This memorandum includes an overview of NEPA, including a discussion of recent amendments to the statute and recent case law as relevant to agency implementation of NEPA. As part of this guidance, CEQ has provided a template that agencies are encouraged to follow for such NEPA implementing procedures, attached as Appendix 1. The MOU also calls for improving tribal access to the sites. It was signed by cabinet secretaries from the U.S. Departments of Agriculture, Defense, Energy and Interior. It was also signed by the chairman of the Advisory Council on Historic Preservation.

EPA, The Nature Conservancy, and the Association of Clean Water Administrators (ACWA) have jointly signed a memorandum of understanding (MOU) that formalizes a mutual collaboration between these groups as they strive to develop and implement healthy watersheds programs in states and with regional aquatic ecosystem programs to help sustain an integrated network of healthy watersheds across the country. EPA is finalizing an extension to the compliance dates applicable to certain entities subject to the regulation of methylene chloride promulgated under the Toxic Substances Control Act (TSCA). Specifically, EPA is finalizing an 18-month extension of the Workplace Chemical Protection Program (WCPP) and associated recordkeeping compliance dates for industrial or commercial laboratories that are not owned or operated by Federal agencies or contractors acting on behalf of the Federal government. The purpose of this study of five Army buildings was to investigate current building features and construction methods and materials to optimize energy reduction and sustainability across 15 climate zones. The approach of this study was to take existing building designs and optimize the energy performance of each building using specific energy efficiency measures (individually and separately and as integrated "packages") in order to build the most energy efficient buildings possible before looking at options like renewables and cogeneration. The study also considers the impact on operations and maintenance by energy system, and considers measures to reduce indoor and outdoor potable water use.

The Environmental Protection Agency (EPA) is proposing a narrow modification to its 2022 CGP to expand the list of areas eligible for coverage to include construction projects in Lands of Exclusive Federal Jurisdiction. This modification is necessary because the EPA is the permitting authority in Lands of Exclusive Federal Jurisdiction, and when the CGP was issued on 17 February 2022, the permit did not specifically provide eligibility for all of these areas. The proposed modification would also clarify the CGP requirements that apply to projects that discharge to receiving waters within Lands of Exclusive Federal Jurisdiction. The NASA Develop program (http://develop.larc.nasa.gov/IE/indexIE.html) which engages students to use NASA databases to address local environmental problems worked with St. Bernard Parish, LA, groups to recommend suitable planting sites for bald cypress trees. The Gulf of Mexico Program developed the Gulf Guardian awards as a way to recognize and honor businesses, community groups, individuals, and agencies that are taking positive steps to keep the Gulf healthy, beautiful and productive.

NAFTC offers training in the form of classes and workshops on a wide array of topics such as biodiesel, ethanol, hybrids, hydrogen, fuel cells, natural gas (CNG cylinder inspection, LNG, and light- and heavy-duty vehicles), battery-powered electric vehicles, and propane. Courses on transient emissions testing and AFV applications for forklift and material handling are also available.

A computerized communications network for the archeological and historic preservation community--was established to improve access to information on archeological activities nationwide. This internationally recognized resource is maintained through a cooperative agreement between NPS and the Center for Advanced Spatial Technologies (CAST) at the University of Arkansas.
