Planning Step: Develop, Prioritize, and Implement Actions

At this stage of the flexible framework, agencies begin the process of developing and implementing an agency response to climate change risks and opportunities and begin to develop and consider a comprehensive set of potential climate change adaptation measures. Criteria for selecting priority adaptation activities and projects will vary from agency to agency based on agency operational aspects and programs. Agencies should also consider steps they will need to take to coordinate with other agency adaptation planning and interagency efforts to develop national adaptation plans, where appropriate.

For additional discussion, see Section III.D and IV.D of the Support Document.
