This checklist is designed to assist EPA inspectors in conducting a thorough and nationally consistent inspection of a facility's compliance with the Spill Prevention, Control, and Countermeasure (SPCC) rule at 40 CFR part 112. It is a required tool to help federal inspectors (or their contractors) record observations for the site inspection and review of the SPCC Plan.

Issued August 2013, the guidance document is intended to assist regional inspectors in reviewing a facility's implementation of the Spill Prevention, Control, and Countermeasure (SPCC) rule at 40 CFR part 112 and understanding the rule's applicability, and to help clarify the role of the inspector in the review and evaluation of the performance-based SPCC requirements. The guidance document is also available to owners and operators of facilities that may be subject to the requirements of the SPCC rule and the general public on how EPA intends the SPCC rule to be implemented. The document is designed to provide a consistent national policy on several SPCC-related issues.

This electronic template is intended to help the owner or operator of a Tier I qualified facility develop a self-certified Spill Prevention, Control, and Countermeasure (SPCC) Plan. To use this template, your facility must meet all of the applicability criteria of a Tier I qualified facility listed under 40 CFR 112.3(g)(1) of the SPCC rule. This template provides every SPCC rule requirement necessary for a Tier I qualified facility, to address and implement. This template can be completed either electronically or by hand on a printed copy. This template may be used to comply with the SPCC Rule or used as a model and modified as necessary to meet facility-specific needs. This training is designed to allow federal facility personnel and other environmental professionals the opportunity to learn about the SPCC requirements, the inspection process, and common violations. The training will assist federal facilities to maintain and/or improve compliance with SPCC requirements. The objective of this training is to assist federal facilities with the implementation of their SPCC programs designed to prevent oil discharges from impacting navigable waters. The training is targeted for facilities with oil: storage, processing, refining, transferring, and activities or equipment using/consuming oil and oil products. The course will provide an SPCC 101 overview, a "deeper dive" into the SPCC rules, their applicability and requirements (e.g. containment, tank integrity, plan updates, etc.) for federal facility operators and certifying Professional Engineers (PEs). Many states use awards programs as an incentive to reward companies who adopt pollution prevention (P2) strategies. In 1981, North Carolina began the first pollution prevention awards program, calling it the Governor's Award for Excellence in Waste Reduction. The Illinois Sustainable Technology Center (formerly the Illinois Hazardous Waste Research and Information Center, then renamed the Illinois Waste Management and Research Center) began giving Governor's Pollution Prevention Awards in 1987 and has the oldest continuing program.

SHPOs administer the national historic preservation program at the State level, review National Register of Historic Places nominations, maintain data on historic properties that have been identified but not yet nominated, and consult with Federal agencies during Section 106 review. SHPOs are designated by the governor of their respective State or territory. Federal agencies seek the views of the appropriate SHPO when identifying historic properties and assessing effects of an undertaking on historic properties. The American Meteorological Society has released the State of the Climate Report for 2014. The report, compiled by NOAA's Center for Weather and Climate at the National Centers for Environmental Information, is based on contributions from 413 scientists from 58 countries around the world. The report provides a detailed update on global climate indicators, notable weather events, and other data collected by environmental monitoring stations and instruments located on land, water, ice, and in space. In 2014, the most essential indicators of Earth's changing climate continued to reflect trends of a warming planet, with several markers such as rising land and ocean temperature, sea levels and greenhouse gases setting new records.

Each March, EPA organizes a daylong workshop in San Diego on the State of Vapor Intrusion Science, featuring many of the best researchers and practitioners of vapor intrusion response. All presentations from these workshops are available to watch.

This EPA website provides short descriptions have been developed of innovative practices that state water agencies are currently implementing to reduce their vulnerability to climate-related impacts and to build resilience to climate change. These select state practices can serve as useful models for other state agencies seeking to make water programs more resilient to climate change. In addition, water resource planners and decision-makers from local and tribal governments and other entities may find these practices to be helpful. The practices described are the result of a collaborative effort by the Association of Clean Water Administrators (ACWA), Association of State Drinking Water Administrators (ASDWA), Association of State Wetland Managers (ASWM), and the EPA Office of Water.

In 2011 and 2012 the Alliance for Water Efficiency gathered data to update its State Information pages. The new information was generated via an updated survey and was used as the basis for the Water Efficiency and Conservation State Scorecard report. The website includes links to each of the state summary pages, which include any pertinent information for each of the survey questions. The survey questions are listed on the page and the page include names of states with strong examples.

EPA has compiled state, territorial, and authorized tribal water quality standards that EPA has approved or are otherwise in effect for Clean Water Act purposes. In instances when state-specific water quality standards have not been developed or approved by EPA, the Agency will propose and/or promulgate standards for a state until such time as the state submits and EPA approves their own standards. Any federally proposed or promulgated replacement water quality standards are also identified. Please note the water quality standards may contain additional provisions outside the scope of the Clean Water Act, its implementing federal regulations, or EPA's authority. In some cases, these additional provisions have been included as supplementary information.

USFWS proposes to list the Black Creek crayfish (Procambarus pictus), a crayfish species from Florida, as an endangered species under ESA. They also propose to designate critical habitat for the Black Creek crayfish under the Act. In total, approximately 1,056 kilometers (656 miles) of streams in Clay, Duval, Putnam, and St. Johns Counties, Florida, fall within the boundaries of the proposed critical habitat designation. If finalized this rule would extend the Act's protections to this species and its designated critical habitat. They also announce the availability of an economic analysis of the proposed critical habitat designation for the Black Creek crayfish. This determination also serves as their 12-month finding on a petition to list the bushy whitlow-wort. After a review of the best available scientific and commercial information, they find that listing the species is warranted. They also propose to designate critical habitat for the bushy whitlow-wort under the Act. In total, approximately 41.96 acres (16.98 hectares) in Jim Hogg County, Texas, fall within the boundaries of the proposed critical habitat designation. They announce the availability of a draft economic analysis (DEA) of the proposed designation of critical habitat for bushy whitlow-wort. If they finalize this rule as proposed, it would extend the Act's protections to the species and its designated critical habitat. They will accept comments received or postmarked on or before 20 May 2024. USFWS list the Ocmulgee skullcap (Scutellaria ocmulgee), a plant species from Georgia and South Carolina as an endangered species under the Endangered Species Act of 1973 (Act), as amended. In total, approximately 6,661 acres (2,696 hectares) in Bibb, Bleckley, Burke, Columbia, Houston, Monroe, Pulaski, Richmond, Screven, and Twiggs Counties, Georgia, and in Aiken and Edgefield Counties, South Carolina, fall within the boundaries of the critical habitat designation. This rule extends the protections of the Act to this species and its designated critical habitat. This rule is effective 29 November 2024. If we finalize this rule as proposed, we will add these species to the List of Endangered and Threatened Wildlife and extend the Act's protections to these species. USFWS proposes to list the Alabama hickorynut (Obovaria unicolor) as an endangered species and the undescribed Obovaria cf. unicolor as a threatened species under the ESA. Both species are freshwater mussels. This document also serves as their 12-month finding on a petition to list the Alabama hickorynut. For Obovaria cf. unicolor, they also propose a rule issued under section 4(d) of the Act to provide for the conservation of the species. If this rule as proposed is finalized it would apply the protections of the Act to these species. They find that designation of critical habitat for both the Alabama hickorynut and Obovaria cf. unicolor is prudent but not determinable at this time. EPA continues its focus on taking concrete action to address PFAS and protect public health. Building on the work outlined in the February 2019 PFAS Action Plan, the agency is expanding its research efforts and capabilities by launching its PFAS Innovative Treatment Team (PITT).

A second model can then be created by adjusting a series of characteristics simulating technical or input changes. This allows you to see how each component and adjustment impacts the others and what changes may be most beneficial to increasing the overall efficiency and stability of the system. An interactive diagram is provided for each model and includes comprehensive steam properties and operational details for clarity and ease of use. The modeler was developed to provide accurate results for the specific cases it represents and does not include a variety of variables that can and do impact any given steam system. This is an interactive map that illustrates the current worst-case storm surge and inundation scenarios on the American Gulf and Atlantic coasts, including Puerto Rico and the U.S. Virgin Islands. The map combines data layers from FEMA 100 and 500 year flood maps as well as NOAA's Sea, Lake, and Overland Surge from Hurricanes (SLOSH) and National Hurricane Center's coastal county hurricane strike maps.

This EPA tool is a dynamic rainfall-runoff simulation model used for single event or long-term (continuous) simulation of runoff quantity and quality from primarily urban areas. The runoff component of SWMM operates on a collection of subcatchment areas on which rain falls and runoff is generated. The routing portion of SWMM transports this runoff through a conveyance system of pipes, channels, storage/treatment devices, pumps, and regulators. SWMM tracks the quantity and quality of runoff generated within each subcatchment, and the flow rate, flow depth, and quality of water in each pipe and channel during a simulation period comprised of multiple time steps.

SWMM is widely used throughout the world and is considered the "gold standard" in the design of urban wet-weather flow pollution abatement approaches. It is a dynamic hydrology-hydraulic water quality simulation model used for single event or long-term (continuous) simulation of runoff quantity and quality from primarily urban areas and allows users to include any combination of low impact development (LID)/green infrastructure controls to determine their effectiveness in managing stormwater and sewer overflows. SWMM-CAT is an easy to use add-on that applies monthly climate adjustment factors onto historical precipitation and temperature data to consider potential impacts of future climate on stormwater.

A summary of the stormwater requirements addressing municipal, construction, and industrial facets of the program is also discussed.

EPA posted a new Inspection Report Template and Corrective Action Report Form for construction operators to use in preparing their inspection and corrective action reports for EPA's 2012 Construction General Permit (CGP). These forms enable operators to meet the minimum inspection and corrective action reporting requirements in the permit, and can be customized to the needs of the site. These forms may also be helpful for operators covered under a state CGP, but may need to be modified to meet the specific requirements of that permit.

EPA has developed a collection of communication tools that can be used to promote the value of sound stormwater management for creating a community where residents want to live and work. Public works managers can use these as part of the public education and outreach efforts of their stormwater permit programs. The materials on the website are organized by the main goals of the Stormwater Smart effort. They cover a wide range of topics and can be used on several platforms.

This 2009 EPA Guidebook has been developed expressly to assist communities in developing an integrated stormwater management system which includes proper maintenance of existing wet ponds and wetlands, the exploration of retrofit opportunities, as well as the implementation of micro-treatment practices and low impact development (LID) design principles.

This July 2016 advice letter sent to GSA by the Green Building Advisory Committee includes a set of recommendations for Federal agencies to incorporate integrated portfolio planning to strategically address sustainability, resilience, and effective space utilization.

This report, issued December 2011, provides first-hand perspectives on the effects of variable energy sources, including wind power plants on grid operations. It also supplies grid operators with practical tools and information to help them tackle the challenge of integrating more renewable energy resources into the nation's power grid.

Released by the U.S. DOE and its National Renewable Energy Laboratory (NREL) September 2010, this report evaluates the potential for new large office buildings to achieve a 50% net onsite energy savings compared to a baseline standard (as defined by ANSI/ASHRAE/IESNA Standard 90.1-2004). The report found 50% energy savings can be achieved in both low-rise and high-rise office buildings in a broad range of U.S. climates. The analysis was conducted in 16 cities that represented different climate zones, such as hot and humid, hot and dry, marine, cold and humid, and cold and dry.

Boston, Mass. – April 1, 2008) – The U.S. Naval Submarine Base in Groton Conn., will pay a cash penalty and perform an additional environment project, in settlement of EPA allegations of improper storage and management of hazardous wastes. Under the settlement, the Base will pay $37,059 in penalties, and will undertake a $114,000 project to install solar-powered air conditioning in a storage bay where ignitable hazardous wastes are stored, within the Base's permitted hazardous waste treatment and storage facility. The air conditioning required in the settlement will help keep the storage bay from becoming overheated. An overheated storage bay could pose a hazard associated with ignitable hazardous wastes.

Superfund 101 consists of two introductory-level courses: Fundamentals of Superfund and Enforcement Process Overview. The target audience for each course is On-Scene Coordinators (OSC) and Remedial Project Managers (RPM). Fundamentals of Superfund, a 3-day introductory training course, provides an overview of the purpose, legal framework and implementation of the CERCLA and the NCP for newly hired OSCs and RPMs. Enforcement Process Overview, a 2-day course, provides an overview of the EPA's Superfund enforcement process for OSCs and RPMs. Superfund 101 is recommended for new OSCs and RPMs as well as other programmatic and field support staff (i.e., enforcement personnel, HQ regional coordinators, Special Team members) as well as other federal agency, state and tribal environmental professionals involved in cleanups at Superfund sites.

The Superfund Amendments and Reauthorization Act of 1986 reauthorized CERCLA to continue cleanup activities around the country. Several site-specific amendments, definitions clarifications, and technical requirements were added to the legislation, including additional enforcement authorities. Title III of SARA also authorized the Emergency Planning and Community Right-to-Know Act (EPCRA).
