USDA published a rule designating 30 additional product categories for preferred federal procurement, bringing the total number of product categories to 139. These 30 categories contain finished products that are made from the intermediate ingredients that have been designated. Additionally, many of these categories are made up of products that already participated in the Program's voluntary labeling initiative. By designating these product categories, USDA is taking a step toward merging the two initiatives of the Program, with an eye towards ultimately making all products certified through the BioPreferred Program qualify for preferred federal procurement.

The USDA's Beltsville Agricultural Research Service in Beltsville, Md. has settled alleged violations of UST and hazardous waste regulations. EPA cited USDA for failing to conduct release detection every 30 days, failing to perform annual line leak detection tests, and failing to perform annual line tightness tests. The alleged RCRA violations included operating a facility for the storage, treatment and/or disposal of hazardous waste without a permit, failing to clearly label containers of accumulated hazardous waste, not maintaining records of hazardous waste training for facility personnel and failing to determine if the solid waste generated by the facility was hazardous waste, specifically, used aerosol cans generated from the facility's machinery shop.

The Forest Service developed an online tool that shows hazardous fuels reduction projects occurring in support of the Wildfire Crisis Strategy. The strategy, called "Confronting the Wildfire Crisis: A Strategy for Protecting Communities and Improving Resilience in America's Forests," combines a historic investment of congressional funding with years of scientific research and planning into a national effort that will dramatically increase the scale of forest health treatments over the next decade.

The USDA Forest Service announced it is now accepting applications for approximately $10 million in funding through the 2021 Wood Innovations Grant and the 2021 Community Wood Energy and Wood Innovation Grant. USDA is charged by law with implementing the Federal BioPreferred program designed to encourage the purchase and use of biobased products by Federal agencies and to also set an example for the rest of the Federal government. One of the ways USDA is leading by example is in removing single use petroleum-based food service products (plates, bowls, trays, cups, cutlery, etc) from our Washington, DC area cafeterias and replacing these items with food service products made from renewable agricultural materials which can be composted and returned friendly to the earth.

Integrated Pest Management (IPM) is a science-based, sustainable decision-making process that uses information on pest biology, environmental data, and technology to manage pest damage in a way that minimizes both economic costs and risks to people, property, and the environment. This is the first update since 2013 and is the culmination of a yearlong review by the Federal Integrated Pest Management (IPM) Coordinating Committee (FIPMCC), a joint effort that is coordinated by the Office of Pest Management Policy in the Office of USDA's Chief Economist with representatives of all federal agencies with responsibilities in IPM research, implementation, or education programs. These agencies include Environmental Protection Agency (EPA), Department of the Interior (DOI), and Department of Defense (DoD).

This free publication (download pdf only) discusses alternative water sources such as graywater and stormwater that can serve a range of non-potable uses, including irrigation, toilet flushing, washing, and cooling, although treatment may be needed. Stormwater may also be used to recharge groundwater, which may ultimately be tapped for potable use. In addition to providing additional sources of local water supply, harvesting stormwater has many potential benefits, including energy savings, pollution prevention, and reducing the impacts of urban development on urban streams. Similarly, the reuse of graywater can enhance water supply reliability and extend the capacity of existing wastewater systems in growing cities.

The Robert J. Dole Veterans Administration Medical Center in Wichita, Kan., has agreed to pay a $17,979 civil penalty to the United States to settle a series of hazardous waste violations on its campus. The penalty is the result of RCRA violations identified during an April 2010 inspection.

ASTM International panelists are in the process of developing a standard to assess vapor intrusion as it relates to property transactions. Vapor intrusion is caused by the release of volatile chemicals from contaminated soil and groundwater into indoor air spaces of overlying buildings, potentially causing both safety and health concerns. Panel meeting will be held in the future to determine if vapor intrusion is a recognized environmental condition (REC), which means site assessors would have to determine if chemical vapors that can contaminate indoor air through vents, porous concrete and other pathways may be present. Some environmentalists, mortgage lenders and others have suggested that if vapor intrusion is not considered a REC, it could lead to lawsuits against environmental consultants who did not consider it during site assessments or property owners who did not disclose the potential for indoor air contamination before a transaction.

The Discharge Monitoring Report (DMR) Pollutant Loading Tool is designed to help you determine who is discharging, what pollutants they are discharging and how much, and where they are discharging. The tool calculates pollutant loadings from permit and DMR data from EPA's Integrated Compliance Information System for the National Pollutant Discharge Elimination System (ICIS-NPDES). Data are available from the year 2007 to the present. Revisions to the tool include: weekly updates with the latest facility, permit, and DMR data from ICIS-NPDES; integration of EPA TRI wastewater treatment technology information and links to the TRU pollution prevention report; and more documentation on how to use the tool.

EPA is promulgating a regulation under the Vessel Incidental Discharge Act that establishes Federal standards of performance for marine pollution control devices for discharges incidental to the normal operation of primarily non-Armed Forces and non-recreational vessels 79 feet in length and above into the waters of the United States or the waters of the contiguous zone. The final standards, once made final, effective, and enforceable through corresponding USCG regulations addressing implementation, compliance, and enforcement, will control the discharge of pollutants from vessels described above and repeal certain existing Federal, State, and local vessel discharge requirements, thus streamlining regulation of such vessel incidental discharges. EPA is also promulgating procedures states must follow if they choose to petition EPA to require the use of an emergency best management practice to address aquatic nuisance species (ANS) or water quality concerns ("emergency order"), to review any standard of performance, regulation, or policy. Picerne Military Management, LLC, has agreed to pay a $24,900 civil penalty to settle alleged violations of the federal Clean Water Act at Fort Riley, Kansas. Picerne Military Management is a civilian development, construction, and property management company that owns and/or operates approximately 20,000 housing units on seven Army posts throughout the U.S., including Fort Riley. By agreeing to the settlement, Picerne Military Management has certified that it is in compliance with the Clean Water Act. Prepared by U.S. EPA, this report is the first consistent evaluation of the streams that feed rivers, lakes, and coastal waters. "Wadeable streams" are those which are shallow enough to be adequately sampled without a boat. Conducted between 2000 and 2004, the study was based on sampling at 1,392 sites selected to represent the condition of all streams that share similar ecological characteristics in various regions. It was a collaborative effort that involved dozens of state environmental and natural resource agencies, federal agencies, universities and other organizations. More than 150 field biologists were trained to collect environmental samples using a standardized method.

EPA created the Waste Reduction Model (WARM) to help solid waste planners and organizations track and voluntarily report greenhouse gas (GHG) emissions reductions, energy savings, and economic impacts from several different waste management practices. WARM calculates and totals these impacts from baseline and alternative waste management practices--source reduction, recycling, anaerobic digestion, combustion, composting and landfilling.

A Memorandum of Understanding (MOU) has been signed by the following organization to coordinate water efficiency research: the Alliance for Water Efficiency, the Plumbing Heating and Cooling Contractors, the International Association of Plumbing and Mechanical Officials, the International Code Council, and the Plumbing Manufacturers Institute. Developed by EPA, this an on-line tool that provides a flexible capability for creating user-determined climate change scenarios for assessing the potential impacts of climate change on sediment loading to streams using the USDA s Water Erosion Prediction Project (WEPP) Model. In combination with the existing capabilities of WEPP for assessing the effectiveness of management practices, WEPPCAT also can be used to evaluate the effectiveness of strategies for managing the impacts of climate change.

To assist agencies in conducting comprehensive water evaluations required per Section 432 of the Energy Independence and Security Act (EISA) of 2007, the FEMP developed the Water Evaluation Tools to help in conducting comprehensive water evaluations and water use analysis. The water evaluation tools focus on potable water consumption in major end-use categories at the campus level.

Section 106 of the Clean Water Act authorizes EPA to provide federal assistance to states (including territories, the District of Columbia, and Indian Tribes) and interstate agencies to establish and implement ongoing water pollution control programs. Prevention and control measures supported by State Water Quality Management programs include permitting, pollution control activities, surveillance, monitoring, and enforcement; advice and assistance to local agencies; and the provision of training and public information.

The Federal Energy Management Program's Water Project Screening Tool enables federal agencies to quickly screen sites for water efficiency opportunities. General information related to a site's water use is entered into the tool and recommendations on potential water efficiency projects are provided. The tool provides a qualitative score that indicates low to high water savings potential for nine end-uses.

The U.S. Environmental Protection Agency (EPA), as part of its Science to Achieve Results (STAR) program, is seeking applications proposing research that will address how measurable attributes of water quality improvements can be valued, either directly or through indicators. Research under this Request for Applications (RFA) is intended to focus on national level studies and/or valuation for underrepresented water body types and regions, improvements to water quality indices, and environmental justice valuation. There will be an informational webinar on 15 December 2021 at 2:30-3:30 PM (Eastern). The webinar will cover application information and provide an overview of what has already been provided in the RFA. The "Water Quality Standards Academy" is best known for the "Basic Course". The Basic Course is an introductory course designed for those with fewer than six months experience with water quality standards and criteria programs. The Academy also offers "Intermediate" courses. Intermediate courses are limited to one or several closely related topics (e.g., Implementation of Nutrient Criteria, Implementation of Ammonia Criteria).
