This combined course provides a comprehensive introduction to the Superfund program, covering both the operational and enforcement aspects of CERCLA and the National Oil and Hazardous Substances Pollution Contingency Plan (NCP). Participants will explore the history, accomplishments, and future direction of the program, the roles and responsibilities of On-Scene Coordinators (OSCs) and Remedial Project Managers (RPMs), and the key components of removal, remedial, and enforcement activities. The course also introduces EPA's enforcement process, including enforcement goals and principles, major actions, PRP classifications and liabilities, discretionary policies, cost recovery strategies, and the use of administrative, judicial, and alternative dispute resolution tools in managing site cleanups and settlements.
