The Climate Adaptation Science Centers are the Department of the Interiors mechanism for assisting agency land managers understand impacts and strategically adapt to changing conditions.

These pages provide access to water-resources data collected at approximately 1.9 million sites in all 50 States, the District of Columbia, Puerto Rico, the Virgin Islands, Guam, American Samoa and the Commonwealth of the Northern Mariana Islands. This free publication (download pdf only) discusses alternative water sources such as graywater and stormwater that can serve a range of non-potable uses, including irrigation, toilet flushing, washing, and cooling, although treatment may be needed. Stormwater may also be used to recharge groundwater, which may ultimately be tapped for potable use. In addition to providing additional sources of local water supply, harvesting stormwater has many potential benefits, including energy savings, pollution prevention, and reducing the impacts of urban development on urban streams. This document gives UST system owners and operators recommended inspection guidelines and best management practices for system sumps and spill buckets. It is intended to help owners identify and inspect the sumps and spill buckets associated with their underground storage tank systems; to explain steps they can take to maintain them and identify potential problems; and to provide owners with tips for fixing common problems before they cause a release of petroleum products to the environment. The manual includes safety considerations, a general introduction to kinds of sumps, basic maintenance procedures, and an inspection checklist for sumps and spill buckets.

This website allows users to enter a zip code and identify utilities which will send their data automatically into the user's Portfolio Manager account via software tools called web services. The interactive map shows the service territories of the utilities providing customers with energy benchmarking data.

From DOE, this is an interactive Web platform that enables electric utilities across the country to show both residential and commercial customers, in a simple way, the data they can access on their electricity use. The tool highlights local access to electricity data and allows consumers to compare their electricity data access to others in their state and across the country. The data access maps display different features of consumer electricity data including the time period and timeliness of data--informing consumers, for example, whether their utility supplies same-day electricity use information--and the extent to which the data can be shared.

This compilation of samples and templates was developed to help contracting officers implement task orders for utility energy service contracts (UESC) under existing General Services Administration (GSA) area-wide contracts. The samples and templates are provided to users in an easy-to-modify format that allows contracting officers to address their agency's unique acquisition process. In addition, the General Information section contains information on FEMP contacts, resources, and tools available to assist with UESC projects.

A tool for partnerships between Federal agencies and their franchised or serving utilities. With a UESC, the utility typically arranges financing to cover the capital costs of the project. Then the utility is repaid over the contract term from the cost savings generated by the energy efficiency measures. With this arrangement, agencies can implement energy improvements with no initial capital investment; the net cost to the Federal agency is minimal, and the agency saves time and resources by using the one-stop shopping provided by the utility.

This course provides foundational information that will help agencies understand the fundamental characteristics of the utility industry in the United States. With this information and understanding, federal agencies will be better prepared to meet the 100% carbon pollution-free electricity (CFE) goals by 2030 as outlined in Executive Order 14057. This training provides attendees with an overview of the utility industry, and a suggested approach for assessing, strategizing, and implementing plans for increasing consumption of CFE.

(January 24, 2007) In a settlement with EPA, the U.S. Veterans Administration Healthcare System has committed to implement a comprehensive hazardous waste and chemicals management inventory system at all Veterans Administration (“VA") facilities in New England. The VA is developing the system to settle a 2005 EPA enforcement action for hazardous waste violations at the VA’s medical center in White River Junction, Vermont.

(San Juan, P.R. - March 25, 2010) The U.S. Environmental Protection Agency (EPA) announced today that the U.S. Department of Veterans Affairs will pay a $13,000 fine and hold training sessions on storage tank regulations to settle a complaint issued by EPA over a failure to monitor, inspect and maintain records for underground petroleum and diesel storage tank systems at a San Juan, P.R. facility.

(Kansas City, Kan., August 18, 2009) - The U.S. Department of Veterans Affairs Eastern Kansas Health Care System has agreed to pay a $51,501 civil penalty and spend nearly a half-million dollars on a plan to manage pharmaceutical and chemical wastes, all in an agreement to settle alleged violations of hazardous waste laws at its hospitals in Leavenworth and Topeka, Kan.

This May 2014 document was developed by VA's Office of Construction and Facilities Management in cooperation with other VA partners. The intent of the document is to consolidate the wide range of sustainable design requirements into one easy-to-navigate resource.

The Robert J. Dole Veterans Administration Medical Center in Wichita, Kan., has agreed to pay a $17,979 civil penalty to the United States to settle a series of hazardous waste violations on its campus. The penalty is the result of RCRA violations identified during an April 2010 inspection.

ASTM International panelists are in the process of developing a standard to assess vapor intrusion as it relates to property transactions. Vapor intrusion is caused by the release of volatile chemicals from contaminated soil and groundwater into indoor air spaces of overlying buildings, potentially causing both safety and health concerns. Panel meeting will be held in the future to determine if vapor intrusion is a recognized environmental condition (REC), which means site assessors would have to determine if chemical vapors that can contaminate indoor air through vents, porous concrete and other pathways may be present. Some environmentalists, mortgage lenders and others have suggested that if vapor intrusion is not considered a REC, it could lead to lawsuits against environmental consultants who did not consider it during site assessments or property owners who did not disclose the potential for indoor air contamination before a transaction.

This tool allows users to compare emissions and lifetime operating costs of specific vehicle models, including conventional cars and trucks, as well as vehicles running on alternative fuels such as electricity, ethanol, natural gas, or biodiesel. With this calculator, which was developed by DOE's National Renewable Energy Laboratory (NREL), car shoppers, small business owners, and fleet managers can make side-by-side comparisons between thousands of conventional, electric drive, and alternative fuel vehicles from model year 1996 and newer.

The Discharge Monitoring Report (DMR) Pollutant Loading Tool is designed to help you determine who is discharging, what pollutants they are discharging and how much, and where they are discharging. The tool calculates pollutant loadings from permit and DMR data from EPA's Integrated Compliance Information System for the National Pollutant Discharge Elimination System (ICIS-NPDES). Data are available from the year 2007 to the present. Revisions to the tool include: weekly updates with the latest facility, permit, and DMR data from ICIS-NPDES; integration of EPA TRI wastewater treatment technology information and links to the TRU pollution prevention report; and more documentation on how to use the tool.

EPA is promulgating a regulation under the Vessel Incidental Discharge Act that establishes Federal standards of performance for marine pollution control devices for discharges incidental to the normal operation of primarily non-Armed Forces and non-recreational vessels 79 feet in length and above into the waters of the United States or the waters of the contiguous zone. The final standards, once made final, effective, and enforceable through corresponding USCG regulations addressing implementation, compliance, and enforcement, will control the discharge of pollutants from vessels described above and repeal certain existing Federal, State, and local vessel discharge requirements, thus streamlining regulation of such vessel incidental discharges. EPA is also promulgating procedures states must follow if they choose to petition EPA to require the use of an emergency best management practice to address aquatic nuisance species (ANS) or water quality concerns ("emergency order"), to review any standard of performance, regulation, or policy. Learn how the Veterans Affairs Ridesharing Program has facilitated more than 700,000 rides, offering reliable, same-day transportation to veterans across 90% of the United States. The platform is driven by artificial intelligence (AI), which conducts analyses for each ride based on the ZIP code, day of the week, hour, and cost. By leveraging historical data, the AI calculates the most efficient rideshare company to fulfill the request, considering time and location, and then schedules the ride accordingly.

(Philadelphia, PA - December 5, 2007) The Perry Point Veterans Administration Medical Center will pay a $9,865 penalty to settle a lawsuit alleging underground storage tank violations. The medical center includes both a hospital and nursing home in Perry Point, Md.

The 2015 symposium was the platform for releasing the new implementing instructions for EO 13693 as well as providing updates on numerous other sustainability efforts by Federal Agencies. Videos are being accepted on a wide variety of topics including: low impact development, wetlands, marine debris, watershed management, water quality monitoring, polluted runoff, and other water-related topics. The videos should convey to the public easy, low-cost steps that individuals and communities can take to improve and protect the nation's streams, rivers, lakes, wetlands, estuaries, and oceans. Picerne Military Management, LLC, has agreed to pay a $24,900 civil penalty to settle alleged violations of the federal Clean Water Act at Fort Riley, Kansas. Picerne Military Management is a civilian development, construction, and property management company that owns and/or operates approximately 20,000 housing units on seven Army posts throughout the U.S., including Fort Riley. By agreeing to the settlement, Picerne Military Management has certified that it is in compliance with the Clean Water Act. The consent agreement is subject to a public comment period before it becomes final. The public notice and consent agreement can be found online.

The VISION modeling tool provides estimates of the potential energy use, oil use, and carbon emission impacts through 2050 of advanced light and heavy-duty vehicle technologies and alternative fuels. The model consists of two Excel workbooks: a base case of U.S. highway fuel use and carbon emissions to 2050, and a copy of the base case that can be modified to reflect alternative assumptions about advanced vehicle and alternative fuel market penetration.

R is a comprehensive statistical programming language that is cooperatively developed on the Internet as an open source project. Software to support water and wastewater utility vulnerability assessments using a qualitative risk assessment methodology. VSAT™ software is available, free of charge, for wastewater utilities (VSATwastewater™), drinking water utilities (VSATwater™), and for utilities providing both services (VSATwater/wastewater™).

Prepared by U.S. EPA, this report is the first consistent evaluation of the streams that feed rivers, lakes, and coastal waters. "Wadeable streams" are those which are shallow enough to be adequately sampled without a boat. Conducted between 2000 and 2004, the study was based on sampling at 1,392 sites selected to represent the condition of all streams that share similar ecological characteristics in various regions. It was a collaborative effort that involved dozens of state environmental and natural resource agencies, federal agencies, universities and other organizations. More than 150 field biologists were trained to collect environmental samples using a standardized method.

Section 701 of the Energy Policy Act of 2005 requires Federal agencies to use alternative fuel in their dual fuel vehicles except where the fleet has received a waiver from DOE. The guidance on obtaining waivers from the EPAct requirement to use alternative fuel was published March 2007.

The United States Postal Service (USPS) has been improperly managing and storing dangerous waste at its Seattle Bulk Mail Center in Federal Way. Washington Department of Ecology issued a $33,000 penalty for violations found during a 2024 inspection. At the Seattle Bulk Mail Center, leaking or damaged packages are set aside for disposal. If those damaged packages contain materials classified as dangerous waste, such as insecticides, propane, paints, or cleaning products, the facility is required to properly identify it, assess its hazards, and then safely store and dispose of the materials. Ecology inspections in 2018, 2019, 2022 and 2024 all found deficiencies in how the center was identifying and storing packages containing dangerous wastes, along with other hazardous wastes from the facility's operations and vehicle maintenance. The amount of dangerous waste fluctuated but was significant at times; in 2022, USPS estimated that there were 9,195 pounds (4.6 tons) on site. While awaiting disposal, containers were often unlabeled and stored in crowded areas, increasing the risk of unintended chemical reactions that could pose a threat to human health and the environment. USPS has since corrected the violations that needed to be immediately addressed.

The Environmental Protection Agency (EPA) is promulgating a regulation to facilitate compliance with the requirements of the Waste Emissions Charge in the Clean Air Act's (CAA) Methane Emissions Reduction Program (MERP). Enacted as part of the Inflation Reduction Act (IRA), this program requires the EPA to impose and collect an annual charge on methane emissions that exceed waste emissions thresholds specified by Congress. This final rule is effective 17 January 2025. EPA created the Waste Reduction Model (WARM) to help solid waste planners and organizations track and voluntarily report greenhouse gas (GHG) emissions reductions, energy savings, and economic impacts from several different waste management practices. WARM calculates and totals these impacts from baseline and alternative waste management practices--source reduction, recycling, anaerobic digestion, combustion, composting and landfilling.

Is an online tool for Tracking Methane Emissions from Solid Waste. The Rocky Mountain Institute released the Waste Methane Assessment Platform, developed with the Clean Air Task Force and funding from the Global Methane Hub. WasteMAP is a tool to improve methane emissions transparency and help identify opportunities for mitigation of methane emissions from solid waste and is accompanied by a decision support tool.

The Federal Energy Management Program investigated how effective energy savings performance contracts (ESPCs) are at integrating innovative water efficiency measures and identified ways to improve the process. This fact sheet shares the results of this assessment.

A Memorandum of Understanding (MOU) has been signed by the following organization to coordinate water efficiency research: the Alliance for Water Efficiency, the Plumbing Heating and Cooling Contractors, the International Association of Plumbing and Mechanical Officials, the International Code Council, and the Plumbing Manufacturers Institute. Sample projects that might be undertaken include drainline carry research for high efficiency toilets, non-water-using urinals, sizing of water efficient plumbing systems, and safe applications for re-use of water.

This EPA website addresses strategies for ensuring water efficiency. Tools provided include audit software, alternatives to water supply expansion, leak detection resources, and other water efficiency strategies.

WEF commissions research studies about the sources and causes of pollution, examines each new water treatment procedure, and educates the general public and water quality professionals on new techniques and solutions.

Developed by EPA, this an on-line tool that provides a flexible capability for creating user-determined climate change scenarios for assessing the potential impacts of climate change on sediment loading to streams using the USDA s Water Erosion Prediction Project (WEPP) Model. In combination with the existing capabilities of WEPP for assessing the effectiveness of management practices, WEPPCAT also can be used to evaluate the effectiveness of strategies for managing the impacts of climate change.

To assist agencies in conducting comprehensive water evaluations required per Section 432 of the Energy Independence and Security Act (EISA) of 2007, the FEMP developed the Water Evaluation Tools to help in conducting comprehensive water evaluations and water use analysis. The water evaluation tools focus on potable water consumption in major end-use categories at the campus level.

Section 106 of the Clean Water Act authorizes EPA to provide federal assistance to states (including territories, the District of Columbia, and Indian Tribes) and interstate agencies to establish and implement ongoing water pollution control programs. Prevention and control measures supported by State Water Quality Management programs include permitting, pollution control activities, surveillance, monitoring, and enforcement; advice and assistance to local agencies; and the provision of training and public information.

The Federal Energy Management Program's Water Project Screening Tool enables federal agencies to quickly screen sites for water efficiency opportunities. General information related to a site's water use is entered into the tool and recommendations on potential water efficiency projects are provided. The tool provides a qualitative score that indicates low to high water savings potential for nine end-uses.

This is a data transfer system which now allows states, tribes and other organizations to share their biological and habitat monitoring results. All data shared using the WQX framework can be accessed on-line in the STORET Data Warehouse, EPA's repository for water quality data.

This course provides discussions of environmental regulatory issues about water program compliance. Major subject areas include wastewater, storm water, and drinking water program management.

The "Water Quality Standards Academy" is best known for the "Basic Course". The Basic Course is an introductory course designed for those with fewer than six months experience with water quality standards and criteria programs. The Academy also offers "Intermediate" courses. Intermediate courses are limited to one or several closely related topics (e.g., Implementation of Nutrient Criteria, Implementation of Ammonia Criteria).

This EPA project seeks to support Tribes in submitting and maintaining data submissions to the Water Quality eXchange (WQX). Released by the National Research Council this 2011 report examines a wide range of reuse applications, including potable water, non-potable urban and industrial uses, irrigation, groundwater recharge, and ecological enhancement. With recent advances in technology and design, treating municipal wastewater and reusing it for drinking water, irrigation, industry, and other applications could significantly increase the nation's total available water resources, particularly in coastal areas facing water shortages, says a new report from the National Research Council. It adds that the reuse of treated wastewater, also known as reclaimed water, to augment drinking water supplies has significant potential for helping meet future needs. Moreover, new analyses suggest that the possible health risks of exposure to chemical contaminants and disease-causing microbes from wastewater reuse do not exceed, and in some cases may be significantly lower than, the risks of existing water supplies.

EPA is proposing a regulatory framework for states and public water systems (PWSs) to identify and assess restructuring alternatives to ensure that every community receives safe, affordable, and reliable drinking water. The proposed regulations would: establish a new mandatory restructuring assessment authority for states; require states with primary enforcement authority (primacy) to develop mandatory restructuring assessment programs and submit primacy revisions for EPA review and approval; establish requirements for states and PWSs that implement system-specific mandatory restructuring assessments; and establish eligibility requirements and limitations for restructuring incentives under state-approved restructuring plans. This proposed rulemaking is required under amendments to the Safe Drinking Water Act (SDWA). By taking this action, the EPA intends to strengthen the ongoing efforts of states and PWSs to protect public health. Comments must be received on or before 29 July 2024. EPA Water Technical Assistance (WaterTA) connects communities to experts who help assess and implement solutions for their drinking water, sewage, and stormwater needs. EPA's free water technical assistance initiatives help communities identify their water challenges, develop plans, build capacity, and develop their application materials to access federal funding. The Tackling Emerging Contaminants initiative builds on EPA's robust suite of technical assistance programs and includes diagnostic water quality sampling and analysis, source water assessment, preliminary treatment design and evaluations, operational and sampling training, and identifying solutions to address emerging contaminants and PFAS contamination including community engagement and outreach support.

Water Utility COVID-19 Financial Impact Tool can help drinking water, wastewater, and stormwater ("water") utilities assess the financial impact of the COVID-19 pandemic on the utility's cashflow. This tool leads water utilities through questions that can determine how their revenues, expenses, and cashflow have been affected by the COVID-19 pandemic. The spreadsheet automatically calculates the changes for a utility's revenues and expenses by looking at current 2020 monthly financials versus the average monthly financials of the utility's 2019 audited financial statement. Water utilities can use the tool each month to keep a running total of their cashflow.

This training course is designed for water and wastewater employees responsible for emergency response and recovery activities. It also explains why and how to implement an all-hazards program.

Since the launch of WaterSense in 2006, EPA and its partners have helped consumers save $14.2 billion in energy and water bills and 757 billion gallons of water from using WaterSense-labeled products. More than 2,900 water utilities, organizations, manufacturers, retailers, distributors, builders, and irrigation professionals certified through WaterSense programs have joined EPA to promote WaterSense-labeled products, programs, and new homes. Nearly 11,000 different models of toilets, faucets, showerheads, flushing urinals, weather-based irrigation controllers, and pre-rinse spray valves have been independently certified for performance and efficiency to earn the WaterSense label.

This is a compilation of water-efficiency best management practices, to help commercial and institutional facilities understand and better manage their water use, help facilities establish an effective water management program and identify projects and practices that can reduce facility water use.

With the new, final certification system, EPA lays out the requirements for the process and procedures for the certification of all WaterSense labeled products, ensuring that only accredited bodies are licensed to certify them. This system took effect in April 2009, superseding an interim process in place since 2006. The criteria that plumbing fixtures must meet to earn the WaterSense label has not changed, and consumers and most manufacturers will not notice any difference in the certification process.
