A guidance document on the use of substitute materials for historic buildings. The new guidance provides additional direction as well as technical preservation information on when a different material than the historic one may be appropriately used to replace a deteriorated or missing historic feature, consistent with the SOI Standards for Rehabilitation.

The Advisory Council on Historic Preservation has approved an exemption that relieves the General Services Administration from historic preservation review requirements under the National Historic Preservation Act for specified routine operations and maintenance activities.

Section 110(h) of the National Historic Preservation Act establishes the Secretary of the Interior annual award program to recognize the outstanding contributions in historic preservation. The Secretary's award is distinguished from other historic preservation award programs because it: is statutorily mandated as a Cabinet-level recognition; focuses on the accomplishments of individual employees whose work enhanced and/or improved historic preservation in their agency, state, tribal, or local government; and recognizes the contributions of employees at multiple levels of government. The Secretary may present up to four awards annually, one for each level of government participating in the national preservation partnership program (federal, state, Tribal, and local) and each comes with a special citation and $1,000.

Establishes policy and assigns responsibilities for DoD consultation with NHOs when proposing actions that may affect a property or place of traditional religious and cultural importance to an NHO.

The Department of Defense (DoD) announced the winners of the 2014 Secretary of Defense Environmental Awards on April 21, 2014. Each year, since 1962, the Department has honored individuals, teams, and installations for their outstanding achievements in environmental performance. In naming the winners of the 2014 Secretary of Defense Environmental Awards, Frank Kendall, the Under Secretary of Defense for Acquisition, Technology and Logistics, stated, "Their remarkable achievements exemplify the Department's continued commitment to sustain mission readiness while cost-effectively addressing environmental issues, thereby increasing efficiencies and supporting the quality of life for service members, their families, and local communities."

Four cabinet-level departments joined the Advisory Council on Historic Preservation today in signing a Memorandum of Understanding (MOU) to improve the protection of Indian sacred sites. The MOU also calls for improving tribal access to the sites. It was signed by cabinet secretaries from the U.S. Departments of Agriculture, Defense, Energy and Interior. It was also signed by the chairman of the Advisory Council on Historic Preservation.

The Department of Defense has completed a catalog that provides annotated descriptions of 22 historic context studies and histories funded by the DoD Legacy Resource Management Program. Historic contexts assist DoD cultural resource managers with fulfilling requirements of the National Historic Preservation Act. These contexts provide photographic documentation, illustrations, building plans and criteria that assist in the evaluation of historic significance and National Register of Historic Places eligibility.
