This version of the workbook must be used for comprehensive reporting of fiscal year (FY) 2015 energy, costs, square footage, and associated operational data. The data report is an Excel workbook that collects agency-aggregated data that are necessary for calculating scope 1, 2, and 3 greenhouse gas emissions in the commonly used native units of energy consumption and fugitive emissions, as well as activity data for estimating scope 3 indirect emissions. It provides users with the summation of their calculated emissions, as well as the performance results for other energy and sustainability goals. The Annual Greenhouse Gas and Sustainability Data Report for FY 2015 is due on 29 January 2016.

The latest TSCA Inventory is now available on EPA's website. The TSCA Inventory is a list of all existing chemical substances manufactured, processed, or imported in the U.S. This biannual update to the public TSCA Inventory is part of EPA's regular posting of non-confidential TSCA Inventory data. The next regular update of the Inventory is planned for summer 2022. The Inventory contains 86,631 chemicals of which 42,039 are active in U.S commerce. Other updates to the TSCA Inventory include new chemical substance additions, commercial activity data and regulatory flags, such as polymer exemptions, TSCA section 4 test orders and TSCA section 5 significant new use rules (SNURs).

EPA published the National Pollutant Discharge Elimination System (NPDES) Electronic Reporting Rule on October 22, 2015. This rule is modernizing Clean Water Act (CWA) reporting for municipalities, industries and other facilities. The rule replaces most paper-based NPDES reporting requirements with electronic reporting. That reporting is done either via the Network Discharge Monitoring Report (NetDMR) tool or the NPDES eReporting Tool (NeT). Both sites can bee accessed here.

The 2015 MSGP requires operators to electronically submit notices of intent (NOIs), annual reports, notices of termination (NOTs), discharge monitoring reports (DMRs), and no exposure certifications unless the EPA Regional Office has granted the operator an electronic reporting waiver, in which case the operator may mail the paper forms. EPA requires existing dischargers covered under the 2008 MSGP to submit a new NOI for coverage under the 2015 MSGP using NeT-MSGP, instead of the Stormwater eNOI (SWENOI) system used for the 2008 MSGP. Existing dischargers are not required to submit a notice of termination to terminate coverage under the 2008 MSGP. If your facility no longer needs industrial stormwater permit coverage, you do not need to submit an NOI for coverage under the 2015 MSGP. However, you should terminate coverage under the 2008 MSGP electronically using the SWENOI system (if your original NOI was submitted electronically) or by submitting a paper notice of termination form.

EPA has created a website that features a national web-based inventory for all non-stormwater NPDES general permits issued by states and the Agency. The inventory includes 508 non-stormwater general permits and is designed with a search tool to provide easily accessible information on master general permits, such as: permit category, permit number, state, permit title, EPA Region, issuance and expiration dates, estimated number of facilities covered by each master general permit, and permitting authority. Where a general permit is available on a state website, the web inventory provides a link so that the specific terms of the general permit can be easily viewed. While the web inventory currently only includes non-stormwater general permits, stormwater general permits will be added in the coming months.

EPA is taking direct final action to clarify its National Pollutant Discharge Elimination System (NPDES) Stormwater Phase II regulations due to recent changes made by the Census Bureau. The changes to EPA's regulations are limited to clarifying that the designation criteria for small municipal separate storm sewer systems (MS4s), which have been used since the promulgation of the regulations in 1999, will remain the same. These clarifications are necessary due to the Census Bureau's recent decision to discontinue its practice of publishing the location of "urbanized areas" along with the 2020 Census and future censuses. The clarification in this direct final rule replaces the term "urbanized area" in the Phase II regulations with the phrase "urban areas with a population of at least 50,000," which is the Census Bureau's longstanding definition of the term urbanized areas. This change will allow NPDES permitting authorities to use 2020 Census and future Census data in a manner that is consistent with existing longstanding regulatory practice. This rule is effective on 2 March 2023 without further notice, unless EPA receives adverse comment by 3 January 2023. This webinar is designed to help states and other federal agencies better track the compliance status of individually permitted NPDES facilities using the NPDES Early Warning SNC Dashboard. The NPDES Early Warning SNC Dashboard allows users to view SNC statuses for last official quarter, subsequent unofficial quarter, and current quarter in progress ("real-time status"). Real-time statuses indicate whether a facility would be in SNC if nothing changed for the rest of the current quarter, or whether a single additional effluent violation could cause SNC ("warning"). The first hour of this training will be an introduction to the Dashboard and the second hour will focus on conducting more advanced analysis with the Dashboard. In order for federal users to obtain access to the Early Warning Dashboard (and other compliance tools), users will need to register for an ECHO Gov account.

EPA first issued the Vessel General Permit (VGP) in 2008 and subsequently reissued it in 2013. The VGP provides for NPDES permit coverage for incidental discharges into waters of the United States from commercial vessels greater than 79 feet in length and for ballast water from commercial vessels of all sizes. EPA estimates that approximately 61,000 domestically flagged commercial vessels and approximately 8,000 foreign flagged vessels require VGP permit coverage for such incidental discharges.

President Obama's June 2014 memorandum, Creating a Federal Strategy to Promote the Health of Honey Bees and Other Pollinators, directs Federal agencies to take steps to protect and restore domestic populations of pollinators. To help achieve this goal, CEQ issued on October 22, 2014 an addendum to its sustainable landscape guidance, Supporting the Health of Honey Bees and other Pollinators. The guidance will help Federal agencies incorporate pollinator friendly practices in new construction, building renovations, landscaping improvements, and in facility leasing agreements at Federal facilities and on Federal lands.

President Obama signed Executive Order 13514 on Federal Leadership in Environmental, Energy, and Economic Performance in October 2009, setting aggressive targets for reducing waste and pollution in Federal operations by 2020. The Sustainability Plans build on three years of progress under the Executive Order and provide an overview of how agencies are saving taxpayer dollars, reducing carbon emissions, cutting waste, and saving energy.

On May 24, 2011, Secretary of Energy Steven Chu, General Services Administrator Martha Johnson, and White House Council on Environmental Quality Chair Nancy Sutley announced a major step in moving the Federal fleet further towards advanced vehicles and decreased petroleum consumption, while also cutting costs associated with fuel consumption. Furthering the Administration's goals to cut oil imports by one-third by 2025 and to put one million advanced vehicles on the road by 2015, President Obama issued a Presidential Memorandum today directing agencies to implement governmentwide fleet management practices that will ensure the Federal Government is leading by example in fuel efficiency and innovative technology. Implementation of these new requirements will move the government to purchasing 100 percent alternative fuel vehicles by 2015 and drive agencies to meet the required 30 percent decrease in petroleum consumption by 2020 under Executive Order 13514 on Federal Leadership in Environmental, Energy, and Economic Performance signed by President Obama in October 2009.

This office coordinates policy to promote energy and environmental sustainability across Federal Government operations, which encompass more than 360,000 buildings, 660,000 vehicles, and $470 billion in purchased goods and services annually. Established in 1993, OFS is housed within the White House Council on Environmental Quality (CEQ) and stewards the Interagency Steering Committee on Federal Sustainability. The Office works across Federal agencies, departments, and other White House components to ensure effective implementation and achievement of statutory requirements and Administration goals related to Federal energy and environmental performance. It also coordinates implementation of programs and initiatives to improve facility and vehicle fleet efficiency, promote adoption of efficient technologies, and modernize Federal facilities and operations.

The Bureau of Reclamation (Reclamation) is amending its regulations to add a definition for electric bikes (E-bikes) and exclude E-bikes from the regulatory definition of an off-road vehicle where E-bikes are being used on roads and trails where mechanized, non-motorized use is allowed, where E-bikes are not propelled exclusively by a motorized source, and appropriate Reclamation Regional Directors expressly determine through a formal decision that E-bikes should be treated the same as non-motorized bicycles. This change facilitates increased E-bike use where other types of bicycles are allowed in a manner consistent with existing use of Reclamation land, and increases recreational opportunities for all Americans, especially those with physical limitations. The Oil Pollution Act (OPA) of 1990 streamlined and strengthened EPA's ability to prevent and respond to catastrophic oil spills. A trust fund financed by a tax on oil is available to clean up spills when the responsible party is incapable or unwilling to do so. The OPA requires oil storage facilities and vessels to submit to the Federal government plans detailing how they will respond to large discharges. EPA has published regulations for aboveground storage facilities; the Coast Guard has done so for oil tankers. The OPA also requires the development of Area Contingency Plans to prepare and plan for oil spill response on a regional scale.

The Office of Management and Budget (OMB) and the Council on Environmental Quality (CEQ) on September 7, 2012, issued a joint memorandum calling for department and agency commitment to the goals identified in the Memorandum on Environmental Collaboration and Conflict Resolution, and the goals identified in related policy guidance. This memorandum supersedes an OMB/CEQ joint memorandum issued in November 28, 2005, on Environmental Conflict Resolution. It broadens the efforts called for under the 2005 memorandum by explicitly encouraging appropriate and effective upfront environmental collaboration to minimize or prevent conflict. The memorandum applies to all executive branch agencies as they carry out their responsibilities under their organic acts and enabling legislation, the National Environmental Policy Act, and other laws in effect to manage and conserve our environment, natural resources, and public lands.

This memorandum, dated 4 August 2016, has the goal of improving Federal agencies' mobile service inventories and moving to a Government-wide strategy for common mobile service needs. One aspect of the memorandum is the requirement for covered agencies to develop a strategic plan no later than 31 October 2016, to be evaluated annually, for at least one next generation Government-wide acquisition solution, to be awarded prior to 31 May 2018.

This OMB memorandum defines a framework for achieving the data center consolidation and optimization requirements of the Federal Information Technology Acquisition Reform Act (FITARA), the criteria for successful agency data center strategies, and the metrics OMB OFCIO will use to evaluate the success of those strategies. This EPA tool, published September 2013, includes a menu of bid specification development tools, for use by cities, counties, land banks, and other entities engaged in residential demolition operations to yield an improved environment result. The bid specification development tools found in the appendices of this document have been designed to serve more than one purpose. They can serve as a tool to help the reader anticipate the environmental issues and concerns that may arise in connection with a demolition project so that those issues and concerns can be factored into the planning process. They can help the reader develop and organize information concerning a demolition project. They can also be used to modify existing bid specification language used by a community or to assist in creating language for new bid specifications. This specification language could then be utilized to develop procurement language, contract language, and associated documents, as appropriate, for use in a specific bid package that would instruct contractors on the contract and on the general and the technical requirements for the demolition project.

USFWS announced findings that one species is not warranted for delisting and that seven species are not warranted for listing as endangered or threatened species under the ESA. After a thorough review of the best available scientific and commercial information, they find that it is not warranted at this time to delist Bone Cave harvestman (Texella reyesi; formerly listed as endangered as the Bee Creek Cave harvestman, Texella reddelli). They find that it is not warranted at this time to list Brandegee's buckwheat (Eriogonum brandegeei Rydberg), Chowanoke crayfish (Faxonius virginiensis), Cisco milkvetch (Astragalus sabulosus), stage station milkvetch (A. vehiculus), Isely's milkvetch (A. iselyi), Columbia Oregonian (Cryptomastix hendersoni), and Rye Cove cave isopod (Lirceus culveri). However, they ask the public to submit to them at any time any new information relevant to the status of any of the species mentioned above or their habitats. This free, publicly available online database of consumer products engineered with nanotechnology was launched March 10 by the Project on Emerging Nanotechnologies at the Woodrow Wilson International Center for Scholars. The database contains information on 212 products from 15 countries, including clothing, cosmetics, dietary supplements, and goods for children.

The GSA Travel Management Information Service (MIS) is offering online training webinars to assist with air business and ground business travel reporting of Scope 3 travel greenhouse gas (GHG) emissions. These trainings sessions are specifically focused on generating travel GHG reports using GSA's Travel MIS. The team is happy to invite you to attend a one hour training session to learn how to run emission reports in MIS and report on agency emissions for FY14. The following dates and times are available. This is a linked open data platform bringing together energy information to provide improved analyses, unique visualizations, and real-time access to data. The site was developed and populated by DoE, the National Renewable Energy Laboratory (NREL) and other National Laboratories. The site currently houses more than 60 clean energy resources and data sets, including maps of worldwide solar and wind potential, information on climate zones, and best practices. NREL will continue to develop, monitor, and maintain the site.

This is an open-source tool which aids users in accessing and interpreting complex climate data. OpenClimateGIS serves users who are already familiar with GIS systems, enabling them to access data for specific regions and sectors and providing access to recent data such as outputs from climate models.

Developed at the National Renewable Energy Laboratory (NREL), OpenStudio is the foundation for a number of end-user tools that help architects, building engineers and building energy modelers produce building simulations with more consistent results. It is a cross-platform (Windows, Mac, and Linux) collection of software tools to support whole building energy modeling using EnergyPlus and advanced daylight analysis using Radiance. OpenStudio is a free, open source project to facilitate community development, extension, and private sector adoption. OpenStudio includes graphical interfaces along with a Software Development Kit (SDK).

This February 2016 manual (EPA- 510-K-16-001) contains brief summaries of the federal underground storage tank (UST) requirements for operation and maintenance (O&M), as well as practical help that goes beyond the requirements. Checklists prompt the user to look closely at what kinds of equipment are in use and how to keep that equipment working properly over the lifetime of the UST system. The manual provides recordkeeping forms that also help the UST owner and operator keep equipment operating properly.
