EPA's guidance page on the Renewal Fuel Standards Program. Congress created the renewable fuel standard (RFS) program to reduce greenhouse gas emissions and expand the nation's renewable fuels sector while reducing reliance on imported oil. This program was authorized under the Energy Policy Act of 2005 and expanded under the Energy Independence and Security Act of 2007.

The RMP Rule implements Section 112(r) of the 1990 Clean Air Act amendments. RMP requires facilities that use extremely hazardous substances to develop a Risk Management Plan. These plans must be revised and resubmitted to EPA every five years.

SPECIATE is the EPA's repository of organic gas and particulate matter (PM) speciation profiles of air pollution sources. Among the many uses of speciation data, these emission source profiles are used to: create speciated emissions inventories for regional haze, PM, greenhouse gas (GHG), and photochemical air quality modeling; estimate hazardous air pollutant (HAP) emissions from PM and organic gas emissions; provide input to the Chemical Mass Balance (CMB) receptor model; and, verify profiles derived from ambient measurements by multivariate receptor models (e.g., factor analysis and positive matrix factorization).

The site is used to report alleged violations of environmental law. Any member of the public can report an alleged violation. The site guides the user through the process and asks questions in a way that allows the person reporting a potential violation to clarify exactly what he or she is reporting. Once a tip is filed online, it is reviewed by the criminal enforcement program at EPA headquarters, within 48 hours if possible.

In recognition of America Recycles Day, this past November, the U.S. Environmental Protection Agency (EPA) held its second annual Recycling Innovation Fair and Summit. Content from these events are now accessible online through 18 December 2020. These engaging, free, virtual events focus on highly innovative technologies and strategies to create a more robust and sustainable recycling system in the U.S. and abroad. The America Recycles: Innovation Fair featured more than 40 innovators who are advancing the recycling system through strategies such as: deploying artificial intelligence robots to enhance operations at recycling facilities; using hard-to-recycle plastics in 3D printing materials; installing small system sorting units in stadiums and small communities; creating new construction materials from hard-to-recycle plastics; and using automated technology and recycled glass bottles to create new glassware.

In 2021, EPA's Office of Research and Development initiated the Wildfire Smoke Air Monitoring Response Technology (WSMART) Pilot, loaning air monitoring technologies to state, local, and tribal air organizations to support supplemental air monitoring in areas affected by wildfire smoke and with observational data coverage gaps. During 2023, this pilot technology loan program will continue to provide several technology types – including stationary air sensor systems and a compact vehicle add-on mobile monitoring system (VAMMS) – to state and local air agency monitoring staff and professional tribal air quality staff members upon request. The equipment is not available for general public use.

Facilities that need to submit SDSs or the list of hazardous chemicals under Section 311, also need to submit an annual inventory report for the same chemicals (EPCRA Section 312). This inventory report must be submitted to the State or Tribal Emergency Response Commission (SERC or TERC), Local or Tribal Emergency Planning Committee (LEPC or TEPC), and the local fire department by March 1 of each year. Most States require the Tier II form. Tier II forms require basic facility identification information, employee contact information for both emergencies and non-emergencies, information about chemicals stored or used at the facility, and additional data elements which would be useful to local planners and responders.

The EPEAT (Electronic Product Environmental Assessment Tool) ecolabel now includes criteria focused on reducing carbon dioxide and other greenhouse gasses from the supply chain for solar panel production. EPEAT was developed using a grant from EPA and is owned and managed by the Global Electronics Council. It is the first global ecolabel to set threshold criteria for embodied carbon in photovoltaics. Embodied carbon refers to the amount of greenhouse gas emissions associated with the extraction, production, transport and manufacturing of materials.

eProject Building 3.0 expands the tool's capability to accommodate two project types, utility energy service contracts (UESCs) and direct-funded projects, in addition to ePB's traditional focus, energy savings performance contracts (ESPCs). While it was technically possible to use ePB for these project types before, the modifications make the tool considerably "friendlier" for users pursuing UESCs and direct-funded projects. Some of the modifications relate primarily to terminology, but there are also functional changes. As an example, savings "guarantees" are eliminated for UESCs, and direct-funded projects do not include loan amortization schedules. In addition, ePB version 3.0 provides a new project data report output that can be directly uploaded to FEMP's EISA 432 Compliance Tracking System (CTS) to populate the CTS Initiated Projects Report.

On October 22, 2015, EPA published the final National Pollutant Discharge Elimination System (NPDES) Electronic Reporting Rule. This regulation replaces most paper-based Clean Water Act (CWA) NPDES permitting and compliance monitoring reporting requirements with electronic reporting. Under the rule, all authorized NPDES programs are required to submit an Implementation Plan for achieving the "Phase 2" E-Reporting requirements to EPA. Through joint governance and multi-agency representation, the NPDES E-Reporting Rule Implementation Plan Integrated Project Team (IPT) developed and distributed a template for creating the required implementation plans.

It consists of an overview of the authority agencies have to use ESPCs for their energy and water projects and covers key features, benefits, and budget allocation of this important project financing tool. The instructors will provide brief case studies highlighting how their respective organizations adapted process elements to meet their business objectives. Key questions that will be addressed include determining objectives, establishing a baseline, establishing a business as usual forecast, setting GHG reduction targets, selling to senior management, and how to devise a viable implementation plan. The instructors will also provide direction on applicable tools and references, and they will lead discussion on how to overcome some of the most challenging obstacles.

The Department of Defense (DoD) has launched a cohort of prototype projects to demonstrate treatment technologies for per- and polyfluoroalkyl substance (PFAS)-impacted media. PFAS are very stable in the environment, due to their unique chemical structure, and are relatively resistant to natural breakdown processes. Spread across three DoD-identified installations, these efforts will demonstrate new technologies targeting these chemicals through a partnership with the DoD's Environmental Security Technology Certification Program (ESTCP), the Air Force, the Navy, and the Defense Innovation Unit (DIU). Ten companies have been awarded prototype contracts under this effort. The ESTCP and DIU Environmental Remediation & Restoration from PFAS Initiative combines and compares methods that concentrate and destroy PFAS both on and off-site. The selected projects consist of three discrete actions for PFAS-impacted media: water source remediation, soil treatment, and PFAS destruction.

On 5 April 2024, the EPA published the NESHAP: Ethylene Oxide Emissions Standards for Sterilization Facilities Residual Risk and Technology Review (2024 Final Rule). The 2024 Final Rule revised the Commercial Sterilization Facilities NESHAP based on a residual risk and technology review (RTR) pursuant to the Clean Air Act (CAA) sections. On 12 March 2025, the EPA announced that it was reconsidering the 2024 Final Rule. Based on its reconsideration of the RTR in the 2024 Final Rule, the EPA is proposing to amend the Commercial Sterilization Facilities NESHAP. The amendments would rescind the risk based standards, revise the standard for new aeration room vents that resulted from the technology review, revise the compliance demonstration requirements, and rescind a requirement related to permanent total enclosure (PTE). This proposal also includes technical corrections and clarifications to the Commercial Sterilization Facilities NESHAP and Performance Specification 19 to address erroneous cross-references, omissions of text, and typographical errors in the regulatory text that the EPA has identified after publication of the 2024 Final Rule. DOD conducted an evaluation to determine what are needed to identify, mitigate, and remediate contamination from perfluoroalkyl and polyfluoroalkyl substances (PFAS) at DoD installations; and identify populations exposed to PFAS at DoD installations and inform them of the associated health and safety concerns. DOD is recommending that the Under Secretary of Defense for Acquisition and Sustainment revise DoDI 4715.18 to include requirements for Emerging Chemical Program officials to initiate proactive risk management actions based on measurable risks to the DoD areas of concern to mitigate contaminant effects of emerging chemicals at DoD installations, develop risk management options and initiate proactive risk management actions which may be warranted to identify and mitigate the contaminant effects of emerging chemicals as early as possible in the Emerging Chemical Process, regardless of whether an emerging chemical is on the Emerging Chemical Watch List or the Emerging Chemical Action List; and formally inform DoD users of emerging chemicals and of their status in the Emerging Chemical Process.

After visiting nearly 100 federal sites to assess requirements for electric vehicle (EV) charging stations, the National Renewable Energy Laboratory has developed an interactive web tool to generate site layouts and cost estimates remotely and more efficiently to support federal EV charging station deployment. EVI-LOCATE (Electric Vehicle Infrastructure – Locally Optimized Charging Assessment Tool and Estimator) uses geospatial analysis, artificial intelligence surface interpretation, the National Electrical Code, component-level costing data, and thousands of invoices to generate location-specific cost estimates and site layouts for EV charging projects.

The study, done in partnership with the DOE and with funding support from the Office of EERE, is an initial exploration of the transition to a 100% clean electricity power system by 2035--and helps to advance understanding of both the opportunities and challenges of achieving the ambitious goal. Overall, NREL finds multiple pathways to 100% clean electricity by 2035 that would produce significant benefits, but the exact technology mix and costs will be determined by research and development (R&D), manufacturing, and infrastructure investment decisions over the next decade.

This EO states that the Federal Government shall provide leadership in preserving, restoring and maintaining the historic and cultural environment of the Nation. Agencies of the executive branch of the Government shall: (1) administer the cultural properties under their control in a spirit of stewardship and trusteeship for future generations, (2) initiate measures necessary to direct their policies, plans and programs in such a way that federally owned sites, structures, and objects of historical, architectural or archaeological significance are preserved, restored, and maintained for the inspiration and benefit of the people, and (3), in consultation with the Advisory Council on Historic Preservation (16 U.S.C. 470i), institute procedures to assure that Federal plans and programs contribute to the preservation and enhancement of non-federally owned sites, structures and objects of historical, architectural or archaeological significance.

Under this EO each Federal agency must provide leadership and take action to minimize the destruction, loss or degradation of wetlands, and to preserve and enhance the natural and beneficial values of wetlands. Each agency, to the extent permitted by law, must avoid undertaking or providing assistance for new construction located in wetlands unless the head of the agency finds: there is no practical alternative to such construction; the proposed action includes all practical measures to minimize harm to wetlands that may result from such use. In making this finding the head of the agency may take into account economic, environmental and other pertinent factors (Section 2(a)). Each agency must also provide opportunity for early public review of any plans or proposals for new construction in wetlands (Section 2(b)).

Federal Compliance with Pollution Control Standards

This EO requires all Federal agencies to be in compliance with environmental laws and fully cooperate with EPA, State, interstate, and local agencies to prevent, control, and abate environmental pollution. EO 13148 revoked Section 1-4 titled ‘‘Pollution Control Plan.’’ No other portions of this EO were revoked by EO 13148.

Environmental Effects Abroad of Major Federal Actions

This EO requires Federal agencies with facilities located outside the United States to consider the impact of major actions on the environment. The EO identifies four categories of “major” actions and requires Federal agencies with facilities overseas to establish procedures, in consultation with the Department of State and Council on Environmental Quality, for implementing the Order’s requirements.

This EO delegates authorities of Outer Continental Shelf Land Acts Amendments of 1978 to the following agencies: the Department of Commerce or the Department of Interior administers natural resources; Federal Maritime Commission administers vessels and penalties on vessels; and the Department of Transportation administers offshore facilities. This order was amended by EO 12418.

Management of Federal Legal Resources

This EO establishes a Federal Legal Council consisting of the Attorney General and 15 agencies to encourage coordination and communication among Federal legal offices. E.O. 12146 also creates a process to mediate legal disputes between agencies, creates a litigation notice system for civil litigation affecting the Federal government, and encourages agencies to release legal opinions that are statements or interpretation of agency policy, unless this would cause demonstrable harm.
