In this fact sheet the Administration is announcing new actions across agencies to support American leadership on clean manufacturing. The industrial sector is also central to tackling the climate crisis, as it is currently responsible for nearly a third of domestic greenhouse gas emissions. By helping manufacturers use clean energy, efficiency upgrades, and other innovative technologies to reduce emissions, the Administration is supporting cleaner industry that can produce the next generation of products and materials for a net-zero economy. These same manufacturing improvements will also protect public health, by reducing releases of air and water pollutants and toxic materials that disproportionately harm low-income households and communities of color.
EPA, as part of its Science to Achieve Results (STAR) program, is seeking applications proposing community-engaged research that will address the drivers and environmental impacts of energy transitions in underserved communities. DOD and GSA announced a Request for Information (RFI) to gather market information and capabilities in supplying carbon pollution-free electricity to the federal government. This is an important step forward in transforming how the U.S. government buys and manages electricity, and it puts the nation on a path to achieving a carbon pollution-free electricity sector by 2035.
This RFI follows President Biden’s signing of the Executive Order on Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability (EO 14057), which directed the federal government to use 100% carbon pollution-free electricity on a net annual basis by 2030, including 50% on a 24/7 (hourly matching) basis.
The objectives of this RFI are to:
• Demonstrate the intent to achieve 100 percent carbon pollution-free electricity for federal operations by using a whole-of-government approach;
• Understand the ability of industry to supply 24x7 hourly matched carbon pollution-free electricity, and gather pricing information based on scale; and
• Gather information from industry on potential approaches to meeting the targets set by the Federal Sustainability Plan.
This is a part of the Administration’s larger goal to combat the climate crisis, including working to curb emissions, strengthen resilience, create jobs, protect public health, catalyze private sector investment, spur innovation, expand the economy, and advance equity.
The National Renewable Energy Laboratory (NREL) recently developed and released a new geothermal heat pump technology module as part of the REopt™ web tool. The new module allows users to simulate the impacts that converting conventional heating and cooling systems to geothermal heat pumps have on on-site consumption of fuels and electricity, utility costs, and CO2 emissions. Facility owners, technology vendors, policy makers, and others can now model multiple variables to see how they interact to help determine the best opportunities for a site.
The National Renewable Energy Laboratory (NREL) has published its 2021 U.S. Geothermal Power Production and District Heating Market Report, which highlights areas where the geothermal power sector is primed for technological innovation. The report identifies significant opportunities for expanding power production through cutting-edge enhanced geothermal systems technology development; new power plant operational paradigms such as hybridization and thermal energy storage; and harnessing vast co-production potential from existing oil and gas infrastructure. Increasing the use of geothermal energy for U.S. heating and cooling can significantly contribute to the Biden-Harris Administration's decarbonization goals to cut U.S. emissions in half by 2030 and achieve a carbon pollution-free electric sector by 2035.

WASHINGTON (Dec. 28, 2021) -- In 2021, under the new leadership of the Biden-Harris Administration and Administrator Michael S. Regan, the U.S. Environmental Protection Agency took significant steps forward in tackling the climate crisis, advancing environmental justice, protecting the health and safety of communities across the country, and restoring scientific integrity.
The DOE announced $13 million in funding for 17 projects to implement energy and water efficiency, renewable energy, and climate resilience technologies at federal facilities across the country. These projects will lower energy costs and enhance resilience to climate events of all federal energy-management systems. The projects will use energy performance contracts at no additional up-front cost to the government and will lower energy and water utility bills by more than $30 million annually while reducing greenhouse gas emissions by over 200,000 metric tons. As the single largest energy consumer in the nation, reducing the carbon footprint of the federal government is critical to achieving President Biden's goal of a net zero-emission economy by 2050.
U.S. Secretary of Energy and U.S. Secretary of Transportation signed a memorandum of understanding to create a Joint Office of Energy and Transportation to support the deployment of $7.5 billion from the President’s Bipartisan Infrastructure Law to build out a national electric vehicle charging network that can build public confidence, with a focus on filling gaps in rural, disadvantaged, and hard-to-reach locations. This is a critical component of the President’s plan to accelerate the adoption of electric vehicles, address the climate crisis and support domestic manufacturing jobs. President Biden’s Bipartisan Infrastructure Law directs both agencies to collaborate on new programs and initiatives, including the new joint office, that will support the transition of the nation’s transportation systems, which currently accounts for 29% of all U.S. carbon pollution, to electric vehicles and other zero-carbon technologies.

Better Buildings Accelerator partners committed $335 million to help 155,000 low-income households access energy efficiency and renewable energy benefits, collecting resources and lessons learned into the CELICA Toolkit. The U.S Department of Energy's Federal Energy Management Program congratulates the 18 winners of the 2021 Federal Energy and Water Management Awards. These awards recognize individuals, teams, and organizations for outstanding efforts to cut energy waste, reduce costs, optimize performance, and advance America's progress towards net-zero carbon emissions by 2050. The Federal Energy and Water Management Awards are presented annually to federal employees, along with their private-sector partners, who exemplify federal leadership in efficient energy management. DOE developed the Low Carbon Technology Strategies guidance documents to support you in your journey to reduce carbon emissions in your buildings. The primary purpose is to aid owners and operators of existing buildings in planning retrofit and operational strategies to achieve deep carbon reductions. These strategy documents supplement existing energy design guides where new construction is the focus. Low Carbon Technology Strategies are currently available for 10 building types, with a supplement for commercial kitchen equipment. Recommendations are grouped by technology, with recommended actions categorized as either simple, intermediate, or advanced.
This 3.5-hour training course is a condensed version of the ESPC comprehensive course that is typically provided over a period of three days. The 3.5-hour course is often presented as a prerequisite course to other ESPC training, but also can stand-alone. Training sections cover a high-level understanding of what an ESPC is and how it is used to accomplish energy improvements, task order ordering procedures, contractor selection, risk and responsibility, measurement and verification, applicable financial schedules, pricing and financing aspects of the project, and post award contract administration including FEMP's Life of Contract services. This on demand training is organized into four modules that present an overview of the ESPC process during each phase of project development. Registration is open to all.
This course introduces attendees to the basics of energy savings performance contracts (ESPCs). It consists of an overview of the authority agencies have to use ESPCs for their energy and water projects and covers key features, benefits, and budget allocation of this important project financing tool. Attendees will understand how to get started with ESPC using the U.S. Department of Energy (DOE) IDIQ contract at their site or facility. This course also covers acquisition planning, ESCO selection, the preliminary assessment, and energy security through resilience planning. The DOE released the Solar Futures Study detailing the significant role solar will play in decarbonizing the nation’s power grid. The study shows that by 2035, solar energy has the potential to power 40% of the nation’s electricity, drive deep decarbonization of the grid, and employ as much as 1.5 million people—without raising electricity prices. The study’s findings call for massive and equitable deployment of clean energy sources, underscoring the Biden Administration’s efforts to tackle the climate crisis and rapidly increase access to renewable power throughout the country.
Data centers are energy-intensive and opportunities exist to reduce energy use, but significant knowledge, training, and skills are required to perform accurate data center energy assessments. In order to accelerate energy savings, the data center industry and DOE partnered to develop the Data Center Energy Practitioner (DCEP) Program. The DCEP training program certifies energy practitioners qualified to evaluate the energy status and efficiency opportunities in data centers.

WASHINGTON – (August 16, 2021) Today, the U.S. Environmental Protection Agency (EPA) is announcing expanded efforts to drive energy efficiency improvements among U.S. data centers. Through its ENERGY STAR program, EPA has launched an updated specification for ENERGY STAR certification of data storage products, unveiled a brand-new website experience designed to serve as the go-to place for data center energy efficiency resources, and will be updating its 1-100 ENERGY STAR score for data centers.
DOE in partnership with the National Alliance for Water Innovation (NAWI), announced a $6.5 million request for proposals (RFP) to develop new technologies for purifying non-traditional water sources. The advancements in desalination technologies will help propel the modernization of America's water infrastructure, increase access to clean, potable water and move the country towards net-zero emissions by 2050.
This collection of solutions provides guidance on establishing a green revolving fund to overcome a lack of dedicated capital. A green revolving fund is an internal capital pool dedicated to funding energy efficiency, renewable energy, and sustainability projects that generate cost savings. A portion of those savings is then used to replenish the fund, establishing an ongoing funding vehicle to help drive energy efficiency and sustainability investment over time.

The Department of the Interior today announced that the Bureau of Ocean Energy Management (BOEM) has completed the environmental analysis of the proposed Vineyard Wind I offshore wind project. This represents major progress in the Biden-Harris administrations goal to accelerate responsible development of renewable energy on public lands and waters as a key component of tackling the climate crisis and creating jobs.
Vineyard Wind is proposing what is expected to be the first project developed in their lease area, an 800-megawatt wind energy project offshore Massachusetts. The proposed project would be located approximately 12 nautical miles offshore Martha's Vineyard and 12 nautical miles offshore Nantucket in the northern portion of Vineyard Winds lease area. If approved, it would be the first commercial scale offshore wind project in the United States.

WETO's WINDExchange initiative continues to publish maps of wind resources at 100-meter hub height to provide easy-to-understand snapshots of wind energy potential based on validated data specific to different regions of the United States. Developed by experts at DOE's National Renewable Energy Laboratory, these maps depict the quality of available wind resources in different regions, which can aid preliminary efforts to understand wind resource availability in an area.
The Wind Plant Integrated Systems Design and Engineering Model (WISDEM) is a systems engineering software tool that couples engineering and cost models to help engineers understand system-level tradeoffs of design tweaks and take a holistic, systemic approach to their designs. The software allows users to swap out the blades in a turbine design, for example, and then evaluate what the impact of this change would be on other components, as well as on the overall cost and performance of the whole turbine.
Tackling the Climate Crisis at Home and Abroad January 27, 2021 The EO has three overarching objectives 1) promote safe global temperature, 2) increase climate resilience, and 3) support financial a pathway toward low greenhouse gas emissions and climate-resilient development. The EO reinstates the Presidential Memorandum of September 21, 2016 (Climate Change and National Security), establishes the Climate Policy Office within the Executive Office of the President and establishes a National Climate Task Force. In addition, the EO aims to use Federal procurement to support robust climate action including a carbon pollution-free electricity sector, no later than 2035 and clean and zero-emission vehicles for Federal, State, local, and Tribal government fleets.

This short course provides a practical introduction to the concept and practice of enterprise resilience--defined as the capacity for organizations to survive, adapt, and grow in the face of turbulent change. Natural and biological systems have evolved a variety of resilience mechanisms. Likewise, designing for resilience can help business enterprises to overcome disruptions--whether from human or natural causes--and to improve their adaptability to changing conditions. Resilience principles can be incorporated into the design of new technologies, products, processes, and competitive strategies. The course draws extensively on case studies of companies that have adopted resilience strategies and provides tools and methods for implementing "design for resilience."
eProject Building 3.0 expands the tool's capability to accommodate two project types, utility energy service contracts (UESCs) and direct-funded projects, in addition to ePB's traditional focus, energy savings performance contracts (ESPCs). While it was technically possible to use ePB for these project types before, the modifications make the tool considerably "friendlier" for users pursuing UESCs and direct-funded projects. Some of the modifications relate primarily to terminology, but there are also functional changes. As an example, savings "guarantees" are eliminated for UESCs, and direct-funded projects do not include loan amortization schedules. In addition, ePB version 3.0 provides a new project data report output that can be directly uploaded to FEMP's EISA 432 Compliance Tracking System (CTS) to populate the CTS Initiated Projects Report.
The Federal Energy Management Program (FEMP)'s Technical Resilience Navigator (TRN) helps organizations manage the risk to critical missions from disruptions in energy and water services. It provides a systematic approach to identifying energy and water resiliency gaps and developing and prioritizing solutions that reduce risk. The TRN enables organizations to be proactive in identifying and addressing vulnerabilities to their critical energy and water systems to reduce outage impacts, and support continuous mission operations.
U.S. Department of Energy's (DOE's) Wind Energy Technologies Office (WETO) has worked on ways to protect bats at wind farms. One solution is the development of an ultrasonic bat deterrent technology, from initial concept to recent commercial deployment at wind farms domestically and abroad.

The training includes an overview of what distributed wind is and covers the wind-specific issues that need to be addressed to proceed through the Federal Energy Management Program's recommended project development and implementation process (i.e., what is needed to go from an initial screening to assessing procurement options). DOE, DOC, DoD, and Department of State launched the Federal Consortium for Advanced Batteries (FCAB) to accelerate the development of a robust, secure, domestic industrial base for advanced batteries. The Consortium provides a framework for cooperation and coordination among federal agencies having a stake in developing advanced battery technology and establishing a domestic supply of lithium batteries.

On 7 July 2020, the DOE announced a solicitation for energy and water saving contracts to private-sector companies that will help improve the efficiency and address the infrastructure needs of federal facilities. DOE's will award IDIQ ESPC to multiple vendors.

On 29 June 2020 FEMP issued a Federal Agency Call titled, "Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) 2020." The AFFECT 2020 FAC (DE-EE0002329) will provide funding to strengthen energy and water infrastructure across federal agencies. Projects will improve the energy efficiency of federal operations while stimulating economic development and creating jobs in construction, building trades, and other sectors.
FEMP developed a web-based resource guide that provides federal agencies with best practices and technical clarifications for meeting the renewable electricity requirement, as directed by the CEQ in the Implementing Instructions for EO 13834. The guide provides three options that federal agencies may use to develop a strategy to meet the renewable electricity requirement: Install on-site renewable electricity, Purchase renewable electricity, and Purchase renewable energy certificates. Federal agencies can use these options to develop strategies that enable on-site generation, enhance energy resilience of federal facilities, and reduce costs.

The eighth annual Building Technologies Office (BTO) Peer Review encompasses many of BTO's active research, development, validation, and systems integration projects. Independent experts will assess the progress and contributions of projects and portfolio activities toward BTO's mission and goals. These assessments will be used to enhance the management of existing efforts, gauge the effectiveness of projects, and design future programs. The OGP Federal Supplier Energy and Risk Management Tool combines federal contract data with data about federal suppliers' and contractors' corporate-level sustainability practices. Contracting, procurement, and sustainable acquisition professionals can research existing practices and performance when designing contracting mechanisms to encourage additional cost-effective energy and risk management. Federal suppliers and contractors can benchmark versus peers. Other sustainability professionals and organizational leaders can benchmark existing or planned sustainability programs. Plus, the public can learn how the federal government spends money, and how federal contractors are working to reduce costs, avoid risks, and protect the environment.
By statute, the Director of the Office of Management and Budget (OMB) is required to publish scorecards on Federal agency performance on energy efficiency and sustainability. The scorecards available on this site assess agencies' fiscal year (FY) 2016 performance toward statutory and Executive Order goals, which were in place prior to the beginning of the current Administration. The information upon which the scorecards are based includes data, metrics, and scoring criteria that were developed in accordance with existing statutory and Executive Order requirements applicable in FY 2016.

The course will instruct from the viewpoint of site personnel, and present legislative mandates, executive orders, presidential memorandums and other goals in terms of important action items and best practices for implementation. Instructors will discuss principle energy management concepts and strategies related to energy and water efficiency, renewable energy, and sustainable acquisitions. Instructors will also offer the most current resources and tools for further information and education. The course provides a solid foundation for more in-depth study of critical topics such as renewable energy technology applications, energy efficiency improvements and energy conservation measures, energy efficient product procurement, and comprehensive water management.
EPA recognizes the efforts of federal facilities that took steps to improve efficiency, save resources and reduce costs as part of the Federal Green Challenge (FGC). Through their involvement, FGC participants reduced the federal government's environmental impact by reducing fuel oil consumption by more than 500K gallons, sending 310 tons of end-of-life electronics to third-party recyclers, saving 9.2 million gallons of industrial water, and diverting over 336K tons of waste from landfills. FGC awards are offered in two categories – data driven and narrative. Data driven awards, given in the six target areas of Waste, Electronics, Purchasing, Energy, Water and Transportation, are based on the greatest percentage of change over the previous year. Narrative awards are self-nominating and are given in the categories of Innovation, Education and Outreach, and Leadership.
Renewable energy technologies can help Federal sites meet agency goals and legislative mandates, improve energy security, and reduce environmental impact while efficiently providing electricity, heating, cooling, and other applications. This 1 hour FEMP course will introduce learners to renewable energy system integration (ESI) from the building to the utility level. This course addresses how increasing amounts of intermittent renewable energy generation can be controlled to realize energy cost savings and improve system reliability.
