The Green Electronics Council (GEC), the organization that manages the EPEAT ecolabel, announced the 2020 EPEAT Purchaser Award winners during a virtual event showcasing winner-submitted acceptance videos and photos. Seventy-five* (75) organizations, including cities, states, U.S. Federal agencies, healthcare systems, universities, K-12 school systems, and companies from around the globe were celebrated for their decision to purchase sustainable electronic products.

This memorandum, dated 7 July 2008, clarifies EPA's position regarding the relationship between EO requirements and proposed Federal Agency SEPs. The document explains those situations where a proposal that is similar in nature to directives of an EO may otherwise be acceptable under the SEP policy regarding acceptance of proposals "that may not have otherwise occurred" without the settlement.

The annual awards are based on published criteria approved by the CMRA Board of Directors and are intended to highlight and provide distinction to those that have accepted the challenge to define and expand the industry served by the CMRA. The four awards are:
  • Facility of the Year is for recognition of a facility that is actively recycling or diverting construction and demolition materials from landfills. The facility must show substantial contributions to the C&D recycling industry.
  • Recycler of the Year is for recognition to an individual in the construction and demolition recycling industry who has made superior and substantial contributions to his/her company or industry in achieving sound operating practices, including marketing materials.
  • Governmental Recycling Program of the Year is for recognition to a public sector recycling program that provides substantial contributions in construction and demolition recycling.

EPA finalized changes to the effluent limitations guidelines and standards for the Construction and Development point source category. These changes are being promulgated pursuant to a settlement agreement to resolve litigation. This final rule withdraws the numeric discharge standards, which are currently stayed, and changes several of the non-numeric provisions of the existing rule. This final rule is effective on 5 May 2014.

This course provides an overview of the vapor intrusion exposure pathway including its scientific foundation, regulatory framework, and the technical aspects of investigating and remediating contaminated vapor sites. The class will cover topics such as: screening sites for potential vapor intrusion concerns, conducting field investigations, sampling techniques, data analyses, exposure point calculations, the Johnson and Ettinger predictive model, vapor intrusion risk assessment, vapor intrusion mitigation, and remediation. Participants will work through practical problems and typical site scenarios based on case studies of established vapor intrusion sites. This course provides a comprehensive introduction for those new to the field, and will also provide insights, data analysis techniques, and the latest research for more advanced participants.

The guide encourages project managers to consider a mix of remedies, including dredging and disposing of sediment; capping it to limit further contamination; or allowing natural attenuation to let chemical contaminants in soil or groundwater to degrade naturally. The final document includes new language encouraging project managers to conduct more analyses and consider more sources of uncertainty regarding the overall contamination of a site. In the final guide the language included directions to take steps to cap contaminants "sufficient" to protect the environment.

EPA is amending the emissions reporting regulations applicable to sources that monitor and report emissions under the Acid Rain Program, the Cross-State Air Pollution Rule (CSAPR), and/or the NOX SIP Call. The amendments provide that if an affected unit fails to complete a required quality-assurance, certification or recertification, fuel analysis, or emission rate test by the applicable deadline under the regulations because of travel, plant access, or other safety restrictions implemented to address the current COVID-19 national emergency and if the unit's actual monitored data would be considered valid if not for the delayed test, the unit may temporarily continue to report actual monitored data instead of substitute data. The amendments promulgated in this rule will expire in 180 days. EPA is also requesting comment on this rule. This rule is effective 22 April 2020. EPA is finalizing PM emission standards and test procedures applicable to certain classes of engines used by civil subsonic jet airplanes (engines with rated output of greater than 26.7 kN) to replace the existing smoke standard for those engines. The EPA is adopting these standards under our authority in the CAA. These standards and test procedures are equivalent to the engine standards adopted by the United Nations' ICAO in 2017 and 2020 and will apply to both new type design aircraft engines and in-production aircraft engines. These standards reflect the importance of the control of PM emissions and U.S. efforts to secure the highest practicable degree of uniformity in aviation regulations and standards. Additionally, the EPA is migrating, modernizing, and streamlining the existing regulations into a new part in the Code of Federal Regulations. As part of this update, the EPA is also aligning with ICAO by applying the smoke number standards to engines less than or equal to 26.7 kilonewtons rated output used on supersonic airplanes. Developed in 1972, the Convention sets out the duties of parties to the Convention in identifying potential sites and their role in protecting and preserving them. By signing the Convention, each country pledged to conserve not only the World Heritage sites situated on its territory, but also to protect its national heritage. The Convention also defined the kind of natural or cultural sites which can be considered for inscription on the World Heritage List and how the World Heritage Fund is to be used and managed and under what conditions international financial assistance may be provided.

This Convention was created on 2 February 1971, in Ramsar, Iran amended by Paris Protocol of 3 December 1982, and entered into force for the United States on 18 December 1986. Each country must promote the conservation of wetlands and waterfowl by establishing nature reserves on wetlands and provide adequately for their wardening (Article 4, para 1).

The CDHC was created in 2002, in response to the U.S. Coral Reef Task Force's (USCRTF) National Action Plan to Conserve Coral Reefs. CDHC is involved in activitie such as: sequencing the coral genome, setting diagnostic criteria, and developing diagnostic tools. Currently over 50 partners, including federal agencies, EPA, DOI, NOAA along with academia, non-profit and industry, contribute their time and expertise to the CDHC, while organizational infrastructure is supported by the Congressionally funded Coral Conservation Program.

The NOAA Fisheries Pacific Islands Regional Office (PIRO) developed the Coral Species Identification Training Program to increase capacity of coral reef monitoring efforts in the U.S. Pacific Islands and various other Pacific Island nations. The program provides free training and resources for identifying Indo-Pacific reef-building corals including 15 species that are listed as threatened under the Endangered Species Act. This includes the listed and unlisted corals found in each archipelago covered by the program. This training can be requested online or in person.

The current Federal delineation manual, dated January 1987, used in the Clean Water Act Section 404 regulatory program for the identification and delineation of wetlands. Except where noted in the manual, the approach requires positive evidence of hydrophytic vegetation, hydric soils, and wetland hydrology for a determination that an area is a wetland. Portions of the manual have been superseded by regional guidance issued by each USACE district.

WASHINGTON – The White House Council on Environmental Quality (CEQ) today released Guidance on Federal Greenhouse Gas Accounting and Reporting that establishes Governmentwide requirements for measuring and reporting greenhouse gas (GHG) emissions associated with Federal agency operations. The Guidance serves as the Federal Government's official Greenhouse Gas Protocol and will be used by Federal agencies to develop their first GHG inventories. Federal agencies will submit GHG inventories annually beginning in January of 2011, as called for in the Executive Order on ederal Leadership in Environmental, Energy and Economic Performance (Executive Order 13514) signed by President Obama on October 5, 2009. On March 4, 2011, CEQ issued a set of implementing instructions for Federal Agency Adaptation Planning. The Instructions will inform agencies on how to integrate climate change adaptation into their planning, operations, policies, and programs, as recommended by the Interagency Climate Change Adaptation Task Force in its October 2010 Progress Report to the President. A Companion Support Document has also been issued.

EPA is announcing a temporary policy regarding EPA enforcement of environmental legal obligations during the COVID-19 pandemic. This policy will apply retroactively beginning on 13 March 2020. Authorized states or tribes may take a different approach under their own authorities. The EPA will exercise the enforcement discretion specified in the this memo for noncompliance covered by this temporary policy and resulting from the COVID-19 pandemic, if regulated entities take the steps applicable to their situations, as set forth in this policy.

NMFS designated critical habitat for five threatened Caribbean coral species, Orbicella annularis, O. faveolata, O. franksi, Dendrogyra cylindrus, and Mycetophyllia ferox, pursuant to section 4 of the ESA. Twenty-eight mostly overlapping specific occupied areas containing physical features essential to the conservation of these coral species are designated as critical habitat. These areas contain approximately 16,830 square kilometers (km2; 6,500 square miles (mi2)) of marine habitat. They have considered economic, national security, and other relevant impacts of designating these areas as critical habitat, and we exclude one area from the designations due to anticipated impacts on national security. EPA has released a new brochure that provides health and safety information for professional and do-it-yourself mechanics who may work with asbestos-containing automotive components. Current Best Practices for Preventing Asbestos Exposure Among Brake and Clutch Repair Workers emphasizes the need to prevent asbestos fibers from escaping into the air during repair work. While it is impossible to tell if clutch and brake components contain asbestos, the booklet advises that mechanics should automatically assume the possible presence of asbestos. The booklet emphasizes the warning against blowing dust from brakes and clutches with compressed air. It also details three recognized methods for containing asbestos dust in a professional automotive shop. The booklet provides a list of do's and don'ts for do-it-yourself mechanics. They include using pre-ground, ready-to-install parts and not taking work clothing inside the house to prevent exposing family members to asbestos dust.

Users enter site characteristics and critical load information into the tool, then estimate the types of outage costs they may incur--from immediate losses to costs that accumulate each hour the power is out. The FEMP-sponsored CDF Calculator provides essential data for those tasked with justifying the benefit of resilience investments for their facilities. The calculation baselines the cost of inaction to help facility managers understand the value of resilience solutions, such as redundant systems or enhanced energy security.

Conventional water treatment (consisting of coagulation, sedimentation, filtration and chlorination) can generally remove intact cyanobacterial cells and low levels of cyanotoxins from source waters. However, water systems may face challenges in providing drinking water during a severe bloom event when there are high levels of cyanobacteria and cyanotoxins in source waters. This collection of tools will help public water systems manage this issue.

This Guide is developed by FEMP in collaboration with the Lawrence Berkeley National Laboratory. The Guide is an introduction to a temporary wireless mesh assessment kit, a data center monitoring system which can be used to reduce equipment costs and shorten the time frame of a traditional data center energy use assessment. The assessment kit helps to create an accurate evaluation of data center operation, air management, and Power Usage Effectiveness (PUE) at lower cost and with greater efficiency. The guide also details the advantages of the wireless assessment kit versus traditional data center monitoring, the process for installing and operating the assessment kit, and basic information and background on data center monitoring and evaluation. The guide is intended for personnel responsible for managing data center energy use, including IT and facilities managers.

In order to accelerate energy savings, the data center industry and DOE partnered to develop the Data Center Energy Practitioner (DCEP) Program. The DCEP training program certifies energy practitioners qualified to evaluate the energy status and efficiency opportunities in data centers.
