Revised in December 2019, this FEMP document is an in-depth, step-by-step guide for incorporating efficiency requirements into solicitations. It covers a wide range of service and product solicitation types including information technology (IT) and electronics, appliances, lighting replacements, building renovation, design/build, operations and maintenance, food services, and laundry services. Each project type includes information on relevant covered product categories, a checklist for writing effective solicitations, and model contract language.

Developed in 1972, the Convention sets out the duties of parties to the Convention in identifying potential sites and their role in protecting and preserving them. By signing the Convention, each country pledged to conserve not only the World Heritage sites situated on its territory, but also to protect its national heritage. The Convention also defined the kind of natural or cultural sites which can be considered for inscription on the World Heritage List and how the World Heritage Fund is to be used and managed and under what conditions international financial assistance may be provided.

This Convention was created on 2 February 1971, in Ramsar, Iran amended by Paris Protocol of 3 December 1982, and entered into force for the United States on 18 December 1986. Each country must promote the conservation of wetlands and waterfowl by establishing nature reserves on wetlands and provide adequately for their wardening (Article 4, para 1).

The CDHC was created in 2002, in response to the U.S. Coral Reef Task Force's (USCRTF) National Action Plan to Conserve Coral Reefs. CDHC is involved in activitie such as: sequencing the coral genome, setting diagnostic criteria, and developing diagnostic tools. Currently over 50 partners, including federal agencies, EPA, DOI, NOAA along with academia, non-profit and industry, contribute their time and expertise to the CDHC, while organizational infrastructure is supported by the Congressionally funded Coral Conservation Program.

The current Federal delineation manual, dated January 1987, used in the Clean Water Act Section 404 regulatory program for the identification and delineation of wetlands. Except where noted in the manual, the approach requires positive evidence of hydrophytic vegetation, hydric soils, and wetland hydrology for a determination that an area is a wetland. Portions of the manual have been superseded by regional guidance issued by each USACE district.

READ is the authoritative source of information about EPA information resources. Each information resource has a record in READ. Each record identifies if the information resource is an application/system or a model. The record also includes basic information about the resource such as: Title, Acronym, Description, Contact information, and Organization that owns or operates it. More detailed information also is available in a READ record, such as whether the resource supports a particular Governmental statute and, in the case of an application/system, how the application/system conforms to the Enterprise Architecture (EA). Life cycle information, user types, and access information are other data that can be found in a READ record.

The Council coordinates federal environmental efforts and works closely with agencies and other White House offices in the development of environmental policies and initiatives. Congress established CEQ within the Executive Office of the President as part of the National Environmental Policy Act of 1969 (NEPA). Additional responsibilities were provided by the Environmental Quality Improvement Act of 1970.

WASHINGTON – The White House Council on Environmental Quality (CEQ) today released Guidance on Federal Greenhouse Gas Accounting and Reporting that establishes Governmentwide requirements for measuring and reporting greenhouse gas (GHG) emissions associated with Federal agency operations. The Guidance serves as the Federal Government's official Greenhouse Gas Protocol and will be used by Federal agencies to develop their first GHG inventories. Federal agencies will submit GHG inventories annually beginning in January of 2011, as called for in the Executive Order on ederal Leadership in Environmental, Energy and Economic Performance (Executive Order 13514) signed by President Obama on October 5, 2009. On March 4, 2011, CEQ issued a set of implementing instructions for Federal Agency Adaptation Planning. The Instructions will inform agencies on how to integrate climate change adaptation into their planning, operations, policies, and programs, as recommended by the Interagency Climate Change Adaptation Task Force in its October 2010 Progress Report to the President. A Companion Support Document has also been issued.

EPA is announcing a temporary policy regarding EPA enforcement of environmental legal obligations during the COVID-19 pandemic. This policy will apply retroactively beginning on 13 March 2020. Authorized states or tribes may take a different approach under their own authorities. The EPA will exercise the enforcement discretion specified in the this memo for noncompliance covered by this temporary policy and resulting from the COVID-19 pandemic, if regulated entities take the steps applicable to their situations, as set forth in this policy.

EPA has released a new brochure that provides health and safety information for professional and do-it-yourself mechanics who may work with asbestos-containing automotive components. Current Best Practices for Preventing Asbestos Exposure Among Brake and Clutch Repair Workers emphasizes the need to prevent asbestos fibers from escaping into the air during repair work. While it is impossible to tell if clutch and brake components contain asbestos, the booklet advises that mechanics should automatically assume the possible presence of asbestos. The booklet emphasizes the warning against blowing dust from brakes and clutches with compressed air. It also details three recognized methods for containing asbestos dust in a professional automotive shop. The booklet provides a list of do's and don'ts for do-it-yourself mechanics. They include using pre-ground, ready-to-install parts and not taking work clothing inside the house to prevent exposing family members to asbestos dust.

EPA will host a virtual meeting to kick off the working sessions to improve labeling and develop best practices for the collection of large batteries for recycling. For purposes of these discussions, large format batteries are rechargeable batteries over 25 pounds or more than 2000 watt-hours and often used in electric, hybrid, and internal combustion engine vehicles; other motive equipment; and stationary energy storage systems. This working session will provide an overview of the current policy landscape, attitudes, and trends around large format batteries. The EPA will share applicable findings from the small- and mid-format working sessions, and speakers will share their perspectives and lessons learned on managing large format batteries. Participants will also discuss key questions and challenges. The EPA welcomes state, Tribal, and local government agencies; automobile manufacturers or trade associations; stationary storage system operators; standards and safety organizations; battery and automotive salvage and shredding operations; battery recyclers and refurbishers; and all others involved in the large format battery life cycle to attend.?

This web tool helps federal facility managers and resilience planners understand the cost of an electric grid outage. Users enter site characteristics and critical load information into the tool, then estimate the types of outage costs they may incur--from immediate losses to costs that accumulate each hour the power is out. The FEMP-sponsored CDF Calculator provides essential data for those tasked with justifying the benefit of resilience investments for their facilities. The calculation baselines the cost of inaction to help facility managers understand the value of resilience solutions, such as redundant systems or enhanced energy security.

Conventional water treatment (consisting of coagulation, sedimentation, filtration and chlorination) can generally remove intact cyanobacterial cells and low levels of cyanotoxins from source waters. However, water systems may face challenges in providing drinking water during a severe bloom event when there are high levels of cyanobacteria and cyanotoxins in source waters. This collection of tools will help public water systems manage this issue.

This Guide is developed by FEMP in collaboration with the Lawrence Berkeley National Laboratory. The Guide is an introduction to a temporary wireless mesh assessment kit, a data center monitoring system which can be used to reduce equipment costs and shorten the time frame of a traditional data center energy use assessment. The assessment kit helps to create an accurate evaluation of data center operation, air management, and Power Usage Effectiveness (PUE) at lower cost and with greater efficiency. The guide also details the advantages of the wireless assessment kit versus traditional data center monitoring, the process for installing and operating the assessment kit, and basic information and background on data center monitoring and evaluation. The guide is intended for personnel responsible for managing data center energy use, including IT and facilities managers.

A data center houses computer servers, storage, and networking equipment as well as critical support infrastructure such as cooling and electrical systems. Data center operators are challenged to address key mandates: deliver reliable services, operate efficiently, and ensure resiliency and flexibility. The objective of this webinar is to make the US DOE Data Center Energy Practitioner (DCEP) training program better known to help reduce IT equipment and facility energy use and carbon footprint. The training program has a comprehensive set of training material, including software tools with what-if capabilities to reinforce and enhance the learning experience. The program issues, on behalf of DOE, certificates that he/she is a qualified DCEP to those who pass the exam(s) after taking the training. Qualified DCEPs completed training on performing energy assessments in data centers and passed exams demonstrating their proficiency in the use of the high-level online DC Pro Tool and selected in-depth Excel Assessment System Tools. The Federal Energy Act of 2020 provides statutory mandates for maintaining the DCEP program in collaboration with key stakeholders. The Energy Act also states that each federal agency shall consider having its data centers evaluated once every 4 years by practitioners certified pursuant to the DCEP program.

Data centers are energy-intensive and opportunities exist to reduce energy use, but significant knowledge, training, and skills are required to perform accurate data center energy assessments. In order to accelerate energy savings, the data center industry and DOE partnered to develop the Data Center Energy Practitioner (DCEP) Program. The DCEP training program certifies energy practitioners qualified to evaluate the energy status and efficiency opportunities in data centers.
