The U.S. Department of Energy's Federal Energy Management Program (FEMP) presents an updated series of training courses focused on the Guiding Principles for Federal Leadership in High-Performance and Sustainable Buildings.

Federal facility energy, environmental, and sustainability managers and others can take advantage of this opportunity to ask questions and learn how FEMP can help your agency meet their energy efficiency goals. In addition to learning more about the different financing options, your FFS can share information on other FEMP resources including training, direct project technical support and guidance documents that simplify and streamline the project process. Those of you who have already started or completed a project can begin discussing project goals for the future.

This template is intended to assist agencies in complying with the new Federal Building Metering Guidance.

On September 21, 2011, the Department of Energy's Federal Energy Management Program released the DRAFT Annual GHG and Sustainability Data Report, Version 2.0 for FY 2011 reporting by Federal agencies. Version 2.1, to correct spreadsheet navigation issues, was subsequently released September 26, 2011.

Under the Energy Policy Act of 2005, the U.S. Department of Energy (DOE) was required to establish guidelines for agencies to meter their federal buildings for electricity. DOE issued the guidance in February 2006. The Energy Independence and Security Act of 2007 subsequently established that each agency shall provide equivalent metering of natural gas and steam. See 42 U.S.C. § 8253(e). By the close of FY 2013, federal agencies collectively reported installing 96% of electricity, 96% of natural gas, and 69% of steam meters at buildings the agencies deemed appropriate.

The Presidential Memorandum, Federal Leadership on Energy Management (Dec. 5, 2013) reemphasized the requirements for installing electricity, natural gas, and steam meters, and provided an additional requirement for installing water meters. The memorandum directed the DOE Federal Energy Management Program (FEMP) to revise the metering guidance and include definitions for "cost effective" and "appropriate" (for determining where meters should be installed).

"Federal Building Metering Guidance (per 42 USC 8253(e) Metering of Energy Use) November 2014 Update" supersedes the February 2006 Guidance. The updated Guidance is now published on the FEMP website, with a direct link to the download page here.

FEMP recently released the FY 2019 annual data for federal energy, water, and associated performance metrics. The data were released to coincide with the White House Council on Environmental Quality's (CEQ's) posting of its FY 2019 progress update, which includes agency progress charts and the FY 2019 Office of Management and Budget's Scorecards for Efficient Federal Operations/Management.

The Department of Energy's Federal Energy Management Program (FEMP) has released the consolidated Annual GHG and Sustainability Data Report, Version 1.0, coincident with the White House Council on Environmental Quality's release of the Federal Greenhouse Gas Accounting and Reporting Guidance and Technical Support Document. This Excel workbook provides electronic reporting capability for the Federal agency compiled comprehensive GHG inventory for fiscal year 2010 and the base-year 2003 GHG inventory for the purpose of measuring progress toward the goals established under Executive Order 13514. The file can be downloaded from FedCenter at http://www.fedcenter.gov/programs/greenhouse/inventoryreporting/fempceqresources/. Other resources are also available at this site for assisting agencies in compiling their GHG inventories.

The FEMP Resilience team is excited to share a new opportunity for your agency's site personnel, energy managers, and resilience-focused working groups. The FEMP Resilience team is hosting a webinar this December to launch a new Mission Energy Resilience and Readiness Exercises (MERREs), also known as black start exercises, program offering. To help civilian agencies bolster resilience and contingency planning efforts, FEMP will provide training and resources to help you conduct your own MERREs. The Standby Power Data Center provides procurement information for federal buyers and serves as a vanguard reference site for energy efficiency and standby power data. The site provides information about standby power, federal purchasing requirements and measuring standby power. Users can also search product lists or submit new products.

The Portal will allow federal agencies to submit and track requests for assistance meeting their renewable energy and energy efficiency related goals. During the first phase, portal assistance is geared toward renewable energy projects. Other project types will be included in later phases.

The FEMP Utility Program Navigator tool is a one-stop shop for finding relevant utility programs for your federal agency sites. This searchable database helps agencies navigate the complexities of utility offerings and identify cost savings opportunities by simplifying information about programs that meet their energy goals and statutory requirements.

Federal buyers are required to purchase energy-efficient products by statute and executive order. In addition, energy-efficient procurement offers substantial energy and financial savings potential throughout the federal government. This memorandum, dated 28 December 2005, transmits recommended practices for providing EMS-related compliance assistance to Federal Facilities. The memorandum was issued to Regional Federal Facilities Senior Managers, Regional Enforcement Division Directors, Regional Media Division Directors, and Regional Enforcement Coordinators.

This document was developed to assist and educate field workers, supervisors and managers in making decisions that help the project team meet sustainable project goals. The field guide is designed to fill a significant void in available information for sustainable construction methods. It systematically draws together and organizes information on many aspects of construction that can assure the sustainability of a facility. Simple methods and suggested practices are presented for the major phases of construction in the field guide.

The Field Guide for Sustainable Construction is a joint project between PENREN/C and The Pennsylvania State University. It is intended to be a helpful, practical reference for construction personnel working on building sites. It guides decision-making that helps the project team achieve sustainable project goals for planned and ongoing projects.

Just as birders have field guides for identification when birding, there are guides on corals for observers as well. With over 6,000 known species, coral reefs are the largest biological origin structures on earth and are complex structures. Many coral species are challenging to identify--even by experts. In partnership with NOAA's National Marine Fisheries Service (NMFS) Pacific Islands Regional Office, NCEI has released seven coral field identification guides for the Western Pacific Ocean. These guides are a resource for scientists, managers, monitoring teams, and others interested in learning about reef-building corals. This training can be requested online or in person.

Developed by the Federal Remediation Technologies Roundtable (FRTR), the Matrix and its accompanying Reference Guide provide project managers and site stakeholders with information for use in identifying methods involving non-intrusive or minimally intrusive technologies in order to optimize sampling locations and minimize well installation. The Matrix includes techniques and instruments that are (1) fieldable and (2) commercially available. The Reference Guide provides a description and additional background information on each technology.

The Department of the Navy (DoN) announced on July 28, 2010 the availability of the final environmental impact statement (EIS) for the Guam and Commonwealth of the Northern Mariana Islands Military Relocation. The final EIS includes analyses of impacts for the relocation of approximately 8,600 Marines and their 9,000 dependents from Okinawa to Guam, the construction of a new deep-draft wharf to support a transient nuclear powered aircraft carrier, and the establishment and operation of an Army Missile Defense Task Force.

These documents are developed in accordance with DOD Instruction 4715.5, Management of Environmental Compliance at Overseas Installations, dated 1 May 2007, to address the protection of human health and the environment in each foreign country where DOD maintains substantial installations. Note these documents are only available to U.S. military personnel who have a FedCenter.gov membership account.

This guidance, issued by the White House's Council on Environmental Quality (CEQ), is dated 1 August 2016. The intent of the guidance is to assist Federal agencies in their consideration of the effects of greenhouse gas (GHG) emissions and climate change when evaluating proposed Federal actions in accordance with the National Environmental Policy Act (NEPA) and the CEQ Regulations Implementing the Procedural Provisions of NEPA (CEQ Regulations). The guidance provides Federal agencies a common approach for assessing their proposed actions, while recognizing each agency's unique circumstances and authorities.

EPA has issued the Final Mandatory Reporting of Greenhouse Gases Rule. The rule requires reporting of greenhouse gas (GHG) emissions from large sources and suppliers in the United States, and is intended to collect accurate and timely emissions data to inform future policy decisions.

EPA, in coordination with the US Navy and Connecticut Department of Energy and Environmental Protection announced approval of the thirteenth Record of Decision (ROD) at the Naval Submarine Base - New London Superfund site in Groton, Conn. In signing the ROD, the EPA has formally accepted the Navy s cleanup plan to address contamination at the submarine base. The signing of the ROD will enable the Navy to move forward on the remedial design and cleanup action in the area known as the Lower Submarine Base. The cleanup is expected to commence in November 2013.

EPA announced a final rule, Multi-Pollutant Emissions Standards for Model Years 2027 and Later Light-Duty and Medium-Duty Vehicles, that sets new, more protective standards to further reduce harmful air pollutant emissions from light-duty and medium-duty vehicles starting with model year 2027. The final rule builds upon EPA's final standards for federal greenhouse gas emissions standards for passenger cars and light trucks for model years 2023 through 2026 and leverages advances in clean car technology to unlock benefits to Americans ranging from improving public health through reducing smog- and soot-forming pollution from vehicles, to reducing climate pollution, to saving drivers money through reduced fuel and maintenance costs. These standards will phase in over model years 2027 through 2032.

The Energy Savings Performance Contract (ESPC) Pricing and Financing webinar helps Federal agencies learn how ESPCs can finance the reduction of facility energy use and costs. The training session offers a brief overview of costs and pricing review of the ESPC final proposal. Therefore attendees should, at a minimum, have attended an Introduction to ESPCs webinar or an ESPC workshop.

USFWS announced a finding on the gray wolf (Canis lupus) in the Northern Rocky Mountains (NRM) and in the Western United States. After a thorough review of the best available scientific and commercial data, they find that gray wolves within the NRM area do not, on their own, represent a valid listable entity; therefore, the NRM is not warranted for listing under the ESA. They find that the gray wolf in the Western United States is a valid listable entity; however, the gray wolf in the Western United States does not meet the definition of an endangered species or a threatened species. Thus, they find that listing the gray wolf in the Western United States is not warranted at this time. The finding in this document was made on 7 February 2024. In this action, the Administrator finds that lead air pollution may reasonably be anticipated to endanger the public health and welfare within the meaning of the Clean Air Act. The Administrator also finds that engine emissions of lead from certain aircraft cause or contribute to the lead air pollution that may reasonably be anticipated to endanger public health and welfare under the Clean Air Act. USFWS announced three 90-day findings on petitions to delist the grizzly bear in the lower-48 States (Ursus arctos horribilis) under the ESA. One petition requests delisting the grizzly bear in the lower-48 States, and the other two petitions request delisting populations in two specific ecosystems, the Northern Continental Divide Ecosystem (NCDE) and the Greater Yellowstone Ecosystem (GYE). With the publication of this document, they announce that they plan to initiate a status review to determine whether the petitioned actions are warranted. To ensure that the status review is comprehensive, they are requesting new scientific and commercial data and other information regarding the grizzly bear in the NCDE and GYE and factors that may affect its status in those ecosystems, including the adequacy of existing regulatory mechanisms to address threats now and in the foreseeable future. Based on the status review, they will issue a 12-month petition finding, which will address whether the petitioned actions are warranted, in accordance with the Act. U.S. Environmental Protection Agency (EPA) presented its first annual "National Federal Facility Excellence in Site Reuse" award to the former McClellan Air Force Base, in Sacramento County, in recognition of exemplary work transforming the Superfund site into a successful business park. The 3,452-acre McClellan Business Park now supports more than 17,000 jobs and has generated $580 million in public and private investment.

EPA's Environmental Science Center at Fort Meade, Md. has been certified for Leadership in Energy and Environmental Design (LEED) O + M (operation and maintenance) making it the first EPA laboratory nation-wide to achieve this certification. The Environmental Science Center earned the LEED certification in the existing building operation and maintenance category, and was rated as exceptional in both on-site storm-water management, and natural habitat – as well as excellent in green cleaning, indoor air quality, and water conservation.

At a ceremony 30 September 2011, the U.S. Environmental Protection Agency, along with the California Department of Toxic Substances Control, the Regional Water Quality Control Board, the U.S. Air Force, Sacramento County and McClellan Business Park, highlighted the first time that a private party has completed a cleanup at a military Superfund site in the nation.

The Bureau of Ocean Energy Management (BOEM) has offered a right-of-way (ROW) grant to Deepwater Wind Block Island Transmission System, LLC (Deepwater Wind) for the Block Island Transmission System (BITS). The transmission system will serve two purposes: 1) connect Deepwater Wind's proposed 30 megawatt (MW) Block Island Wind Farm, located in Rhode Island state waters about 2.5 nautical miles southeast of Block Island, to the Rhode Island mainland; and 2) transmit power from the existing onshore transmission grid on the mainland to Block Island. The ROW corridor, which is about eight nautical miles long and 200 feet wide, comprises the portion of the transmission line that crosses federal waters.

EPA along with other federal agencies, released their annual Sustainability Plans, to mark the first year of Executive Order (EO) 14057 on Catalyzing America's Clean Energy Industries and Jobs Through Federal Sustainability. One year into implementation of the Federal Sustainability Plan, federal agencies have taken swift action to make Federal Government operations cleaner, healthier, and more resilient while growing well-paying clean energy industries, creating jobs, and making the nation more economically competitive.

The Office of Environmental Justice and External Civil Rights' Conflict Prevention and Resolution Center (CPRC) has issued this year's annual report on environmental collaboration and conflict resolution (ECCR) at EPA. This report highlights the EPA's key achievements in providing ECCR in fiscal year 2022 and the infrastructure that supports this work. ECCR continues to be an essential tool used to advance the Agency's goals, including tackling the climate crisis, taking decisive action to advance environmental equity and civil rights, and strengthening tribal, state, and local partnerships.

FishBase a global information systems on fishes and is a relational database with information to cater to different professionals such as research scientists, fisheries managers, zoologists and many more. FishBase on the web contains practically all fish species known to science. FishBase was developed at the WorldFish Center in collaboration with the Food and Agriculture Organization of the United Nations (FAO) and many other partners, and with support from the European Commission (EC).

(New York, N.Y. -- October 20, 2008) With the goal of going above and beyond their legal environmental requirements, five U.S. Postal Service facilities in New York have joined the U.S. Environmental Protection Agency's (EPA) National Environmental Performance Track program. The facilities include processing and distribution centers in Albany, Binghamton, Buffalo, Rochester and Utica.

Sponsored by the National Fish and Wildlife Federation, seeks to develop nation-wide-community stewardship of local natural resources, preserving these resources for future generations and enhancing habitat for local wildlife. Projects seek to address water quality issues in priority watersheds, such as erosion due to unstable streambanks, pollution from stormwater runoff, and degraded shorelines caused by development.

Water utilities, manufacturers, retailers, communities, plumbers, and other professionals are working with the EPA's WaterSense program to promote Fix a Leak Week, March 15 to 21, 2010. EPA is promoting ways to identify and repair dripping faucets, running toilets, and leaky showerheads.

The award recognizes facilities who demonstrate excellence in operation, maintenance, innovative treatment, waste reduction and pollution prevention, conservation, recycling and other special achievements.

A database of success stories that feature information on niche market applications (such as airports, schools, and national parks). These stories offer an inside look at how fleets use AFVs, deal with infrastructure issues, obtain funding, and more.

This tool tracks participating Federal agencies fleet fuel consumption, greenhouse gas emissions, and vehicle inventories. FleetDASH was developed by the U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) to support the sustainability efforts of Federal fleets, including reducing petroleum consumption and greenhouse gas (GHG) emissions, and increasing the use of alternative fuels.

In this workshop, participants will explore best practices for analyzing fleet utilization and right-sizing using a sample fleet dataset. Using an example fleet dataset, attendees will learn how to identify low-use vehicles and prioritize fleet assets based on data-driven insights. The session will provide a practical framework and best practices for determining which vehicles to flag for potential elimination or downsizing to reduce fleet costs, while still maintaining agency fleet mission requirements.

After a flood, affected residents often want to assess the condition of their homes and businesses, however, flooded buildings contain potential health risks. Getting information to the public after a disaster about what these health risks are and how to avoid them can be difficult. Learn about a risk communication framework and human-centered design techniques to figure out what information people affected by a flood need and how they make cleanup decisions. It helps communities recover as quickly and safely as possible. The webinar will review the risk communication and human-centered design strategies used to develop the Flooded Homes Cleanup Guidance website and provide an overview of the website and its key features.

This EPA webinar includes a presentation about EPA's "Flood Resilience Guide for Water and Wastewater Utilities" which has a user-friendly layout, embedded videos, and flood maps. The webinar also includes information on "EPA's Drought Response and Recovery Guide" which brings together lessons learned from small- to medium sized drinking water systems across the country that have dealt with drought. The guide provides water utilities with best practices and key actions that can be taken when planning for, responding to, or recovering from drought, and helps utilities dealing with drought impacts by outlining practical actions that can increase their overall drought resilience. (Seattle, Wash. – Nov.1, 2007) Fluor-Hanford (Fluor), the primary clean-up contractor at the Department of Energy's Hanford Reservation, and Twin City Metals(TCM), a Richland, Washington, metal recycler, have agreed to pay the U.S. Environmental Protection Agency a combined total of $84,800 in penalties for mis-handling PCB-contaminated transformers.

These programs were launched as a joint effort by EPA and industry groups to reduce the amount of fluorinated gases (F-Gas) emitted from a variety of industrial processes. The programs promote the development and adoption of cost-effective F-Gas emission reduction opportunities.

Developed through a workgroup of ninefederal agences, this is a set of voluntary best business practices that can be used to increase healthy and safe food options for employees while implementing environmentally responsible practices in federal food service venues.

Compiled by the University of Northern Iowa, Iowa Waste Reduction Center, this is a collection of studies examining how food waste is being handled in Iowa. The Iowa Waste Reduction Center met with many businesses and organizations throughout Iowa who are focusing on food waste through many methods - including reduction programs and repurposing. Repurposing through creating compost, biodigestion, and even getting food that is still edible to the hungry. Covering many recovery options, these case studies can serve as a great basis of what can work and how to achieve results.
