DSCR offers re-refined motor oil in two distinct ways. The Closed Loop program includes delivery of re-refined oil and pick-up of used oil up to 120% of the amount of oil purchased for the same price. Used oil in excess of 120% of that which was purchased under the program may be removed for a fee of $.20 per gallon. Totals will be calculated on a yearly basis. Closed Loop service is limited to the continental United States (CONUS.) The Basic program consists of standard one-way delivery of re-refined motor oil to any location worldwide, including CONUS. At a White House Forum on Energy Security On July 27, U.S. Deputy Secretary of Energy Daniel Poneman announced a Memorandum of Understanding (MOU) between the U.S. Department of Energy and the U.S. Department of Defense to accelerate clean energy innovation and enhance national energy security. The MOU, signed by Deputy Secretary Poneman and U.S. Deputy Secretary of Defense William Lynn, covers efforts in the areas of energy efficiency, renewable energy, water efficiency, fossil fuels, alternative fuels, efficient transportation technologies and fueling infrastructure, grid security, smart grid, storage, waste-to-energy, basic science research, mobile/deployable power, small modular reactor nuclear energy, and related areas. DOD and GSA announced a Request for Information (RFI) to gather market information and capabilities in supplying carbon pollution-free electricity to the federal government. This is an important step forward in transforming how the U.S. government buys and manages electricity, and it puts the nation on a path to achieving a carbon pollution-free electricity sector by 2035. This RFI follows President Biden’s signing of the Executive Order on Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability (EO 14057), which directed the federal government to use 100% carbon pollution-free electricity on a net annual basis by 2030, including 50% on a 24/7 (hourly matching) basis. The objectives of this RFI are to: • Demonstrate the intent to achieve 100 percent carbon pollution-free electricity for federal operations by using a whole-of-government approach; • Understand the ability of industry to supply 24x7 hourly matched carbon pollution-free electricity, and gather pricing information based on scale; and • Gather information from industry on potential approaches to meeting the targets set by the Federal Sustainability Plan. This is a part of the Administration’s larger goal to combat the climate crisis, including working to curb emissions, strengthen resilience, create jobs, protect public health, catalyze private sector investment, spur innovation, expand the economy, and advance equity.

The Department of Defense has completed a catalog that provides annotated descriptions of 22 historic context studies and histories funded by the DoD Legacy Resource Management Program. Historic contexts assist DoD cultural resource managers with fulfilling requirements of the National Historic Preservation Act. These contexts provide photographic documentation, illustrations, building plans and criteria that assist in the evaluation of historic significance and National Register of Historic Places eligibility.

The U.S. Department of Defense (DOD) recently released its "Annual Energy Management Report" for Fiscal Year 2011. The 441-page document details DOD activities to promote energy security and leverage new energy technologies, focusing on energy at its fixed installations. This annual report discusses a variety of energy issues, including DOD efforts to manage its facility energy program and reduce energy consumption in part by increasing the supply of renewable energy.

GAO study to determine the range of groundwater remediation technologies DOD is currently using or field-testing and to examine whether any new groundwater remediation technologies are being used outside the department or are being developed by commercial vendors that may have potential for DoD's use, and the extent to which DoD is researching and developing new approaches to groundwater remediation.

The Defense Logistics Agency (DLA) Aviation Hazardous Minimization and Green Products Branch in coordination with the Office of the Assistant Secretary of Defense for Sustainment and Department of Defense (DoD) stakeholders demonstrated biobased multipurpose greases for use in non-tactical DoD and civilian federal agency equipment. USDA has designated biobased multipurpose grease for Federal use, with a minimum 72% biobased content. Multipurpose grease products were evaluated in vehicles and equipment at Military installations and civilian Federal Agency facilities. This demonstration validated biobased greases' performance and facilitated awareness of sustainable alternatives to petroleum-based greases and resulted in the assigning of National Stock Numbers (NSNs) for these sustainable products, thereby making them available for DoD and civilian Federal Agency procurement.

This is an independent virtual center or focal point that integrates information on sustainable products and serves as DoD's informational repository for these products and their respective performances to include demonstrations of alternative green products and services conducted at DoD installations.

This guide, officially titled Working to Preserve Farm, Forest and Ranch Lands: A Guide for Military Installations is a new resource for military installation leadership. It provides information about programs and potential partners for installations seeking to preserve farm, forest and ranch lands as compatible neighbors. The 20-page guide presents information in an easy-to-understand format and could be useful for other federal agencies that concentrate on preservation of working lands. It was developed by the American Farmland Trust in partnership with the Sustainable Ranges Initiative in the Office of the Secretary of Defense. The award, presented at the Environment for the Americas International Migratory Bird Day event at the Embassy of Canada in Washington D.C., recognizes DoDs multi-year Migratory Linkages of Burrowing Owls on Department of Defense Installations and Adjacent Lands project. The Presidential Migratory Bird Stewardship Award annually recognizes a single project or action conducted by or in partnership with a Federal agency that meets the intent and spirit of the Executive Order 13186 (Responsibilities of Federal Agencies to Protect Migratory Birds) by focusing on migratory bird conservation.

This DoDI, dated 14 September 2006, implements DoD policy, assigns responsibilities, and provides procedures for DoD interactions with federally-recognized tribes.
