EPA announced an updated online P2 Hub Resources Center that features an expanded suite of tools and materials to help businesses and technical assistance providers implement P2 practices. The P2 Hub includes links to more than 3,200 case studies, articles and tools related to pollution prevention and, since 2019, EPA has responded to nearly 1,000 requests from P2 practitioners for help with technical assistance through the P2 Hub Helpline. P2 approaches can be applied to all potential and actual pollution-generating activities, including those found in the energy, agriculture, federal, consumer and industrial sectors.

The EPA is leading the national effort to understand PFAS and reduce PFAS risks to the public through implementation of this Action Plan and through active engagement and partnership with other federal agencies, states, tribes, industry groups, associations, local communities, and the public. This Action Plan describes the EPA's approach to identifying and understanding PFAS, approaches to addressing current PFAS contamination, preventing future contamination, and effectively communicating with the public about PFAS.

RE-Powering America's Land Initiative was recognized as one of the Top 25 Innovations in American Government by Harvard University. The initiative, started at EPA in 2008, encourages development of renewable energy on potentially contaminated lands, landfills and mining sites.

The EPA publishes the semiannual regulatory agenda online (the e-Agenda) at http://www.reginfo.gov and at www.regulations.gov to update the public. This document contains information about: Regulations in the semiannual regulatory agenda that are under development, completed, or canceled since the last agenda; Retrospective reviews of existing regulations; and Reviews of regulations with small business impacts under Section 610 of the Regulatory Flexibility Act.

The Urban Waters Program works with urban and metropolitan areas, particularly those that are under-served and economically distressed, connect with their watersheds and work to improve them. Environmental justice remains a central principal of the program by ensuring community-based organizations and non-profits working in underserved and under-resourced communities are connected to our federal partnership locations and online resources. EPA Urban Waters is pleased to share the latest Progress Report from the Urban Waters Federal Partnership. The progress report summarizes the accomplishments and significant milestones of the Urban Waters Federal Partnership (UWFP) which carries out this critical work through location Ambassadors, local coordinators. Ambassadors facilitate on-the-ground collaboration working to improve water quality, revitalize local communities and provide education and outreach.

In recognition of America Recycles Day, this past November, the U.S. Environmental Protection Agency (EPA) held its second annual Recycling Innovation Fair and Summit. Content from these events are now accessible online through 18 December 2020. These engaging, free, virtual events focus on highly innovative technologies and strategies to create a more robust and sustainable recycling system in the U.S. and abroad. The America Recycles: Innovation Fair featured more than 40 innovators who are advancing the recycling system through strategies such as: deploying artificial intelligence robots to enhance operations at recycling facilities; using hard-to-recycle plastics in 3D printing materials; installing small system sorting units in stadiums and small communities; creating new construction materials from hard-to-recycle plastics; and using automated technology and recycled glass bottles to create new glassware.

The Watersense "We're for Water" campaign encourages Americans to make simple choices that save water.

In 2021, EPA's Office of Research and Development initiated the Wildfire Smoke Air Monitoring Response Technology (WSMART) Pilot, loaning air monitoring technologies to state, local, and tribal air organizations to support supplemental air monitoring in areas affected by wildfire smoke and with observational data coverage gaps. During 2023, this pilot technology loan program will continue to provide several technology types – including stationary air sensor systems and a compact vehicle add-on mobile monitoring system (VAMMS) – to state and local air agency monitoring staff and professional tribal air quality staff members upon request. The equipment is not available for general public use.

Facilities that need to submit SDSs or the list of hazardous chemicals under Section 311, also need to submit an annual inventory report for the same chemicals (EPCRA Section 312). This inventory report must be submitted to the State or Tribal Emergency Response Commission (SERC or TERC), Local or Tribal Emergency Planning Committee (LEPC or TEPC), and the local fire department by March 1 of each year. Most States require the Tier II form. Tier II forms require basic facility identification information, employee contact information for both emergencies and non-emergencies, information about chemicals stored or used at the facility, and additional data elements which would be useful to local planners and responders.

The EPEAT (Electronic Product Environmental Assessment Tool) ecolabel now includes criteria focused on reducing carbon dioxide and other greenhouse gasses from the supply chain for solar panel production. EPEAT was developed using a grant from EPA and is owned and managed by the Global Electronics Council. It is the first global ecolabel to set threshold criteria for embodied carbon in photovoltaics. Embodied carbon refers to the amount of greenhouse gas emissions associated with the extraction, production, transport and manufacturing of materials.

The Green Electronics Council (GEC) has launched a mobile phone module, the first in a series of expansions and updates to the existing EPEAT Environmental Benefits Calculator, to support public and private sector purchasers in calculating the environmental benefits of purchasing EPEAT registered mobile phones. The mobile phone module of the EPEAT Environmental Benefits Calculator helps organizations quantify impacts such as reductions in energy use, greenhouse gases and water consumption, as well as cost savings. The EPEAT Environmental Benefits Calculator results can be used by organizations as part of their CDP and GRI reporting.

On October 22, 2015, EPA published the final National Pollutant Discharge Elimination System (NPDES) Electronic Reporting Rule. This regulation replaces most paper-based Clean Water Act (CWA) NPDES permitting and compliance monitoring reporting requirements with electronic reporting. Under the rule, all authorized NPDES programs are required to submit an Implementation Plan for achieving the "Phase 2" E-Reporting requirements to EPA. Through joint governance and multi-agency representation, the NPDES E-Reporting Rule Implementation Plan Integrated Project Team (IPT) developed and distributed a template for creating the required implementation plans.

The Department of Defense (DoD) has launched a cohort of prototype projects to demonstrate treatment technologies for per- and polyfluoroalkyl substance (PFAS)-impacted media. PFAS are very stable in the environment, due to their unique chemical structure, and are relatively resistant to natural breakdown processes. Spread across three DoD-identified installations, these efforts will demonstrate new technologies targeting these chemicals through a partnership with the DoD's Environmental Security Technology Certification Program (ESTCP), the Air Force, the Navy, and the Defense Innovation Unit (DIU). Ten companies have been awarded prototype contracts under this effort. The ESTCP and DIU Environmental Remediation & Restoration from PFAS Initiative combines and compares methods that concentrate and destroy PFAS both on and off-site. The selected projects consist of three discrete actions for PFAS-impacted media: water source remediation, soil treatment, and PFAS destruction.

DOD conducted an evaluation to determine what are needed to identify, mitigate, and remediate contamination from perfluoroalkyl and polyfluoroalkyl substances (PFAS) at DoD installations; and identify populations exposed to PFAS at DoD installations and inform them of the associated health and safety concerns. DOD is recommending that the Under Secretary of Defense for Acquisition and Sustainment revise DoDI 4715.18 to include requirements for Emerging Chemical Program officials to initiate proactive risk management actions based on measurable risks to the DoD areas of concern to mitigate contaminant effects of emerging chemicals at DoD installations, develop risk management options and initiate proactive risk management actions which may be warranted to identify and mitigate the contaminant effects of emerging chemicals as early as possible in the Emerging Chemical Process, regardless of whether an emerging chemical is on the Emerging Chemical Watch List or the Emerging Chemical Action List; and formally inform DoD users of emerging chemicals and of their status in the Emerging Chemical Process.

This Executive Order directs all executive departments and agencies to immediately review and, as appropriate and consistent with applicable law, take action to address the promulgation of Federal regulations and other actions during the last 4 years that conflict with these important national objectives, and to immediately commence work to confront the climate crisis. In addition, this EO revokes several EOs including: • EO 13834, except for Section 6. Duties of the Federal Chief Sustainability Officer, Section 7. Duties of Heads of Agencies, and Section 11. General Provisions. • Executive Order 13778 Restoring the Rule of Law, Federalism, and Economic Growth by Reviewing the "Waters of the United States" Rule • Executive Order 13783 Promoting Energy Independence and Economic Growth • Executive Order 13807 Establishing Discipline and Accountability in the Environmental Review and Permitting Process for Infrastructure Projects

This Executive Order directs on-duty or on-site Federal employees, on-site Federal contractors, and other individuals in Federal buildings and on Federal lands to wear masks, maintain physical distance, and adhere to other public health measures, as provided in CDC guidelines.

This EO lists the administration's eight goals to guide implementation of the Inflation Reduction Act (IRA) and authorizes the new White House Office on Clean Energy Innovation and Implementation to coordinate that process.

Administration announced new actions by more than 20 agencies to bolster the Federal Government's resilience to the worsening impacts of climate change. These actions are detailed in annual agency adaptation progress reports and highlight an Administration-wide commitment to confronting the climate crisis by integrating climate-readiness across every agency's mission and programs.

The Biden-Harris Administration is authorizing the use of the Defense Production Act (DPA) to accelerate domestic production of clean energy technologies. Specifically, the President is authorizing the Department of Energy to use the DPA to rapidly expand American manufacturing of five critical clean energy technologies: Solar panel parts like photovoltaic modules and module components; Building insulation; Heat pumps, which heat and cool buildings super efficiently; Equipment for making and using clean electricity-generated fuels, including electrolyzers, fuel cells, and related platinum group metals; and Critical power grid infrastructure like transformers.

DoD, GSA, and NASA are withdrawing the proposed rule to amend the Federal Acquisition Regulation (FAR) titled: Disclosure of Greenhouse Gas Emissions and Climate-Related Financial Risk. Executive Order 14030, directed the Federal Acquisition Regulatory Council to consider amending the Federal Acquisition Regulation (FAR) require major Federal suppliers to publicly disclose greenhouse gas emissions and climate-related financial risk and to set science-based reduction targets. A proposed rule was published on 14 November 2022. The agencies lack sufficient time during the Biden-Harris Administration to finalize the proposal. In addition, the agencies' analysis of public comments indicates an evolving practices and standards in industry, and an evolving domestic and international regulatory landscape. Accordingly, this proposed rule is withdrawn, and the FAR case is closed. The proposed rule published on 14 November 2022, at 87 FR 68312 is withdrawn as of 13 January 2025. EPA, the U.S. Department of Agriculture, the U.S. Department of Health and Human Services and the U.S. Department of the Interior have agreed to improve coordination and collaboration on issues related to pharmaceuticals in drinking water through a new memorandum of understanding. Under this agreement, federal agencies will share scientific data and information and coordinate potential future research on the presence of pharmaceuticals in drinking water, their sources and potential health effects.

Called Tox21, this collaboration merges federal agency resources (research, funding and testing tools) to develop ways to more effectively predict how chemicals will affect human health and the environment. Current partners in Tox21 include EPA, NIH, and FDA.

As part of the Obama Administration's initiative to reduce energy use, pollution and waste and save money in Federal operations, on 25 July 2014 Federal agencies released annual updates that show significant progress toward aggressive energy and sustainability goals set by the President in 2009. The Federal Government – the largest energy consumer in the U.S. economy – announced that it has reduced its greenhouse gas emissions by 17 percent since 2008, the equivalent of permanently taking 1.8 million cars off the road, and that 9 percent of Federal Government electricity is now from renewable sources.

The nation's top 50 purchasers are buying more than 11 billion kilowatt-hours (kWh) of green power annually, equivalent to the CO2 emissions that would be produced from the electricity use of more than 1.1 million average American homes. The U.S. Air Force is Number 8, the U.S. EPA is number 14, the U.S. Department of Energy is number 23. The U.S. Department of Veterans Affairs is number 30, and the U.S. General Services Administration/Region 2 is number 43 on the list.

The Bioeconomy Initiative: Implementation Framework was developed by the federal Biomass Research and Development (BR&D) Board. The Bioeconomy Initiative is a multi-agency strategy to accelerate innovative technologies that harness the nation's biomass resources for affordable biofuels, bioproducts, and biopower. The Framework will serve as a guiding document for the BR&D Board member agencies to increase government accountability and accelerate innovative and sustainable technologies that contribute to a secure, reliable, affordable, and enduring supply of U.S. energy and products.

(WASHINGTON, Dec. 16, 2015) – In support of the Obama Administration's Climate Action Plan, the U.S. Department of Energy (DOE), the U.S. Environmental Protection Agency (EPA), and U.S. Department of Agriculture (USDA) jointly released the Biogas Opportunities Roadmap Progress Report today, updating the federal government's progress to reduce methane emissions through biogas systems since the Biogas Opportunities Roadmap was completed by the three agencies in July 2014. Today's report highlights actions taken, outlines challenges and opportunities, and identifies next steps to the growth of a robust biogas industry.

FEMP is excited to alert all interested in energy savings performance contracts (ESPCs) that eProject Builder is now fully active in production mode. While FEMP continues to improve the functionality, the system has passed out of the development stage and is fully capable of accepting new projects. eProject builder (ePB) produces ESPC task order schedules and provides a secure online system for easily accessing, tracking and reporting ESPC project data through the life of the contract for your portfolio of projects. Most of the work required in the form of data entry is done by the ESCO, as with the current TO and proposal process.

In celebration of Hydropower Day on August 24, the U.S. Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy, Department of the Interior Bureau of Reclamation, and the Department of the Army through the U.S. Army Corps of Engineers signed a new Memorandum of Understanding (MOU) to enhance collaboration and leverage resources to ensure the continued strength of the federal hydropower fleet. Hydropower plays a critical role in the U.S. power system, as both a source of renewable, affordable energy and as a firm, flexible resource that ensures the reliability of the grid. This MOU builds on previous work between the agencies to support American hydropower through long-term coordination, prioritize similar goals, and align ongoing and future renewable energy development efforts.

On 31 October 2014 Federal agencies released their plans for reducing their greenhouse gas emissions and preparing for climate change impacts such as flooding, sea level rise, severe weather and temperature extremes. The current agency Climate Change Adaptation Plans build on the first set of plans, which was released in February, 2013, and respond to a November 2013 Executive Order on Preparing the United States for the Impacts of Climate Change that established requirements for updating and reporting on progress on agency Adaptation plans.

May is quickly approaching, and communities across the country are preparing to celebrate National Bike Month. This year, the White House Council on Environmental Quality (CEQ) and the Pacific Northwest regions of the EPA and DOT are cranking up efforts to promote the Federal Bike-to-Work Challenge.

FEMP plays a key role in helping agencies understand and meet the federal building energy efficiency standards for agencies' new construction and major renovation projects. These standards include base building efficiency as defined in the CFR by subpart A of 10 CFR 433 and 10 CFR 435, commonly referred to as the "residential" and "commercial" rules, respectively. This also includes the Clean Energy Rule for qualifying projects as defined by subpart B of 10 CFR 433 and 10 CFR 435. The Clean Energy Rule supplements both the base commercial and residential rules, transitioning new buildings and major renovations away from on-site fossil fuel derived energy consumption. Projects meeting the cost thresholds that trigger compliance with the Clean Energy Rule must also comply with both subparts A and B of the energy efficiency standards by first designing an efficient building (per subpart A) and then optimizing the design to reduce or eliminate on-site fossil fuel usage (per subpart B).

This year's American Institute of Architects (AIA) Committee on the Environment (COTE) Top Ten Awards includes the Los Angeles Federal Courthouse, a LEED Platinum building, among the winners this year. Also placing in the Top Ten was the major renovation of The Renwick Gallery of the Smithsonian American Art Museum.

GSA has reported progress toward key sustainability goals in recent years across its buildings portfolio. In this report GSA's aggregated buildings portfolio data show it exceeded prior goals for energy efficiency, water efficiency, emissions reduction, and renewable electricity share in fiscal year 2021, however GSA officials cited lack of access to capital as a challenge it faces in meeting future federal sustainability goals. GSA officials said the scale and scope of the projects needed to achieve net-zero building emissions by 2045 will require resources beyond what has historically been available.

Effective August 31, 2013 the FEC has ended. EPA will continue to provide technical assistance on federal electronics stewardship through a modified website, the listserv, and continued educational webinars. The FEC is still completing the review of the 2013 Award Applications, and we plan on making announcements on these applications in the next few weeks. DOE's Federal Energy Management Program (FEMP) has released a survey tool for federal agencies to use to quantify scope 3 greenhouse gas (GHG) emissions generated from employee commuter activities. This tool is a part of a larger set of information and tools developed by FEMP to help federal agencies comply with the GHG reporting requirements outlined in Executive Order 13514. FEMP has released reports and data illustrating progress made by federal agencies in meeting the requirements of Section 432 of the Energy Independence and Security Act of 2007 (EISA). This publically-available data set is now available from FEMP's EISA 432 Compliance Tracking System (CTS). EISA requires federal agencies to identify "covered facilities" that constitute at least 75% of their total facility energy use and designate an energy manager responsible for implementing the requirements at each covered facility.

Abstract submissions are now being accepted until November 15th for the Federal Environmental Symposium. The Symposium will be both an in-person and virtual gathering of federal agencies to provide existing and relevant environmental information to Federal representatives. This event was first offered in 2002 and hosted at the National Institutes of Health (NIH) facility. The main purpose is to encourage partnerships, sharing of information, and best practices amongst Federal facilities. The Federal Energy Management Program's (FEMP's) Federal Fleet ZEV Ready Center provides a process and guide to help federal fleet and facility managers select and acquire zero-emission vehicles (ZEVs) and electric vehicle supply equipment (EVSE)--or electric vehicle (EV) charging stations--for their fleet.

GSA has issued a Request for Information (RFI) seeking innovative ideas from commercial vendors that could help the federal government incorporate car sharing government-wide and reduce the federal fleet over time. Additionally, GSA will also launch a car sharing pilot program in Washington DC, Boston, New York City and Chicago to immediately explore best practices and test how the government can effectively integrate low-cost alternative transportation services.

May 21, 2010, this document was prepared to assist Federal agencies in implementing Executive Order 13514, Federal Leadership in Environmental, Energy, and Economic Performance. This document outlines the recommended steps for cost-effective creation of a bicycle-friendly environment for employees at and visitors to Federal facilities, thereby reducing the emission of greenhouse gases (GHG). This document was developed by the Office of the Federal Environmental Executive with assistance from the Inter-Agency Task Force on Bicycling and Active Transportation.

GAO was asked to review federal green building efforts and agencies' use of third-party certification systems. This report examines (1) federal efforts to support agencies' implementation of key green building requirements, (2) select agencies' use of third-party certification systems, and (3) challenges select agencies face in implementing requirements. EPA is recognizing federal facilities for their efforts to reduce the environmental impacts of facilities across the country. As part of the Federal Green Challenge (FGC), more than 400 federal facilities representing nearly 1.6 million federal employees are leading by example by taking steps to reduce the federal government's environmental impact in 2013, resulting in an estimated cost savings of more than $42 million to U.S. taxpayers. This year's Overall Achievement winner is The National Benefits Center, U.S. Citizenship and Immigration Services, Department of Homeland Security (DHS), Lee's Summit, Mo. Additional winners by target areas include DOE, DOD, and DOI facilities.

New water components have been added to the Federal Green Challenge. Now it includes the goal of decreasing stormwater runoff from existing sites by 5% or more annually and a section focusing on reducing the use of federal funds to purchase bottled water. Launched in October 2011, the Challenge is a national effort led by EPA's Sustainable Materials Management Program that challenges federal agencies to lead by example to reduce the federal government's environmental impact. Participating agencies will benefit from the new water components. Effective stormwater management through the use of green infrastructure practices may result in: improved energy, efficiency, and improved site aesthetics. Since green infrastructure techniques may be less expensive than conventional stormwater management approaches, there may also be cost savings.

On November 30, 2010 the EPA convened leaders from multiple federal agencies for The Federal Radon Summit. The intent of the summit was to discuss the ways the federal government can reduce radon risk in the housing and buildings it owns or influences. Participants will reconvene in 90 days to discuss further actions the federal government can take through existing federal programs to protect families from the threat of radon.

Seven Departments and Agencies gave updates on their IAQ-IEQ related activities (NIST, CPSC, HUD, DOE, GSA, VA, EPA). The subject of the presentation given by Chris Muller (Purafil, Inc.) was "ASHRAE Standard 62.1: The IAQ Procedure and LEED".

Cabinet secretaries and federal agency leaders have signed a Memorandum of Understanding committing to follow President Trump's One Federal Decision framework for processing environmental reviews and permits for major infrastructure projects. President Trump established the policy of One Federal Decision for the federal government's processing of environmental reviews and permits for major infrastructure projects in EO 13807. Under One Federal Decision, EO 13807 requires that each major infrastructure project have a lead federal agency that is responsible for navigating the project through the process, all federal agencies to sign one "Record of Decision" (for purposes of complying with NEPA), and relevant federal agencies to issue the necessary permits for the project within 90 days of the signing of the Record of Decision. EO 13807 established a 2-year goal for the completion of the environmental review and permitting processes for the signature of the Record of Decision and issuance of the necessary permits.

In celebration of the fifth anniversary of the Partnership for Sustainable Communities, the Department of Housing and Urban Development, Department of Transportation, and EPA released "Five Years of Learning from Communities and Coordinating Federal Investments," a report demonstrating how the three agencies are cooperating to help communities provide more housing choices, make transportation systems more efficient and reliable, and create vibrant neighborhoods that attract business development and jobs while protecting the environment.

The Federal Energy Management Program's (FEMP) annual FEDS Spotlight recognition program was presented at the 2018 Energy Exchange. The 2018 winners are being recognized by agency leaders and peers as federal champions who are working hard to implement exceptional projects and programs that help agencies achieve missions and meet energy, water, and fleet management goals. Revisiting the October 1992 Federal Facility Compliance Act (FFCA) enhancing local, state and EPA solid and hazardous waste enforcement authority against federal agencies.

The site offers complete annual data sets of agency aggregated annual energy and water consumption and costs by end-use sector, efficiency investment information, and progress toward key goals outlined in the National Energy Conservation Policy Act, as amended; Energy Policy Act of 2005; and Executive Order 13514. Historical data tables of agency energy use and costs by facility and mobility sectors by energy type are also available for FY 1975 through FY 2013. Detailed annual comprehensive greenhouse gas (GHG) inventories by federal agency are presented along with progress toward achieving scope 1 and 2 GHG and scope 3 GHG reduction targets. The data tables may also be filtered by numerous variables (agency, year, sector) and are exportable to Excel.

FEMP recently presented its 39th annual Federal Energy and Water Management Awards. These annual awards honor federal personnel and highlight their outstanding achievements related to energy and water cost savings, optimized energy and water use, and distributed energy at our nation's federal facilities.

FEMP has improved the layout and content of the Low Standby Product List, ensuring that it remains the authoritative standby power resource for Federal procurement professionals. The data center clearly labels whether a product model complies with Federal standby power levels, which describe power drawn while the product is not in use. By reducing standby power draws, Federal agencies can drastically reduce plug load demand. FEMP's Low Standby Product List allows procurement agents the ability to submit, revise and search for new and existing products to comply with the guidelines.

On 29 June 2020 FEMP issued a Federal Agency Call titled, "Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) 2020." The AFFECT 2020 FAC (DE-EE0002329) will provide funding to strengthen energy and water infrastructure across federal agencies. Projects will improve the energy efficiency of federal operations while stimulating economic development and creating jobs in construction, building trades, and other sectors.

The U.S. Department of Energy's Federal Energy Management Program (FEMP) presents an updated series of training courses focused on the Guiding Principles for Federal Leadership in High-Performance and Sustainable Buildings.

Federal facility energy, environmental, and sustainability managers and others can take advantage of this opportunity to ask questions and learn how FEMP can help your agency meet their energy efficiency goals. In addition to learning more about the different financing options, your FFS can share information on other FEMP resources including training, direct project technical support and guidance documents that simplify and streamline the project process. On September 21, 2011, the Department of Energy's Federal Energy Management Program released the DRAFT Annual GHG and Sustainability Data Report, Version 2.0 for FY 2011 reporting by Federal agencies. Version 2.1, to correct spreadsheet navigation issues, was subsequently released September 26, 2011.

Under the Energy Policy Act of 2005, the U.S. Department of Energy (DOE) was required to establish guidelines for agencies to meter their federal buildings for electricity. DOE issued the guidance in February 2006. The Energy Independence and Security Act of 2007 subsequently established that each agency shall provide equivalent metering of natural gas and steam. See 42 U.S.C. § 8253(e). By the close of FY 2013, federal agencies collectively reported installing 96% of electricity, 96% of natural gas, and 69% of steam meters at buildings the agencies deemed appropriate.

The Presidential Memorandum, Federal Leadership on Energy Management (Dec. 5, 2013) reemphasized the requirements for installing electricity, natural gas, and steam meters, and provided an additional requirement for installing water meters. The memorandum directed the DOE Federal Energy Management Program (FEMP) to revise the metering guidance and include definitions for "cost effective" and "appropriate" (for determining where meters should be installed).

"Federal Building Metering Guidance (per 42 USC 8253(e) Metering of Energy Use) November 2014 Update" supersedes the February 2006 Guidance. The updated Guidance is now published on the FEMP website, with a direct link to the download page here.

FEMP recently released the FY 2019 annual data for federal energy, water, and associated performance metrics. The data were released to coincide with the White House Council on Environmental Quality's (CEQ's) posting of its FY 2019 progress update, which includes agency progress charts and the FY 2019 Office of Management and Budget's Scorecards for Efficient Federal Operations/Management.

The Department of Energy's Federal Energy Management Program (FEMP) has released the consolidated Annual GHG and Sustainability Data Report, Version 1.0, coincident with the White House Council on Environmental Quality's release of the Federal Greenhouse Gas Accounting and Reporting Guidance and Technical Support Document. This Excel workbook provides electronic reporting capability for the Federal agency compiled comprehensive GHG inventory for fiscal year 2010 and the base-year 2003 GHG inventory for the purpose of measuring progress toward the goals established under Executive Order 13514. The file can be downloaded from FedCenter at http://www.fedcenter.gov/programs/greenhouse/inventoryreporting/fempceqresources/. Other resources are also available at this site for assisting agencies in compiling their GHG inventories.

The FEMP Resilience team is excited to share a new opportunity for your agency's site personnel, energy managers, and resilience-focused working groups. The FEMP Resilience team is hosting a webinar this December to launch a new Mission Energy Resilience and Readiness Exercises (MERREs), also known as black start exercises, program offering. The Department of the Navy (DoN) announced on July 28, 2010 the availability of the final environmental impact statement (EIS) for the Guam and Commonwealth of the Northern Mariana Islands Military Relocation. The final EIS includes analyses of impacts for the relocation of approximately 8,600 Marines and their 9,000 dependents from Okinawa to Guam, the construction of a new deep-draft wharf to support a transient nuclear powered aircraft carrier, and the establishment and operation of an Army Missile Defense Task Force.

EPA has issued the Final Mandatory Reporting of Greenhouse Gases Rule. The rule requires reporting of greenhouse gas (GHG) emissions from large sources and suppliers in the United States, and is intended to collect accurate and timely emissions data to inform future policy decisions.

EPA, in coordination with the US Navy and Connecticut Department of Energy and Environmental Protection announced approval of the thirteenth Record of Decision (ROD) at the Naval Submarine Base - New London Superfund site in Groton, Conn. In signing the ROD, the EPA has formally accepted the Navy s cleanup plan to address contamination at the submarine base. The signing of the ROD will enable the Navy to move forward on the remedial design and cleanup action in the area known as the Lower Submarine Base. The cleanup is expected to commence in November 2013.

EPA announced a final rule, Multi-Pollutant Emissions Standards for Model Years 2027 and Later Light-Duty and Medium-Duty Vehicles, that sets new, more protective standards to further reduce harmful air pollutant emissions from light-duty and medium-duty vehicles starting with model year 2027. The final rule builds upon EPA's final standards for federal greenhouse gas emissions standards for passenger cars and light trucks for model years 2023 through 2026 and leverages advances in clean car technology to unlock benefits to Americans ranging from improving public health through reducing smog- and soot-forming pollution from vehicles, to reducing climate pollution, to saving drivers money through reduced fuel and maintenance costs. These standards will phase in over model years 2027 through 2032.

U.S. Environmental Protection Agency (EPA) presented its first annual "National Federal Facility Excellence in Site Reuse" award to the former McClellan Air Force Base, in Sacramento County, in recognition of exemplary work transforming the Superfund site into a successful business park. The 3,452-acre McClellan Business Park now supports more than 17,000 jobs and has generated $580 million in public and private investment.

EPA's Environmental Science Center at Fort Meade, Md. has been certified for Leadership in Energy and Environmental Design (LEED) O + M (operation and maintenance) making it the first EPA laboratory nation-wide to achieve this certification. The Environmental Science Center earned the LEED certification in the existing building operation and maintenance category, and was rated as exceptional in both on-site storm-water management, and natural habitat – as well as excellent in green cleaning, indoor air quality, and water conservation.

At a ceremony 30 September 2011, the U.S. Environmental Protection Agency, along with the California Department of Toxic Substances Control, the Regional Water Quality Control Board, the U.S. Air Force, Sacramento County and McClellan Business Park, highlighted the first time that a private party has completed a cleanup at a military Superfund site in the nation.

The Bureau of Ocean Energy Management (BOEM) has offered a right-of-way (ROW) grant to Deepwater Wind Block Island Transmission System, LLC (Deepwater Wind) for the Block Island Transmission System (BITS). The transmission system will serve two purposes: 1) connect Deepwater Wind's proposed 30 megawatt (MW) Block Island Wind Farm, located in Rhode Island state waters about 2.5 nautical miles southeast of Block Island, to the Rhode Island mainland; and 2) transmit power from the existing onshore transmission grid on the mainland to Block Island. The ROW corridor, which is about eight nautical miles long and 200 feet wide, comprises the portion of the transmission line that crosses federal waters.

EPA along with other federal agencies, released their annual Sustainability Plans, to mark the first year of Executive Order (EO) 14057 on Catalyzing America's Clean Energy Industries and Jobs Through Federal Sustainability. One year into implementation of the Federal Sustainability Plan, federal agencies have taken swift action to make Federal Government operations cleaner, healthier, and more resilient while growing well-paying clean energy industries, creating jobs, and making the nation more economically competitive.

March 16 - 22 is Fix a Week Leak. Household leaks can waste more than 1 trillion gallons of water annually nationwide, so each year we hunt down the drips during Fix a Leak Week.

Water utilities, manufacturers, retailers, communities, plumbers, and other professionals are working with the EPA's WaterSense program to promote Fix a Leak Week, March 15 to 21, 2010. EPA is promoting ways to identify and repair dripping faucets, running toilets, and leaky showerheads.

WHAT: No longer an infantry training area, Northern California's Fort Ord Army post has quickly become a national model for how to expedite cleanup and reuse activities. An innovative legal framework coupled with an aggressive cleanup strategy will allow for rapid cleanup and redevelopment of the Fort Ord area, in Monterey Calif. Through its pioneering cleanup approach, extensive public involvement program, and close regulatory interface, the program will save millions of dollars while continuing to advance property reuse.

WHY: With Governor Arnold Schwarzenegger's concurrence on the early transfer package, an event this evening will celebrate and mark the transfer of the final 3,337 acres to the local community at this closing 28,000 acre installation.

U.S. Army Garrison in Fort Belvoir has agreed to pay a civil penalty of $33,076 and complete a project costing at least $310,000 to settle alleged violations of federal environmental laws. The settlement addresses storage and record-keeping violations related to hazardous waste, underground storage tanks, and clean air requirements.

Fort Bliss, TX was named a Keep America Beautiful 1st Place Award winner for their efforts in reducing waste through innovative recycling programs. Fort Bliss received the award as a result of ongoing and innovative recycling programs launched this past year. Some of the new programs that were at the core of the award were Single Stream Recycling, Electronics Waste Collection and Litter Free Events.

The Fort Wainwright Army base will pay over $79,000 for failing to shut down three banned motor vehicle disposal wells by the closure deadline, according to a settlement with the U.S. Environmental Protection Agency.

According to an EPA Region 10 press release, Fort Wainwright was fined $420 for UST violations in November 2014.

EPA announced that U.S. Army Garrison Fort Wainwright will pay $233,300 for violating federal hazardous waste management requirements. During a routine inspection of the garrison in August 2021 EPA inspectors found several violations of the RCRA including failure to make a hazardous waste determination, storage of hazardous waste without a permit, failure to properly manage pharmaceutical waste, failure to properly manage used oil, and failure to properly manage universal waste such as aerosol cans and lamps. At the time of the inspection, EPA determined the facility was operating as an unpermitted hazardous waste treatment, storage, and disposal facility. Several hazardous wastes were stored improperly and containers were left open or were stored on-site longer than allowed. In response to the inspection findings, USAG Fort Wainwright agreed to pay the monetary penalty in addition to taking the necessary steps to come into compliance and resolve the violations.
