USFWS proposes to list the San Francisco Bay-Delta distinct population segment (DPS) of longfin smelt (Spirinchus thaleichthys) (Bay-Delta longfin smelt), a fish species of the Pacific Coast, as an endangered species under the ESA. After a review of the best scientific and commercial information available, they find that listing the DPS is warranted. Accordingly, they propose to list the Bay-Delta longfin smelt DPS as an endangered species under the Act. If finalized this rule as proposed, it would add this DPS to the List of Endangered and Threatened Wildlife and extend the Act's protections to the DPS. They also find that the designation of critical habitat for the Bay-Delta longfin smelt is not determinable at this time. USFWS are reopening the public comment period on their 20 December 2023, proposed rule to list the West Virginia spring salamander (Gyrinophilus subterraneus), an amphibian species from Greenbrier County, West Virginia, as an endangered species and to designate critical habitat under the Act. They are taking this action to allow all interested parties an additional opportunity to comment on the proposed listing of the species and the proposed critical habitat. The comment period on the proposed rule that published 20 December 2023, at 88 FR 88012, is reopened. They will accept comments received or postmarked on or before 20 September 2024. The U.S. Fish and Wildlife Service (Service) determines endangered species status under the Endangered Species Act of 1973 (Act), as amended, for the black-capped petrel ( Pterodroma hasitata), a pelagic seabird species that nests on the island of Hispaniola and spends the rest of its life at sea. The species forages in high concentration off the coast of North Carolina; however, the marine range extends across much of the western Atlantic (Nova Scotia to Venezuela) and into the Caribbean Sea and northern Gulf of Mexico. This rule extends the protections of the Act to the black-capped petrel. This rule is effective 29 January 2024. USFWS proposes to list the eastern regal fritillary (Argynnis idalia idalia) as an endangered species and to list the western regal fritillary (A. i. occidentalis) as a threatened species under the ESA. This determination also serves as their 12-month finding on a petition to list the regal fritillary, as these two subspecies make up the entire species. After a review of the best available scientific and commercial information, they find that listing both subspecies is warranted. Accordingly, they propose to list the eastern subspecies as endangered and the western subspecies as threatened with protective regulations issued under section 4(d) of the Act (a "4(d) rule"). They find that designation of critical habitat for both subspecies is not determinable at this time. They will accept comments received or postmarked on or before 7 October 2024. Leaders from the U.S. DOE and the U.S. DHS recently signed a MOU to collaborate in a strategic partnership to advance federal critical infrastructure resilience. The partnership will result in the development and implementation of a systematic approach to planning and deploying projects and measures that will help reduce DHS energy use while strengthening the resilience and security of their facilities. This partnership will address continuity of operations, energy and water efficiency in buildings, mobile/transportation assets, and information technologies and facilities. The partnership will permit the development of an agency-wide resilience framework and support implementation of the plan at DHS pilot sites. FEMP's long term goal for the partnership is to develop an integrated enterprise-wide system approach that all federal agencies can use to achieve their energy resilience and security missions by optimizing their facility operations and security, enhancing grid reliability, and conserving energy and water.

The Energy Department has announced that the General Services Administration's (GSA) United States Court House in Wichita, Kansas is the winner of the 2013 Better Buildings Federal Award. The Better Buildings Federal Award challenges agencies to achieve the greatest reduction in annual energy intensity, or energy consumed per gross square foot. This year's winner cut its energy intensity by 20% and saved over $40,000 in utility costs in the 12 month competition period.

Supporting the Obama Administration's goal to reduce carbon emissions and protect the environment, the Energy Department is pursuing a suite of initiatives to strengthen federal energy management through increased focus on measurement of energy use in federal buildings and energy efficient building design. Principal among the efforts is the Department's issuance of a final rule that requires verified energy and water performance for new and retrofitted federal buildings that are certified by private sector green building certification systems. The rule, which goes into effect Nov. 13, ensures that in cases where agencies choose to use green building certification systems to meet federal sustainability and energy standards, they must choose a system that verifies enhanced energy and water efficiency. By requiring re-assessments at least every four years, the rule will ensure energy and water savings continue well beyond the initial building opening or retrofit. System requirements for the verification of energy and water performance in new construction and major renovations will lead to reduced consumption through active energy and water management.

The Apps for Energy II contest, which is the second contest in the year-long American Energy Data Challenge, will encourage contestants to leverage ideas developed during the American Energy Data Challenge's first contest, and to use open data sources. As part of the contest, the Energy Department will host a series of "hackathons" in four cities to create venues where people can brainstorm, collaborate, and begin creating apps that use publicly-available data to solve problems. The hackathons will be in Washington, D.C., January 24-25; San Diego, California, January 31-February 1; Valley Forge, Pennsylvania, February 7-8; and Boston, Massachusetts, Feb. 15-16. Contestants will be eligible to win prizes at the events and by submitting their apps for judging as part of the nationwide contest.

DOE unlocked billions of dollars in private capital to improve the efficiency and sustainability of federal facilities. DOE competitively awarded contracts to 20 energy service companies (ESCOs) to provide Energy Savings Performance Contracts (ESPCs) for federal agencies, marking the fourth generation of such contracts awarded by DOE since 1998. Energy and water infrastructure projects financed through DOE's ESPC indefinite-delivery, indefinite-quantity (IDIQ) contract offer guaranteed cost savings for federal sites. With a ceiling of $5 billion per ESCO contract, they require no upfront government funding and are designed to pay for themselves over time. Federal agencies interested in initiating their next ESPC project are encouraged to contact the Federal Energy Management Program (FEMP) to get started. The Act requires efficiency standards for certain large appliances and extends Daylight Saving Time to reduce consumption. It provides funding to improve efficiency in low-income housing and expands the Energy Star program. It also requires the federal government to increase the efficiency of its buildings and vehicles and provides tax credits for certain energy efficient purchases or improvements. Other topic of note are: renewable energy, expanding of the Strategic Petroleum Reserve, fuel production access in federal lands, the banning of drilling in the Great Lakes, electricity reliability, hydrogen vehicles, vehicle efficiency and alternative fuels, ethanol and motor fuels.

To assist federal agencies in meeting energy reduction goals, FEMP designed the ENABLE program to encompass a standardized and streamlined process for small federal projects to install targeted energy conservation measures (ECMs) in six months or less. The program provides facilities an opportunity to implement specific ECMs, including lighting; water; simple heating, ventilating, and air-conditioning (HVAC) controls; HVAC system replacement; and solar photovoltaics. FEMP uses a set of pre-established procurement and technical tools to administer projects through the GSA Federal Supply Schedule 84, SIN 246-53. Note that this schedule comprises numerous highly qualified small business energy service firms federal agencies can utilize to meet small business goals.

The 3.5-hour course is often presented as a prerequisite course to other ESPC training, but also can stand-alone. Training sections cover a high-level understanding of what an ESPC is and how it is used to accomplish energy improvements, task order ordering procedures, contractor selection, risk and responsibility, measurement and verification, applicable financial schedules, pricing and financing aspects of the project, and post award contract administration including FEMP's Life of Contract services. U.S. carbon dioxide emissions from fossil fuels decreased by 2.8 percent in 2008, from 5,967 million metric tons of carbon dioxide (MMTCO2) in 2007 to 5,802 MMTCO2 in 2008, according to preliminary estimates released by the Energy Information Administration (EIA). This is the largest annual decline in energy-related carbon dioxide emissions since EIA began annual reporting on greenhouse gas emissions.

Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) 2017 will provide grants to federal agencies for projects in three topic areas: (1) Combined Heat and Power, (2) Renewable Energy and (3) Energy Efficiency Deep Retrofits. Applicants will be asked to show how the proposed project results are conducive to broader adoption at other Federal facilities, impacting the direction, strategy, and thinking of the agency to engage in similar efforts. The anticipated total funding level for AFFECT 2017 is $3.0 million, subject to appropriations, with anticipated funding per award to be between approximately $100,000 and $1.0 million. Letters of intent (LOI) are due by 22 December 2016, and full applications are due by 30 January 2017. Applicants must submit a LOI to be eligible to submit a full application. During fiscal year (FY) 2022, EPA's enforcement and compliance program continued its mission to target the most serious water, air, land, and chemical violations and hazards that impact communities across the country. Their work reduced, treated or eliminated 95 million pounds of pollutants, and required violators to pay over $300 million in penalties fines and restitution. Our primary focus was advancing environmental justice (EJ), rebuilding EPA's national inspector corps, and working to mitigate the effects of climate change, particularly in communities overburdened by pollution. EPAs FY 2022 accomplishments focused on protecting vulnerable communities using the full range of compliance monitoring and enforcement tools, including inspections, technical assistance supported by advanced technologies, and early actions and innovative remedies to ensure high levels of compliance with federal environmental laws and regulations.

This release features the addition of Resource Conservation and Recovery Act (hazardous waste) and EPA Civil Enforcement Case compliance data searching. The Hazardous Waste Facility search offers detailed program-specific search options to find hazardous waste handlers of interest. The EPA Civil Enforcement Case Search allows users to search for specific EPA civil cases based on a number of criteria like statute and case milestone, making it much easier to obtain a list of cases of interest with corresponding summary data. This final report prepared by the Safe and Sustainable Water Resources (SSWR) Research Program, is a summary and synthesis of scientific and technical literature on enhanced aquifer recharge (EAR) using stormwater. It is based on a search and screening of published literature conducted during summer and fall of 2020. The goal is to summarize the current state-of-the-science of information leading to best practices for EAR using stormwater. Topics addressed include factors affecting recharge volumes, risks (particularly of water quality degradation), what current science suggests about best practices, and knowledge gaps that, if filled, will help inform recommendations for safe, effective EAR using stormwater. The report is technical and does not address policy or regulatory issues.

U.S. Fish Wildlife Service proposes to revise the regulations concerning the issuance of enhancement of survival and incidental take permits under the ESA. The purposes of these revisions are to clarify the appropriate use of enhancement of survival permits and incidental take permits; clarify our authority to issue these permits for non-listed species without also including a listed species; simplify the requirements for enhancement of survival permits by combining safe harbor agreements and candidate conservation agreements with assurances into one agreement type; and include portions of our five-point policies for safe harbor agreements, candidate conservation agreements with assurances, and habitat conservation plans in the regulations to reduce uncertainty. They also propose to make technical and administrative revisions to the regulations. The proposed regulatory changes are intended to reduce costs and time associated with negotiating and developing the required documents to support the applications. This short course provides a practical introduction to the concept and practice of enterprise resilience--defined as the capacity for organizations to survive, adapt, and grow in the face of turbulent change. Natural and biological systems have evolved a variety of resilience mechanisms. Likewise, designing for resilience can help business enterprises to overcome disruptions--whether from human or natural causes--and to improve their adaptability to changing conditions. Resilience principles can be incorporated into the design of new technologies, products, processes, and competitive strategies. The course draws extensively on case studies of companies that have adopted resilience strategies and provides tools and methods for implementing "design for resilience."
