.S. Environmental Protection Agency (EPA) is taking a major step to protect public health from PFAS pollution, leveraging the latest science and complementing state efforts to limit PFAS by proposing to establish legally enforceable levels for six PFAS known to occur in drinking water.
This proposal builds on other key milestones to combat PFAS, including EPA's proposal to designate two PFAS as CERCLA hazardous substances; enhancing data on PFAS under EPA's National PFAS Testing Strategy and through nationwide sampling for 29 PFAS in public drinking water systems; using EPA's Clean Water Act permitting and regulatory programs to reduce PFAS pollution in the environment from industry; and initiating the distribution of $10 billion in funding to address emerging contaminants under the Bipartisan Infrastructure Law (BIL).

EPA is announcing a series of upcoming virtual listening sessions on EPA's PFAS Strategic Roadmap. Beginning on February 28 and continuing through late April, EPA will be holding a virtual session on the PFAS Strategic Roadmap focused on each EPA Region, as well as a session specifically dedicated to the perspectives of EPA's Tribal partners. Each session will provide opportunities for communities to share feedback directly with EPA Regional and program leaders to inform the implementation of the actions described in the Roadmap. WASHINGTON (Feb. 13, 2023) – The U.S. Environmental Protection Agency (EPA) Administrator Michael S. Regan has announced the availability of $2 billion from President Biden's Bipartisan Infrastructure Law to address emerging contaminants, like Per- and Polyfluoroalkyl Substances (PFAS) in drinking water across the country. This investment, which is allocated to states and territories, will be made available to communities as grants through EPA's Emerging Contaminants in Small or Disadvantaged Communities (EC-SDC) Grant Program and will promote access to safe and clean water in small, rural, and disadvantaged communities while supporting local economies. Administrator Regan announced the water infrastructure investments in Maysville, North Carolina while holding a community roundtable with North Carolina Department of Environmental Quality Secretary Elizabeth S. Biser and other state and local leaders.

The EPA's Effluent Guidelines Program Plan 15 (Plan 15) lays out how EPA will work to protect the nation's waterways by following the science and the Clean Water Act to develop technology-based pollution limits and studies on wastewater discharges from industrial sources. This Plan focuses on evaluating the extent and nature of both nutrient and per- and polyfluoroalkyl substances (PFAS) discharges. Plan 15 further advances EPA's commitment in the PFAS Strategic Roadmap to restrict PFAS discharges from industrial sources through a multi-faceted Effluent Limitations Guidelines program.

EPA announced it is seeking public comment on its proposal to address environmental justice, climate change, and PFAS contamination in its National Enforcement and Compliance Initiatives (NECIs). Every four years, EPA selects national initiatives to focus resources on serious and widespread environmental problems where federal enforcement can make a difference. The primary objective of these initiatives is to protect human health and the environment by holding polluters accountable through enforcement and assisting regulated entities to return to compliance. EPA proposes to continue four of the six current national initiatives during the FY 2024-2027 cycle and return two of the current national initiatives to the core enforcement and compliance program. In addition, EPA proposes to address environmental justice concerns in all NECIs, and to add two new NECIs on mitigating climate change and addressing PFAS pollution, for the FY 2024-2027 cycle.

EPA updated the Safer Chemical Ingredients List (SCIL), a living list of chemicals organized by functional-use class that EPA's Safer Choice program has evaluated and determined meet Safer Choice criteria. This update is part of an effort to expand and maintain the SCIL. With this update, there are a total of 1,064 chemicals listed on the SCIL. In this update, EPA added nine chemicals to the SCIL. To expand the number of chemicals and functional-use categories on the SCIL, EPA encourages manufacturers to submit their safer chemicals to EPA for review and listing on the SCIL. The addition of chemicals to the SCIL incentivizes further innovation in safer chemistry, which can promote environmental justice, bolster resilience to the impacts of climate change, and improve water quality. Chemicals on the SCIL are among the safest for their functional use.

EPA announced the automatic addition of nine per- and polyfluoroalkyl substances (PFAS) to the Toxics Release Inventory (TRI) list. TRI data are reported to EPA annually by facilities in certain industry sectors and federal facilities that manufacture, process, or otherwise use TRI-listed chemicals above certain quantities. The data include quantities of such chemicals that were released into the environment or otherwise managed as waste. Information collected through TRI allows communities to learn how facilities in their area are managing listed chemicals. The data collected also helps to support informed decision-making by companies, government agencies, non-governmental organizations, and the public. These nine PFAS were added to the TRI list pursuant to the Fiscal Year 2020 National Defense Authorization Act (NDAA), which provides the framework for the automatic addition of PFAS to TRI each year in response to certain EPA activities involving such PFAS. For TRI Reporting Year 2023 (reporting forms due by July 1, 2024), reporting is required for nine additional PFAS, bringing the total PFAS subject to TRI reporting to 189.

The PFAS Analytic Tools bring together multiple sources of information in one spot with mapping, charting, and filtering functions, allowing the public to see where testing has been done and what level of detections were measured. The PFAS Analytic Tools includes information on Clean Water Act PFAS discharges from permitted sources, reported spills containing PFAS constituents, facilities historically manufacturing or importing PFAS, federally owned locations where PFAS is being investigated, transfers of PFAS-containing waste, PFAS detection in natural resources such as fish or surface water, and drinking water testing results. The tools cover a broad list of PFAS and represent EPA's ongoing efforts to provide the public with access to the growing amount of testing information that is available.

EPA released a memorandum to states that provides direction on how to use the nation's bedrock clean water permitting program to protect against per- and polyfluoroalkyl substances (PFAS). The guidance outlines how states can monitor for PFAS discharges and take steps to reduce them where they are detected, is part of the Agency's holistic approach to addressing these harmful forever chemicals under EPA's PFAS Strategic Roadmap. This action is a critical step in EPA's efforts to restrict PFAS at their source, which will reduce the levels of PFAS entering wastewater and stormwater systems and ultimately lower people's exposure to PFAS through swimming, fishing, drinking and other pathways.

This memorandum provides EPA's guidance to states for addressing PFAS discharges when they are authorized to administer the NPDES permitting program and/or pretreatment program. While the Office of Water works to revise Effluent Limitation Guidelines (ELGs) and develop water quality criteria to support technology-based and water quality-based effluent limits for PFAS in NPDES permits, this memorandum describes steps permit writers can implement under existing authorities to reduce the discharge of PFAS.

EPA proposed a rule that would improve reporting on per- and polyfluoroalkyl substances (PFAS) to the Toxics Release Inventory (TRI) by, among other proposed changes, eliminating an exemption that allows facilities to avoid reporting information on PFAS when those chemicals are used in small, or de minimis, concentrations. Because PFAS are used at low concentrations in many products, this rule would ensure that covered industry sectors and federal facilities that make or use TRI-listed PFAS will no longer be able to rely on the de minimis exemption to avoid disclosing their PFAS releases and other waste management quantities for these chemicals.

EPA is proposing to add per- and polyfluoroalkyl substances (PFAS) subject to reporting under the EPCRA and the PPA pursuant to the NDAA to the list of Lower Thresholds for Chemicals of Special Concern (chemicals of special concern). These PFAS already have a lower reporting threshold of 100 pounds. The addition of these PFAS to the list of chemicals of special concern will cause such PFAS to be subject to the same reporting requirements as other chemicals of special concern (i.e., it would eliminate the use of the de minimis exemption and the option to use Form A and would limit the use of range reporting for PFAS). Removing the availability of these burden-reduction reporting options will result in a more complete picture of the releases and waste management quantities for these PFAS. In addition, EPA is proposing to remove the availability of the de minimis exemption for purposes of the Supplier Notification Requirements for all chemicals on the list of chemicals of special concern. This change will help ensure that purchasers of mixtures and trade name products containing such chemicals are informed of their presence in mixtures and products they purchase. This valuable resource was most recently updated in December of 2021, and this new update is dedicated to revisions that clarify information, provide new references for current text, and recognize significant new document releases from federal agencies and state organizations. This update is intended to provide our users with the most relevant current information available. The 500 page document includes extensive information on multiple aspects of PFAS and its management and technical challenges, along with case studies and stakeholder perspectives. The ITRC PFAS team is continuing their work to develop more extensive updates and new content that will be published in 2023.

EPA released four drinking water health advisories for per- and polyfluoroalkyl substances (PFAS) in the latest action under President Biden's action plan to deliver clean water and Administrator Regan's PFAS Strategic Roadmap. EPA also announced that it is inviting states and territories to apply for $1 billion – the first of $5 billion in Bipartisan Infrastructure Law grant funding – to address PFAS and other emerging contaminants in drinking water, specifically in small or disadvantaged communities. These actions build on EPA's progress to safeguard communities from PFAS pollution and scientifically inform upcoming efforts, including EPA's forthcoming proposed National Primary Drinking Water Regulation for PFOA and PFOS, which EPA will release in the fall of 2022.

EPA is finalizing a Safe Drinking Water Act (SDWA) rule that requires certain public water systems (PWSs) to collect national occurrence data for 29 per- and polyfluoroalkyl substances (PFAS) and lithium. Subject to the availability of appropriations, EPA will include all systems serving 3,300 or more people and a representative sample of 800 systems serving 25 to 3,299 people. If EPA does not receive the appropriations needed for monitoring all of these systems in a given year, EPA will reduce the number of systems serving 25 to 10,000 people that will be asked to perform monitoring. This final rule is a key action to ensure science-based decision-making and prioritize protection of disadvantaged communities in accordance with EPA's PFAS Strategic Roadmap. EPA is also announcing plans for public webinars to discuss implementation of the fifth Unregulated Contaminant Monitoring Rule (UCMR 5). This final rule is effective on 26 January 2022. EPA outlined plans to initiate the rulemaking process for two new actions under the hazardous waste law, reflecting the agency's focus on using best available science and leveraging authorities to combat this shared challenge. EPA is announcing the initiation of two rulemakings. First, the agency will initiate the process to propose adding four PFAS chemicals as RCRA Hazardous Constituents under Appendix VIII, by evaluating the existing data for these chemicals and establishing a record to support such a proposed rule. The four PFAS chemicals EPA will evaluate are: PFOA, PFOS, PFBS, and GenX. Adding these chemicals as RCRA Hazardous Constituents would ensure they are subject to corrective action requirements and would be a necessary building block for future work to regulate PFAS as a listed hazardous waste. The second rulemaking effort will clarify in our regulations that the RCRA Corrective Action Program has the authority to require investigation and cleanup for wastes that meet the statutory definition of hazardous waste, as defined under RCRA section 1004(5). This modification would clarify that emerging contaminants such as PFAS can be cleaned up through the RCRA corrective action process. These actions build on EPA's broader strategy to comprehensively address PFAS pollution across the country.

EPA released a final human health toxicity assessment for GenX chemicals, which are part of the per- and poly-fluoroalkyl substance (PFAS) group. The agency's final toxicity assessment represents a key step in advancing the scientific understanding of GenX chemicals and their effects on human health. In certain locations, GenX chemicals have been found in surface water, groundwater, drinking water, rainwater, and the air. EPA's final assessment for GenX chemicals focuses solely on the potential human health effects associated with oral exposure. Issuing the final toxicity assessment gives EPA the opportunity to share and exchange information with the agency's state and Tribal co-regulators who are working with their communities to confront this complex environmental challenge. The agency's final 2021 GenX chemicals assessment uses the state-of-the-art systematic review process, incorporates new data available since 2018, and applies revised uncertainty factors. These changes resulted in a lower, more protective toxicity value for GenX chemicals relative to EPA's 2018 draft toxicity assessment. EPA's release of the final GenX chemicals toxicity assessment is a key step toward developing a national drinking water health advisory for GenX chemicals, which the agency committed to publishing in Spring 2022 as part of the PFAS Roadmap.

EPA announced the agency's comprehensive Strategic Roadmap to confront PFAS contamination nationwide. The Roadmap is the result of a thorough analysis conducted by the EPA Council on PFAS that Administrator Regan established in April 2021. EPA's Roadmap is centered on three guiding strategies: Increase investments in research, leverage authorities to take action now to restrict PFAS chemicals from being released into the environment and accelerate the cleanup of PFAS contamination.

An interactive map providing water sampling results for water systems with a detection of PFOS, PFOA or another PFAS is displayed. The maximum levels listed are from a single point in time and do not reflect whether a water system has changed sources or is treating the water to reduce PFAS levels. All locations represented on the map are approximate and intended to portray the general area of a contamination site or a community water system. Locations were mapped using the best data available from official records, including data provided by tests of public drinking water systems, the Safe Drinking Water Information System, the Department of Defense report "Addressing Perfluorooctane Sulfonate (PFOS) and Perfluorooctanoic Acid (PFOA)," among others.

DOD conducted an evaluation to determine what are needed to identify, mitigate, and remediate contamination from perfluoroalkyl and polyfluoroalkyl substances (PFAS) at DoD installations; and identify populations exposed to PFAS at DoD installations and inform them of the associated health and safety concerns. DOD is recommending that the Under Secretary of Defense for Acquisition and Sustainment revise DoDI 4715.18 to include requirements for Emerging Chemical Program officials to initiate proactive risk management actions based on measurable risks to the DoD areas of concern to mitigate contaminant effects of emerging chemicals at DoD installations, develop risk management options and initiate proactive risk management actions which may be warranted to identify and mitigate the contaminant effects of emerging chemicals as early as possible in the Emerging Chemical Process, regardless of whether an emerging chemical is on the Emerging Chemical Watch List or the Emerging Chemical Action List; and formally inform DoD users of emerging chemicals and of their status in the Emerging Chemical Process.

To help deliver on the EPA commitment to help reduce the potential risks to the public from per- and polyfluoroalkyl substances (PFAS), the agency is announcing three important actions that will better protect all communities from pollution. The Agency's actions include issuing a proposed rule that is designed to gather comprehensive data on more than 1,000 PFAS manufactured in the United States, withdrawing guidance that weakened EPA's?July 2020 Significant New Use Rule (SNUR) restricting certain long-chain PFAS, and publishing a final rule that officially incorporates three additional PFAS into the Toxics Release Inventory (TRI).

The EPA announced the availability of Multipurpose Grant (MPG) funding to support states, Tribes and territories in addressing high-priority environmental issues, including PFAS, environmental justice and climate change. The multipurpose grants are intended to be used at state and Tribal discretion to complement those programs funded under established environmental laws and regulations. Recognizing that environmental challenges vary from region to region, the funding supports a wide range of initiatives. These may include: addressing contaminants such as PFAS and lead, advancing environmental justice, tackling climate change, improving air and water quality monitoring, testing for radon in schools, and conducting outreach and education activities.

EPA is adding three per- and polyfluoroalkyl substances (PFAS) to the list of chemicals subject to toxic chemical release reporting under the Emergency Planning and Community Right-to-Know Act (EPCRA) and the Pollution Prevention Act (PPA). This action implements the statutory mandate in the National Defense Authorization Act for Fiscal Year 2020 (FY2020 NDAA) enacted on December 20, 2019. Lawmakers want to know how to budget for environmental clean-ups of military installations, but Defense leaders insist it's going to be a drawn-out process. In a hearing for the Defense Environmental Restoration Program (DERP) this week, officials from the services and the Pentagon told the House Appropriations subcommittee on Defense where DoD stands on removing hazardous Per- and Polyfluoroalkyl Substances (PFAS) chemicals and unexploded ordinances from military bases. DERP addresses two categories of sites: The Installation Restoration Program manages the cleanup of chemicals released to the environment, including PFAS, while the Military Munitions Response Program addresses former military range sites known or suspected to contain unexploded ordinances, discarded military munitions, or munitions constituents.

The Agency for Toxic Substances and Disease Registry (ATSDR) released its final toxicological profile for several per- and polyfluoroalkyl substances (PFAS). There twelve perfluoroalkyl compounds discussed in the profile. The perfluoroalkyls discussed in the profile primarily consist of perfluorinated aliphatic carboxylic acids and perfluorinated aliphatic sulfonic acids.

To help deliver on the U.S. Environmental Protection Agency's (EPA) mission to protect human health and the environment, today Administrator Michael S. Regan issued a memorandum to EPA's senior leadership calling for the creation of a new "EPA Council on PFAS" that is charged with building on the agency's ongoing work to better understand and ultimately reduce the potential risks caused by these chemicals.
The ECP's work will build on the important steps the Biden-Harris Administration has already taken to address these chemicals, including pulling down and updating a PFBS toxicity assessment that had been politically compromised and issued a new assessment backed by career scientists. EPA has also taken action to begin to develop a national primary drinking water regulation, to collect new data critically needed to improve EPA's understanding of 29 PFAS, and to solicit data on the presence and treatment of PFAS in wastewater discharges. The agency also strongly supports President Biden's American Jobs Plan, which calls for investing billions of dollars to monitor and treat PFAS in drinking water.

EPA released an updated toxicity assessment for perfluorobutane sulfonic acid (PFBS), a member of a larger group of per- and polyfluoroalkyl substances (PFAS). PFBS assessment is part of EPA's commitment to restore scientific integrity to all of the agency's actions and increase the amount of research and information available to the public on PFAS chemicals.
EPA, federal agencies, states, tribes, and local communities can use the PFBS toxicity assessment, along with specific exposure and other relevant information, to determine if and when it is necessary to take action to address potential health risks associated with human exposures to PFBS under appropriate regulations and statutes.

As EPA pursues its mission to protect human health and the environment, addressing risks related to PFAS is a priority. To this end, EPA is making available new testing data related to PFAS found in fluorinated containers in which a mosquito control product was packaged and sold. EPA is also announcing its planned next steps to further characterize and address this potential source of contamination.

EPA aggressive efforts under the PFAS Action Plan, the agency is releasing new interim guidance on destroying and disposing of certain PFAS and PFAS-containing materials for public comment. Specifically, the new interim guidance outlines the current state of the science on techniques and treatments that may be used to destroy or dispose of PFAS and PFAS-containing materials from non-consumer products, including aqueous film-forming foam for firefighting.
EPA will accept comments on the Interim Guidance for 60 days following publication in the Federal Register. EPA will then consider and incorporate comments, as appropriate, into a revised document. EPA will also review and revise the interim guidance, as appropriate, or at least once every 3 years.

Addressing per- and polyfluoroalkyl substances (PFAS) in the environment continues to be an active and ongoing priority for the EPA. The agency is announcing two important steps to address PFAS. First, EPA issued a memorandum detailing an interim National Pollutant Discharge Elimination System (NPDES) permitting strategy for addressing PFAS in EPA-issued wastewater permits. Second, EPA released information on progress in developing new analytical methods to test for PFAS compounds in wastewater and other environmental media. Together, these actions help ensure that federally enforceable wastewater monitoring for PFAS can begin as soon as validated analytical methods are finalized.

The challenge asks solvers to submit detailed plans for a non-thermal way of destroying PFAS in concentrated film forming foam (AFFF), while creating the least amount of potentially harmful byproducts. EPA is announcing its withdrawal of the 2011 determination to regulate perchlorate in accordance with the SDWA. On 11 February 2011, the EPA published a Federal Register document in which the Agency determined that perchlorate met the SDWA's criteria for regulating a contaminant. On 26 June 2019, the EPA published a proposed national primary drinking water regulation (NPDWR) for perchlorate and requested public comments on multiple alternative actions, including the alternative of withdrawing the 2011 regulatory determination for perchlorate. The EPA has determined that perchlorate does not occur "with a frequency and at levels of public health concern" within the meaning of the SDWA. In addition, in the judgment of the EPA Administrator, regulation of perchlorate does not present a "meaningful opportunity for health risk reduction for persons served by public water systems." Accordingly, the EPA will not issue a NPDWR for perchlorate at this time. For purposes of judicial review, the regulatory determination in this document is issued as of 21 July 2020. EPA is adding 172 per- and polyfluoroalkyl substances (PFAS) to the list of toxic chemicals subject to reporting under section 313 of the Emergency Planning and Community Right-to-Know Act (EPCRA) and section 6607 of the Pollution Prevention Act (PPA). EPA is also setting a manufacture, processing, and otherwise use reporting threshold of 100 pounds for each PFAS being added to the list. These actions are being taken to comply with section 7321 of the National Defense Authorization Act for Fiscal Year 2020 enacted on 20 December 2019. As this action is being taken to conform the regulations to a Congressional legislative mandate, notice and comment rulemaking is unnecessary, and this rule is effective immediately. EPA took the next step to implement an important per- and polyfluoroalkyl substances (PFAS) requirement of the National Defense Authorization Act (NDAA). The NDAA added 172 PFAS to the list of chemicals required to be reported to the Toxics Release Inventory (TRI) and established a 100-pound reporting threshold for these substances. The agency is publishing a final rule that officially incorporates these requirements into the Code of Federal Regulations for TRI. Per the NDAA requirements, the PFAS additions became effective as of January 1, 2020. Reporting forms for these PFAS will be due to EPA by July 1, 2021, for calendar year 2020 data.

EPA has established health advisories for perfluorooctanoic acid (PFOA) and perfluorooctane sulfonate (PFOS) based on the agency's assessment of the latest peer-reviewed science to provide drinking water system operators, and state, tribal and local officials who have the primary responsibility for overseeing these systems, with information on the health risks of these chemicals, so they can take the appropriate actions to protect their residents. EPA is committed to supporting states and public water systems as they determine the appropriate steps to reduce exposure to PFOA and PFOS in drinking water. As science on health effects of these chemicals evolves, EPA will continue to evaluate new evidence.
