The latest TSCA Inventory is now available on EPA's website. The TSCA Inventory is a list of all existing chemical substances manufactured, processed, or imported in the U.S. This biannual update to the public TSCA Inventory is part of EPA's regular posting of non-confidential TSCA Inventory data. The next regular update of the Inventory is planned for summer 2022. The Inventory contains 86,631 chemicals of which 42,039 are active in U.S commerce. Other updates to the TSCA Inventory include new chemical substance additions, commercial activity data and regulatory flags, such as polymer exemptions, TSCA section 4 test orders and TSCA section 5 significant new use rules (SNURs).

EPA published the National Pollutant Discharge Elimination System (NPDES) Electronic Reporting Rule on October 22, 2015. This rule is modernizing Clean Water Act (CWA) reporting for municipalities, industries and other facilities. The rule replaces most paper-based NPDES reporting requirements with electronic reporting. That reporting is done either via the Network Discharge Monitoring Report (NetDMR) tool or the NPDES eReporting Tool (NeT). Both sites can bee accessed here.
EPA is working collaboratively with states to implement Phase 2 of the National Pollutant Discharge Elimination System Electronic Reporting rule (NPDES eRule). This dashboard provides information on the progress EPA and states are making in converting general permits and program reports to electronic submissions (Phase 2 of the NPDES eRule) as well as identifying the general permits and program reports that will use EPA's NPDES electronic reporting tool (NeT). The NPDES Early Warning SNC Dashboard allows users to view SNC statuses for last official quarter, subsequent unofficial quarter, and current quarter in progress ("real-time status"). Real-time statuses indicate whether a facility would be in SNC if nothing changed for the rest of the current quarter, or whether a single additional effluent violation could cause SNC ("warning"). The first hour of this training will be an introduction to the Dashboard and the second hour will focus on conducting more advanced analysis with the Dashboard. In order for federal users to obtain access to the Early Warning Dashboard (and other compliance tools), users will need to register for an ECHO Gov account.

EPA first issued the Vessel General Permit (VGP) in 2008 and subsequently reissued it in 2013. The VGP provides for NPDES permit coverage for incidental discharges into waters of the United States from commercial vessels greater than 79 feet in length and for ballast water from commercial vessels of all sizes. EPA estimates that approximately 61,000 domestically flagged commercial vessels and approximately 8,000 foreign flagged vessels require VGP permit coverage for such incidental discharges.

WASHINGTON – Obama Administration officials announced today that they are taking unprecedented steps to reduce the environmental impacts of mountaintop coal mining in the six Appalachian states of Kentucky, Ohio, Pennsylvania, Tennessee, Virginia, and West Virginia through a coordinated approach between the Environmental Protection Agency (EPA), Department of the Interior (DOI) and Army Corps of Engineers.

This office coordinates policy to promote energy and environmental sustainability across Federal Government operations, which encompass more than 360,000 buildings, 660,000 vehicles, and $470 billion in purchased goods and services annually. Established in 1993, OFS is housed within the White House Council on Environmental Quality (CEQ) and stewards the Interagency Steering Committee on Federal Sustainability. The Office works across Federal agencies, departments, and other White House components to ensure effective implementation and achievement of statutory requirements and Administration goals related to Federal energy and environmental performance. It also coordinates implementation of programs and initiatives to improve facility and vehicle fleet efficiency, promote adoption of efficient technologies, and modernize Federal facilities and operations.

The Oil Pollution Act (OPA) of 1990 streamlined and strengthened EPA's ability to prevent and respond to catastrophic oil spills. A trust fund financed by a tax on oil is available to clean up spills when the responsible party is incapable or unwilling to do so. The OPA requires oil storage facilities and vessels to submit to the Federal government plans detailing how they will respond to large discharges. EPA has published regulations for aboveground storage facilities; the Coast Guard has done so for oil tankers. The OPA also requires the development of Area Contingency Plans to prepare and plan for oil spill response on a regional scale.
The Office of Management and Budget (OMB) and the Council on Environmental Quality (CEQ) on September 7, 2012, issued a joint memorandum calling for department and agency commitment to the goals identified in the Memorandum on Environmental Collaboration and Conflict Resolution, and the goals identified in related policy guidance. This memorandum supersedes an OMB/CEQ joint memorandum issued in November 28, 2005, on Environmental Conflict Resolution. It broadens the efforts called for under the 2005 memorandum by explicitly encouraging appropriate and effective upfront environmental collaboration to minimize or prevent conflict. The memorandum applies to all executive branch agencies as they carry out their responsibilities under their organic acts and enabling legislation, the National Environmental Policy Act, and other laws in effect to manage and conserve our environment, natural resources, and public lands.

This EPA tool, published September 2013, includes a menu of bid specification development tools, for use by cities, counties, land banks, and other entities engaged in residential demolition operations to yield an improved environment result. The bid specification development tools found in the appendices of this document have been designed to serve more than one purpose. They can serve as a tool to help the reader anticipate the environmental issues and concerns that may arise in connection with a demolition project so that those issues and concerns can be factored into the planning process. They can help the reader develop and organize information concerning a demolition project. They can also be used to modify existing bid specification language used by a community or to assist in creating language for new bid specifications. This specification language could then be utilized to develop procurement language, contract language, and associated documents, as appropriate, for use in a specific bid package that would instruct contractors on the contract and on the general and the technical requirements for the demolition project.

This free, publicly available online database of consumer products engineered with nanotechnology was launched March 10 by the Project on Emerging Nanotechnologies at the Woodrow Wilson International Center for Scholars. OpenClimateGIS serves users who are already familiar with GIS systems, enabling them to access data for specific regions and sectors and providing access to recent data such as outputs from climate models.
Developed at the National Renewable Energy Laboratory (NREL), OpenStudio is the foundation for a number of end-user tools that help architects, building engineers and building energy modelers produce building simulations with more consistent results. It is a cross-platform (Windows, Mac, and Linux) collection of software tools to support whole building energy modeling using EnergyPlus and advanced daylight analysis using Radiance. OpenStudio is a free, open source project to facilitate community development, extension, and private sector adoption. This February 2016 manual (EPA- 510-K-16-001) contains brief summaries of the federal underground storage tank (UST) requirements for operation and maintenance (O&M), as well as practical help that goes beyond the requirements. New Roadmap to Accelerate Nature-Based Solutions for Climate Progress and Equity The Whitehouse released a Roadmap and over 100 federal informational resources to scale-up nature-based solutions to address climate change, nature loss and inequity. The reports, announced in November during the United Nations Framework Convention on Climate Change's 27th Conference of the Parties (COP27) in Egypt, respond to a call from President Biden earlier this year to identify opportunities to expand the use of nature-based solutions across the federal government.
This Federal Energy Management Program (FEMP) Case Study outlines possible energy efficiency improvements at three Federal data centers representing a broad cross section of the federal data center space. Offered by EPA, OSC 201 takes a hands-on practitioner's approach to removal and emergency response management, based on the perspective of field operations. FYRs generally are conducted where the chosen remedy leaves waste in place and does not allow for unlimited use and unrestricted exposure(UU/UE) at a site. This guidance supplements OSWER's 2001 Comprehensive Five-Year Review Guidance (FYR Guidance) and provides recommendations for conducting FYRs for the IC component of remedies in a manner similar to the review of engineering or other remedy components.

Overseas Compliance Assessment Protocols (OCAP) manuals are environmental compliance assessment manuals intended for use by Department of Defense (DOD) installations that are located overseas. The OCAP manuals are based on Final Governing Standards (FGS) developed specifically for use in countries that host DOD installations. The manuals enable users to: identify applicable environmental regulations, document instances of environmental noncompliance, develop action plans to eliminate the noncompliance, and prevent future noncompliance. Service-specific supplements to the FGS-based OCAP manuals are available for use by the U.S. Air Force, the U.S. Army, the U.S. Navy, and U.S. Marines. The FGS-based manuals are updated as necessary; the service-specific supplements developed for use overseas are updated annually. FedCenter.gov membership is also required for access to these documents.

NEWMOA developed a software application called "Pollution Prevention and Assistance Tracker (P2@)" starting around 2012 through 2015. The tool was developed with funding and support from EPA and oversight by NEWMOA's Assistance and Pollution Prevention Metrics Workgroup.
To support the EPA's environmental justice (EJ) goals, as well as the Justice40 Initiative in pollution prevention (P2) grant work, EPA developed a mapping tool that allows uses to identify industrial facilities located in or adjacent to underserved communities, including communities with EJ concerns. The P2 EJ Facility Mapping Tool helps prospective P2 grant applicants, grantees and interested stakeholders geographically target facilities in or adjacent to underserved communities within the framework of the P2 program's five industrial sector-based National Emphasis Areas (NEAs). The Guidance Manual for Paint Reuse Programs, dated January 2007, was developed by the Paint Product Stewardship Initiative (PPSI). The purpose of this manual is to provide interested stakeholders with the resources necessary to establish a successful paint reuse program and to provide existing reuse programs with best practices for more effective operations. This tool calculates the U.S. average energy and wood consumption and environmental releases summed across the full "life cycle" of each of five major grades of paper and paperboard. A software solution provided by the U. S. EPA to facilitate applications for NPDES permits. PASS uses an interview-based process, seamlessly guiding the applicant through the necessary application form(s). Upon completing the interview process, PASS reviews the application for possible errors or omissions and then displays a summary action item checklist. PASS is accepted in any state where U.S. EPA is the permitting authority (AK, ID, MA, NH, NM, PR, Washington D.C., and all Territories except the U.S. Virgin Islands). In addition Alabama, California, Delaware, Oregon, Hawaii, Montana, Nevada, and Washington will accept applications generated by PASS. Authorized States may require supplemental information and may charge application fees. Check with the authorized state before submitting an application generated by PASS.
