DOE has released a notice of intent to issue the "Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) 2020" Federal Agency Call, which will help fund the development of federal energy efficiency, resilience, and security projects that use energy performance contracting

This publication states that a Zero Energy Building is "an energy-efficient building where, on a source energy basis, the actual annual delivered energy is less than or equal to the on-site renewable exported energy." This definition also applies to campuses, portfolios, and communities. In addition to providing clarity across the industry, this new DOE publication provides important guidelines for measurement and implementation, specifically explaining how to utilize this definition for building projects.

(October 7, 2010) U.S. Energy Secretary Steven Chu announced today the release of a report from the Department of Energy's National Renewable Energy Laboratory (NREL), which comprehensively analyzes the key factors impacting the deployment of offshore wind power in the United States. The report, "Large-Scale Offshore Wind Power in the United States: Assessment of Opportunities and Barriers," includes a detailed assessment of the nation's offshore wind resources and offshore wind industry, including future job growth potential. The report also analyzes the technology challenges, economics, permitting procedures, and the potential risks and benefits of offshore wind power deployment in U.S. waters.

Executive Order (E.O.) 13514 requires Federal agencies to reduce petroleum fuel use by 2 percent each year from 2005 through 2020, for a total 30 percent reduction. This new fleet guidance highlights a number of ways Federal agencies can reduce petroleum consumption by reducing vehicle miles traveled, increasing fleet fuel efficiency and switching to lower GHG-emitting and alternative fuels.

The Innovative Grid Deployment Liftoff report is focused on identifying pathways to accelerate deployment of key commercially available but underutilized advanced grid solutions on the existing transmission and distribution system to address near-term hotspots and modernize the grid to prepare for a wide range of energy futures.

This new DOE report, "Hydropower Vision: A New Chapter for America's First Renewable Electricity Source," looks at the future of hydropower through 2050. According to the report, with continued technology advancements, innovative market mechanisms, and a focus on environmental sustainability, hydropower in the United States could grow from 101 gigawatts (GW) to nearly 150 GW of combined electricity generation and storage capacity by 2050. Achieving this growth would help advance America's low-carbon economy and leverage renewable energy sources.

DOE has released the latest version of its building energy modeling software EnergyPlus, which calculates the energy required to heat, cool, ventilate, and light a building. EnergyPlus is used by architects and engineers to design more efficient buildings, by researchers to investigate new building and system designs, and by policymakers to develop energy codes and standards. The advanced physics calculations within EnergyPlus allows it to model a wide range of residential and commercial buildings and HVAC system types, including passive building designs and low-energy systems.

The U.S. Department of Energy (DOE) released QTR 2015 that describes the current energy landscape, the potential for improvement in systems and technologies, and a wide-ranging set of related research, development, demonstration, and deployment (RDD&D) opportunities.

The DOE released the Solar Futures Study detailing the significant role solar will play in decarbonizing the nation’s power grid. The study shows that by 2035, solar energy has the potential to power 40% of the nation’s electricity, drive deep decarbonization of the grid, and employ as much as 1.5 million people—without raising electricity prices. The study’s findings call for massive and equitable deployment of clean energy sources, underscoring the Biden Administration’s efforts to tackle the climate crisis and rapidly increase access to renewable power throughout the country.

Through participation in the Better Buildings Initiative more than 900 public and private-sector organizations are driving energy efficiency in the U.S. economy. This includes 380 trillion Btus, or $3.1 billion in reported cumulative energy and cost savings. The newly released report highlights this progress in the commercial, industrial, residential and public sectors to improve energy productivity.

Through participation in the Better Buildings Initiative more than 900 public and private sector organizations have saved nearly 1.4 quadrillion British thermal units (Btus) of energy since the program began. This is a savings of nearly $8.5 billion and more than 80 million tons of CO2. Partners also have reduced their water use by more than 6.5 billion gallons.

The DOE Building Technologies Office (BTO) has issued a request for information from the public that will inform the program development and execution of Section 40511 of the Infrastructure Investment and Jobs Act. This provision makes $225 million available to states, local governments, and partnerships through grants to help them drive the cost-effective implementation of building energy codes for improved efficiency and resilience. The positive impacts from the advancement and effective implementation of energy codes and related building energy policies in states and localities throughout the United States are significant. Model energy codes are projected to deliver $138 billion energy cost savings, 900 MMT of avoided CO2 emissions and 13.5 quads of energy in cumulative benefits to residents across the country from 2010 to 2040. Funding provided through the Infrastructure Investment and Jobs Act will help ensure the benefits of energy codes and adjacent building energy policies are realized by American homes and businesses.

DOE is inviting interested parties to submit comments that will help to develop a National Energy Rating Program for Homes. This rating program will offer consumers easy-to-understand, reliable information about the energy performance of existing homes, and help them identify cost-effective energy efficiency investments for their homes.

The National Association of State Energy Officials (NASEO) will convene the Zero-Energy Commercial Buildings Consortium in order to support the U.S. Department of Energy's (DOE's) Net-Zero Energy Commercial Building Initiative. NASEO is comprised of senior officials from the energy offices of both the states and territories, in addition to affiliates from the private and public sectors, and will provide leadership for the Consortium.

DOE has agreed to improve waste handling practices and pay $136,000 in a settlement announced today by the U.S. EPA. According to the agreement, DOE allegedly operated several dangerous waste storage units without proper permit authorization and placed waste in a landfill before treating it. Instead, DOE treated the waste after placement, a violation of existing dangerous waste regulations.

The U.S. Environmental Protection Agency (EPA) and the Department of Energy (DOE) have released the 2011 Fuel Economy Guide, providing consumers with information about estimated mileage and fuel costs for model year 2011 vehicles. Choosing the most fuel efficient vehicle in a class will save consumers money and reduce carbon pollution.

On 30 January 2012, the Senior Executive Committee met and successfully resolved the formal dispute regarding the identification of TCE and uranium as principal threat wastes in the draft final feasibility study for the Burial Ground Operable Unit at the Paducah Gaseous Diffusion Plant. The terms of the agreement are set out in the Resolution Agreement signed by DOE, Kentucky and EPA. on 10 February 2012.

For raising awareness and addressing the impacts of climate change on America's natural resources, seven awardees were recently recognized as the first recipients of the Climate Adaption Leadership Award for Natural Resources. The new award recognizes the outstanding leadership by organizations and individuals who develop innovative approaches to prevent changes that are affecting wildlife and natural resources. The Department of the Interior established the award as part of the Administration's Priority Agenda for Enhancing the Climate Resilience of America's Natural Resources.

On 31 October 2014 the DOI released its 2014 Climate Change Adaptation Plan. The 2014 Plan focuses on the Department's work to address climate change through implementation of Executive Order 13653 and the Department's Climate Change Adaptation Policy (523 DM 1). Section II of this plan explains the Department's official Climate Change Adaptation Policy and provides additional guiding principles. Section III summarizes the Department's efforts to address climate related risks. Section IV demonstrates the Department's efforts to modernize programs to support climate resilience investment.

The United States has the potential to store a mean of 3,000 metric gigatons of carbon dioxide (CO2) in geologic basins throughout the country, according to the first-ever detailed national geologic carbon sequestration assessment released today by the U.S. Geological Survey (USGS). This assessment goes further than all previous assessments in considering the viability of sequestration. For example, all areas with groundwater sources that are considered freshwater by U.S. Environmental Protection Agency (EPA) standards were eliminated from consideration for carbon storage resource potential in this assessment. WASHINGTON (October 25, 2010) – The U.S. Environmental Protection Agency (EPA) and the U.S. Department of Transportation (DOT) today announced the first national standards to reduce greenhouse gas (GHG) emissions and improve fuel efficiency of heavy-duty trucks and buses. This comprehensive national program is projected to reduce GHG emissions by about 250 million metric tons and save 500 million barrels of oil over the lives of the vehicles produced within the program's first five years.

EPA's computational toxicology research efforts evaluate the potential health effects of thousands of chemicals. The process of evaluating potential health effects involves generating data that investigates the potential harm, or hazard of a chemical, the degree of exposure to chemicals as well as the unique chemical characteristics.

EPA is looking for public comment on the annual Inventory of U.S. Greenhouse Gas Emissions and Sinks: 1990-2008 draft report. This annual report is prepared by EPA in collaboration with experts from other federal agencies. After responding to public comments, the U.S. government will submit the final inventory report to the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC). The report will fulfill the annual requirement of the UNFCCC international treaty, ratified by the United States in 1992, which sets an overall framework for intergovernmental efforts to tackle the challenge posed by climate change.

The EPA has announced that its Draft Fiscal Year (FY) 2022-2026 EPA Strategic Plan has been published in the Federal Register and is available for public comment through 12 November 2021. The Strategic Plan communicates and provides a roadmap to achieve EPA's and the Biden-Harris Administration's priorities over the next four years. For the first time, EPA's Strategic Plan includes a strategic goal focused solely on addressing climate change and a strategic goal to advance environmental justice and civil rights. A cross-agency strategy on strengthening partnerships discusses our planned activities for early, meaningful involvement with Tribes and states and on-the-ground engagement with communities. The Draft Plan also includes a suite of measures that will help EPA monitor progress and hold the Agency accountable for achieving its priorities to protect human health and the environment.

Annual U.S. emissions for the period of time from 1990 through 2007 are summarized and presented by source category and sector. The inventory contains estimates of carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFC), perfluorocarbons (PFC), and sulfur hexafluoride (SF6) emissions. Comments are due April 10, 2009.

The draft 1990-2013 Greenhouse Gas Emissions Inventory is now available for public comment. EPA is proposing revisions to strengthen the 1988 federal underground storage tank (UST) regulations by increasing emphasis on properly operating and maintaining UST equipment.

This assessment, which is done every four years, reflects data collected in 2007 from states. According to the survey results, the nation's water utilities will need to invest an estimated $334.8 billion over the next 20 years to deal with aging infrastructure. This drinking water needs survey will help EPA determine the distribution formula for Drinking Water State Revolving Fund (DWSRF) grants for the fiscal years 2010 through 2013 budgets.

DWMAPS is an online mapping tool that provides the public, water system operators, state programs, and federal agencies with critical information to help them safeguard the sources of America's drinking water. DWMAPS allows users to learn about their watershed and understand more about their water supplier. DWMAPS also lets users see if sources of their drinking water are polluted and if there are possible sources of pollution that could affect their communities' water supply. DWMAPS can even guide users to ways they can get involved in protecting drinking water sources in their community.

The Safe Drinking Water Act, as amended in 1996, established the Drinking Water State Revolving Fund to make funds available to drinking water systems to finance infrastructure improvements. EPA is launching a web-based discussion forum to gather public input on how the agency can improve protection of drinking water. The largest study of its kind conducted in the United States to date, the study evaluates the future operational and integration impacts of up to 30% wind energy penetration into the power system in the study year 2024. The study encompasses the majority of the utilities in the Eastern Interconnection. The study also includes a high-level analysis of transmission needed to deliver the wind energy to load centers and a cursory analysis of carbon pricing impacts. The study was released by the U.S. Department of Energy's National Renewable Energy Laboratory January 20, 2010.

The Electronic Code of Federal Regulations (e-CFR) is a prototype of a currently updated version of the Code of Federal Regulations (CFR). The e-CFR prototype is a demonstration project. It is not an official legal edition of the CFR. Enforcement and Compliance History Online (ECHO) Release 2.2 has added Clean Water Act compliance data searching and detailed viewing of effluent discharge data. Plus, data downloads are updated once a week instead of annually and include more detailed Clean Water Act data than in prior versions of ECHO.

The State Dashboard provides summary trends of EPA and state enforcement and compliance activity, such as how many inspections were performed, how may violations were identified, and how many enforcement actions were taken. It allows the public to see trends and allows EPA and states to review data quality and to see how states are doing with program implementation. The new platform provides a dynamic interface which allows users to customize their view to best examine the data and trends they are interested in. The Dashboard covers data for five program areas: Air, Drinking Water, Hazardous Waste, Pesticides, and NPDES.

EPA has released ECHO Version 2.4, featuring updated Clean Air Act stationary source data and a tailored search interface. ECHO provides information about environmental inspections, violations, and enforcement actions for EPA-regulated facilities, like power plants, factories, and federal facilities. The information in ECHO is now updated weekly, compared to monthly in the old system.

EPA and states have partnered to develop a comprehensive list of Clean Water Act (CWA) violators. Reports include details on violations and enforcement activities by facility, and an annual report with summary compliance and enforcement information by state, tribe, and territory.

EPA's Enforcement and Compliance History Online (ECHO) website has added a beta Air Pollutant Report and the option to search for facilities that have reported Risk Management Plans under the Clean Air Act. The Air Pollutant Report, which displays emissions data by facility from EPA's various reporting programs, is available from All Data and Air facility search results.

The ECHO State Comparative Maps provide a quick interactive way to review national trends and compare states and territories.

This one-hour webinar provides an introduction to EPA's Enforcement and Compliance History Online (ECHO) website. ECHO is a regularly updated resource, available to both internal and external parties that allows users to access detailed information including, but not limited to, the compliance status, inspection history, and pollutant discharges at any specific EPA-regulated site. ECHO focuses on Clean Air Act stationary sources, Clean Water Act dischargers, Resource Conservation and Recovery Act hazardous waste handlers, and Safe Drinking Water Act public water system. Webinar participants will learn how to work with all of ECHO's features and will gain understanding of a valuable resource that can enhance their understanding of monitoring and enforcement of environmental regulations. Anyone who does work involving EPA-regulated sites will benefit from learning about ECHO and its various features.

During this Northwest Environmental Training Center (NWETC) online course the specific technical and regulatory approaches to completing ecological risk assessments will be reviewed, with a focus on providing a hands-on understanding of an ERA, including the data collection aspects of the various lines of evidence used. Case studies of both aquatic and terrestrial settings will be examined, and active engagement with the attendees will reinforce the points presented.

ESIS is the repository for the data associated with the collection of forestland and rangeland plot data and the development of ecological site descriptions. ESIS is organized into two applications and associated databases. The Ecological Site Description (ESD) application and the Ecological Site Inventory (ESI) application.

Developed by an inter-agency steering team, Eco-Logical encourages Federal, State, tribal, and local partners involved in infrastructure planning, design, review, and construction to use flexibility in regulatory processes. Specifically, Eco-Logical puts forth the conceptual groundwork for integrating plans across agency boundaries, and endorses ecosystem-based mitigation - an innovative method of mitigating infrastructure impacts that cannot be avoided.
