The U.S. Environmental Protection Agency (EPA) announced today the finalization of a federal facility inter-agency agreement (FFA) with several agencies and jurisdictions for the cleanup of portions of the Island of Vieques and its surrounding waters. The agreement is between EPA, the U.S. Department of Navy, U.S. Department of the Interior, and the Commonwealth of Puerto Rico, and it lays out the roles that the various agencies will play as the cleanup continues. EPA's Regional Administrator Alan J. Steinberg was joined by Deputy Assistant Secretary of the Navy Donald R. Schregardus, as well as Carlos W. López Freytes, President of the Puerto Rico Environmental Quality Board and Susan Silander, U.S. Fish and Wildlife Service Project Leader for the Caribbean Islands National Wildlife Refuge Complex, at EPA's offices in San Juan, Puerto Rico to mark the finalization of the agreement.

EPA is proposing to revise the regulations to improve the management and disposal of hazardous waste pharmaceuticals and tailor them to address the specific issues that hospitals, pharmacies and other healthcare-related facilities face. The revisions are also intended to clarify the regulation of the reverse distribution mechanism used by healthcare facilities for the management of unused and/or expired pharmaceuticals. In the fall of 2018, EPA finalized tailored and streamlined standards for managing hazardous waste pharmaceuticals that reduce the cost and compliance burden for the healthcare sector, while ensuring the safe management of hazardous waste pharmaceuticals. These changes provide regulatory certainty and national consistency on how the Resource Conservation and Recovery Act (RCRA) applies to the reverse distribution of prescription pharmaceuticals while incorporating flexibilities to accommodate current business practices. With this rule EPA is also taking a common-sense regulatory approach to the disposal of Food and Drug Administration (FDA)-approved, over-the-counter nicotine replacement therapies (i.e., patches, gums and lozenges), which will no longer be considered hazardous waste when discarded.

Part of the CAMEO suite, MARPLOT® is a mapping application that people can use to quickly create, view, and modify maps. Users can create their own objects in MARPLOT (e.g., facilities, schools, response assets) and display them on top of a basemap. (There are three basemaps to choose from: standard map files, aerial photos, and topographical maps.) Users can also link objects they've created in MARPLOT to the CAMEO database to store additional information about the objects. Users can easily access details on a device or project's size, dimensions, and mooring methods, as well as project details, including information on permitting, power purchase agreements, partnerships, or even an interactive GPS mapping feature that allows the user to pinpoint certain project locations worldwide.

The U.S. EPA recognized two federal facilities with the ENERGY STAR Combined Heat and Power (CHP) Award for their highly-efficient CHP systems, which increase the reliability of their electricity supply while reducing carbon pollution that causes climate change. The awards, which demonstrate how federal agencies are reducing carbon pollution in support of the President's Climate Action Plan. The winners were the Marine Corps Logistics Base (MCLB) Albany, Albany, Ga and the National Archives and Records Administration, Washington, D.C.

The Naval Facilities Command (NAVFAC) is partnering with the REopt analysis team and Electric Vehicle (EV) Tiger Team developed under FEMP direction to plan for 233 EV charging ports and 12 MW of solar photovoltaic (PV) generation. NREL is providing technical assistance to help NAVFAC design a smart charge management approach to align zero-emission vehicle (ZEV) charging with PV generation at Camp Blaz. Currently under construction on the island of Guam, Camp Blaz is scheduled to open in 2027, the same year that E.O. 14057 requires all light-duty vehicle fleet acquisitions to be ZEVs. As the DoD base of the future, Camp Blaz will benefit from a system aligning its ZEV charging with times that up to $150k PV would otherwise be curtailed and wasted annually.

This act, (16 USC 1362 - 1407) states policy to prevent the extinction or depletion of marine mammals as a result of man's activities. It further encourages the development of international arrangements for research on and conservation of all marine mammals.

USFWS are revising a portion of their regulations under the Marine Mammal Protection Act pertaining to incidental take of marine mammals. These regulations, codified at 50 CFR part 18, subpart J, authorize the nonlethal, incidental, unintentional take by harassment of small numbers of polar bears from the Southern Beaufort Sea stock and Pacific walruses during year-round oil and gas industry activities in the Beaufort Sea (Alaska and the Outer Continental Shelf) and adjacent northern coast of Alaska. Such take may result from oil and gas exploration, development, production, and transportation activities occurring through 5 August 2026. The revisions made by this final rule authorize incidental Level A harassment of polar bears in addition to the incidental Level B harassment of polar bears and Pacific walruses already authorized. No lethal take is authorized under this rule. This rule is effective 26 June 2025 and remains effective through 5 August 2026. This act (33 USC 1401 - 1444), may be cited as the "Ocean Dumping Ban Act of 1988" declares that the United States will strictly limit all dumping into the ocean of any material which would adversely affect human health, welfare, or amenities, or the marine environment, ecological systems, or economic potentialities.

In a consent agreement with the U.S. EPA, the Maryland Air National Guard (MDANG), 175th Wing, has agreed to pay a $75,000 penalty to settle alleged violations of hazardous waste regulations at its facility at 2701 Eastern Blvd., Baltimore, Md. EPA cited MDANG for violating the Resource Conservation and Recovery Act (RCRA), the federal law governing the treatment, storage, and disposal of hazardous waste. The consent agreement resolves alleged violations discovered in an April 2011 inspection of the facility.

MWiz offers users access to a repository of EPA-sourced materials management tools and resources designed to support and promote sustainable materials management and community planning decisions. The tools and resources available through MWiz will help users analyze problems, understand management options, calculate design parameters, analyze costs and benefits, evaluate tradeoffs, engage stakeholders, and/or develop education and outreach campaigns. Four cabinet-level departments joined the Advisory Council on Historic Preservation today in signing a Memorandum of Understanding (MOU) to improve the protection of Indian sacred sites. The MOU also calls for improving tribal access to the sites. It was signed by cabinet secretaries from the U.S. Departments of Agriculture, Defense, Energy and Interior. It was also signed by the chairman of the Advisory Council on Historic Preservation.

EPA, The Nature Conservancy, and the Association of Clean Water Administrators (ACWA) have jointly signed a memorandum of understanding (MOU) that formalizes a mutual collaboration between these groups as they strive to develop and implement healthy watersheds programs in states and with regional aquatic ecosystem programs to help sustain an integrated network of healthy watersheds across the country. EPA, The Nature Conservancy and ACWA agree to meet periodically to track progress related to developing and implementing healthy watersheds programs in states and with regional aquatic ecosystem programs, as well as promote the sharing of educational and scientific information such as data gathering and sharing of watershed health assessments and healthy watershed implementation projects.

The attached memorandum communicates EPA's new policy to allow generators, transporters, and receiving facilities to execute electronic signatures through their employees or contractors who are located remotely from the hazardous waste shipment. This policy has been in effect as of February 10, 2023.

This memorandum, dated 17 March 2006 and assigned the number OSWER Directive 9208.2, EPA enforcement and superfund program officials have directed regional offices to apply the agency's "enforcement first" policy to ensure that institutional controls are implemented effectively at superfund sites. EPA is proposing to extend the compliance date applicable to certain entities subject to the regulation of methylene chloride recently promulgated under the Toxic Substances Control Act (TSCA). Specifically, EPA is proposing to extend by 18 months the Workplace Chemical Protection Program (WCPP) and the associated recordkeeping compliance dates for laboratories that are not owned or operated by agencies or Federal contractors acting on behalf of the Federal government. Under this proposal, all laboratories, whether federal or not, would have the same compliance dates, which would be aligned with current compliance dates for Federal agencies and Federal contractors. The Summit will focus on the technical capabilities and innovations that are allowing for advanced microgrid projects and increased penetration of renewables and DERS into the grid. Established 1 July 1969, the Center's mission has changed from recovering, or "salvaging," data and artifacts that were endangered by reservoir construction, to supporting the archeological resource management needs of National Park System areas. The Center is dedicated to the study, interpretation, and preservation of archeological resources within the National Park System, particularly within the Midwest Region of the National Park Service.

This library houses over 28,000 documents, including a wide variety of materials focusing on archeology of the Midwestern United States. Although this collection includes a large number of published materials on archeology and prehistory of the Midwest and adjacent regions, its strength lies in the vast amount of unpublished materials. Over 3900 documents comprise the library's manuscript section, which includes gray, or limited circulation, literature relevant to Midwest NPS units as well as other federal agency units.

This act (16 USC 703-711, last amended in December 1989), is a Federal law that enforces international conventions for the protection of migratory birds and game animals to which the United States is a party.

The purpose of this study of five Army buildings was to investigate current building features and construction methods and materials to optimize energy reduction and sustainability across 15 climate zones. The approach of this study was to take existing building designs and optimize the energy performance of each building using specific energy efficiency measures (individually and separately and as integrated "packages") in order to build the most energy efficient buildings possible before looking at options like renewables and cogeneration. The study also considers the impact on operations and maintenance by energy system, and considers measures to reduce indoor and outdoor potable water use.

The proposed modification would also clarify the CGP requirements that apply to projects that discharge to receiving waters within Lands of Exclusive Federal Jurisdiction.
