EPA and DoD are promulgating discharge performance standards for 11 discharges incidental to the normal operation of a vessel of the Armed Forces in the navigable waters of the United States, the territorial seas, and the contiguous zone. When implemented, the discharge performance standards will reduce the adverse environmental impacts associated with the vessel discharges, stimulate the development of improved vessel pollution control devices, and advance the development of environmentally sound vessels of the Armed Forces. The 11 discharges addressed by the final rule include the following: Catapult water brake tank and post-launch retraction exhaust, controllable pitch propeller hydraulic fluid, deck runoff, firemain systems, graywater, hull coating leachate, motor gasoline and compensating discharge, sonar dome discharge, submarine bilgewater, surface vessel bilgewater/oil-water separator effluent, and underwater ship husbandry. The United States Department of Agriculture Forest Service successfully deployed a solar-powered EV charging station at the Wolf Creek Job Corps Civilian Conservation Center to serve its five-vehicle fleet. The Job Corps Center is a residential campus situated in the remote Umpqua National Forest in Oregon's Cascade Range, which provides free education and job training programs for young adults. Due to the high financial cost of installing electric infrastructure in remote areas with limited access to the grid, the Forest Service chose to purchase a charging system that requires no grid connection..

The results from the first 15 mo of the second UCMR2 program are now available on EPA's Web site. EPA intends to update results at least semiannually until the end of reporting under the program in 2011. UCMR2 is a tool used by EPA to help determine whether to set new drinking water standards for individual contaminants that are not currently regulated.

EPA's e-manifest system will officially launch in June 2018. The system will facilitate the electronic transmission of the uniform manifest form, which accompanies shipments of hazardous waste. As a result of the testing period and test user lessons learned the Fact Sheets for the various users (generators, transporters, tsdfs, etc) have been updated.

This year, agency Sustainability Plans for the first time ever include Climate Change Adaptation Plans, outlining initiatives to reduce the vulnerability of Federal programs, assets, and investments to the impacts of climate change, such as sea level rise or more frequent or severe extreme weather. Agency adaptation plans highlight actions to plan for and address these impacts in their programs and operations, and protect taxpayer investments. In addition to the Climate Change Adaptation Plans, this year's Sustainability Plans include two other new components, Fleet Management Plans and Bio-based Purchasing Strategies.

It includes requirements for the design, development, management, reporting, and verification of an organization's GHG inventory.

This data and a mapping tool is designed to help the public compare water quality trends over the last two years. The tool is a part of the Enforcement and Compliance History Online (ECHO) system. The web-based, interactive map includes "state dashboards" that provide detailed information for each state, including information on facilities that are violating the Clean Water Act and the actions states are taking to enforce the law and protect people's health.

EPA is updating specific data elements within the NPDES eRule, published on 22 October 2015, that apply to regulated MS4s. These changes are necessary given the promulgation of a separate rulemaking after publication of the NPDES eRule that modified the NPDES permit requirements for small MS4s. That rule, referred to as the MS4 General Permit Remand Rule, published on 9 December 2016, made a number of the MS4-related data elements in the NPDES eRule no longer accurate. This final rule updates those data elements to be consistent with the current MS4 regulations, corrects related typographical errors, and makes other selected clarifications at the request of state NPDES permitting programs. USFWS in accordance with the ESA are amending the List of Endangered and Threatened Plants by removing Johnson's seagrass (Halophila johnsonii). They are also amending the List of Endangered and Threatened Wildlife by updating the entries for the Arctic subspecies of the ringed seal (Pusa hispida hispida) and the Beringia distinct population segment (DPS) of the Pacific bearded seal subspecies (Erignathus barbatus nauticus) to reflect the final designation of critical habitat for this subspecies and DPS, respectively. These amendments are based on previously published determinations by the NMFS of the NOAA, Department of Commerce, which has jurisdiction for these species. This rule is effective 15 November 2022. The U.S. EPA has reached a settlement with the U.S. Navy over alleged environmental violations at the Naval Support Activity Hampton Roads in Chesapeake, Va. Under the settlement over violations of the Clean Air Act and the Resource Conservation and Recovery Act (RCRA), the Navy will pay a $49,500 penalty and implement procedures to ensure the proper handling of its hazardous wastes. The Clean Air Act violations pertained to regulations designed to reduce discharges of ozone-depleting substances used as coolants in air conditioning units. EPA alleged that the facility did not perform leak rate calculations when it serviced those units. In addition, EPA alleged that the facility did not have a CAA permit to operate a diesel-fired boiler, which meant that the boiler was not subject to required emissions limits. The RCRA violations pertained to regulations that require the safe, environmentally-sound storage and disposal of hazardous waste and prevention of spills from underground storage tanks. The Navy has upgraded its underground storage tanks, which should help protect waters in the nearby Great Dismal Swamp.

This guide is a case study of Huntington, West Virginia and early efforts to consider how green infrastructure could be incorporated into local hazard mitigation plans. It follows a partnership of local, state, and federal organizations and their collaborative effort to address local flooding and protect water quality. While the effort is ongoing, the Storm Smart Cities guide captures some early lessons learned that can benefit other communities interested in pursuing a similar approach. It includes recommendations for communities on integrating green infrastructure into local hazard mitigation plans. The Storm Smart Cities Guide was developed by the US EPA Region 3 Water Protection Division, Office of State and Watershed Partnerships.

The UAS team has conducted numerous geophysical data collections and has utilized UAS for coastal monitoring applications, assessing plant health, identifying cracks in airfield pavements and other aerial applications.

USDA published a rule designating 30 additional product categories for preferred federal procurement, bringing the total number of product categories to 139. These 30 categories contain finished products that are made from the intermediate ingredients that have been designated. Additionally, many of these categories are made up of products that already participated in the Program's voluntary labeling initiative. By designating these product categories, USDA is taking a step toward merging the two initiatives of the Program, with an eye towards ultimately making all products certified through the BioPreferred Program qualify for preferred federal procurement.

The USDA's Beltsville Agricultural Research Service in Beltsville, Md. has settled alleged violations of UST and hazardous waste regulations. EPA cited USDA for failing to conduct release detection every 30 days, failing to perform annual line leak detection tests, and failing to perform annual line tightness tests. The alleged RCRA violations included operating a facility for the storage, treatment and/or disposal of hazardous waste without a permit, failing to clearly label containers of accumulated hazardous waste, not maintaining records of hazardous waste training for facility personnel and failing to determine if the solid waste generated by the facility was hazardous waste, specifically, used aerosol cans generated from the facility's machinery shop.

The Forest Service developed an online tool that shows hazardous fuels reduction projects occurring in support of the Wildfire Crisis Strategy. The strategy, called "Confronting the Wildfire Crisis: A Strategy for Protecting Communities and Improving Resilience in America's Forests," combines a historic investment of congressional funding with years of scientific research and planning into a national effort that will dramatically increase the scale of forest health treatments over the next decade.

USDA is charged by law with implementing the Federal BioPreferred program designed to encourage the purchase and use of biobased products by Federal agencies and to also set an example for the rest of the Federal government. One of the ways USDA is leading by example is in removing single use petroleum-based food service products (plates, bowls, trays, cups, cutlery, etc) from our Washington, DC area cafeterias and replacing these items with food service products made from renewable agricultural materials which can be composted and returned friendly to the earth.

Integrated Pest Management (IPM) is a science-based, sustainable decision-making process that uses information on pest biology, environmental data, and technology to manage pest damage in a way that minimizes both economic costs and risks to people, property, and the environment. This is the first update since 2013 and is the culmination of a yearlong review by the Federal Integrated Pest Management (IPM) Coordinating Committee (FIPMCC), a joint effort that is coordinated by the Office of Pest Management Policy in the Office of USDA's Chief Economist with representatives of all federal agencies with responsibilities in IPM research, implementation, or education programs. These agencies include Environmental Protection Agency (EPA), Department of the Interior (DOI), and Department of Defense (DoD).

This free publication (download pdf only) discusses alternative water sources such as graywater and stormwater that can serve a range of non-potable uses, including irrigation, toilet flushing, washing, and cooling, although treatment may be needed. Stormwater may also be used to recharge groundwater, which may ultimately be tapped for potable use. In addition to providing additional sources of local water supply, harvesting stormwater has many potential benefits, including energy savings, pollution prevention, and reducing the impacts of urban development on urban streams. Similarly, the reuse of graywater can enhance water supply reliability and extend the capacity of existing wastewater systems in growing cities.

The tool provides resources for locating information and FEC program tools to help establish and implement your EMS, specifically the portions that concern electronic equipment management. This document gives UST system owners and operators recommended inspection guidelines and best management practices for system sumps and spill buckets. It is intended to help owners identify and inspect the sumps and spill buckets associated with their underground storage tank systems; to explain steps they can take to maintain them and identify potential problems; and to provide owners with tips for fixing common problems before they cause a release of petroleum products to the environment. The manual includes safety considerations, a general introduction to kinds of sumps, basic maintenance procedures, and an inspection checklist for sumps and spill buckets.

From DOE, this is an interactive Web platform that enables electric utilities across the country to show both residential and commercial customers, in a simple way, the data they can access on their electricity use. The tool highlights local access to electricity data and allows consumers to compare their electricity data access to others in their state and across the country. The data access maps display different features of consumer electricity data including the time period and timeliness of data--informing consumers, for example, whether their utility supplies same-day electricity use information--and the extent to which the data can be shared.

This compilation of samples and templates was developed to help contracting officers implement task orders for utility energy service contracts (UESC) under existing General Services Administration (GSA) area-wide contracts. The samples and templates are provided to users in an easy-to-modify format that allows contracting officers to address their agency's unique acquisition process. In addition, the General Information section contains information on FEMP contacts, resources, and tools available to assist with UESC projects.

A tool for partnerships between Federal agencies and their franchised or serving utilities. With a UESC, the utility typically arranges financing to cover the capital costs of the project. Then the utility is repaid over the contract term from the cost savings generated by the energy efficiency measures. With this arrangement, agencies can implement energy improvements with no initial capital investment; the net cost to the Federal agency is minimal, and the agency saves time and resources by using the one-stop shopping provided by the utility.

This course provides foundational information that will help agencies understand the fundamental characteristics of the utility industry in the United States. With this information and understanding, federal agencies will be better prepared to meet the 100% carbon pollution-free electricity (CFE) goals by 2030 as outlined in Executive Order 14057. This training provides attendees with an overview of the utility industry, and a suggested approach for assessing, strategizing, and implementing plans for increasing consumption of CFE.

(January 24, 2007) In a settlement with EPA, the U.S. Veterans Administration Healthcare System has committed to implement a comprehensive hazardous waste and chemicals management inventory system at all Veterans Administration (“VA") facilities in New England. The VA is developing the system to settle a 2005 EPA enforcement action for hazardous waste violations at the VA’s medical center in White River Junction, Vermont.

(San Juan, P.R. - March 25, 2010) The U.S. Environmental Protection Agency (EPA) announced today that the U.S. Department of Veterans Affairs will pay a $13,000 fine and hold training sessions on storage tank regulations to settle a complaint issued by EPA over a failure to monitor, inspect and maintain records for underground petroleum and diesel storage tank systems at a San Juan, P.R. facility.

(Kansas City, Kan., August 18, 2009) - The U.S. Department of Veterans Affairs Eastern Kansas Health Care System has agreed to pay a $51,501 civil penalty and spend nearly a half-million dollars on a plan to manage pharmaceutical and chemical wastes, all in an agreement to settle alleged violations of hazardous waste laws at its hospitals in Leavenworth and Topeka, Kan.

The Robert J. Dole Veterans Administration Medical Center in Wichita, Kan., has agreed to pay a $17,979 civil penalty to the United States to settle a series of hazardous waste violations on its campus. The penalty is the result of RCRA violations identified during an April 2010 inspection.

ASTM International panelists are in the process of developing a standard to assess vapor intrusion as it relates to property transactions. Vapor intrusion is caused by the release of volatile chemicals from contaminated soil and groundwater into indoor air spaces of overlying buildings, potentially causing both safety and health concerns. Panel meeting will be held in the future to determine if vapor intrusion is a recognized environmental condition (REC), which means site assessors would have to determine if chemical vapors that can contaminate indoor air through vents, porous concrete and other pathways may be present. Some environmentalists, mortgage lenders and others have suggested that if vapor intrusion is not considered a REC, it could lead to lawsuits against environmental consultants who did not consider it during site assessments or property owners who did not disclose the potential for indoor air contamination before a transaction.
