Climate Adaptation Plans
In 2021, EPA released its US EPA's Climate Adaptation Plan: October 2021 (pdf) in response to Executive Order (E.O.) 14008: Tackling the Climate Crisis at Home and Abroad. EPA’s Climate Adaptation Action Plan accelerates and focuses attention on five priority actions the Agency will take over the next four years to increase human and ecosystem resilience as the climate changes and disruptive impacts increase:
- Integrate climate adaptation into EPA programs, policies, rulemaking processes, and enforcement activities.
- Consult and partner with Tribes, states, territories, local governments, environmental justice organizations, community groups, businesses, and other federal agencies to strengthen adaptive capacity and increase the resilience of the nation, with a particular focus on advancing environmental justice.
- Implement measures to protect the Agency’s workforce, facilities, critical infrastructure, supply chains, and procurement processes from the risks posed by climate change.
- Measure and evaluate performance.
- Identify and address climate adaptation science needs.

National Program, Regional Office, and Office of Policy Climate Adaptation Implementation Plans (October 2022)
EPA’s major offices, including the National Program and Regional Offices and the Office of Policy, have each developed a Climate Adaptation Implementation Plan. These plans describe how each program and region will integrate climate adaptation into its programs, policies, and operations to enable EPA to achieve its mission, even under changing climate conditions. They also describe how EPA offices will partner with states, tribes, territories, local governments, and communities of all sizes to strengthen their ability to anticipate, prepare for, adapt to, and recover from the impacts of climate change. Particular attention is given to those actions that deliver co-benefits, including curbing greenhouse gas emissions and other pollution, and promoting public health, economic growth, and climate justice.
Taken together, the 20 Implementation Plans provide a roadmap for the specific actions EPA will take over the next four years with other federal agencies and its partners across the nation to continue to protect human health and the environment under future climate conditions, with a particular focus on advancing environmental justice.
