EPA announced a Federal Facility Compliance Agreement (FFCA) with the Navy whereby the Navy will complete major upgrades to the wastewater treatment plant on San Clemente Island. San Clemente Island is home to Navy SEAL training facilities and is the Navy's only remaining ship-to-shore live firing range. The EPA and Navy entered into the FFCA to address violations at the treatment plant tied to discharge of pollutants, which can impact water quality and ocean wildlife. These violations place the facility in Significant Non-Compliance with its National Pollutant Discharge Elimination System (NPDES) permit. The Navy also violated its permit by failing to properly operate and maintain all facilities and for failing to perform maintenance on all monitoring instruments. This settlement furthers EPA's National Compliance Initiative to reduce facilities that are in Significant Non-Compliance and improve surface water quality by assuring dischargers comply with NPDES permit requirements.

The U.S. Environmental Protection Agency (EPA) announced that the U.S. Navy has completed Phase I of significant upgrades to the wastewater treatment plant and sewage collection system at Naval Base Guam. These updates were made following a 2011 Federal Facility Compliance Agreement (FFCA) between the EPA and the Navy.

(Honolulu, HI - April 2, 2009) Under an agreement signed with the U.S. EPA and the State of Hawaii's Department of Health, the Navy will address any remaining investigation and clean up issues at the Naval Computer and Telecommunications Area Master Station Pacific in Central Oahu and the Navy Radio Transmitter Facility at Lualualei near the Navy Munitions Command base in Leeward Oahu. Soil contaminants at the sites include PCBs, volatile organics, semi-volatile organics and metals.

The National Partnership for Environmental Priorities program, the U.S. EPA has honored the Pacific Area of the U.S. Postal Service for its commitment to voluntarily replace all lead wheel weights for approximately 31,000 fleet delivery vehicles -- removing more than 8,000 pounds of lead from its workplace operations and potential deposition into the environment.

This report is a follow-on to the 2019 EPA technical report, Global Non-CO2 Greenhouse Gas (GHG) Emission Projections & Mitigation Potential: 2015-2050. This report provides U.S. domestic technical and economic mitigation estimates of non-CO2 GHGs from anthropogenic sources at the state-level. The analysis provides information that can be used to understand sub-national contributions of GHG emissions and mitigation opportunities. This web-based summary is intended to provide analysis of the abatement potential and costs of implementing specific abatement technologies. The analysis and accompanying dataset provides information that can be used by state and local-policymakers to understand mitigation opportunities in areas that may have not received the same attention as electricity generation and transportation.

The Interagency Task Force on Illegal Hydrofluorocarbon (HFC) Trade announced that over the past ten weeks, it has prevented illegal HFC shipments equivalent to approximately 530,000 metric tons of CO2 emissions, the same amount as the emissions from nearly 100,000 homes' electricity use in one year. As of January 1, 2022, when the EPA's HFC Allowance Allocation and Trading program went into effect, the import of HFCs requires allowances. Shipments coming to U.S. ports without proper allowances have been identified, stopped, and re-exported. In September of 2021, the task force was established when EPA issued a final rule initiating a comprehensive program to cap and phase down the production and consumption of climate-damaging HFCs in the United States, potent greenhouse gases commonly used in refrigeration and air conditioning equipment. A global phasedown of HFCs is expected to avoid up to 0.5 °C of global warming by 2100. The HFC phasedown is projected to avoid approximately 4.6 billion metric tons of CO2 from 2022 – 2050 in the United States, or nearly equal to three years' worth of U.S. power sector emissions at 2019 levels. The task force helps ensure the vast environmental benefits of the rule are realized by detecting, deterring, and disrupting any attempts to illegally import HFCs into the United States.

Under an agreement with the EPA, the USDA Forest Service closed 77 large-capacity cesspools (LCCs) it operated in Arizona and California. The Forest Service met the deadlines set forth in the agreement and closed the cesspools, which can be sources of harmful water pollution, in 11 national forests across the two states. Cesspools collect and release untreated raw sewage into the ground, where disease-causing pathogens and harmful chemicals can contaminate groundwater and surface waters that are sources of drinking water. Although EPA banned LCCs – which serve 20 or more people per day or serve a multi-unit residential building -- under the federal Safe Drinking Water Act in 2005, the Forest Service continued to operate LCCs in national forests after the closure deadline. When EPA identified these cesspools in 2016, the Forest Service agreed to close these units under an administrative order on consent with enforceable deadlines and completed the closures by 30 Dec. 2020.

(Honolulu, August 11, 2022) The U.S. Environmental Protection Agency (EPA) has announced a Federal Facility Compliance Agreement with the U.S. Marine Corps to make improvements related to stormwater discharges at the Marine Corps Base Hawaii (MCBH) located on the Mokapu Peninsula of Kaneohe, Oahu.

This form must be completed by all owners or operators of Class I, II, and III injection wells and others who may be directed to apply for permit by the Director.

The United States Department of Agriculture Forest Service successfully deployed a solar-powered EV charging station at the Wolf Creek Job Corps Civilian Conservation Center to serve its five-vehicle fleet. The Job Corps Center is a residential campus situated in the remote Umpqua National Forest in Oregon's Cascade Range, which provides free education and job training programs for young adults. Due to the high financial cost of installing electric infrastructure in remote areas with limited access to the grid, the Forest Service chose to purchase a charging system that requires no grid connection..

Update and Enhance Your Local Source Water Protection Program (PDF)

Since 1988, the EPA has maintained a Federal Agency Hazardous Waste Compliance Docket ("Docket") under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). CERCLA requires EPA to establish a Docket that contains certain information reported to EPA by Federal facilities that manage hazardous waste or from which a reportable quantity of hazardous substances has been released. This document identifies the Federal facilities not previously listed on the Docket and identifies Federal facilities reported to EPA since the last update on 23 October 2024. In addition to the list of additions to the Docket, this document includes a section with revisions of the previous Docket list and a section of Federal facilities that are to be deleted from the Docket. Thus, the revisions in this update include two additions, zero deletions, and zero corrections to the Docket since the previous update.

EPA's e-manifest system will officially launch in June 2018. The system will facilitate the electronic transmission of the uniform manifest form, which accompanies shipments of hazardous waste. As a result of the testing period and test user lessons learned the Fact Sheets for the various users (generators, transporters, tsdfs, etc) have been updated.

DOE has issued an updated version of its popular EnergyPlus simulation software for modeling heating, cooling, lighting, ventilating, and other building energy flows.

This year, agency Sustainability Plans for the first time ever include Climate Change Adaptation Plans, outlining initiatives to reduce the vulnerability of Federal programs, assets, and investments to the impacts of climate change, such as sea level rise or more frequent or severe extreme weather. Agency adaptation plans highlight actions to plan for and address these impacts in their programs and operations, and protect taxpayer investments. In addition to the Climate Change Adaptation Plans, this year's Sustainability Plans include two other new components, Fleet Management Plans and Bio-based Purchasing Strategies.

Updated Guidance for Applicants Requesting to Treat/Dispose of PCBs Using Incineration or an Alternative Method. This guidance is to assist applicants, facility owners and operators applying to EPA for approval to dispose of polychlorinated biphenyls (PCBs) using incineration or alternative thermal and non-thermal methods. The update modernizes the format of the document and puts the relevant existing policies in one place.

The updated ISO 14064-1, "Greenhouse Gases - Part 1: Specification with Guidance at the Organization Level for Quantification and Reporting of Greenhouse Gas Emissions and Removals" specifies principles and requirements at the organization level for the quantification and reporting of greenhouse gas (GHG) emissions and removals. It includes requirements for the design, development, management, reporting, and verification of an organization's GHG inventory.

These March 2013 Principles and Requirements, and the supporting Guidelines, provide a common framework for analyzing a diverse range of water resources projects, programs, activities, and related actions involving Federal investment. The intent of these latest Principles and Requirements is to accelerate project approvals, reduce costs, and support water infrastructure projects with the greatest economic and community benefits as well as increase consistency in related decision-making.

This data and a mapping tool is designed to help the public compare water quality trends over the last two years. The tool is a part of the Enforcement and Compliance History Online (ECHO) system. The U.S. EPA has reached a settlement with the U.S. Navy over alleged environmental violations at the Naval Support Activity Hampton Roads in Chesapeake, Va. Under the settlement over violations of the Clean Air Act and the Resource Conservation and Recovery Act (RCRA), the Navy will pay a $49,500 penalty and implement procedures to ensure the proper handling of its hazardous wastes. The Clean Air Act violations pertained to regulations designed to reduce discharges of ozone-depleting substances used as coolants in air conditioning units. EPA alleged that the facility did not perform leak rate calculations when it serviced those units. In addition, EPA alleged that the facility did not have a CAA permit to operate a diesel-fired boiler, which meant that the boiler was not subject to required emissions limits. The RCRA violations pertained to regulations that require the safe, environmentally-sound storage and disposal of hazardous waste and prevention of spills from underground storage tanks. The Navy has upgraded its underground storage tanks, which should help protect waters in the nearby Great Dismal Swamp.

This guide is a case study of Huntington, West Virginia and early efforts to consider how green infrastructure could be incorporated into local hazard mitigation plans. It follows a partnership of local, state, and federal organizations and their collaborative effort to address local flooding and protect water quality. While the effort is ongoing, the Storm Smart Cities guide captures some early lessons learned that can benefit other communities interested in pursuing a similar approach. It includes recommendations for communities on integrating green infrastructure into local hazard mitigation plans. USDA published a rule designating 30 additional product categories for preferred federal procurement, bringing the total number of product categories to 139. These 30 categories contain finished products that are made from the intermediate ingredients that have been designated. Additionally, many of these categories are made up of products that already participated in the Program's voluntary labeling initiative. By designating these product categories, USDA is taking a step toward merging the two initiatives of the Program, with an eye towards ultimately making all products certified through the BioPreferred Program qualify for preferred federal procurement.

As part of the USDA Rural Business-Cooperative Services, the USDA BioPreferred Program online catalog lists a range of supplies that are all certified biobased. This catalog will help you buy products that are derived from plants and other agricultural, marine, and forestry materials to support the business and economic development efforts of USDA Rural Development customers.

The USDA's Beltsville Agricultural Research Service in Beltsville, Md. has settled alleged violations of UST and hazardous waste regulations. EPA cited USDA for failing to conduct release detection every 30 days, failing to perform annual line leak detection tests, and failing to perform annual line tightness tests. The alleged RCRA violations included operating a facility for the storage, treatment and/or disposal of hazardous waste without a permit, failing to clearly label containers of accumulated hazardous waste, not maintaining records of hazardous waste training for facility personnel and failing to determine if the solid waste generated by the facility was hazardous waste, specifically, used aerosol cans generated from the facility's machinery shop.

The Forest Service developed an online tool that shows hazardous fuels reduction projects occurring in support of the Wildfire Crisis Strategy. The strategy, called "Confronting the Wildfire Crisis: A Strategy for Protecting Communities and Improving Resilience in America's Forests," combines a historic investment of congressional funding with years of scientific research and planning into a national effort that will dramatically increase the scale of forest health treatments over the next decade.

The USDA Forest Service announced it is now accepting applications for approximately $10 million in funding through the 2021 Wood Innovations Grant and the 2021 Community Wood Energy and Wood Innovation Grant. These grants seek to support local economies through wood products and wood energy innovations while reducing hazardous fuels and improving forest health.

USDA is charged by law with implementing the Federal BioPreferred program designed to encourage the purchase and use of biobased products by Federal agencies and to also set an example for the rest of the Federal government. One of the ways USDA is leading by example is in removing single use petroleum-based food service products (plates, bowls, trays, cups, cutlery, etc) from our Washington, DC area cafeterias and replacing these items with food service products made from renewable agricultural materials which can be composted and returned friendly to the earth.

USDA's FY 2022 – 2026 Strategic Plan reflects the challenges and opportunities we face and outlines how we plan to meet this moment. It is guided by five crosscutting priorities that inform our work: addressing climate change via climate-smart agriculture, forestry, and renewable energy; advancing racial justice, equity, and opportunity; creating more and better markets for producers and consumers at home and abroad; tackling food and nutrition security while maintaining a safe food supply; and making USDA a great place to work for everyone.

USDA is taking steps to integrate climate change adaptation into USDA's programs and operations. These efforts will help ensure taxpayer resources are invested wisely and that USDA services and operations remain effective under current and future climate conditions.

Integrated Pest Management (IPM) is a science-based, sustainable decision-making process that uses information on pest biology, environmental data, and technology to manage pest damage in a way that minimizes both economic costs and risks to people, property, and the environment. This is the first update since 2013 and is the culmination of a yearlong review by the Federal Integrated Pest Management (IPM) Coordinating Committee (FIPMCC), a joint effort that is coordinated by the Office of Pest Management Policy in the Office of USDA's Chief Economist with representatives of all federal agencies with responsibilities in IPM research, implementation, or education programs. These agencies include Environmental Protection Agency (EPA), Department of the Interior (DOI), and Department of Defense (DoD).
