Effluent Limitations Guidelines and Standards for the Steam Electric Power Generating Point Source Category-Unmanaged Combustion Residual Leachate (Draft)

EPA is proposing a Clean Water Act (CWA) regulation to revise the technology-based effluent limitations guidelines and standards (ELGs) promulgated in the 2024 "Supplemental Effluent Limitations Guidelines and Standards for the Steam Electric Power Generating Point Source Category" (2024 ELG). This proposed regulation for the steam electric power generating point source category applies to unmanaged combustion residual leachate (CRL) at existing sources and is estimated to reduce costs by $446 to $1,090 million dollars annually at a 3 percent discount rate.
