This office coordinates policy to promote energy and environmental sustainability across Federal Government operations, which encompass more than 360,000 buildings, 660,000 vehicles, and $470 billion in purchased goods and services annually. Established in 1993, OFS is housed within the White House Council on Environmental Quality (CEQ) and stewards the Interagency Steering Committee on Federal Sustainability. The Office works across Federal agencies, departments, and other White House components to ensure effective implementation and achievement of statutory requirements and Administration goals related to Federal energy and environmental performance. It also coordinates implementation of programs and initiatives to improve facility and vehicle fleet efficiency, promote adoption of efficient technologies, and modernize Federal facilities and operations.

The Oil Pollution Act (OPA) of 1990 streamlined and strengthened EPA's ability to prevent and respond to catastrophic oil spills. A trust fund financed by a tax on oil is available to clean up spills when the responsible party is incapable or unwilling to do so. The OPA requires oil storage facilities and vessels to submit to the Federal government plans detailing how they will respond to large discharges. EPA has published regulations for aboveground storage facilities; the Coast Guard has done so for oil tankers. The OPA also requires the development of Area Contingency Plans to prepare and plan for oil spill response on a regional scale.

The Office of Management and Budget (OMB) and the Council on Environmental Quality (CEQ) on September 7, 2012, issued a joint memorandum calling for department and agency commitment to the goals identified in the Memorandum on Environmental Collaboration and Conflict Resolution, and the goals identified in related policy guidance. This memorandum supersedes an OMB/CEQ joint memorandum issued in November 28, 2005, on Environmental Conflict Resolution. It broadens the efforts called for under the 2005 memorandum by explicitly encouraging appropriate and effective upfront environmental collaboration to minimize or prevent conflict. The memorandum applies to all executive branch agencies as they carry out their responsibilities under their organic acts and enabling legislation, the National Environmental Policy Act, and other laws in effect to manage and conserve our environment, natural resources, and public lands.

This memorandum, dated 4 August 2016, has the goal of improving Federal agencies' mobile service inventories and moving to a Government-wide strategy for common mobile service needs. One aspect of the memorandum is the requirement for covered agencies to develop a strategic plan no later than 31 October 2016, to be evaluated annually, for at least one next generation Government-wide acquisition solution, to be awarded prior to 31 May 2018.

This EPA tool, published September 2013, includes a menu of bid specification development tools, for use by cities, counties, land banks, and other entities engaged in residential demolition operations to yield an improved environment result. The bid specification development tools found in the appendices of this document have been designed to serve more than one purpose. They can serve as a tool to help the reader anticipate the environmental issues and concerns that may arise in connection with a demolition project so that those issues and concerns can be factored into the planning process. They can help the reader develop and organize information concerning a demolition project. They can also be used to modify existing bid specification language used by a community or to assist in creating language for new bid specifications. This specification language could then be utilized to develop procurement language, contract language, and associated documents, as appropriate, for use in a specific bid package that would instruct contractors on the contract and on the general and the technical requirements for the demolition project.

This free, publicly available online database of consumer products engineered with nanotechnology was launched March 10 by the Project on Emerging Nanotechnologies at the Woodrow Wilson International Center for Scholars. The database contains information on 212 products from 15 countries, including clothing, cosmetics, dietary supplements, and goods for children.

This is a linked open data platform bringing together energy information to provide improved analyses, unique visualizations, and real-time access to data. The site was developed and populated by DoE, the National Renewable Energy Laboratory (NREL) and other National Laboratories. The site currently houses more than 60 clean energy resources and data sets, including maps of worldwide solar and wind potential, information on climate zones, and best practices. NREL will continue to develop, monitor, and maintain the site.

Developed at the National Renewable Energy Laboratory (NREL), OpenStudio is the foundation for a number of end-user tools that help architects, building engineers and building energy modelers produce building simulations with more consistent results. It is a cross-platform (Windows, Mac, and Linux) collection of software tools to support whole building energy modeling using EnergyPlus and advanced daylight analysis using Radiance. OpenStudio is a free, open source project to facilitate community development, extension, and private sector adoption. OpenStudio includes graphical interfaces along with a Software Development Kit (SDK).

This February 2016 manual (EPA- 510-K-16-001) contains brief summaries of the federal underground storage tank (UST) requirements for operation and maintenance (O&M), as well as practical help that goes beyond the requirements. Checklists prompt the user to look closely at what kinds of equipment are in use and how to keep that equipment working properly over the lifetime of the UST system. The manual provides recordkeeping forms that also help the UST owner and operator keep equipment operating properly.

Issued by EPA's Office of Solid Waste and Emergency Response (OSWER), the purpose of this document is to provide guidance to support Five-Year Reviews (FYRs) under CERCLA, as amended, where institutional controls (ICs) are included as components of site remedies. FYRs generally are conducted where the chosen remedy leaves waste in place and does not allow for unlimited use and unrestricted exposure(UU/UE) at a site. This guidance supplements OSWER's 2001 Comprehensive Five-Year Review Guidance (FYR Guidance) and provides recommendations for conducting FYRs for the IC component of remedies in a manner similar to the review of engineering or other remedy components.

EPA is correcting a final rule that appeared in the Federal Register (FR) on 17 April 2024. The EPA finalized the Other Solid Waste Incinerators (OSWI); Title V Permitting Provisions rule which removed title V permitting requirements for air curtain incinerators that burn only wood waste, clean lumber, yard waste, or a mixture of these three types of waste. Following publication of this final rule, the EPA discovered inadvertent errors in the regulatory text and is correcting them in this action. The final rule is effective on 14 November 2024. Overseas Compliance Assessment Protocols (OCAP) manuals are environmental compliance assessment manuals intended for use by Department of Defense (DOD) installations that are located overseas. The OCAP manuals are based on Final Governing Standards (FGS) developed specifically for use in countries that host DOD installations. The manuals enable users to: identify applicable environmental regulations, document instances of environmental noncompliance, develop action plans to eliminate the noncompliance, and prevent future noncompliance. Service-specific supplements to the FGS-based OCAP manuals are available for use by the U.S. Air Force, the U.S. Army, the U.S. Navy, and U.S. Marines. The FGS-based manuals are updated as necessary; the service-specific supplements developed for use overseas are updated annually. FedCenter.gov membership is also required for access to these documents.

As the weather warms, exposure to unhealthy ground-level ozone conditions becomes more likely and especially harmful to asthmatics and those with respiratory conditions. Volatile organic compounds (VOCs) and Nitrous Oxides (NOx) react with hot temperatures in the air to form ground-level ozone. To alert and protect the public, EPA's AIRNow website provides information about air quality conditions to prevent dangerous over-exposure to ozone pollution.

EPA has asked the Clean Air Scientific Advisory Committee (CASAC) for further interpretation of the epidemiological and clinical studies they used to make their recommendation concerning stricter standards for smog. EPA will review the input CASAC provides before the new standard is selected.

EPA finalized updates to strengthen the Safer Choice and Design for the Environment (DfE) Standard, which identifies the requirements that products and their ingredients must meet to earn EPA's Safer Choice label or DfE logo. These updates strengthen the criteria products must meet to qualify for the voluntary Safer Choice label, supporting the use of safer chemicals in the marketplace. The Safer Choice program makes it easier for consumers and purchasers for facilities like schools and office buildings to find cleaners, detergents and other products made with safer chemical ingredients. Similarly, the DfE program helps people find disinfectants that meet high standards for public health and the environment.

The Guidance Manual for Paint Reuse Programs, dated January 2007, was developed by the Paint Product Stewardship Initiative (PPSI). The purpose of this manual is to provide interested stakeholders with the resources necessary to establish a successful paint reuse program and to provide existing reuse programs with best practices for more effective operations. The manual outlines various program models along with benefits and perceived barriers to starting reuse programs; highlights successful programs already in place; describes the factors that must be considered when starting a reuse program; and links the user to more detailed resources for particular programs.

This tool calculates the U.S. average energy and wood consumption and environmental releases summed across the full "life cycle" of each of five major grades of paper and paperboard. For a given grade, it allows the user to compare the environmental impacts of papers made with different levels of post-consumer recycled content, ranging from 0% (i.e., virgin paper) to 100%.

Approximately 2,900 acres of the Griffiss Air Force Base Superfund Site located in Rome, New York, is being deleted from the National Priorities List (NPL). The EPA and the State of New York, have determined that, with regard to the specified properties at the GAFB Site (i.e., the soil and groundwater beneath), either no significant threat to public health or the environment exists or all appropriate response actions, other than operation, maintenance, and 5-yr reviews, have been implemented such that they no longer pose a significant threat to public health or the environment. This action is effective March 20, 2009.

This DOE webcast will be a roundtable for four communities to describe successful partnerships between local governments and utilities that enabled the local governments to implement new clean energy programs or enhance existing ones. The speakers will highlight their local governments' efforts to institutionalize energy efficiency and renewable energy use within their government organizations and throughout their communities with the help of utilities. Attendees will hear information on specific steps they took to build and sustain their local government-utility partnerships; how much funding was leveraged, the impact of the leveraged funding, the outcomes of the local government-utility partnership. and future plans for the partnerships. Communities participating in the roundtable will be Allegheny County, Pennsylvania; Baltimore, Maryland; Napa County, California; and Denver, Colorado.

The signing took place on October 28, but the program’s original kickoff was just about one year to the day, beginning with a meeting between the two participants and the Texas Commission on Environmental Quality (TCEQ), the organization that facilitated the partnership.

The contamination of wastewater with pathogens has become an ever-increasing concern for wastewater treatment plant operators since the 2001 Amerithrax incident, 2014 Ebola outbreak, and most recently, the COVID-19 pandemic. A better understanding of how these pathogens move through the wastewater system and effective measures for removing them from materials and waster is crucial. This webinar presentation will showcase research conducted at EPA's Test and Evaluation facility. It will discuss pathogen persistence in an activated sludge treatment system, methods for treating biosolids contaminated with heat-resistant spores (i.e., lime stabilization, composting, and incineration) and what conditions might contribute to pathogens surviving treatment. Lastly, the presentation will go over past and ongoing work on the characteristics and properties that govern bioaerosol emission from aeration basins at wastewater treatment plants.
