GSA announced a new MOU between GSA and Southern Company to develop carbon pollution-free electricity (CFE) options for federal facilities in Southern Company's service territories. The MOU documents the intent of GSA and Southern Company to collaborate on development of a roadmap that, when executed, will lead to federal agencies in that region buying more CFE and achieving reliability and resiliency objectives outlined in Executive Order 14057.

Through the Sentinel Landscapes partnership, the U.S. Department of Agriculture (USDA), U.S. Department of Interior (DOI) and Department of Defense (DOD) will work together near military installations to help farmers and ranchers make improvements to the land that benefit their operation, enhance wildlife habitat, and enable DOD's training missions to continue.

This December 2012 FEMP case study concerns a 2011 recipient of Federal Energy and Water Management Award. The focus of the study is the aviation-related fuel efficiency practices implemented by the U.S. Air Force's Air Mobility Command (AMC). The intent of this case study is to showcase how other agencies can augment their efforts through adopting similar efficiency standards.

EPA announced that the U.S. Air Force has agreed to pay a $206,811 penalty for hazardous waste storage and handling violations at the Eareckson Air Station on Shemya Island in Alaska. EPA alleges the Air Force stored hazardous wastes at the air station without a permit and failed to properly label and inspect waste containers and an above-ground storage tank in which the hazardous wastes were stored. EPA found that the Air Force improperly stored more than a ton of hazardous paints, hydrochloric acid, methyl ethyl ketone, and oxidizers, and more than 25 tons of hazardous waste fuel and oil. These wastes were stored for years longer than allowed under the Resource Conservation and Recovery Act which governs the handling of hazardous wastes. The agency also determined the Air Force failed to properly manage its universal waste, including batteries, lamps, and aerosol cans. In addition to paying the $206,811 penalty, the Air Force has also agreed to ship off-site and properly dispose of approximately 55,000 pounds of hazardous waste by the end of June 2022, improve its hazardous waste and universal waste management practices, and appropriately close the area where hazardous waste was improperly stored.

The Air Force Civil Engineer Center provides Air Force leaders with the comprehensive expertise and professional services necessary to protect, preserve, restore, develop and sustain the nation's environmental and installation resources.

The Restoration Systems and Strategies specialty area provides guidance for developing cleanup exit strategies, implementing effective remediation, and optimizing performance. Environmental Restoration Technical Support Branch, or CZTE, subject matter experts and specialists working in this specialty area collaborate with other Air Force personnel to assure that technical expertise in restoration is applied directly to Air Force cleanup responsibilities.

A team of Air Force and scientific experts announced the environmental cleanup program at Dix will meet or exceed Air Force standards. The Dix environmental program is on track for early compliance with the Air Force goal of implementing "Remedy-in-Place" by 2012.

The U.S. Air Force 611th Air Support Group has closed banned motor vehicle waste wells at 3 Alaska sites and paid $45,000 as part of a separate settlement with EPA to resolve the violations.

The Environmental Protection Agency has announced that the Air Force has signed an agreement with EPA and the Arizona Department of Environmental Quality to clean up Air Force-owned property at Air Force Plant 44, part of the Tucson International Airport Area Superfund Site in Tucson. Under the terms of the federal facility agreement, the Air Force will work with the EPA and ADEQ to clean up areas impacted by Air Force Plant 44 south of Los Reales Road. Groundwater at the site is contaminated with volatile organic compounds and other chemicals.

The AIRNow mobile application provides you real-time air quality information that you can use to protect your health when planning your day. Air quality maps from the AIRNow website provide visual depictions of current and forecast air quality nationwide, and a page on air quality-related health effects explains what actions people can take to protect their health at different AQI levels, such as "code orange."

The U.S. EPA has published a collection of case studies, titled, Off-site stormwater management case studies, featuring Delaware DOT, Washington, DC, Grand Rapids, MI, and St. Paul, MN. The multiple benefits of green infrastructure are most significant when nature-based solutions are installed throughout a community. Off-site stormwater management can provide options for operators of development and redevelopment projects to meet post-construction stormwater performance standards outside the right-of-way or limit of the area of development in some circumstances. This flexibility can facilitate achieving additional environmental and planning goals in the community, such as implementation of green infrastructure in areas not undergoing development. EPA recently developed these off-site stormwater management case studies to provide examples of a range of strategies used by local and state governments.

It highlights the rule's implications for federal agencies and identifies FEMP resources and plans to aid agencies in implementing the rule in new construction and major renovation projects. Upon completion of this course, attendees will be able to: Identify the requirements of the Clean Energy Rule; Recognize when and how to apply the Clean Energy Rule to your agency's new construction and major renovation projects; and Identify FEMP resources and plans for supporting agency implementation of the Clean Energy Rule.

U.S. Energy Information Administration has released its online analysis of 2012 energy-related carbon dioxide emissions. It indicates U.S. carbon dioxide emissions from the consumption of fossil fuels were 5,290 million metric tons carbon dioxide in 2012, a decrease of almost 4 percent from the 2011 level.

This new analysis by the U.S. Energy Information Administration indicates U.S. carbon dioxide emissions from the consumption of fossil fuels were 5,406 million metric tons carbon dioxide in 2014, an increase of 1 percent from the 2013 level. U.S. energy-related carbon dioxide emissions remain about 10% below the 2005 level.

This May 2012 paper provides a review of decision support systems and methods used over the last 15 years and summarizes the findings from visits with eight large utilities in the U.S. to discuss how each makes rehabilitation versus replacement decisions of their water infrastructure systems.

The U.S. Environmental Protection Agency has finalized an agreement with Andersen Air Force Base (AAFB) in Guam requiring the base to update its oil spill prevention plan and address other spill prevention deficiencies at the base to better protect Guam's water resources. The Federal Facility Compliance Agreement (FFCA) between EPA and AAFB will require an updated Spill Prevention, Control and Countermeasure (SPCC) plan and changes to the facilities to comply with newer, more stringent oil spill prevention requirements. The new plan will include AAFB, the Navy Base, and the petroleum pipeline between the two facilities.

EPA recently published the annual U.S. Greenhouse Gas (GHG) Emissions and Sinks, which presents a national-level overview of annual greenhouse gas emissions since 1990. The inventory shows a 9% drop in emissions since 2005, and a 1% increase in greenhouse gas emissions in 2014 from 2013 levels. By sector, power plants were the largest source of emissions, accounting for 30% of total U.S. greenhouse gas pollution. The transportation sector was the second largest source, at 26 percent.

EPA currently issues over 100 letters or memoranda per year on Clean Air Act (CAA) applicability or monitoring issues under the New Source Performance Standards (NSPS, 40 CFR 60) and the National Emission Standards for Hazardous Air Pollutants (NESHAP, 40 CFR 61 and 63) programs. These written responses are broadly termed "applicability determinations". The ADI also contains "regulatory interpretations" which are written responses that apply to the broad range of NSPS and NESHAP regulatory requirements as they pertain to a whole source category; and applicability determinations issued pursuant to the chlorofluorocarbons (CFC) regulations, cited in 40 CFR 82. The ADI, a computerized database of such letters and memoranda, allows users to search by date, office of issuance, subpart, citation, control number, or string word searches.

This tool is designed to help you assess whether your facility would be required to report greenhouse gas (GHG) emissions as required by EPA's Mandatory GHG Reporting Rule. Applicability depends on the source categories located at the facility and, for some source categories, the emission level or production capacity.
