EPA released its 50th annual Automotive Trends Report, demonstrating that model year 2023 vehicle fuel economy reached a record high while greenhouse gas emissions dropped to record low levels. The report also shows that all 14 large automotive manufacturers are in compliance with EPA's light-duty GHG program requirements through the MY 2023 reporting period. The new MY 2023 electric vehicles and plug-in hybrid electric vehicles on the road have led to 11% lower CO2 emissions. Despite these significant improvements in local air pollution that have benefited Americans, passenger cars and light trucks still accounted for nearly 17% of total U.S. GHG emissions in 2022, indicating the importance of further reductions in GHG emissions and improvements in fuel economy. This annual report reflects EPA's commitment to provide the public with information about new light-duty vehicle greenhouse gas emissions, fuel economy, technology data, and auto manufacturers' performance in meeting the nation's emissions standards. EPA's annual Automotive Trends Report is separate from the agency's regulatory process.

The Department of Defense's Strategic Environmental Research and Development Program (SERDP) is seeking environmental research and development proposals for funding beginning in Fiscal Year (FY) 2026. Projects will be selected through a competitive process. The Core Solicitation provides funding opportunities for basic and applied research and advanced technology development. Core projects vary in cost and duration consistent with the scope of the work proposed. The Statements of Need referenced by this solicitation request proposals related to the SERDP program areas of Environmental Restoration, Resource Conservation and Resilience, and Weapons Systems and Platforms. All Core pre-proposals are due January 7, 2025 by 2:00 p.m. ET. SERDP Executive Director will conduct a webinar on November 15 from 1:00 - 2:00 p.m. ET. offering valuable information for those interested in new SERDP funding opportunities.

EPA released 2023 greenhouse gas data collected under the EPA's Greenhouse Gas Reporting Program. In 2023, reported direct emissions of greenhouse gases from large stationary sources, representing approximately 50% of total U.S. emissions, were down by approximately 4% from 2022. From 2011 to 2023, total reported GHG emissions from large facilities decreased by approximately 22%, driven by a decrease in power plant emissions. This is the fourteenth year of data collection for most sectors under the GHGRP. As directed by Congress, EPA collects annual, facility-level emissions data from major industrial sources, including power plants, oil and gas production, iron and steel mills, and landfills. More than 8,100 direct emitters and suppliers report GHG data to GHGRP.

The DOE announced that it has delivered on Congress's mandate to cut emissions from new or newly renovated federal buildings through the Clean Energy for New Federal Buildings and Major Renovations of Federal Buildings Rule. By meeting the requirements of the Rule, federal buildings will reduce pollution, improve air quality, create good-paying jobs, and take advantage of cost savings from using more energy-efficient equipment. These measures will help advance the adoption of cleaner, more efficient technologies for buildings that will lead the way to achieving President Biden's Federal Sustainability Plan goal of net-zero emissions from all federal buildings by 2045. This Rule, which implements the Energy Independence and Security Act (EISA) of 2007, requires federal agencies to phase out fossil fuel usage in new federal building construction or major renovation by achieving a 90% reduction in fossil fuel use for new projects started between fiscal years 2025 and 2029 and completely eliminating on-site fossil fuel usage in new projects beginning in 2030.

EPA released its 2024-2027 Climate Adaptation Plan, which describes agency actions to address the impacts of climate change and help build a more climate-resilient nation. The plan expands the agency's efforts to ensure its programs, facilities, workforce and operations are increasingly resilient to climate change impacts. EPA plays a central role in the Administration's efforts to tackle the climate crisis and build a climate-resilient nation. The plan builds on work initiated in the 2014 and 2021 EPA Climate Adaptation Plans to incorporate climate adaptation into the agency's programs, policies, rules, enforcement activities and operations. EPA has already made significant strides partnering with other federal agencies, states, Tribes, territories and local governments to promote climate resilience across the nation, placing a particular focus on advancing environmental justice. Nevertheless, more needs to be done given the magnitude of this global challenge.

DOE announced a National Definition of a Zero Emissions Building to advance public and private sector efforts to decarbonize the buildings sector, which is responsible for more than one-third of total U.S. greenhouse gas emissions. The definition is intended to provide industry guidance to support new and existing commercial and residential buildings to move towards zero emissions across the entire sector and help the nation achieve President's ambitious climate goals, while cutting home and business energy costs. A standardized definition for zero emissions buildings will help advance next-generation clean energy solutions, drive innovation, and tackle the climate crisis, while supporting workforce development.

The Decarbonizing the U.S. Economy by 2050: A National Blueprint for the Buildings Sector, is a comprehensive plan to reduce GHG emissions from buildings by 65% by 2035 and 90% by 2050. DOE led the Blueprint's development in collaboration with the HUD, the EPA, and other federal agencies. The Blueprint is the first sector-wide strategy for building decarbonization developed by the federal government.

EPA announced a final rule, Multi-Pollutant Emissions Standards for Model Years 2027 and Later Light-Duty and Medium-Duty Vehicles, that sets new, more protective standards to further reduce harmful air pollutant emissions from light-duty and medium-duty vehicles starting with model year 2027. The final rule builds upon EPA's final standards for federal greenhouse gas emissions standards for passenger cars and light trucks for model years 2023 through 2026 and leverages advances in clean car technology to unlock benefits to Americans ranging from improving public health through reducing smog- and soot-forming pollution from vehicles, to reducing climate pollution, to saving drivers money through reduced fuel and maintenance costs. These standards will phase in over model years 2027 through 2032.

The Rocky Mountain Institute released the Waste Methane Assessment Platform, developed with the Clean Air Task Force and funding from the Global Methane Hub. The White House Office of Domestic Climate Policy (Climate Policy Office), through the U.S. Department of Energy, seeks to create a standardized, verifiable basis for defining a zero emissions building. A broadly accepted common minimum definition for a zero emissions building, as well as a pathway for verification, is foundational to efforts by public and private entities to transition the building sector to zero emissions. The U.S. Global Change Research Program (USGCRP) is pleased to announce the release of the Fifth National Climate Assessment (NCA5). Led by USGCRP and its 14 member agencies, NCA5 draws on the expertise of nearly 500 authors and 250 contributors from every state, as well as Guam, Puerto Rico, and the U.S. Virgin Islands. NCA5 is the most up-to-date and comprehensive assessment of climate change in the United States, providing authoritative, decision-relevant information on how people across the country are experiencing climate change, the risks we face now and in the future, and actions underway to reduce greenhouse gas emissions and build resilience. USGCRP is providing a series of webinars led by the authors of key chapters of this report. DOE published the "2023 Better Buildings Initiative Progress Report," which summarizes the achievements of DOE's Better Buildings public and private sector partners since the initiative's inception in 2011. The report shows that partnering entities, including more than 900 businesses, state and local governments, utilities, housing authorities, and other public and private organizations, to date have collectively saved $18.5 billion through efficiency improvements and cut harmful carbon dioxide emissions by nearly 190 million metric tons-- an amount roughly equivalent to combined annual emissions of 24 million homes. This report also includes the results of the Better Climate Challenge, an initiative that challenges major building portfolio owners and industrial partners to cut their greenhouse gas emissions by 50% within 10 years. In year one of the Challenge, partners have reported on nearly 1 billion square feet of buildings and 1,500 industrial plants. Through the Better Buildings Initiative, DOE aims to improve energy efficiency in the commercial, industrial, and residential sectors and accelerate cost-effective decarbonization solutions across the economy--supporting the Administration's efforts to lower energy costs for American families and businesses while addressing the climate crisis.

EPA announced the latest actions to phase down climate-damaging hydrofluorocarbons (HFCs) under the bipartisan American Innovation and Manufacturing (AIM) Act, building on the Biden-Harris Administration's progress in accomplishing an initial 10% reduction and helping achieve an 85% reduction by 2036. The first new action is a final rule to accelerate the ongoing transition to more efficient and climate-safe technologies in new refrigeration, heating and cooling systems and other products by restricting the use of HFCs where alternatives are already available. The second action is a proposed rule to better manage and reuse existing HFCs, including by reducing wasteful leaks from equipment and supporting a growing American industry for HFC recycling and reclamation. Under the AIM Act, the Biden-Harris Administration is phasing down HFCs to achieve a 40% reduction of HFCs starting in 2024 and an 85% reduction by 2036. Today's actions will support the national phasedown, including through an additional $4.5 billion in estimated savings for industry and consumers, while supporting good-paying American manufacturing jobs to produce the next generation of equipment and HFC alternatives.

GSA has reported progress toward key sustainability goals in recent years across its buildings portfolio. In this report GSA's aggregated buildings portfolio data show it exceeded prior goals for energy efficiency, water efficiency, emissions reduction, and renewable electricity share in fiscal year 2021, however GSA officials cited lack of access to capital as a challenge it faces in meeting future federal sustainability goals. GSA officials said the scale and scope of the projects needed to achieve net-zero building emissions by 2045 will require resources beyond what has historically been available.

DOE unlocked billions of dollars in private capital to improve the efficiency and sustainability of federal facilities. DOE competitively awarded contracts to 20 energy service companies (ESCOs) to provide Energy Savings Performance Contracts (ESPCs) for federal agencies, marking the fourth generation of such contracts awarded by DOE since 1998. Energy and water infrastructure projects financed through DOE's ESPC indefinite-delivery, indefinite-quantity (IDIQ) contract offer guaranteed cost savings for federal sites. With a ceiling of $5 billion per ESCO contract, they require no upfront government funding and are designed to pay for themselves over time. The Federal Energy Management Program (FEMP) Climate Smart Building Initiative (CSBI) Tool supports agencies completing the CSBI Project Tracking table portion of the CSBI Target Tracker spreadsheet, part of the FY25 Building Strategic Plans. The CSBI Tool can help agencies estimate project values needed as part of the planning process.
The CSBI Tool provides methods to estimate potential energy savings, scope 1 and 2 emission reductions, and project investment, using FEMP historical performance contracting data and agency emission information. This data-driven approach allows agencies to use the limited information typically available in a project's planning phase.

EPA announced the latest action to phase down the use of climate super-pollutant hydrofluorocarbons (HFCs), issuing a final rule to implement a 40% reduction below historic levels from 2024 through 2028. The rule aligns with the bipartisan American Innovation and Manufacturing (AIM) Act's goals to reduce the production and consumption of these climate-damaging chemicals by 85% by 2036 and help avoid up to 0.5 ?C of global warming by 2100.
The final rule builds on the success of the 10% phasedown step implemented for 2022 and 2023, by establishing a similar allowance methodology to provide regulatory certainty to industry and stakeholders, ensuring the most efficient implementation under the ongoing phasedown.
The United States began this historic phasedown on January 1, 2022, with a reduction of HFC production and imports to 10% below historic baseline levels. Since then, allowances are needed to import and produce HFCs. Starting in 2024 the phasedown will be 40% below historic levels, a significant decrease in the number of available production and consumption allowances compared to previous years. HFC allowances for calendar year 2024 will be allocated by September 29, 2023. The phasedown schedule under this program is consistent with the schedule laid out in the Kigali Amendment to the Montreal Protocol, which the United States ratified in October 2022.

The Global Electronics Council recently announced Climate Criteria for its EPEAT ecolabel. Starting in late 2023, products that have been verified to meet these criteria will be listed as Early Adopters on the EPEAT Registry. All products will have to meet the Climate Criteria by December 31, 2025. EPA coordinated comments from federal agencies for the new criteria which includes requirements for public disclosure of climate pollutants, use of renewable energy and energy reduction within the supply chain and during a product's use. The EPEAT label was developed with support from an EPA grant and federal purchasers are required to procure EPEAT registered electronics.

EPA proposed new carbon pollution standards for coal and natural gas-fired power plants that will protect public health, reduce harmful pollutants and deliver up to $85 billion in climate and public health benefits over the next two decades. The proposal for coal and new natural gas power plants would avoid up to 617 million metric tons of total carbon dioxide (CO2) through 2042, which is equivalent to reducing the annual emissions of 137 million passenger vehicles, roughly half the cars in the United States. Through 2042, EPA estimates the net climate and health benefits of the standards on new gas and existing coal-fired power plants are up to $85 billion. The proposals would also result in cutting tens of thousands of tons of particulate matter (PM2.5), sulfur dioxide, and nitrogen oxide, harmful air pollutants that are known to endanger people's health, especially in communities that for too long have disproportionally shouldered the burden of high pollution and environmental injustice.

EPA published two Federal Assistance Listings outlining key parameters of the grant competitions that will ultimately award nearly $27 billion to leverage private capital for clean energy and clean air investments across the country. Federal Assistance Listings are the first public notice requirement to implement a federal grant program.

EPA announced it is seeking public comment on its proposal to address environmental justice, climate change, and PFAS contamination in its National Enforcement and Compliance Initiatives (NECIs). Every four years, EPA selects national initiatives to focus resources on serious and widespread environmental problems where federal enforcement can make a difference. The primary objective of these initiatives is to protect human health and the environment by holding polluters accountable through enforcement and assisting regulated entities to return to compliance. EPA proposes to continue four of the six current national initiatives during the FY 2024-2027 cycle and return two of the current national initiatives to the core enforcement and compliance program. In addition, EPA proposes to address environmental justice concerns in all NECIs, and to add two new NECIs on mitigating climate change and addressing PFAS pollution, for the FY 2024-2027 cycle.

The goal of the Federal BPS is to eliminate scope 1 emissions from standard building operations for applicable facilities. The Federal BPS supports multiple goals and requirements of E.O. 14057, including reducing agency scope 1 GHG emissions (Sec. 202); achieving net-zero emissions across each agency's portfolio of buildings, campuses, and installations by 2045 (Sec. 205); and reducing facility GHG emissions by 50 percent by 2032, prioritizing improvement of energy efficiency and elimination of on-site fossil fuel use (Sec. 205). The Federal BPS provides guidance on deep energy retrofits and strategic equipment replacement in existing buildings, campuses, and installations to meet emission and energy reduction goals.

The Naval Facilities Command (NAVFAC) is partnering with the REopt analysis team and Electric Vehicle (EV) Tiger Team developed under FEMP direction to plan for 233 EV charging ports and 12 MW of solar photovoltaic (PV) generation. NREL is providing technical assistance to help NAVFAC design a smart charge management approach to align zero-emission vehicle (ZEV) charging with PV generation at Camp Blaz. Currently under construction on the island of Guam, Camp Blaz is scheduled to open in 2027, the same year that E.O. 14057 requires all light-duty vehicle fleet acquisitions to be ZEVs. As the DoD base of the future, Camp Blaz will benefit from a system aligning its ZEV charging with times that up to $150k PV would otherwise be curtailed and wasted annually.

The DOE announced a $96 million funding opportunity to support decarbonizing the domestic transportation sector. The funding will focus on expanding electric vehicle (EV) charging accessibility, create cleaner non-road vehicles through electrification and the use of alternative fuels, and develop electric drive components and materials to maximize EV efficiency and affordability. Non-road vehicles, including agricultural and construction equipment, rail, marine and aviation, are a major source of pollution, emitting more carbon pollution than any other sector of the U.S. economy. Lowering vehicle emissions will support President Biden's goal to achieve to net-zero economy by 2050. Further, in accordance with President Biden's Justice40 Initiative, applicants for this funding must show how proposed projects will benefit traditionally disadvantaged communities that lack access to clean energy sources.

The U.S. Department of Energy (DOE) released a study showing that by 2030, nearly half of medium- and heavy-duty trucks will be cheaper to buy, operate, and maintain as zero emissions vehicles than traditional diesel-powered combustion engine vehicles. Published by the DOE's National Renewable Energy Laboratory, the study finds that continued improvements with zero emission vehicle and fuel technologies will enable clean trucks to become cheaper and more readily available over the next decade. Increased use of battery electric vehicles (BEVs) and fuel cell electric vehicles (FCEVs) within the trucking industry will support the decarbonization of America's transportation sector and advance President Biden's goals to accelerate the adoption of electric vehicles, address the climate crisis, and bolster domestic manufacturing.

DOD and GSA announced a Request for Information (RFI) to gather market information and capabilities in supplying carbon pollution-free electricity to the federal government. This is an important step forward in transforming how the U.S. government buys and manages electricity, and it puts the nation on a path to achieving a carbon pollution-free electricity sector by 2035.
This RFI follows President Biden’s signing of the Executive Order on Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability (EO 14057), which directed the federal government to use 100% carbon pollution-free electricity on a net annual basis by 2030, including 50% on a 24/7 (hourly matching) basis.
The objectives of this RFI are to:
• Demonstrate the intent to achieve 100 percent carbon pollution-free electricity for federal operations by using a whole-of-government approach;
• Understand the ability of industry to supply 24x7 hourly matched carbon pollution-free electricity, and gather pricing information based on scale; and
• Gather information from industry on potential approaches to meeting the targets set by the Federal Sustainability Plan.
This is a part of the Administration’s larger goal to combat the climate crisis, including working to curb emissions, strengthen resilience, create jobs, protect public health, catalyze private sector investment, spur innovation, expand the economy, and advance equity.

The EPA has announced that its Draft Fiscal Year (FY) 2022-2026 EPA Strategic Plan has been published in the Federal Register and is available for public comment through 12 November 2021. The Strategic Plan communicates and provides a roadmap to achieve EPA's and the Biden-Harris Administration's priorities over the next four years. For the first time, EPA's Strategic Plan includes a strategic goal focused solely on addressing climate change and a strategic goal to advance environmental justice and civil rights. DOE developed the Low Carbon Technology Strategies guidance documents to support you in your journey to reduce carbon emissions in your buildings. The primary purpose is to aid owners and operators of existing buildings in planning retrofit and operational strategies to achieve deep carbon reductions. These strategy documents supplement existing energy design guides where new construction is the focus. Low Carbon Technology Strategies are currently available for 10 building types, with a supplement for commercial kitchen equipment. Recommendations are grouped by technology, with recommended actions categorized as either simple, intermediate, or advanced.

EPA added 36 chemicals to the Safer Chemical Ingredients List (SCIL). The SCIL is a living list of chemicals, by functional-use class, that EPA's Safer Choice program has evaluated and determined meet Safer Choice criteria. Chemicals on the SCIL are among the safest for their functional use. The addition of chemicals to the SCIL enables further innovation in safer chemistry, which can promote environmental justice, bolster resilience to the impacts of climate change, and improve water quality. EPA is committed to updating the SCIL with safer chemicals on a regular basis. This SCIL is a critical resource that can be used by many different stakeholders: product manufacturers use the SCIL to help them make high-functioning products that contain safer ingredients; chemical manufacturers use this list to promote the safer chemicals they manufacture; retailers use the list to help shape their sustainability programs; and environmental and health advocates use the list to support their work with industry to encourage the use of the safest possible chemistry.

The EPA announced the availability of Multipurpose Grant (MPG) funding to support states, Tribes and territories in addressing high-priority environmental issues, including PFAS, environmental justice and climate change. The multipurpose grants are intended to be used at state and Tribal discretion to complement those programs funded under established environmental laws and regulations. Recognizing that environmental challenges vary from region to region, the funding supports a wide range of initiatives. These may include: addressing contaminants such as PFAS and lead, advancing environmental justice, tackling climate change, improving air and water quality monitoring, testing for radon in schools, and conducting outreach and education activities.

EPA is proposing its first rule under the American Innovation and Manufacturing (AIM) Act of 2020 to phase down the production and consumption of hydrofluorocarbons (HFCs), highly potent greenhouse gases commonly used in refrigerators, air conditioners, and many other applications. The AIM Act directs EPA to sharply reduce production and consumption of these harmful pollutants by using an allowance allocation and trading program. This phasedown will decrease the production and import of HFCs in the United States by 85% over the next 15 years. A global HFC phasedown is expected to avoid up to 0.5 °C of global warming by 2100.
The AIM Act is among the most significant environmental laws from the U.S. Congress in recent years – co-sponsored and passed with strong, bipartisan support. Backed by a broad coalition of industry and environmental groups, it provides regulatory certainty across the United States for phasing down HFCs and ushers in the use of more climate friendly and efficient alternatives that will save consumers money while improving the environment. American companies are at the forefront of developing HFC alternatives and the technologies that use them, and the AIM Act allows these companies to continue to lead and innovate internationally.
EPA will accept comments on this proposal for 45 days after publication in the Federal Register and hold a public hearing. The agency plans to finalize this rule later this year.

SO 3399 establishes a Climate Task Force to coordinate work across the Department, including accelerating renewable energy development and identifying actions to foster investments in energy communities. SO 3398 revokes a series of Secretarial Orders issued in recent years that are inconsistent with the Department's commitment to protect public health; conserve land, water, and wildlife; and elevate science.

EPA released its 28th annual Inventory of U.S. Greenhouse Gas Emissions and Sinks (GHG Inventory), which presents a national-level overview of annual greenhouse gas emissions from 1990 to 2019. Net U.S. greenhouse gas emissions were 5,769 million metric tons of carbon dioxide equivalent in 2019, a 1.7 percent decrease in emissions between 2018 and 2019. While many long-term and short-term factors influence annual greenhouse gas emissions in recent years, the downward GHG emissions trend can be largely attributed to falling emissions in the electric power sector. The GHG Inventory covers seven key greenhouse gases: carbon dioxide, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, sulfur hexafluoride, and nitrogen trifluoride. In addition to tracking U.S. greenhouse gas emissions, the inventory also calculates carbon dioxide that is removed from the atmosphere through the uptake of carbon in forests and other vegetation. Public review of this year's report occurred from 12 February to 15 March 2021 and comments received are posted to the docket EPAHQ-OAR-2021-0008. Responses to comments will be posted to EPA's website within 2-4 weeks following publication of this report.

The U.S. Army has published the Army Climate Resilience Handbook (ACRH) for use by installation planners to assess climate risk as they write or revise a diversity of plans, including real property master plans, Integrated Natural Resource Management Plans, Installation Energy and Water Plans, and emergency management plans. The handbook is organized around a four-step, risk-informed planning process with the goal of increasing climate resilience. An integral part of the process is the on-line Army Climate Assessment Tool (ACAT). The ACAT contains information on individual installations that planners can use to determine current extreme weather and climate change effects, infrastructure, and assets that are vulnerable to these effects, and adaptation measures that can be used to increase an installation's climate resilience.

For 50 years, the U.S. Environmental Protection Agency (EPA) has maintained its commitment to protecting public health by improving air quality and reducing air pollution. This annual report, titled Our Nation's Air, summarizes the nation's air quality status and trends through 2019. Sections of this report convey information across different time periods, depending on the underlying data sources. While some are consistently available since 1970, like growth data, our longer-term trends for air quality concentrations start in 1990, when monitoring methodologies became more consistent.
