EPA is recognizing federal facilities for their efforts to reduce the environmental impacts of facilities across the country. As part of the Federal Green Challenge (FGC), more than 400 federal facilities representing nearly 1.6 million federal employees are leading by example by taking steps to reduce the federal government's environmental impact in 2013, resulting in an estimated cost savings of more than $42 million to U.S. taxpayers. This year's Overall Achievement winner is The National Benefits Center, U.S. Citizenship and Immigration Services, Department of Homeland Security (DHS), Lee's Summit, Mo. Additional winners by target areas include DOE, DOD, and DOI facilities.

New water components have been added to the Federal Green Challenge. Now it includes the goal of decreasing stormwater runoff from existing sites by 5% or more annually and a section focusing on reducing the use of federal funds to purchase bottled water. Launched in October 2011, the Challenge is a national effort led by EPA's Sustainable Materials Management Program that challenges federal agencies to lead by example to reduce the federal government's environmental impact. Participating agencies will benefit from the new water components. Effective stormwater management through the use of green infrastructure practices may result in: improved energy, efficiency, and improved site aesthetics. Since green infrastructure techniques may be less expensive than conventional stormwater management approaches, there may also be cost savings.

On November 30, 2010 the EPA convened leaders from multiple federal agencies for The Federal Radon Summit. The intent of the summit was to discuss the ways the federal government can reduce radon risk in the housing and buildings it owns or influences. Participants will reconvene in 90 days to discuss further actions the federal government can take through existing federal programs to protect families from the threat of radon.

The primary focus of FIFRA was to provide federal control of pesticide distribution, sale, and use. EPA was given authority under FIFRA not only to study the consequences of pesticide usage but also to require users (farmers, utility companies, and others) to register when purchasing pesticides. Through later amendments to the law, users also must take exams for certification as applicators of pesticides.

Cabinet secretaries and federal agency leaders have signed a Memorandum of Understanding committing to follow President Trump's One Federal Decision framework for processing environmental reviews and permits for major infrastructure projects. President Trump established the policy of One Federal Decision for the federal government's processing of environmental reviews and permits for major infrastructure projects in EO 13807. Under One Federal Decision, EO 13807 requires that each major infrastructure project have a lead federal agency that is responsible for navigating the project through the process, all federal agencies to sign one "Record of Decision" (for purposes of complying with NEPA), and relevant federal agencies to issue the necessary permits for the project within 90 days of the signing of the Record of Decision. EO 13807 established a 2-year goal for the completion of the environmental review and permitting processes for the signature of the Record of Decision and issuance of the necessary permits.

This action finalizes the Federal plan for existing commercial and industrial solid waste incineration units (CISWI). This final action implements the U.S. Environmental Protection Agency's (EPA) emission guidelines adopted on 7 February 2013, as amended on 23 June 2016, and on 16 April 2019, in states that do not have an approved state plan implementing the emission guidelines in place by the effective date of this Federal plan. The implementation of the emission guidelines will result in emissions reductions of the regulated pollutants including cadmium, hydrogen chloride, lead, mercury, carbon monoxide, nitrogen oxides, particulate matter, and sulfur dioxide from the affected CISWI. This final action is also revising the definition of "small, remote incinerator" to reflect new statutory prohibitions on the implementation of CISWI standards to units in the State of Alaska. Originally this Act authorized the Surgeon General of the Public Health Service, in cooperation with other Federal, state and local entities, to prepare comprehensive programs for eliminating or reducing the pollution of interstate waters and tributaries and improving the sanitary condition of surface and underground waters. The original statute also authorized the Federal Works Administrator to assist states, municipalities, and interstate agencies in constructing treatment plants to prevent discharges of inadequately treated sewage and other wastes into interstate waters or tributaries. Since 1948, the original statute has been amended extensively either to authorize additional water quality programs, standards and procedures to govern allowable discharges, funding for construction grants or general program funding. Amendments in other years provided for continued authority to conduct program activities or administrative changes to related activities.

The FEMP Facility Evaluation (Audit) Decision Tree 2.0 is a resource to identify suitable facility evaluation (audit) approaches to meet the federal comprehensive energy and water evaluation requirements codified in 42 United States Code 8253(f)(3)(A) and enacted by the Energy Act of 2020 Section 1002, the Energy Independence and Security Act of 2007 Section 432, and earlier laws. This resource contains criteria and interactive features for selecting an appropriate type of evaluation (audit) for covered facilities. The Audit Decision Tree 2.0 is intended to be used in conjunction with the FEMP Audit Definitions, the FEMP Consolidated Facility Management Guidance (update in progress), and the best practices and expert judgment implemented by agencies to complete comprehensive energy and water evaluations and incorporate contracts (i.e., energy savings performance contracts or utility energy service contracts) at covered facilities.

FEMP has improved the layout and content of the Low Standby Product List, ensuring that it remains the authoritative standby power resource for Federal procurement professionals. The data center clearly labels whether a product model complies with Federal standby power levels, which describe power drawn while the product is not in use. By reducing standby power draws, Federal agencies can drastically reduce plug load demand. FEMP's Low Standby Product List allows procurement agents the ability to submit, revise and search for new and existing products to comply with the guidelines.

Under the Energy Policy Act of 2005, the U.S. Department of Energy (DOE) was required to establish guidelines for agencies to meter their federal buildings for electricity. DOE issued the guidance in February 2006. The Energy Independence and Security Act of 2007 subsequently established that each agency shall provide equivalent metering of natural gas and steam. See 42 U.S.C. § 8253(e). By the close of FY 2013, federal agencies collectively reported installing 96% of electricity, 96% of natural gas, and 69% of steam meters at buildings the agencies deemed appropriate. The Presidential Memorandum, Federal Leadership on Energy Management (Dec. 5, 2013) reemphasized the requirements for installing electricity, natural gas, and steam meters, and provided an additional requirement for installing water meters. The memorandum directed the DOE Federal Energy Management Program (FEMP) to revise the metering guidance and include definitions for "cost effective" and "appropriate" (for determining where meters should be installed). "Federal Building Metering Guidance (per 42 USC 8253(e) Metering of Energy Use) November 2014 Update" supersedes the February 2006 Guidance. The updated Guidance is now published on the FEMP website, with a direct link to the download page here.

The data were released to coincide with the White House Council on Environmental Quality's (CEQ's) posting of its FY 2019 progress update, which includes agency progress charts and the FY 2019 Office of Management and Budget's Scorecards for Efficient Federal Operations/Management.

The Department of Energy's Federal Energy Management Program (FEMP) has released the consolidated Annual GHG and Sustainability Data Report, Version 1.0, coincident with the White House Council on Environmental Quality's release of the Federal Greenhouse Gas Accounting and Reporting Guidance and Technical Support Document. This Excel workbook provides electronic reporting capability for the Federal agency compiled comprehensive GHG inventory for fiscal year 2010 and the base-year 2003 GHG inventory for the purpose of measuring progress toward the goals established under Executive Order 13514. The file can be downloaded from FedCenter at http://www.fedcenter.gov/programs/greenhouse/inventoryreporting/fempceqresources/. Other resources are also available at this site for assisting agencies in compiling their GHG inventories.

The FEMP Resilience team is excited to share a new opportunity for your agency's site personnel, energy managers, and resilience-focused working groups. The FEMP Resilience team is hosting a webinar this December to launch a new Mission Energy Resilience and Readiness Exercises (MERREs), also known as black start exercises, program offering. To help civilian agencies bolster resilience and contingency planning efforts, FEMP will provide training and resources to help you conduct your own MERREs. As part of this program, FEMP will be selecting a pilot agency site to receive FEMP assistance in conducting its own MERRE.
