EPA and the Army are proposing a new definition of "waters of the United States" that clarifies federal authority under the Clean Water Act. This new definition, when finalized, would replace the 2015 definition. The agencies will take comment on the proposal for 60 days after publication in the Federal Register. EPA and the Army will also hold an informational webcast on 10 January 2019, and will host a listening session on the proposed rule in Kansas City, KS, on 23 January 2019. When published, the link to the Federal Register official version of the proposed definition will be found in the "Regulatory Watch" section of Fedcenter.gov.

This report is published in response to mandates established in The Global Change Research Act of 1990. The Fourth National Climate Assessment (NCA4) fulfills that mandate in two volumes. This report, Volume II, draws on the foundational science described in Volume I, the Climate Science Special Report (CSSR) [issued in 2017]. Volume II focuses on the human welfare, societal, and environmental elements of climate change and variability for 10 regions and 18 national topics, with particular attention paid to observed and projected risks, impacts, consideration of risk reduction, and implications under different mitigation pathways. The National Oceanic and Atmospheric Administration (NOAA) served as the administrative lead agency for the preparation of this report. A Federal Steering Committee, composed of representatives from U.S. Global Change Research Program (USGCRP) agencies, oversaw the report's development.

The U.S. Army at Fort Wainwright in Fairbanks, Alaska has paid the U.S. Environmental Protection Agency a stipulated penalty of $87,000 for failure to complete the terms of a signed Resource Conservation and Recovery Act, Consent Agreement and Final Order (CAFO).

U.S. Environmental Protection Agency (EPA) presented its first annual "National Federal Facility Excellence in Site Reuse" award to the former McClellan Air Force Base, in Sacramento County, in recognition of exemplary work transforming the Superfund site into a successful business park. The 3,452-acre McClellan Business Park now supports more than 17,000 jobs and has generated $580 million in public and private investment.

Integrated Pest Management (IPM) is a science-based, sustainable decision-making process that uses information on pest biology, environmental data, and technology to manage pest damage in a way that minimizes both economic costs and risks to people, property, and the environment. This is the first update since 2013 and is the culmination of a yearlong review by the Federal Integrated Pest Management (IPM) Coordinating Committee (FIPMCC), a joint effort that is coordinated by the Office of Pest Management Policy in the Office of USDA's Chief Economist with representatives of all federal agencies with responsibilities in IPM research, implementation, or education programs. These agencies include Environmental Protection Agency (EPA), Department of the Interior (DOI), and Department of Defense (DoD).

U.S. Environmental Protection Agency (EPA) announced an agreement with the U.S. Forest Service (USFS) to close 62 campground pit toilets, considered to be large capacity cesspools, at seven national forests across California. USFS, an agency of the U.S. Department of Agriculture, will have until December 2020 to comply with the federal Safe Drinking Water Act's ban on large capacity cesspools (LCC). USFS will be closing 62 pit toilets in seven national forests across California: Angeles, Eldorado, Inyo, Los Padres, Plumas, Sierra, and Tahoe National Forests. USFS has estimated the costs to close and remove the non-compliant systems and install new toilets is over $1.1 million dollars. The agreement also includes specific reporting requirements and allows for penalties should USFS fail to meet deadlines.

The Green Electronics Council (GEC) has launched a mobile phone module, the first in a series of expansions and updates to the existing EPEAT Environmental Benefits Calculator, to support public and private sector purchasers in calculating the environmental benefits of purchasing EPEAT registered mobile phones. The mobile phone module of the EPEAT Environmental Benefits Calculator helps organizations quantify impacts such as reductions in energy use, greenhouse gases and water consumption, as well as cost savings. The EPEAT Environmental Benefits Calculator results can be used by organizations as part of their CDP and GRI reporting.

The Bureau of Reclamation has settled federal hazardous waste handling violations with the U.S. Environmental Protection Agency at Grand Coulee Dam in Northeastern Washington. The Resource Conservation and Recovery Act (RCRA) violations discovered during EPA's 2017 inspection included: failure to conduct weekly inspections of hazardous waste accumulation areas; improper container management and failure to follow waste labeling requirements; improper hazardous waste storage (beyond 180 days) without a permit; violations of used oil and universal waste management requirements; and failure to make a hazardous waste determination. The waste in question included ignitable and corrosive compounds, used oil, mercury light ballasts and lithium batteries. As part of the Consent Agreement and Final Order with EPA, a $115,500 penalty was assessed. None of the violations outlined above occurred in publicly accessible areas.

The Federal Energy Management Program's (FEMP) annual FEDS Spotlight recognition program was presented at the 2018 Energy Exchange. The 2018 winners are being recognized by agency leaders and peers as federal champions who are working hard to implement exceptional projects and programs that help agencies achieve missions and meet energy, water, and fleet management goals. In the U.S. District Court for South Carolina Judge David C. Norton issued an injunction against the EPA and Army Corps of Engineers' "Suspension Rule" that delayed the effective date of the Clean Water Rule for 2 years. The result of this injunction is to essentially reinstate the Clean Water Rule (26 June 2015, Federal Register) in 26 states; the remaining states are subject to district court injunctions currently blocking implementation of the Clean Water Rule.

Construction project teams using integrative design approaches and collaborative practices save time and money by reducing the number of hand-offs between the design team and builder, creating a sense of mutual trust among the project team, and increasing stakeholder partnerships throughout the project. In this June 2018 study GSA compares 100 GSA high-performance buildings to 100 GSA legacy stock buildings looking at actual performance data in five key metrics from the last three years. The comparison found that high-performance buildings save energy, save water, cost less to operate, produce less waste, and have more satisfied occupants compared with typical buildings.

The streamlined process showcased in the video supports President Trumps One Federal Decision Memorandum of Understanding signed by 12 federal agencies in April directing the establishment of a coordinated and timely process for environmental reviews of infrastructure projects. The video also underscores EPAs goal to reach permitting-related decisions within 6 mo by 30 September 2022. The video was developed by EPAs Smart Sectors program, which works with the aerospace industry and 13 other sectors of the economy to better understand the challenges and opportunities surrounding regulated industries.

EPA's e-manifest system will officially launch in June 2018. The system will facilitate the electronic transmission of the uniform manifest form, which accompanies shipments of hazardous waste. As a result of the testing period and test user lessons learned the Fact Sheets for the various users (generators, transporters, tsdfs, etc) have been updated.

Eleven years ago the U.S. Senate's unanimous approval and designation of a week in June as "National Pollinator Week" marked a necessary step toward addressing the urgent issue of declining pollinator populations. Pollinator Week has now grown into an international celebration of the valuable ecosystem services provided by bees, birds, butterflies, bats and beetles. This year, June 18 – 24, 2018 is the designated week. Check out the Pollinator Partnership website for events and resources.

On 14 June 2018 EPA recognized federal facilities for conserving resources and saving taxpayers' money as part of the Federal Green Challenge (FGC). These efforts across the federal government have not only resulted in approximately $22 million in cost savings in the last year, but also further the goals of the President's17 May 2018, EO Regarding Efficient Federal Operations.

The Green Electronics Council (GEC), the organization that manages the EPEAT ecolabel, announced its 2018 EPEAT Purchaser Award winners on May 14th at a ceremony in Minneapolis, MN. Through participation in the Better Buildings Initiative more than 900 public and private-sector organizations are driving energy efficiency in the U.S. economy. This includes 380 trillion Btus, or $3.1 billion in reported cumulative energy and cost savings. The newly released report highlights this progress in the commercial, industrial, residential and public sectors to improve energy productivity.

This review report describes the state of the science since the release of the 2012 RWQC, related to the protection of human health in water bodies designated for primary contact recreation (e.g., swimming). Based on the EPAs review of the existing criteria and developments in the available science, and consistent with CWA Section 304(a)(9)(B), the EPA has decided not to revise the 2012 Recreational Water Criteria during this review cycle.

(WASHINGTON, April 20, 2018) The Defense Department is honoring nine winners with the 2018 Secretary of Defense Environmental Awards for exceptional environmental achievements and innovative, cost-effective environmental practices. The department has honored individuals, teams and installations each year since 1962 for remarkable achievements in these environmental management strategies that successfully support mission readiness, Ellen M. Lord, the undersecretary of defense for acquisition and sustainment, said in the memorandum announcing the recipients.

This version serves as the EPA's regular update of the inventory that occurs approximately every 6 months. For the first time, this version includes a field designating which chemical substances were "active" in U.S. commerce based on the following: reporting from the 2012 and 2016 Chemical Data Reporting cycles; Notices of Commencement received by the agency since 21 June 2006; and Notice of Activity Form A's received by the agency through the 7 February 2018 deadline, per the TSCA Inventory Notification (Active-Inactive) rule.

Cabinet secretaries and federal agency leaders have signed a Memorandum of Understanding committing to follow President Trump's One Federal Decision framework for processing environmental reviews and permits for major infrastructure projects. President Trump established the policy of One Federal Decision for the federal government's processing of environmental reviews and permits for major infrastructure projects in EO 13807. Under One Federal Decision, EO 13807 requires that each major infrastructure project have a lead federal agency that is responsible for navigating the project through the process, all federal agencies to sign one "Record of Decision" (for purposes of complying with NEPA), and relevant federal agencies to issue the necessary permits for the project within 90 days of the signing of the Record of Decision. EO 13807 established a 2-year goal for the completion of the environmental review and permitting processes for the signature of the Record of Decision and issuance of the necessary permits.

This guide is a case study of Huntington, West Virginia and early efforts to consider how green infrastructure could be incorporated into local hazard mitigation plans. It follows a partnership of local, state, and federal organizations and their collaborative effort to address local flooding and protect water quality. While the effort is ongoing, the Storm Smart Cities guide captures some early lessons learned that can benefit other communities interested in pursuing a similar approach. Leaders from the U.S. DOE and the U.S. DHS recently signed a MOU to collaborate in a strategic partnership to advance federal critical infrastructure resilience. The partnership will result in the development and implementation of a systematic approach to planning and deploying projects and measures that will help reduce DHS energy use while strengthening the resilience and security of their facilities. This partnership will address continuity of operations, energy and water efficiency in buildings, mobile/transportation assets, and information technologies and facilities. The partnership will permit the development of an agency-wide resilience framework and support implementation of the plan at DHS pilot sites. FEMP's long term goal for the partnership is to develop an integrated enterprise-wide system approach that all federal agencies can use to achieve their energy resilience and security missions by optimizing their facility operations and security, enhancing grid reliability, and conserving energy and water.

The Draft Inventory is available for public review. EPA requests recommendations for improving the overall quality of the inventory report to be finalized in April 2018, as well as subsequent inventory reports. To ensure comments are considered for the final version of the document, please submit your comments by 9 March 2018 (Federal Register; 7 February 2018 [Notices], page 5422).

The Cost Effective Upgrades Tool is designed to help identify upgrades and energy conservation measures that can enhance your building's sustainability. Get started by selecting your building size and climate zone. To help with procurement, you can generate reports outlining each upgrade, including its economic benefits. This tool is a part of GSA's SFTool.

In a 1995 memo, EPA established a "once in always in" policy that determined that any facility subject to major source standards would always remain subject to those standards, even if production processes changed or controls were implemented that eliminated or permanently reduced that facility's potential to emit hazardous air pollutants. Today's memo finds that EPA had no statutory authority under the Clean Air Act to place a time limit on when a facility may be determined to be an area source, and that a plain language reading of the Act must allow facilities to be reclassified as area sources once their potential to emit hazardous air pollutants falls below the levels that define major sources.

This report is EPA's summary and interpretation of the most recent data on chemical releases and pollution prevention activities at more than 21,000 U.S. industrial facilities. It shows a continued decline in the releases of TRI chemicals through the implementation of pollution reduction activities. In the National Analysis, you'll find local and national data on TRI chemical releases to air, water and land, and information about what companies are doing to prevent these releases. With the reports integrated mapping features, you can take a closer look at this information for specific geographic locations, including your community.

This is the second annual report on risk evaluations as required under amended TSCA. The 2018 annual plan identifies the next steps for the first 10 chemical reviews currently underway and describes EPA's work in 2018 to prepare for future risk evaluations. EPA will initiate prioritization for 40 chemicals - at least 20 Low-Priority and 20 High-Priority candidates – by the end of calendar year 2018. By December 22, 2019, EPA will have designated 20 substances as Low-Priority and initiated risk evaluations on 20 High-Priority substances. In order to support these risk evaluations and other key aspects of TSCA implementation, EPA will be proposing a draft TSCA Fees Rule in early 2018 which will provide estimates of the resources required to undertake risk evaluations.

The OGP Federal Supplier Energy and Risk Management Tool combines federal contract data with data about federal suppliers' and contractors' corporate-level sustainability practices. Contracting, procurement, and sustainable acquisition professionals can research existing practices and performance when designing contracting mechanisms to encourage additional cost-effective energy and risk management. Federal suppliers and contractors can benchmark versus peers. Other sustainability professionals and organizational leaders can benchmark existing or planned sustainability programs. Plus, the public can learn how the federal government spends money, and how federal contractors are working to reduce costs, avoid risks, and protect the environment.

U.S. Navy paid a civil penalty of $94,200 and closed nine large capacity cesspools (LCCs) at Joint Base Pearl Harbor-Hickam. The Navy had closed six LCCs in 2012, but had failed to close the remaining three in a timely manner. The three remaining cesspools served an estimated 160 people at three separate facilities. The Navy has since closed the non-compliant cesspools.

The overall design of both product and service pages have been improved. Photos have been added for each product improving the visual appeal of the pages. In addition, product descriptions have been provided for each GPC product giving users a better understanding of each product. In particular, for products with EPA Recommended Standards, Specifications and Ecolabels, the "Procurement Info" section has been updated with the additional tiered requirements; the schedules listed under "Where to Buy" are now hyperlinked allowing you to go directly from the GPC to GSA eLibrary where you can find additional procurement information; mobile phones have been added to the GPC under "Office Electronics" with an EPEAT requirement; and you can now find Products by Environmental Program via the Environmental Programs page

By statute, the Director of the Office of Management and Budget (OMB) is required to publish scorecards on Federal agency performance on energy efficiency and sustainability. The scorecards available on this site assess agencies' fiscal year (FY) 2016 performance toward statutory and Executive Order goals, which were in place prior to the beginning of the current Administration. The information upon which the scorecards are based includes data, metrics, and scoring criteria that were developed in accordance with existing statutory and Executive Order requirements applicable in FY 2016.
