Just as birders have field guides for identification when birding, there are guides on corals for observers as well. With over 6,000 known species, coral reefs are the largest biological origin structures on earth and are complex structures. Many coral species are challenging to identify--even by experts. In partnership with NOAA's National Marine Fisheries Service (NMFS) Pacific Islands Regional Office, NCEI has released seven coral field identification guides for the Western Pacific Ocean. These guides are a resource for scientists, managers, monitoring teams, and others interested in learning about reef-building corals. This training can be requested online or in person.

USFWS announced a finding on the gray wolf (Canis lupus) in the Northern Rocky Mountains (NRM) and in the Western United States. After a thorough review of the best available scientific and commercial data, they find that gray wolves within the NRM area do not, on their own, represent a valid listable entity; therefore, the NRM is not warranted for listing under the ESA. They find that the gray wolf in the Western United States is a valid listable entity; however, the gray wolf in the Western United States does not meet the definition of an endangered species or a threatened species. Thus, they find that listing the gray wolf in the Western United States is not warranted at this time. The finding in this document was made on 7 February 2024. POC is Marjorie Nelson, Acting Assistant Regional Director, Ecological Services Mountain-Prairie Region, 720–582–3524, marjorie_nelson@fws.gov. USFWS announced three 90-day findings on petitions to delist the grizzly bear in the lower-48 States (Ursus arctos horribilis) under the ESA. One petition requests delisting the grizzly bear in the lower-48 States, and the other two petitions request delisting populations in two specific ecosystems, the Northern Continental Divide Ecosystem (NCDE) and the Greater Yellowstone Ecosystem (GYE). With the publication of this document, they announce that they plan to initiate a status review to determine whether the petitioned actions are warranted. To ensure that the status review is comprehensive, they are requesting new scientific and commercial data and other information regarding the grizzly bear in the NCDE and GYE and factors that may affect its status in those ecosystems, including the adequacy of existing regulatory mechanisms to address threats now and in the foreseeable future. Based on the status review, they will issue a 12-month petition finding, which will address whether the petitioned actions are warranted, in accordance with the Act. The findings announced in this document were made on 6 February 2023. POC is Hilary Cooley, Grizzly Bear Recovery Coordinator, Grizzly Bear Recovery Office, telephone: 406-243-4903, email: hilary_cooley@fws.gov. EPA announced that U.S. Army Garrison Fort Wainwright will pay $233,300 for violating federal hazardous waste management requirements. During a routine inspection of the garrison in August 2021 EPA inspectors found several violations of the RCRA including failure to make a hazardous waste determination, storage of hazardous waste without a permit, failure to properly manage pharmaceutical waste, failure to properly manage used oil, and failure to properly manage universal waste such as aerosol cans and lamps. At the time of the inspection, EPA determined the facility was operating as an unpermitted hazardous waste treatment, storage, and disposal facility. Several hazardous wastes were stored improperly and containers were left open or were stored on-site longer than allowed. In response to the inspection findings, USAG Fort Wainwright agreed to pay the monetary penalty in addition to taking the necessary steps to come into compliance and resolve the violations.

EPA inspections found that from at least 2012 to 2013, Fort Wainwright failed to perform leak detection tests, monitor underground storage tanks regularly and investigate suspected releases as required under the Resource Conservation and Recovery Act (RCRA). The U.S. Army is taking steps to improve management of its fuel storage tanks and comply with federal laws designed to protect groundwater at Fort Wainwright Garrison, located near Fairbanks, Alaska, according to a settlement with the U.S. EPA. Steps include a new operator, decommissioning some tanks, and paying a penalty of nearly $158,700.
