Planning Step: Set a Mandate

  
Effective adaptation planning and implementation requires a mandate or policy statement with clear objectives and metrics. This step of the planning framework asks, "What are our goals?" and "What is success?" These questions must be answered in the context of each agency's mission and operations. In 2011, agencies will identify a senior agency official responsible for carrying out the climate change adaptation planning actions required by the Implementation Instructions and issue a policy statement that commits the agency to climate change adaptation planning.
