EPA along with other federal agencies, released their annual Sustainability Plans, to mark the first year of Executive Order (EO) 14057 on Catalyzing America's Clean Energy Industries and Jobs Through Federal Sustainability. One year into implementation of the Federal Sustainability Plan, federal agencies have taken swift action to make Federal Government operations cleaner, healthier, and more resilient while growing well-paying clean energy industries, creating jobs, and making the nation more economically competitive.

The Office of Environmental Justice and External Civil Rights' Conflict Prevention and Resolution Center (CPRC) has issued this year's annual report on environmental collaboration and conflict resolution (ECCR) at EPA. This report highlights the EPA's key achievements in providing ECCR in fiscal year 2022 and the infrastructure that supports this work. ECCR continues to be an essential tool used to advance the Agency's goals, including tackling the climate crisis, taking decisive action to advance environmental equity and civil rights, and strengthening tribal, state, and local partnerships.

This tool tracks participating Federal agencies fleet fuel consumption, greenhouse gas emissions, and vehicle inventories. FleetDASH was developed by the U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) to support the sustainability efforts of Federal fleets, including reducing petroleum consumption and greenhouse gas (GHG) emissions, and increasing the use of alternative fuels.

In this workshop, participants will explore best practices for analyzing fleet utilization and right-sizing using a sample fleet dataset. Using an example fleet dataset, attendees will learn how to identify low-use vehicles and prioritize fleet assets based on data-driven insights. The session will provide a practical framework and best practices for determining which vehicles to flag for potential elimination or downsizing to reduce fleet costs, while still maintaining agency fleet mission requirements.

After a flood, affected residents often want to assess the condition of their homes and businesses, however, flooded buildings contain potential health risks. Getting information to the public after a disaster about what these health risks are and how to avoid them can be difficult. Learn about a risk communication framework and human-centered design techniques to figure out what information people affected by a flood need and how they make cleanup decisions. It helps communities recover as quickly and safely as possible. The webinar will review the risk communication and human-centered design strategies used to develop the Flooded Homes Cleanup Guidance website and provide an overview of the website and its key features.

(Seattle, Wash. – Nov.1, 2007) Fluor-Hanford (Fluor), the primary clean-up contractor at the Department of Energy's Hanford Reservation, and Twin City Metals(TCM), a Richland, Washington, metal recycler, have agreed to pay the U.S. Environmental Protection Agency a combined total of $84,800 in penalties for mis-handling PCB-contaminated transformers.

These programs were launched as a joint effort by EPA and industry groups to reduce the amount of fluorinated gases (F-Gas) emitted from a variety of industrial processes. The programs promote the development and adoption of cost-effective F-Gas emission reduction opportunities.

WHAT: No longer an infantry training area, Northern California's Fort Ord Army post has quickly become a national model for how to expedite cleanup and reuse activities. An innovative legal framework coupled with an aggressive cleanup strategy will allow for rapid cleanup and redevelopment of the Fort Ord area, in Monterey Calif. Through its pioneering cleanup approach, extensive public involvement program, and close regulatory interface, the program will save millions of dollars while continuing to advance property reuse.

WHY: With Governor Arnold Schwarzenegger's concurrence on the early transfer package, an event this evening will celebrate and mark the transfer of the final 3,337 acres to the local community at this closing 28,000 acre installation.

(Washington D.C. -- August 20, 2008) David G. Williams, a former Chief Warrant Officer in the U.S. Coast Guard and main propulsion assistant for the Coast Guard Cutter Rush, was sentenced in U.S. District Court in Hawaii for making a false statement to federal criminal agents investigating allegations of potential discharges of oil-contaminated waste from the cutter into the Honolulu Harbor, announced Ronald J. Tenpas, Assistant Attorney General for the Justice Department's Environment and Natural Resources Division. Williams was sentenced to pay a $5,000 fine, serve 200 hours of community service and serve two years of probation.

U.S. Army Garrison in Fort Belvoir has agreed to pay a civil penalty of $33,076 and complete a project costing at least $310,000 to settle alleged violations of federal environmental laws. The settlement addresses storage and record-keeping violations related to hazardous waste, underground storage tanks, and clean air requirements.

Fort Bliss, TX was named a Keep America Beautiful 1st Place Award winner for their efforts in reducing waste through innovative recycling programs. Fort Bliss received the award as a result of ongoing and innovative recycling programs launched this past year. Some of the new programs that were at the core of the award were Single Stream Recycling, Electronics Waste Collection and Litter Free Events.

Fort Campbell, Kentucky is the 2006 White House Closing the Circle Award winner for Recycling. The Fort Campbell Environmental Division has set a dramatic and ambitious goal, zero waste disposal by 2028.

To help the Army and Fort Carson achieve their Net-Zero goals, GSA partnered with them to conduct the Fort Carson Energy Research Project. The research team tested and analyzed strategies to minimize energy use, including both improving building systems and influencing occupant behavior. The researchers targeted strategies with the highest return on investment over the lifecycle of the buildings studied. This report was issued in 2014.

PHILADELPHIA (April 8, 2009) -- The U.S. Environmental Protection Agency today announced the addition of the Fort Detrick Area B Ground Water Site in Frederick, Md. to the Superfund National Priorities List (NPL). The national priorities list is a national list of sites where hazardous contaminants could impact public health and/or the environment. NPL sites undergo a thorough investigation to determine the full nature and extent of contamination. EPA or the parties responsible for the contamination then address whatever risks the sites pose to human health and the environment.

PHILADELPHIA (September 3, 2008) -- The U.S. Environmental Protection Agency today proposed the addition of the Fort Detrick Area B Ground Water Site in Frederick, Md. to the Superfund National Priorities List (NPL).

PHILADELPHIA (April 3, 2008) – The U.S. Army's Transportation Center at Fort Eustis, located at Newport News, Va., has settled alleged violations of the federal Resource Conservation and Recovery Act (RCRA), the U.S. Environmental Protection Agency announced today.

The Fort Wainwright Army base will pay over $79,000 for failing to shut down three banned motor vehicle disposal wells by the closure deadline, according to a settlement with the U.S. Environmental Protection Agency.

According to an EPA Region 10 press release, Fort Wainwright was fined $420 for UST violations in November 2014.

EPA announced that U.S. Army Garrison Fort Wainwright will pay $233,300 for violating federal hazardous waste management requirements. During a routine inspection of the garrison in August 2021 EPA inspectors found several violations of the RCRA including failure to make a hazardous waste determination, storage of hazardous waste without a permit, failure to properly manage pharmaceutical waste, failure to properly manage used oil, and failure to properly manage universal waste such as aerosol cans and lamps. At the time of the inspection, EPA determined the facility was operating as an unpermitted hazardous waste treatment, storage, and disposal facility. Several hazardous wastes were stored improperly and containers were left open or were stored on-site longer than allowed. In response to the inspection findings, USAG Fort Wainwright agreed to pay the monetary penalty in addition to taking the necessary steps to come into compliance and resolve the violations.

EPA inspections found that from at least 2012 to 2013, Fort Wainwright failed to perform leak detection tests, monitor underground storage tanks regularly and investigate suspected releases as required under the Resource Conservation and Recovery Act (RCRA). The U.S. Army is taking steps to improve management of its fuel storage tanks and comply with federal laws designed to protect groundwater at Fort Wainwright Garrison, located near Fairbanks, Alaska, according to a settlement with the U.S. EPA. Steps include a new operator, decommissioning some tanks, and paying a penalty of nearly $158,700.

(Boston, Mass. –November 7, 2007) Recent EPA inspections at the John W. McCormack building in downtown Boston identified noncompliance issues with Clean Air Act regulations regarding the proper handling and disposal of asbestos materials in demolition and renovation operations.

The Fourth National Climate Assessment (NCA4), completed in November 2018, is a comprehensive and authoritative report on climate change and its impacts in the United States.

This report is published in response to mandates established in The Global Change Research Act of 1990. The Fourth National Climate Assessment (NCA4) fulfills that mandate in two volumes. This report, Volume II, draws on the foundational science described in Volume I, the Climate Science Special Report (CSSR) [issued in 2017]. Volume II focuses on the human welfare, societal, and environmental elements of climate change and variability for 10 regions and 18 national topics, with particular attention paid to observed and projected risks, impacts, consideration of risk reduction, and implications under different mitigation pathways. The National Oceanic and Atmospheric Administration (NOAA) served as the administrative lead agency for the preparation of this report. A Federal Steering Committee, composed of representatives from U.S. Global Change Research Program (USGCRP) agencies, oversaw the report's development.

EPA updated the Framework in February of 2022 to streamline and improve clarity of the December 2016 Framework (formally known as Guidelines) used in the pilot to assess standards and ecolabels for EPA's Recommendations. The updated Framework also phases in some additional criteria for standards and ecolabels to be included in the EPA Recommendations, which are described in the section below. The Framework provides a transparent, fair and consistent approach to assessing marketplace standards and ecolabels for environmental sustainability and for potential inclusion into EPA's Recommendations of Specifications, Standards and Ecolabels for Federal Purchasing. EPA's Recommendations help federal purchasers identify and procure more sustainable products and services and enable progress towards the Federal Sustainability Plan

FRED is an open platform to help state and local governments, energy planners and policy-makers, private industry, and others to effectively visualize, analyze and compare energy-use data to make better energy decisions and sustainable strategies. FRED gathers complex, disparate energy datasets and distills them down into simple, easy-to-understand graphics, useful to a wide audience, from expert energy planners to non-energy professionals and the interested public. FRED strives to become an open exchange where users can compare and share their own data against others in FRED, becoming a resource for energy policy decision-making.

The free September 10, 2009 webcast is titled "Introduction to Water Quality Standards." The webcast will highlight the three major components of state and tribal water quality standards e.g., designated uses, water quality criteria, antidegradation, and will include a case study of how one state is working to strengthen its WQS program.

On 11 October 2024, EPA finalized a rule on the phasedown of hydrofluorocarbons under the American Innovation and Manufacturing Act of 2020. This Act directs the EPA to establish regulations to maximize reclamation and minimize releases of hydrofluorocarbons and their substitutes, as well as ensure the safety of technicians and consumers. In this rule, EPA also finalized alternative recycling criteria for ignitable used refrigerants, including some hydrofluorocarbons and their equivalents under RCRA authority. These final RCRA alternatives largely defer to existing Clean Air Act standards for refrigerant recovery equipment and reclaimer certification. They also include a prohibition on speculative accumulation and requirements for emergency preparedness and response for refrigerant reclaimers. These final changes to the hazardous waste regulations aim to decrease emissions and support safe recycling of used refrigerants. EPA has provided a series of questions and answers about the RCRA refrigerant recycling alternative standards.

PHMSA is announcing an initiative to convert historical letters of interpretation (LOI) applicable to the Hazardous Materials Regulations that have been issued to specific stakeholders into broadly applicable frequently asked questions on its website. By creating a repository of frequently asked questions, PHMSA seeks to eliminate the need for recurring requests for common letters of interpretations. This Federal Register Notice introduces this initiative and its objectives to those subject to the Hazardous Materials Regulations. PHMSA's objective is to gain insight regarding the utility of this initiative and topics to prioritize in the development of future frequently asked questions. PHMSA requests comment on the initiative and input on the prioritization of future sets of frequently asked questions.

On January 23, 2015, the White House launched the Presidential Challenge for Advanced Outdoor Lighting, calling on local governments to accelerate the adoption and use of high efficiency outdoor lighting. In addition to driving carbon pollution reductions in communities across the country, the Challenge will help cities and states cut their outdoor lighting bills by 50% or more. EPA has announced the availability of funds and solicits applications from eligible entities, including nonprofit organizations, to deliver Brownfields Job Training (JT) programs that recruit, train, and place local, unemployed and under-employed residents with the skills needed to secure full-time employment across a spectrum of brownfield-related activities. This EPA website collates a number of potential sources of funding for watershed protection and restoration.

The Federal Energy Management Program (FEMP), on behalf of the DOE Office of Energy Efficiency and Renewable Energy, intends to issue a Funding Opportunity Announcement (FOA) initially titled "Assisting Federal Facilities with Energy Conservation Technologies (AFFECT)." The AFFECT FOA will provide direct funding to U.S. Federal agencies for the development of capital projects and other initiatives to increase the energy efficiency and renewable energy investments at agency facilities. It is anticipated that the FOA will include the following two topic areas: 1. Combined Heat and Power (CHP); and 2. Renewable Energy, including solar, wind, biomass, landfill gas, ocean, geothermal, waste to energy, and new hydroelectric energy technologies.

The 2020 Resources Planning Act (RPA) Assessment summarizes findings about the status, trends, and projected future of the Nation's forests and rangelands and the renewable resources that they provide. The 2020 RPA Assessment specifically focuses on the effects of both socioeconomic and climatic change on the U.S. land base, disturbance, forests, forest product markets, rangelands, water, biodiversity, and outdoor recreation. Differing assumptions about population and economic growth, land use change, and global climate change from 2020 to 2070 largely influence the outlook for U.S. renewable resources. Many of the key themes from the 2010 RPA Assessment cycle remain relevant, although new data and technologies allow for deeper and wider investigation. Land development will continue to threaten the integrity of forest and rangeland ecosystems. In addition, the combination and interaction of socioeconomic change, climate change, and the associated shifts in disturbances will strain natural resources and lead to increasing management and resource allocation challenges. At the same time, land management and adoption of conservation measures can reduce pressure on natural resources. The RPA Assessment findings and associated data can be useful to resource managers and policymakers as they develop strategies to sustain natural resources.

These metrics provided agencies, organization and facilities that were implementing an Environmental Management System to report in fiscal years 2009-2015 on progress, performance and successes. Agencies may use this document to develop revised metrics for fiscal year 2016 and beyond.

Four key elements in the Report are: an overview of performance for all FY 2009 National Water Program measures; a description of innovative approaches and best practices in program implementation; performance highlights and management challenges for each subobjective; and an appendix of data for environmental and program-related measures, including national and regional data (where available).

This guidance describes water program priorities and strategies, including the suite of water performance measures and their targets, for the coming fiscal year.

By statute, the Director of the Office of Management and Budget (OMB) is required to publish scorecards on Federal agency performance on energy efficiency and sustainability. The scorecards available on this site assess agencies' fiscal year (FY) 2016 performance toward statutory and Executive Order goals, which were in place prior to the beginning of the current Administration. The information upon which the scorecards are based includes data, metrics, and scoring criteria that were developed in accordance with existing statutory and Executive Order requirements applicable in FY 2016.

The Department of Defense's Strategic Environmental Research and Development Program (SERDP) is seeking environmental research and development proposals for funding beginning in Fiscal Year (FY) 2026. Projects will be selected through a competitive process. The Core Solicitation provides funding opportunities for basic and applied research and advanced technology development. Core projects vary in cost and duration consistent with the scope of the work proposed. The Statements of Need referenced by this solicitation request proposals related to the SERDP program areas of Environmental Restoration, Resource Conservation and Resilience, and Weapons Systems and Platforms. All Core pre-proposals are due January 7, 2025 by 2:00 p.m. ET. This document, Cost Estimating and Assessment Guide: Best Practices for Developing and Managing Capital Program Costs (GAO-09-3SP), dated March 2009, is intended to help agencies produce well-documented, comprehensive, accurate, and credible estimates. multi-step process for developing high-quality, trustworthy cost estimates; explains how to manage program costs once a contract has been awarded; and presents 48 case studies, drawn from GAO published audits, that illustrate typical pitfalls and successes in cost estimating. The guide stresses both sound cost estimating and earned value management (EVM), a project management tool that compares completed work to expected outcomes, in setting realistic program baselines and managing risk. In future audits, GAO plans to use the Cost Estimating and Assessment Guide to assess the accuracy of agencies' cost estimates and determine whether programs are on schedule.

This GAO report, Opportunities to Reduce Federal Fiscal Exposures Through Greater Resilience to Climate Change and Extreme Weather, release the results of a GAO study concerning the impact of climate change and extreme weather on federal facilities. The primary finding was that climate change and related extreme weather impacts on infrastructure and federal lands increase fiscal exposures that the federal budget does not fully reflect. Investing in resilience--actions to reduce potential future losses rather than waiting for an event to occur and paying for recovery afterward--can reduce the potential impacts of climate-related events. Implementing resilience measures creates additional up-front costs but could also confer benefits, such as a reduction in future damages from climate-related events.

This report is the most recent in a series of GAO reports examining the nexus between energy and water. The report looks at the vast amounts of water used by the U.S. in energy production, from cooling thermoelectric power plants to the growth of feedstocks for biofuel production to oil and gas extraction. It also examines how water and energy are inextricably linked in the treatment of drinking water and wastewater.
