The EPA is adopting the Department of Energy's (DOE) Electric Vehicle Charging Stations Categorical Exclusion (CE) under the National Environmental Policy Act (NEPA) to use in EPA's program and funding opportunities administered by EPA.

The Office of Energy Efficiency and Renewable Energy (EERE), U.S. Department of Energy (DOE) intends to issue, on behalf of the Federal Energy Management Program (FEMP), a Funding Opportunity Announcement (FOA) entitled "Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) 2016" in April or May 2016. No FOA Applications will be accepted through this Notice. The FOA will provide grants to federal agencies for establishing a program that provides an effective agency process to utilize the ENABLE Energy Savings Performance Contract (ESPC) and subsequently applying the process to identified energy savings projects. The ENABLE contract is a streamlined ESPC for small sites that is limited to the following five types of energy conservation measures: lighting; water; controls for heating, ventilation and air conditioning (HVAC); replacement of HVAC equipment and solar photovoltaics (PV). EERE will issue the FOA via the EERE Exchange website. If Applicants wish to receive official notifications and information from EERE regarding this FOA, they should register in EERE Exchange. Similar proclamations, under variants on the name (including "Native American Heritage Month" and "National American Indian and Alaska Native Heritage Month") have been issued each year since 1994. This Web portal is a collaborative project of the Library of Congress and the National Endowment for the Humanities, National Gallery of Art, National Park Service, Smithsonian Institution, United States Holocaust Memorial Museum and U.S. National Archives and Records Administration.

This version of the workbook must be used for comprehensive reporting of fiscal year (FY) 2015 energy, costs, square footage, and associated operational data. The data report is an Excel workbook that collects agency-aggregated data that are necessary for calculating scope 1, 2, and 3 greenhouse gas emissions in the commonly used native units of energy consumption and fugitive emissions, as well as activity data for estimating scope 3 indirect emissions. It provides users with the summation of their calculated emissions, as well as the performance results for other energy and sustainability goals. The Annual Greenhouse Gas and Sustainability Data Report for FY 2015 is due on 29 January 2016.

The 2015 MSGP requires operators to electronically submit notices of intent (NOIs), annual reports, notices of termination (NOTs), discharge monitoring reports (DMRs), and no exposure certifications unless the EPA Regional Office has granted the operator an electronic reporting waiver, in which case the operator may mail the paper forms. EPA requires existing dischargers covered under the 2008 MSGP to submit a new NOI for coverage under the 2015 MSGP using NeT-MSGP, instead of the Stormwater eNOI (SWENOI) system used for the 2008 MSGP. Existing dischargers are not required to submit a notice of termination to terminate coverage under the 2008 MSGP. If your facility no longer needs industrial stormwater permit coverage, you do not need to submit an NOI for coverage under the 2015 MSGP. However, you should terminate coverage under the 2008 MSGP electronically using the SWENOI system (if your original NOI was submitted electronically) or by submitting a paper notice of termination form.

EPA has created a website that features a national web-based inventory for all non-stormwater NPDES general permits issued by states and the Agency. The inventory includes 508 non-stormwater general permits and is designed with a search tool to provide easily accessible information on master general permits, such as: permit category, permit number, state, permit title, EPA Region, issuance and expiration dates, estimated number of facilities covered by each master general permit, and permitting authority. Where a general permit is available on a state website, the web inventory provides a link so that the specific terms of the general permit can be easily viewed. While the web inventory currently only includes non-stormwater general permits, stormwater general permits will be added in the coming months.

President Obama's June 2014 memorandum, Creating a Federal Strategy to Promote the Health of Honey Bees and Other Pollinators, directs Federal agencies to take steps to protect and restore domestic populations of pollinators. To help achieve this goal, CEQ issued on October 22, 2014 an addendum to its sustainable landscape guidance, Supporting the Health of Honey Bees and other Pollinators. The guidance will help Federal agencies incorporate pollinator friendly practices in new construction, building renovations, landscaping improvements, and in facility leasing agreements at Federal facilities and on Federal lands.

Obama Administration Officials and Industry Leaders Unveil Federal Strategy to Promote U.S.-Based Electronics Recycling Market and Jobs / Dell Inc., Sprint and Sony Electronics sign agreement with EPA to encourage certified recycling, protect public health, and support best practices in electronics stewardship.

(WASHINGTON, D.C., July 24, 2013) – The Obama Administration today announced a series of new measures to protect the Great Lakes from Asian carp, building on the comprehensive plan the Administration created in 2010 to prevent this invasive species from developing self-sustaining populations in the Great Lakes.

(WASHINGTON, D.C., February 7, 2013) – Continuing the Obama Administration's commitment to lead by example and cut waste, pollution, and costs in Federal operations, Federal agencies today released their 2012 Strategic Sustainability Performance Plans. President Obama signed Executive Order 13514 on Federal Leadership in Environmental, Energy, and Economic Performance in October 2009, setting aggressive targets for reducing waste and pollution in Federal operations by 2020. The Sustainability Plans build on three years of progress under the Executive Order and provide an overview of how agencies are saving taxpayer dollars, reducing carbon emissions, cutting waste, and saving energy.

The Obama Administration has released final Principles, Requirements and Guidelines (PR&G) for Federal investments in water resources, marking the first update to these important guidelines in more than three decades. In addition to helping cut costs and accelerate project approvals, the modernized PR&G guides Federal agencies to support water infrastructure projects with the greatest economic and community benefits.

With significant public input from a wide spectrum of individuals and interests, this final Implementation Plan focuses on improving coordination to speed Federal permitting decisions; better manage the ocean, coastal, and Great Lakes resources that drive so much of our economy; develop and disseminate sound scientific information that local communities, industries, and decision-makers can use; and collaborate more effectively with State, Tribal, and local partners, marine industries, and other stakeholders. Without creating any new regulations or authorities, the plan will ensure the many Federal agencies involved in ocean management work together to reduce duplication and red tape and use taxpayer dollars more efficiently.

On May 24, 2011, Secretary of Energy Steven Chu, General Services Administrator Martha Johnson, and White House Council on Environmental Quality Chair Nancy Sutley announced a major step in moving the Federal fleet further towards advanced vehicles and decreased petroleum consumption, while also cutting costs associated with fuel consumption. Furthering the Administration's goals to cut oil imports by one-third by 2025 and to put one million advanced vehicles on the road by 2015, President Obama issued a Presidential Memorandum today directing agencies to implement governmentwide fleet management practices that will ensure the Federal Government is leading by example in fuel efficiency and innovative technology. Implementation of these new requirements will move the government to purchasing 100 percent alternative fuel vehicles by 2015 and drive agencies to meet the required 30 percent decrease in petroleum consumption by 2020 under Executive Order 13514 on Federal Leadership in Environmental, Energy, and Economic Performance signed by President Obama in October 2009.

(WASHINGTON, Nov. 15, 2013) As part of President Obama's Climate Action Plan, the Obama Administration today announced an interagency National Drought Resilience Partnership to help communities better prepare for future droughts and reduce the impact of drought events on livelihoods and the economy. Responding to requests from communities, businesses, and farmers and ranchers, the National Drought Resilience Partnership will make it easier to access Federal drought resources, and will help link information such as monitoring, forecasts, outlooks, and early warnings with longer-term drought resilience strategies in critical sectors such as agriculture, municipal water systems, energy, recreation, tourism and manufacturing.

As the weather warms, exposure to unhealthy ground-level ozone conditions becomes more likely and especially harmful to asthmatics and those with respiratory conditions. Volatile organic compounds (VOCs) and Nitrous Oxides (NOx) react with hot temperatures in the air to form ground-level ozone. To alert and protect the public, EPA's AIRNow website provides information about air quality conditions to prevent dangerous over-exposure to ozone pollution.

EPA has asked the Clean Air Scientific Advisory Committee (CASAC) for further interpretation of the epidemiological and clinical studies they used to make their recommendation concerning stricter standards for smog. EPA will review the input CASAC provides before the new standard is selected.

EPA finalized updates to strengthen the Safer Choice and Design for the Environment (DfE) Standard, which identifies the requirements that products and their ingredients must meet to earn EPA's Safer Choice label or DfE logo. These updates strengthen the criteria products must meet to qualify for the voluntary Safer Choice label, supporting the use of safer chemicals in the marketplace. The Safer Choice program makes it easier for consumers and purchasers for facilities like schools and office buildings to find cleaners, detergents and other products made with safer chemical ingredients. Similarly, the DfE program helps people find disinfectants that meet high standards for public health and the environment.

The Paris Agreement, which calls for this zeroing-out of net carbon pollution by the end of the century, was ratified on 5 October 2016 and will enter into force on 4 November 2016.

Approximately 2,900 acres of the Griffiss Air Force Base Superfund Site located in Rome, New York, is being deleted from the National Priorities List (NPL). The EPA and the State of New York, have determined that, with regard to the specified properties at the GAFB Site (i.e., the soil and groundwater beneath), either no significant threat to public health or the environment exists or all appropriate response actions, other than operation, maintenance, and 5-yr reviews, have been implemented such that they no longer pose a significant threat to public health or the environment. This action is effective March 20, 2009.

Caulk containing potentially harmful polychlorinated biphenyls (PCBs) was used in many buildings in the 1950s through the 1970s. PCBs in caulk have not been found in single-family homes. EPA has only found the chemical in caulk in large, older apartment complexes and some older buildings, such as schools.

These documents contain the results of peer review of the proposed renewable fuel standards in four areas: 1) land use modeling; 2) methods to account for the variable timing of GHG emissions; 3) GHG emissions from foreign crop production; and 4) how the models EPA relied upon are used together to provide overall lifecycle estimates.

(WASHINGTON, April 20, 2018) The Defense Department is honoring nine winners with the 2018 Secretary of Defense Environmental Awards for exceptional environmental achievements and innovative, cost-effective environmental practices. The department has honored individuals, teams and installations each year since 1962 for remarkable achievements in these environmental management strategies that successfully support mission readiness, Ellen M. Lord, the undersecretary of defense for acquisition and sustainment, said in the memorandum announcing the recipients.

NASA and the EPA joined the City of Pasadena, CA to celebrate the groundbreaking for a facility that will remove perchlorate and other chemicals from the groundwater near the NASA Jet Propulsion Laboratory Superfund site.

The EPA has revised its Phase I stormwater regulations to clarify that a National Pollutant Discharge Elimination System (NPDES) permit is not required for stormwater discharges from logging roads. The EPA did not intend for logging roads to be regulated as industrial facilities and has revised 40 CFR 122.26(b)(14) to clarify that intent by adding language to existing stormwater regulations to clarify that, for the purposes of assessing whether stormwater discharges are "associated with industrial activity," the only facilities under Standard Industrial Code (SIC) code 2411 that are "industrial" are: rock crushing, gravel washing, log sorting, and log storage. Stormwater discharges from forest roads, including logging roads, may be evaluated under section 402(p)(6) of the Clean Water Act because the section allows for a broad range of flexible approaches that are better suited to address the complexity of forest road ownership, management, and use.

EPA announced a Workshop on Federal Government Human Health PFAS Research. In partnership with the U.S. Department of Defense (DoD), U.S. Department of Agriculture (USDA), and U.S. Department of Health and Human Services, the federal family engaged with the National Academies of Sciences, Engineering, and Medicine to coordinate the two-day virtual public workshop to review federal agency research on PFAS and identify research and data gaps.

The Committee reviews strategic plans, products, and activities of the Office of Federal High-Performance Green Buildings, and provides advice regarding how the Office can accomplish its mission most effectively. PM Advance is a voluntary program which encourages states, tribes, and local governments to take proactive steps to keep their air clean. Specifically, PM Advance promotes local actions to reduce fine particle pollution (PM2.5), and its precursors, in attainment areas to help these areas continue to maintain the PM2.5 NAAQS.

In preparation for Pollution Prevention Week (P2 Week), observed Sept.16-20, 2024, the EPA is offering resources to help organizations promote their work in preventing pollution.?This year's theme for P2 Week is "Together We Are One Planet," emphasizing the importance of preventing pollution at home, in communities, in industry and beyond to protect human health and the environment. P2 is essential for protecting public health and improving environmental conditions particularly around disadvantaged communities that have long been overburdened by pollution. P2 Week is an opportunity to spread the word about the importance of P2 and the efforts that P2 practitioners do to help reduce exposure to toxic chemicals, conserve natural resources and reduce cleanup and financial costs for businesses.

This dataset contains the most current TRI data on toxic chemical releases and pollution prevention activities at U.S. industrial facilities. EPA will update the dataset several times during the summer and early fall based on information from facilities. The TRI Program provides this dataset each July to give you an opportunity to find TRI data for facilities in your community prior to the publication of the TRI National Analysis report in January.

FEMP is providing templates and suggestions on how to promote energy- and water-saving practices in Federal facilities. This year's outreach materials call on Federal employees to take action and empower leadership, innovation, and excellence to realize a secure energy future.

President Biden today issued presidential determinations providing the U.S. Department of Energy (DOE) with the authority to utilize the Defense Production Act (DPA) to accelerate domestic production of five key energy technologies: (1) solar; (2) transformers and electric grid components; (3) heat pumps; (4) insulation; and (5) electrolyzers, fuel cells, and platinum group metals. The DPA determinations are part of the Biden-Harris Administration's plan to lower energy costs for families, strengthen national security, and achieve lasting American energy independence that reduces demand for fossil fuels and bolsters our clean energy economy.

As a part of the August 25 National Clean Energy Summit President Obama announced and extensive set of executive actions (including the DoD Privatized Housing Solar Challenge) and private sector commitments to accelerate America's transition to cleaner sources of energy and ways to cut energy waste.

WASHINGTON (February 3, 2010)– President Barack Obama today announced a series of steps his Administration is taking as part of its comprehensive strategy to enhance American energy independence while building a foundation for a new clean energy economy, and its promise of new industries and millions of jobs. (Washington, DC – July 20, 2010) President Obama announced today that the Federal Government will reduce greenhouse gas pollution from indirect sources, such as employee travel and commuting, by 13% by 2020. This commitment expands beyond the Administration's greenhouse gas reduction target from direct sources set in January, 2010, such as Federal fleets and buildings, by 2020. Cumulatively, greenhouse gas pollution reductions from Federal government operations will total 101 million metric tons of carbon dioxide, equivalent to the emissions from 235 million barrels of oil.

President Obama has issued the new Executive Order 13514 on "Federal Leadership in Environmental, Energy, and Economic Performance", which sets sustainability goals for Federal agencies and focuses on making improvements in their environmental, energy and economic performance. The Executive Order requires Federal agencies to set a 2020 greenhouse gas emissions reduction target within 90 days; increase energy efficiency; reduce fleet petroleum consumption; conserve water; reduce waste; support sustainable communities; and leverage Federal purchasing power to promote environmentally-responsible products and technologies.

Based on recommendations of the Interagency Ocean Policy Task Force, and under the guidance of a National Ocean Council, this order, signed by President Obama on July 19, 2010, establishes a national policy to ensure the protection, maintenance, and restoration of the health of ocean, coastal, and Great Lakes ecosystems and resources, enhance the sustainability of ocean and coastal economies, preserve our maritime heritage, support sustainable uses and access, provide for adaptive management to enhance our understanding of and capacity to respond to climate change and ocean acidification, and coordinate with our national security and foreign policy interests. This order also provides for the development of coastal and marine spatial plans that build upon and improve existing Federal, State, tribal, local, and regional decisionmaking and planning processes.

On March 21, 2016, President Obama issued "Presidential Memorandum: Building National Capabilities for Long-Term Drought Resilience" and "Long-Term Drought Resilience: Federal Action Plan of the National Drought Resilience Partnership" to help sustain and expand efforts to reduce the vulnerability of communities to the impacts of drought.

EPA recognized 14 WasteWise participants this year, which include research institutes, retailers and local governments. The winner in the category for the Federal Government Partner of the Year for 2014 is the Presidio Trust. The WasteWise program helps organizations and businesses apply sustainable materials management practices to reduce municipal and industrial wastes. WasteWise participants reported preventing and diverting a total of nearly 7.6 million tons of waste from being disposed in landfills or incinerators in 2013. This amount of waste diversion represents a reduction in greenhouse gases equivalent to taking more than 2.3 million passenger vehicles off the road for one year.

Although written specifically for schools, this guidance is applicable to anyone working with PCB-containing fluorescent light ballasts as well as anyone trying to determine if they have PCB-containing fluorescent light ballasts.

The public hearing will be held on 14 Sept 2010, in Arlington, VA.

Three public hearings concerning the reconsideration will be held concurrently in Arlington, Virginia, and Houston, Texas, on Tuesday, 2 February 2010, and in Sacramento, California, on Thursday, 2 February 2010. EPA proposes to set different primary and secondary standards than those set in 2008 to provide requisite protection of public health and welfare.

The proposal will ensure for the first time that protective controls, such as liners and ground water monitoring, are in place at new landfills to protect groundwater and human health. Existing surface impoundments will also require liners, with strong incentives to close these impoundments and transition to safer landfills which store coal ash in dry form. The proposed regulations will ensure stronger oversight of the structural integrity of impoundments and promote environmentally safe and desirable forms of recycling coal ash, known as beneficial uses. Hearings are scheduled starting 30 August 2010.

EPA and DOE will hold the first public meeting of the Interagency Task Force on Carbon Capture and Storage on May 6, 2010, in Washington, D.C.

This public meeting, held June 14 - 15 in New Orleans, is designed to be a forum for interested stakeholders to provide input to EPA on the development of new or revised recreational water quality criteria. At this meeting, EPA will seek stakeholder feedback on EPA's evaluation, synthesis, summarization and statistical analysis of the research conducted, and on the development of options for the overall structure and content of the criteria.

The report, "Water/Wastewater Utilities and Extreme Climate and Weather Events: Case Studies on Community Response, Lessons Learned, Adaptation, and Planning Needs for the Future" examines how water, wastewater, and stormwater utilities - and other local water resource managers - make decisions in response to recent extreme weather events. The report is based on the results of six local workshops, organized to include participants that experienced different types of extreme events throughout a river basin or watershed in various regions of the U.S. The study examines what happened, how information was used to inform decisions, what institutional dynamics helped or hindered, and how water utilities and their communities plan to manage impacts and build resiliency for future extreme events. This notice announces the competition for the 2022 Clean Air Excellence Awards Program. EPA established the Clean Air Excellence Awards Program (CAEAP) in February 2000. The intent of the program is to recognize and honor outstanding, innovative efforts that help to make progress in achieving cleaner air. The CAEAP is open to both public and private entities. Entries are limited to efforts related to air quality in the United States. There are five general award categories: (1) Clean Air Technology; (2) Community Action; (3) Education/Outreach; (4) State/Tribal/Local Air Quality Policy Innovations; and (5) Transportation Efficiency Innovations. There are also two special award categories: (1) Thomas W. Zosel Outstanding Individual Achievement Award; and (2) Gregg Cooke Visionary Program Award. The Public is invited to comment on the Federal Bay-Delta Work Plan. The Departments of Interior, Agriculture, Commerce, and the Army, as well as the Environmental Protection Agency and the Council on Environmental Quality are committed to developing a plan by December 15, 2009, that will lay out specific short-term federal goals and actions in this effort. Public input is sought on the key issues that should be addressed within the short-term plan being developed.

Dated January 2009, this is an EPA report examining building trends in the 50 largest metropolitan areas from 1990 to 2007. The report shows that while a large share of new residential construction still takes place on previously undeveloped land at the urban fringe, more than half of the county's larger metro regions have seen a sharp increase in residential building in urban core areas.

This "Model Permit" is a guide to help permit writers draft and review RCRA permit conditions for incorporation into a RCRA hazardous waste permit. Through a grant awarded by the U.S. Environmental Protection Agency (EPA), the University of Maine's Center on Aging has completed the first statewide mail-back pilot program for managing pharmaceutical waste from consumers. EPA is currently evaluating the potential risks associated with pharmaceuticals and personal care products on public health and aquatic life.

In August 2013, EPA revised the document entitled SPCC Guidance for Regional Inspectors (EPA550-B-13-001). The document provides guidance to EPA inspectors, to owners and operators of facilities that may be subject to the requirements of the SPCC Rule (40 CFR Part 112) and to the general public on how EPA intends the SPCC Rule to be implemented. The guidance is designed to facilitate nationally consistent implementation of the SPCC Rule. A list of dates on which training on the new guidance will be offered is available on the website.

EPA initiated a rulemaking that will consider revisions to the regulations that allow for the open burning and detonation (OB/OD) of waste explosives. The allowance or "variance" to the prohibition on the open burning of hazardous waste was established at a time when there were no safe alternatives to treatment of waste explosives by OB/OD. However, recent findings from the National Academies of Sciences, Engineering, and Medicine and EPA determined that safe alternatives are now available for many energetic/explosive waste streams. Because there are safe alternatives in use that capture and treat emissions prior to release, EPA is considering revising regulations to promote the broader use of these alternatives, where applicable.

On March 12, 2024, EPA announced proposed amendments to the regulations for the open burning and open detonation of waste explosives. The proposed rule would improve implementation of requirements for how facilities must evaluate and use alternative technologies determined to be safe and available for treating waste explosives in lieu of OB/OD. EPA is also proposing changes to the OB/OD requirements for: • Waste analysis and characterization. • Wastes prohibited from OB/OD. • Minimum technical standards for OB/OD units. • Potential de minimis exemption to evaluating and implementing alternative treatment technologies. • Delay of closure applicability to OB/OD units. • Applicability to emergencies. • Timelines for implementing alternative treatment technologies. • Permitting of mobile treatment units. EPA will be taking public comment for 60 days once the proposed rule is published in the Federal Register. During the comment period, EPA will host a public webinar about this proposal and will post that information on this webpage.
