This newly released report collating data from the 2011 survey finds that less than half of wetland area, 48%, is in good condition based on plant community. Of the stressors the NWCA examined, physical alterations to wetland habitat such as surface compaction, ditches, or plant removal are the most widespread: 27% of wetland area nationally has high stress levels for surface hardening and vegetation removal, and 23% of wetland area has high stress levels for ditching. This is the first national monitoring study of the overall condition of wetlands conducted with a statistically-valid random sample approach.

The report provides a summary of the major climate change-related accomplishments of EPA's national and regional water programs during 2015. The report also highlights major research projects addressing climate change and water that were completed in 2015 by the EPA Office of Research and Development.

EPA recently published the annual U.S. Greenhouse Gas (GHG) Emissions and Sinks, which presents a national-level overview of annual greenhouse gas emissions since 1990. The inventory shows a 9% drop in emissions since 2005, and a 1% increase in greenhouse gas emissions in 2014 from 2013 levels. By sector, power plants were the largest source of emissions, accounting for 30% of total U.S. greenhouse gas pollution. The transportation sector was the second largest source, at 26 percent.

The Department of Defense (DoD) has announced the winners of the 2016 Secretary of Defense Environmental Awards. Each year since 1962, the Secretary of Defense has recognized individuals, teams, and installations for their outstanding achievements and innovative work protecting the environment while sustaining mission readiness. Military Services and Defense Agencies may submit one nomination for each of the nine award categories. A diverse panel of judges representing federal and state agencies, academia, and the private sector select the winners.

The Office of Energy Efficiency and Renewable Energy (EERE), U.S. Department of Energy (DOE) intends to issue, on behalf of the Federal Energy Management Program (FEMP), a Funding Opportunity Announcement (FOA) entitled "Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) 2016" in April or May 2016. No FOA Applications will be accepted through this Notice. The FOA will provide grants to federal agencies for establishing a program that provides an effective agency process to utilize the ENABLE Energy Savings Performance Contract (ESPC) and subsequently applying the process to identified energy savings projects. The ENABLE contract is a streamlined ESPC for small sites that is limited to the following five types of energy conservation measures: lighting; water; controls for heating, ventilation and air conditioning (HVAC); replacement of HVAC equipment and solar photovoltaics (PV). EERE will issue the FOA via the EERE Exchange website. If Applicants wish to receive official notifications and information from EERE regarding this FOA, they should register in EERE Exchange. On October 22, 2015, EPA published the final National Pollutant Discharge Elimination System (NPDES) Electronic Reporting Rule. This regulation replaces most paper-based Clean Water Act (CWA) NPDES permitting and compliance monitoring reporting requirements with electronic reporting. Under the rule, all authorized NPDES programs are required to submit an Implementation Plan for achieving the "Phase 2" E-Reporting requirements to EPA. Through joint governance and multi-agency representation, the NPDES E-Reporting Rule Implementation Plan Integrated Project Team (IPT) developed and distributed a template for creating the required implementation plans.

The White House Council on Environmental Quality (CEQ) has issued a revised "Guiding Principles for Sustainable Federal Buildings", per Executive Order 13693 "Planning for Federal Sustainability for the Next Decade." This guidance updates and replaces the "High Performance and Sustainable Buildings Guidance", issued by CEQ in December 2008 to:

• reflect the evolution of sustainable building design, construction, and operating practices since 2008,
• incorporate other building-related E.O. 13693 requirements,
• increase the economic and environmental benefits of Federal investments in facilities,
• enhance occupant health, wellness, and productivity,
• include climate resilience in building design, construction, and operations, and protect Federal facilities investments from the potential impacts of climate change, and
• provide information on tracking agency green building performance.

DWMAPS is an online mapping tool that provides the public, water system operators, state programs, and federal agencies with critical information to help them safeguard the sources of America's drinking water. DWMAPS allows users to learn about their watershed and understand more about their water supplier. DWMAPS also lets users see if sources of their drinking water are polluted and if there are possible sources of pollution that could affect their communities' water supply. DWMAPS can even guide users to ways they can get involved in protecting drinking water sources in their community.

The U.S. Environmental Protection Agency (EPA) has announced its seven National Enforcement Initiatives for fiscal years 2017-2019, which focus on national pollution challenges where EPA's enforcement efforts will protect public health. For the next cycle starting on October 1, 2016, EPA will retain four of its current National Enforcement Initiatives, add two new initiatives, and expand one to include a new area of focus. The fiscal year 2017-2019 National Enforcement Initiatives are:

1. Keeping Industrial Pollutants Out of the Nation's Waters (new initiative)
2. Reducing Risks of Accidental Releases at Industrial and Chemical Facilities (new initiative)
3. Cutting Hazardous Air Pollutants (expanded initiative) 4. Reducing Air Pollution from the Largest Sources
5. Ensuring Energy Extraction Activities Comply with Environmental Laws
6. Keeping Raw Sewage and Contaminated Stormwater Out of the Nation's Waters
7. Preventing Animal Waste from Contaminating Surface and Ground Water.

EPA is expanding its initiative focused on reducing toxic air pollution by adding large storage tanks and hazardous waste facilities to its work to address public health threats.

The Committee reviews strategic plans, products, and activities of the Office of Federal High-Performance Green Buildings, and provides advice regarding how the Office can accomplish its mission most effectively. The U.S. Environmental Protection Agency (EPA) has released a study assessing the implementation of the two third-party certification programs for electronic waste recyclers in the United States. EPA's study found that the certification standards are being implemented by auditors with thorough knowledge of the standards. The study identified a number of strengths in implementation of the standards, such as clear and effective roles and responsibilities among the key implementers, and opportunities for constructive feedback integrated throughout the system. The study also offers recommendations for improving the overall effectiveness of implementation, including providing additional training and guidance materials in key topic areas, providing regular updates to the standards and increasing audit times to allow for more thorough audits.

The U.S. Environmental Protection Agency (EPA) has released the 2010 National Coastal Condition Assessment showing that more than half of the nation's coastal and Great Lakes nearshore waters are rated good for biological and sediment quality, while about one-third are rated good for water quality. In almost all coastal waters, however, contaminants in fish tissue pose a threat to sensitive predator fish, birds, and wildlife. The National Coastal Condition Assessment is part of a series of National Aquatic Resource Surveys (NARS) designed to advance the science of coastal monitoring and answer critical questions about the condition of waters in the United States.

DOE has awarded $2.85 million in funding for four projects that will advance the development of renewable energy technologies at facilities across the federal government. FEMP Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) funding will support two main technology areas: photovoltaic and biomass generation. Cost shared with industry, the total investment is nearly $75 million. For details, see the website.

EPA's eDisclosure portal is a centralized "Next Generation" web-based system for more efficiently receiving and processing violations disclosed to EPA under its self-disclosure policies. In 2015 the Energy Department launched the Better Buildings Solution Center, an online tool, hosting hundreds of partner solutions that have been proven to accelerate energy savings in single buildings, and across entire building portfolios. As users browse the Solution Center they can easily find by topic the solutions partners implemented to help them to understand how leading organizations achieve significant energy savings. The department is excited to feature below the top-10 and most viewed solutions since May 2015, when the Solution Center first launched.

The NCCA describes the results of a nationwide coastal probabilistic survey that was conducted in the summer of 2010 by the Environmental Protection Agency (EPA) and its state, tribal, and federal partners. Results include estimates of coastal area with good, fair, and poor biological quality, water quality, sediment quality, and ecological fish tissue quality. Results are presented nationally and regionally for the Northeast, Southeast, Gulf of Mexico, West, and Great Lakes coasts. The NCCA 2010 also includes information on how the survey was implemented, and future actions and challenges.

On December 15 the White House announced a new public-private water innovation strategy. This strategy includes an aggressive two-part approach by EPA and other federal agencies to address the impacts of climate change on the use and supply of the nation's water resources and calls on private sector and other stakeholder groups to help significantly scale up research and investment in water efficiency solutions. The Administration's new water innovation strategy calls for: • Boosting water sustainability and long-term water security by increasing use of water-efficient and -reuse technologies. • Promoting and investing in breakthrough research and development that will reduce the price, energy costs, and emissions requirements of new water supply technology to achieve "pipe parity" in the next decade. The strategy was announced at a Roundtable on Water Innovation held to engage with industry and public leaders to start building broader consensus on a path forward.The roundtable provided an opportunity for leaders from industry, academia, and federal, state, and local governments to discuss how an aggressive innovation agenda can help America meet the challenge of a constrained water supply and increase the resilience of businesses and communities in regions that will be affected by increasingly severe and lengthy droughts.

(Washington, Dec. 16, 2015) – The U.S. Environmental Protection Agency (EPA) today released its annual enforcement and compliance results highlighted by large cases that reduce pollution, level the playing field for responsible companies, and protect public health in communities across the country. In fiscal year 2015, EPA secured record-setting hazardous waste, Clean Air Act, and Superfund settlements, and acted swiftly to win a large criminal plea agreement following a major coal ash spill, among other accomplishments. Additionally, EPA made significant progress on cases that will benefit communities well into the future, by pursuing a final settlement that puts billions of dollars to work restoring the Gulf and helping communities affected by the BP oil spill, and by launching an investigation against Volkswagen for illegally emitting air pollution from diesel vehicles.

(WASHINGTON, Dec. 16, 2015) – In support of the Obama Administration's Climate Action Plan, the U.S. Department of Energy (DOE), the U.S. Environmental Protection Agency (EPA), and U.S. Department of Agriculture (USDA) jointly released the Biogas Opportunities Roadmap Progress Report today, updating the federal government's progress to reduce methane emissions through biogas systems since the Biogas Opportunities Roadmap was completed by the three agencies in July 2014. Today's report highlights actions taken, outlines challenges and opportunities, and identifies next steps to the growth of a robust biogas industry.

The Department of Defense and U.S. Fish and Wildlife Service collaborated to produce the fall 2015 Wildlife Stewardship & National Defense issue of the Endangered Species Bulletin (ESB). This issue focuses on DoD's projects that sustain the military mission while protecting and managing endangered, threatened, and candidate species.

(Seattle – December 8, 2015) The U.S. Environmental Protection Agency has reached a settlement with the U.S. Army for alleged violations of its hazardous waste permit at Fort Wainwright, Alaska. As part of the settlement, the Army has agreed to pay $59,220 in penalties for violations of the Resource Conservation and Recovery Act (RCRA).

This new analysis by the U.S. Energy Information Administration indicates U.S. carbon dioxide emissions from the consumption of fossil fuels were 5,406 million metric tons carbon dioxide in 2014, an increase of 1 percent from the 2013 level. U.S. energy-related carbon dioxide emissions remain about 10% below the 2005 level.

Algal toxins are a growing problem in the US. Harmful algal blooms (HABs) produce algal toxins that can cause fish kills and contaminate drinking water supplies. This EPA plan outlines actions to address algal toxins in drinking water.

EPA cited violations of RCRA requirements for labelling and dating hazardous waste containers used for waste lead solder and alcohol rags, and for inadequate packaging and labelling of universal wastes (e.g., discarded lamps that may contain mercury or other hazardous substances). NASA also allegedly did not comply with a Clean Air Act permit requirement to obtain a certification from its fuel supplier on the sulfur content and compliance with industry standards for fuel oil used at the facility.

On 9 October 2015 the U.S. Court of Appeals for the Sixth Circuit stayed the Clean Water Rule nationwide pending further action of the court.

This briefing details the FY2015 Third Quarter status of Federal agencies efforts towards meeting goals related to climate change.

The Army Corps of Engineers has agreed to pay $85,059 to settle EPA claims that it violated federal regulations meant to protect the public from hazardous chemicals at a research lab in Hanover, N.H., and it has taken action to improve the safety of its operations at the facility. EPA alleged that the Army Corps did not comply with "Risk Management Plan" regulations contained in the federal Clean Air Act in its handling of anhydrous ammonia at its Cold Regions Research and Engineering Laboratory in Hanover. This facility contains about 14,000 pounds of anhydrous ammonia in a closed-loop refrigeration process. Risk Management Plan (RMP) requirements help to protect communities, workers, and emergency responders from accidental releases of hazardous chemicals, including ammonia.

Since January, more than 125 teams and 6,500 buildings have been battling it out to see who can save the most energy and water in the 2015 ENERGY STAR Battle of the Buildings: Team Challenge. The GSA Region 6 Team is the highest placed Federal team in the competition at the midpoint.

This version of the workbook must be used for comprehensive reporting of fiscal year (FY) 2015 energy, costs, square footage, and associated operational data. The data report is an Excel workbook that collects agency-aggregated data that are necessary for calculating scope 1, 2, and 3 greenhouse gas emissions in the commonly used native units of energy consumption and fugitive emissions, as well as activity data for estimating scope 3 indirect emissions. It provides users with the summation of their calculated emissions, as well as the performance results for other energy and sustainability goals. The Annual Greenhouse Gas and Sustainability Data Report for FY 2015 is due on 29 January 2016.

President Obama has proclaimed October 2015 as Energy Action Month. This DOE website leads you to ideas and resources on how to celebrate Energy Action Month.

The new agenda is made up of 17 Sustainable Development Goals and 169 targets addressing a broad range of topics including climate change, poverty, and inequality. The goals, which replace the Millennium Development Goals, cover headings including industry, innovation and infrastructure, sustainable cities and communities and responsible consumption and production.

(HONOLULU, Oct. 1, 2015) Following a 50 day public comment period, the U.S. Environmental Protection Agency and the Hawaii Department of Health (DOH) announced the final agreement with the U.S. Navy and the Defense Logistics Agency (DLA) that requires the military to take immediate and long-term steps to minimize the threat of future leaks at the Red Hill Bulk Fuel Storage Facility near Pearl Harbor, Oahu. In response to over 140 public comments, EPA and DOH secured additional measures from the Navy and DLA that improved upon the original proposed settlement.

On Friday, September 25th, a Federal Register Notice was published announcing EPA's issuance of Recommendations for Specifications, Standards, and Ecolabels For Federal Procurement. These Recommendations were issued per direction given to the EPA in the Executive Order 13693 Implementing Instructions. The Federal Register Notice explains this direction, the approach used to develop the Recommendations, the process for continually updating these Recommendations, and more.

The Tribal Green Building Toolkit provides information on how tribes and other communities can prioritize and implement green building codes, policies and practices. This toolkit summarizes priorities identified by the Tribal Green Building Codes Workgroup, a group of tribal and federal leaders working to advance tribal green building. The toolkit includes checklists and tribal case studies to support tribes, which are not covered by state or local government building codes, to adopt or adapt green building codes or other policies that meet tribal environmental, cultural and economic priorities.

This publication states that a Zero Energy Building is "an energy-efficient building where, on a source energy basis, the actual annual delivered energy is less than or equal to the on-site renewable exported energy." This definition also applies to campuses, portfolios, and communities. In addition to providing clarity across the industry, this new DOE publication provides important guidelines for measurement and implementation, specifically explaining how to utilize this definition for building projects.

The federal government will lead a new partnership with charitable organizations, faith-based organizations, the private sector and local, state and tribal governments to reduce food loss and waste in order to improve overall food security and conserve our nation's natural resources. The goal is calling for a 50-percent reduction by 2030. This announcement occurs just one week before world leaders gather at the United Nations General Assembly in New York to address sustainable development practices, including sustainable production and consumption.

As part of the Obama Administration's Climate Data Initiative, a new set of online climate data resources was announced to help with climate change planning, adaptation and management. The U.S. Climate Resilience Toolkit is a website developed by NOAA and other Federal agencies that will enable decision-makers to take action. The toolkit will boost climate resiliency by using data-driven tools, information and subject-matter expertise. This also offers information from across the Federal government in one easy-to-use location so that Americans are better able to understand the climate-related risks and opportunities impacting their communities, which will enable them to make smarter decisions to improve their resilience. The Toolkit will also be updated with climate impact information specific to tribal nations.

This rule proposes a much-needed update to the hazardous waste generator regulations to make the rules easier to understand, facilitate better compliance, provide greater flexibility in how hazardous waste is managed, and close important gaps in the regulations. Two key provisions where EPA is proposing flexibility are: 1) Allowing a hazardous waste generator to avoid increased burden of a higher generator status when generating episodic waste provided the episodic waste is properly managed; and 2) Allowing a conditionally exempt small quantity generator (CESQG) to send its hazardous waste to a large quantity generator under control of the same person. Further, the EPA is proposing a number clarifications without increasing burden including a reorganization of the hazardous waste generator regulations so that all of the generator regulations are in one place. As a part of the August 25 National Clean Energy Summit President Obama announced and extensive set of executive actions (including the DoD Privatized Housing Solar Challenge) and private sector commitments to accelerate America's transition to cleaner sources of energy and ways to cut energy waste.

The new Submetering Wizard (https://sftool.gov/plan/submetering) enables the user to learn about submetering techniques and benefits as they relate to gas, water and electrical (circuit, system & end-use device) systems. The Agency Green Building Practices (https://sftool.gov/learn/10129/agency-practices) section is a detailed repository of education and information about policies, strategies, case studies and tools developed in the process of greening their buildings and shared with the Interagency Sustainability Working Group (ISWG).

Released on 3 August 2015, the Clean Power Plan establishes the first-ever national standards to limit carbon pollution from power plants.

This handout provides a list of tools and descriptions of their uses which are available to state, tribal, and local governments and others to adapt their clean water and drinking water programs to a changing climate.

The American Meteorological Society has released the State of the Climate Report for 2014. The report, compiled by NOAA's Center for Weather and Climate at the National Centers for Environmental Information, is based on contributions from 413 scientists from 58 countries around the world. The report provides a detailed update on global climate indicators, notable weather events, and other data collected by environmental monitoring stations and instruments located on land, water, ice, and in space. In 2014, the most essential indicators of Earth's changing climate continued to reflect trends of a warming planet, with several markers such as rising land and ocean temperature, sea levels and greenhouse gases setting new records.

Clean Cities Now is the official biannual newsletter of Clean Cities, an initiative designed to reduce petroleum consumption in the transportation sector by advancing the use of alternative and renewable fuels, fuel economy improvements, idle-reduction measures, and new technologies, as they emerge.

Nationwide, more than 6,500 buildings and 125 teams are competing to reduce their energy and water use. In support of President Obama's Climate Action Plan, which calls for businesses to cut waste and become 20 percent more energy efficient by 2020, the competition targets wasted energy in commercial buildings and motivates organizations to improve energy efficiency, reduce harmful carbon pollution and save money. This year's teams hail from supermarket, retail, government, school, banking and many other types of organizations.

GAO was asked to review federal green building efforts and agencies' use of third-party certification systems. As part of GSA's effort to be a leader in sustainable acquisition, GSA has integrated new and improved sustainability policies into their procurement regulations. This new guidance includes specific procedures that must be followed during the pre-award, award, and post-award stages of a procurement. In addition, the guidance incorporates best practices and tools that the acquisition workforce can utilize as needed. The new guidance can be found in the GSA Acquisition Manual (GSAM), Part 523, Subpart 523.1, Sections 523.101 - 523.106 and Part 570, Subpart 570.1, Section 570.117.

This template is intended to assist agencies in complying with the new Federal Building Metering Guidance.

On 12 August 2015 GSA is giving local area federal agencies an opportunity to dispose of their unneeded, inoperable electronic assets at their Springfield, VA facility. This disposal event will be free of charge to those who participate and will ensure assets are disposed of in an environmentally friendly fashion. GSA is partnering with a disposal vendor who has agreed to pay the GSA Surplus Sales program for accumulations of federal electronic assets. Participants will receive certification that their property was disposed of in accordance with EPA regulations. GSA is taking computer equipment, monitors, televisions, cell phones, copiers, and anything with an on/off switch. GSAS requests that all hard drives be wiped.

The DOI, USDA, EPA, NOAA, and USACE have recognized three new collaborative landscape partnerships across the country. Federal agencies will focus there on efforts with partners to conserve and restore important lands and waters and make them more resilient to a changing climate. This report estimates the physical and monetary benefits to the U.S. of reducing global greenhouse gas emissions. This report summarizes results from the Climate Change Impacts and Risks Analysis (CIRA) project, a peer-reviewed study comparing impacts in a future with significant global action on climate change to a future in which current greenhouse gas emissions continue to rise.
